I'VE BEEN IN THE PARKS AND RECREATION PROFESSION FOR 21 1/2 YEARS. I STARTED IN 1999 WITH THE CITY OF GRAND PRAIRIE AS A -- WHAT'S CALLED A TEMPLE.

WE CALLED IT SEASONAL IN GRAND PRAIRIE AND THROUGHOUT THE YEARS JUST APPLIED MYSELF AND WORKED MY WAY UP THE LADDER.

AND IN 2016, I TOOK THE JOB AS PARK SUPERINTENDENT FOR THE CITY OF STEVENVILLE. I WAS THERE FOR FOUR AND A HALF YEARS AND NOW HERE IN ABILENE. EXCITED TO BE HERE.

THEY GOT TO FEED THE RHINO, SEE THE BABY GIRAFFE. THEY GOT A GRAND TOUR AND ALL THEY COULD TALK ABOUT LAST NIGHT, JEN IR, KALEY WAS INVOLVED IN THAT. I THINK SCARBOROUGH IS A GREAT FIT FOR THIS.

IT'S A FAIRLY LARGE PARK, BUT REALLY ONLY THING THAT'S BEEN UTILIZED THERE HAS BEEN THE BALL FIELDS AND THE PLAYGROUNDS.

SO RIGHT ALONG THE STREET. THERE'S A LARGE AREA BACK BEHIND THAT'S BEEN UNDER UTILIZED FOR ALWAYS.

THEY WANT TO PLACE MORE BASKETS BACK IN THERE TO MAKE ANOTHER SMALL COURSE OUT THERE. WITH THE PROXIMATE I AM NOT TO THE AIR FORCE -- WITH THE PROXIMITY TO THE AIR FORCE BASE, AN IMPORTANT ASSET. I JUST WANTED TO BRING THAT TO

WE GOT SOME PRIORITIES FROM THAT.

WE ENTER INTO A CONTRACT WITH MICHAEL BLACK, IF YOU REMEMBER.

HE WAS IN THE ROOM LISTENING TO THE CONVERSATION AND HE HAS A DRAFT OF KIND OF WHAT HE'S COME UP WITH FROM ALL OF THE CONVERCONVERSATIONS FROM THAT M. SO I WOULD LIKE TO INTRODUCE MICHAEL AND HAVE HIM COME UP AND WALK US THROUGH THE

HERE WE ARE TODAY. JUST KIND OF OUTLINING THESE IMPROVEMENTS THAT WE HAVE KIND OF BEEN STUDYING AND TRYING TO MAKE RECOMMENDATIONS OF. HERE IS AN AERIAL VIEW OF STEVENSON PARK, AS IT IS NOW. JUST KIND OF EVALUATING THE EXISTING FACILITIES AND HOW THEY MAINLY RELATE TO WHAT MAY BE STAYING AND WHAT MAY BE ADDED TO THE PARK TO MAKE IT MORE WHAT THE COMMUNITY HAS PROVIDED INPUT FOR.

SO DURING THAT -- AND IN THE FIRST MEETING WE TALKED ABOUT FLOOD PLANES AND REALLY UNDERSTANDING WHAT THAT MEANS AND SKIN KIND OF WANTED TO SHOW A MAP.

YOU CAN SEE THE GREEN PART WITHIN THE BIG BLUE PIECE.

IT SHOWS HOW 100% OF THE PARK IS IN THE FLOOD WAYS.

THAT SHOWS SOME STRAINS WE HAVE MOVE FORWARD.

WE FEEL CONFIDENT THAT ANYTHING WE'RE PROPOSING NOW, WOULD NOT

WE'RE GOOD THERE SO FAR. SO FROM THAT MEETING, THIS IS KIND OF THE NINE THINGS THAT WE KIND OF CHECKED THROUGH PRIOR TO RANKING AND THINKING, OKAY, THE NUMBER ONE THING THAT WE HEARD IS RENOVATING THAT EXISTING BASKETBALL AND TENNIS COURT WITH LIGHTING, TO MAKE THAT MORE USEABLE AND MORE FRIENDLY, WHETHER THAT'S REAL NETTING ON THE TENNIS COURT VERSUS CHAIN LINK OR REALLY UPGRADING THAT EXISTING BASKETBALL, TENNIS COURT FACILITY. THEN WE ALSO HEARD ABOUT THE RESTROOMS NOT VERY CONDUCIVE TO PEOPLE WANTING TO USE IT.

SO REALLY TRYING TO TAKE THE ASSET OF THE EXISTING RESTROOM AND RENOVATE IT, SO IT'S MORE USER FRIENDLY.

WE HEARD THAT WALKING CONCRETE TRAILS WERE KIND OF WENT THROUGH WHAT TYPE OF TRAIL AND THE CONCRETE TRAIL WAS KIND OF WHAT PEOPLE WERE PREFERRING. THAT'S NUMBER ONE.

PAVILIONS WAS NUMBER FOUR. THEN THE FOOTBALL PRACTICE FIELD OR A LARGE OPEN SPACE THAT IT WAS LIT NUMBER FIVE.

UPGRADES TO THE SPLASH PAD COMING IN AT NUMBER SIX.

SOME TYPE AN AMPHITHEATER OR PUBLIC GATHERING SPACE TO HOST EVENTS, SO FESTIVALS AND ACTIVITIES COULD BE PLANNED FOR LARGE GROUPS IS NUMBER 7. THEN THERE'S THE DESIRE TO HAVE A NEW ACCESS ROAD TO COCREIL DRIVE AND A PLACE FOR BASEBALL PRACTICE TO OCCUR. DURING THAT -- DURING THAT EXERCISE THAT'S WHAT WE GAVE OUR INPUT AND WHAT THE COMMUNITY WAS WANTING.

WE THINK ABOUT THAT. KIND OF HUT THAT IN THE HOPPER AND THOUGHT ABOUT IT. WHAT ELSE CAN WE IMPROVE ON FOR THE PARK AND JUST REALLY KIND OF LOOK AT IT AS A WHOLE.

REPORTING BACK TO THESE THINGS. WE ALWAYS KIND OF LIKED WHAT ARE THE PROJECT GOALS AND GO BACK AND ASK OURSELVES, ARE THESE DECISIONS THAT WE'RE MAKING ANSWERING OUR PROJECT.

THAT WAS FOR THE WHOLE COMMUNITY, THE NEIGHBORHOOD, SURROUNDING AREA. WE ALSO HEARD ABOUT BETTER RELATIONSHIP BETWEEN PARK USES. AND THEN THE AMENITIES OF VARIOUS SIZED GROUPS, SINGLE USERS, CAREGIVER AND A CHILD, BIRTHDAY PARTIES AND LARGER COMMUNITY EVENTS.

AS WE GO THROUGH THESE IMPROVEMENTS, ARE WE GOING BACK TO THESE KIND OF MAIN GOALS THAT WE KIND OF ALWAYS CHECK OURSELVES TO. SO THROUGH ALL OF THIS, THIS IS KIND OF THE FIRST KIND OF IDEA THAT WE KIND OF HAVE COME UP WITH. AND THAT'S THE IMPROVEMENTS TO THE COURT. RIGHT NOW THERE'S TWO TENNIS COURTS AND ONE BASKETBALL. AND KIND OF THE EXPERIENCE AND WHAT I'M RECOMMENDING IS MY THOUGHT WOULD BE THAT THE TENNIS COURT WOULD -- NOT -- WOULD GET USED NOT AS MUCH AS A BASKETBALL COURT WOULD. A FULL-SIZED COURT AND HALF-SIZED COURTS BETWEEN TYPES OF AGES AND TYPES OF GAMES PLAYED OUT THERE. IF YOU HAVE A FULL-SIZED COURT, IT TENDS TO BE AN OLDER, MORE AGGRESSIVE TYPE OF BALL GAME THAN IF JUST SOME GOING UP AND DOWN THE COURT, VERSUS HALF-STYLE PICK-UP GAMES. IF WE CONVERT THE MIDDLE TENNIS COURT TO TWO HALF-SIZED BASKETBALL COURTS AND ONE FULL-SIZED BASKETBALL COURT, WE CAN ACCOMMODATE A LOT OF DIFFERENT TYPES OF USERS GOING ON AT THE SAME TIME.

USE THE EXISTING PA VEILON WITH MINOR UPGRADES.

AND SO THAT IT BECOMES KIND OF A CENTRAL GATHERING AREA FOR EVERYBODY THERE USING THE TENNIS COURT AND BASKETBALL COURT.

AND KIND OF WHAT YOU SEE, AS WE GO, IS EACH OF THESE PAVILIONS AND EVEN THE COURTS -- THE SPORT COURT PAVILION, THEY'RE BECOMING AN ARCHITECTURAL THEME TO THEM ALL.

YOU'RE OUT THERE AND YOU SEE THE PARK, THE ARCHITECTURAL ELEMENT STARTS TO MATCH, LOOK THE SAME. WE'RE NOT THAT FAR ALONG INTO THE DESIGN PROCESS YET. WE START SEEING THE GRAPHICS, YOU'RE STARTING TO SEE HOW THERE'S ELEMENTS OF THE PARK THAT ARE TRYING TO EACH OTHER. THE ROOF OF THE PORT COURT IS PAVILION LOOKS LIKE THE ROOF OF THE EXISTING BUILDING.

A LOT OF DISCUSSION, OKAY, IF I'M OUT AT THE PARK, AND I'M AT THE PLAYGROUND AND I WANT TO GO WAY OVER TO THE SPLASH PAD OR WAY OVER TO THE TENNIS COURT, EVERYTHING WAS NOT REALLY CONNECTED. SO, OKAY, LET'S PICK UP ON EXISTING PLAYGROUND AND MOVE IT CLOSER TO THE SPLASH PAD, SO THAT THAT USE CAN HAPPEN AT THE SAME TIME.

BUT THE CAUSE OF THAT AND RICHARD LOOKED SOME INFORMATION UP. THE COST TO MOVE THAT AND MOVE THAT PLAYGROUND WAS ALMOST AS MUCH AS A NEW NEWGROUND.

LET'S ADD A PAVILION TO THE EXISTING PLAYGROUND.

THAT'S WHAT YOU SEE OVER THERE AT THE EXISTING SPLASH PAD IS AN ADDITIONAL LARGE PAVILION AND PLAYGROUND IN THE YELLOW.

THE BLUE DOT UP THERE IS AN EXPANSION TO THE SPLASH PAD THAT HAS MORE OF THE LITTLE INTERACTIVE SLIDE, MORE LIKE A LITTLE WATER PARK. I'LL SHOW YOU A PHOTO OF THAT IN A MINUTE. THEN THE IDEA OF THE EVENT PAVILION AND WE'VE CREATED THAT OVER KIND OF IN THE MIDDLE OF THE PARK BETWEEN THE TURNAROUND AND THE BASKETBALL COURT.

JUST TO PROVIDE THAT MORE OF A LARGE COMMUNITY GATHERING SPACE.

AND THEN THERE'S ALSO SOME PLANS IN THE WORKS, TOO, FOR THE CEDAR CREEK TRAIL AND A REGIONAL TRAIL THAT WOULD POTENTIALLY CONNECT TO US, AS BIGGER PICTURE. THE THOUGHT OF HOW THIS PARK CONNECTS TO THAT FUTURE TRAIL, A TRAIL HEAD HERE FOR THAT.

THEN THERE'S REALLY NARROW SIDEWALK.

THE NEXT SLIDE. THAT POINT A TO POINT B THAT DOESN'T ACT AS A TRUE LOOP TRAIL THAT PEOPLE LIKE TO USE.

WHEN YOU GET TO A PARK, YOU WANT TO CREATE A CIRCUIT AND GO ON THE TRAIL WALK. THESE ARE JUST MORE LIKE SIDEWALKS CONNECTING POINT A TO POINT B.

THE THOUGHT WOULD BE TO REALLY REMOVE THOSE AND MAKE A TRUE LOOP TRAIL AROUND THE PARK. KIND OF THE OTHER IDEA IS SOME DAY ADDING THE ADDITIONAL CONNECTION TO COCKRE IAND ADDING 40 ADDITIONAL PARKING SPACES DOWN BY THE MEDIUM-SIZED PAVILION. EVERYTHING KIND OF TIES TOGETHER AND BECOME MORE PARK-LIKE THAN HODGEPODGE THROUGHOUT THE YEARS.

IMPROVEMENTS TO THE ACTUAL TURF AND THE FIELDS.

MAKE SURE THAT WE HAVE GOOD IRRIGATION, GOOD TURF.

RIGHT NOW WE HAVE ARTIFICIAL TURF.

THAT WOULD BE A FUTURE TYPE OF ENDEAVOR.

AN UPGRADE TO THE KIND OF THE WAY THAT THE EXISTING FIELDS OR EXISTING OPEN SPACE IS MAINTAINED, SO IT COULD BE USED FOR PRACTICE. THEN WE TIE THAT TOGETHER, IT'S IMPORTANT TO THINK ABOUT THE LIGHTING.

PART OF THIS PROJECT IS MAKING WE ARE SHAFIA ADEQUATE SPORT COURT, LIGHTING. THE THOUGHT, TOO, IS TO HAVE ADEQUATE TRAIL LIGHTING THAT ACT AS LIGHTING TO THE PRACTICE FIELDS, THAT SOMEBODY COULD HAVE A PRACTICE OUT THERE AT NIGHT, BECAUSE THERE WOULD BE ENOUGH LIGHT ON THE TRAIL LIGHTING.

THAT'S WHAT THIS IS REPRESENTING HERE.

WHAT THEY WOULD BE ABLE TO PROVIDE FOR IN ADDITION TO THE SPLASH PAD. THEY WE KIND OF STARTED TALKING ABOUT, IF WE CAN DO EVERYTHING RIGHT NOW AND ALL OF THE IMPROVEMENTS AT THE TIME, YOU'RE LOOK AT $1.25 MILLION TOTAL.

OPEN IT UP TO THE PARK LIGHT, ALSO HELPS, TOO, WITH THE FLOODING SITUATION. THE BASKETBALL COURT AND FENCES ACT AS SCREENS DURING THE FLOOD EVENT AND CAUSES WATER TO BACK UP. AND THEN WE WANTED TO RENOVATE THE RESTROOM, INTERIOR AND EXTERIOR.

AND WE ALSO WANTED TO RENOVATE THAT SPORT COURT PAVILION.

WE WANTED TO ADD THE NEW PAVILION AT THE EXISTING PLAYGROUND TO MAKE IT USER FRIENDLY.

AND ADD THE SPLASH PAD UPGRADE, THE SPARK PIECE I JUST SHOWED YOU AND CONTINUOUSLY AND SURVEYING AND THAT KIND OF GETS US TO A KIND OF A BUDGET NUMBER. AND SOME OF THIS STUFF MAY BE A LITTLE BIT MORE. SOME OF IT MAY BE A LITTLE LESS.

WE HAD A FEW THINGS THAT WENT ON THIS LAST OCTOBER.

WE HAD OUR HALF MARATHON, THE HAUNTED HALF MARATHON.

EVEN WITH COVID AND EVERYTHING GOING ON, WE STILL HAD PRETTY DECENT PARTICIPATION. WE HAD THE FOLKS THAT DRESSED UP, AS YOU CAN SEE. IT WAS A LOT OF FUN.

STAFF REALLY ENJOYED AND HAD A GOOD TIME WITH THAT.

SO IT WAS GOOD. AND WE LOOK FORWARD TO DOING IT AGAIN LAST YEAR. EVERYBODY REALLY ENJOYS THIS EVENT FOR OUR COMMUNITIES. WE ALSO HAD ONE OF OUR BIG EVENTS WAS THE SEARS THANKSGIVING DINNER.

SO THAT COMMUNITY AND ALL OF THE SURROUNDING COMMUNITIES REALLY COME OUT FOR THAT EVENT. IT'S A GREAT EVENT FOR US AND WE LOOK FORWARD TO DOING IT EVERY YEAR.

SO IT'S AWESOME. ONE OF THE MORE POPULAR EVENTS EVERY YEAR, TOO. WE HAVE UPCOMING IS THE MAYOR'S HIKE. THIS WILL BE IN THE CEDAR CREEK WATERWAY. IT'S AGAIN ANOTHER EVENT WE DO AS A SEASONAL EVENT. THIS YEAR WE'RE DOING IS ON DECEMBER THE 5TH AT 9:00 A.M. SO WE USUALLY WILL MEET OUT THERE ON THE MAIN TRAIL HEAD ENTRANCE ON EAST SOUTH 11TH.

AND WE'LL GO FROM THERE. AND GO ALL THE WAY UP THROUGH STEVENSON PARK, AS WE JUST TALKED ABOUT.

AND THE LAST EVENT IS OUR -- WE'RE ACTUALLY DOING SOMETHING A LITTLE DIFFERENT THIS YEAR. WE'RE DOING THE TROUT FEST.

WE'RE GOING TO HAVE OVER 1700 RAINBOW TROUT THAT WE PUT INTO THE CAL YOUNG PARK. WORKING WITH TEXAS PARKS AND WILDLIFE. WE HAVE GOT -- THIS YEAR THE EVENT WILL ACTUALLY BE A VIRTUAL FISHING TROUT FEST.

SO WE'RE GOING TO ENCOURAGE FOLKS TO COME OUT AND ACTUALLY FISH THE EVENT FROM DECEMBER THE 5TH TO THE 15TH.

THERE WILL BE SEVERAL DIFFERENT CATEGORIES PEOPLE CAN COME OUT AND COMPETE, TO SEE WHO WINS THE BIGGEST FISH, WHO CAN WIN THE BIGGEST NON-TROUT FISH. WHO FISHES THE MOST EVENTS OR MOST TIMES. IT'S A LITTLE BIT DIFFERENT.

ONCE AGAIN IT'S AN ACTION ENVIRONMENT THAT WE'RE WORKING IN RIGHT NOW. SO WE CAN STILL HAVE THE EVENT, WE THOUGHT THIS IS PROBABLY THE BEST WAY TO DO THAT.

WE USED TO GO ON THANKSGIVING DAY AND PLAY A GAME OF FOOTBALL, TACKLE FOOTBALL. AND IT WAS THE OLD AGAINST THE YOUNG. AND I PLAYED ON THE YOUNG TEAM.

BUT I RETIRED BEFORE I GOT TO THE OLD.

WE DID HIT OUR $50,000 MEAL IN SEPTEMBER, LATE SEPTEMBER.

I DON'T KNOW IF YOU ALL KNOW MR. -- I CAN'T THINK OF HIS NAME NOW. HE'S A GREAT GUY.

HE WAS GENUINELY SURPRISED WITH THE WINNING.

HE DIDN'T KNOW, OF COURSE. HE WAS IN HIS CHURCH VAN THAT DAY AND TRYING TO MAKE HIM A QUICK STOP AND GET HIM A MEAL.

HE GOT PUT ON THE NEWS. I DON'T KNOW HOW HIS PASTOR FELT ABOUT THAT WHEN HE GOT BACK TO CHURCH.

THE MEDIA FOLLOWED HIM HOME AND DID AN INTERVIEW WITH HIM AT HIS HOME AND HE GAVE A GREAT KUDOS ABOUT OUR PROGRAM AND WHAT IT'S DONE FOR HIM AND HIS WIFE, AS FAR AS BEING ABLE TO GET THOSE MEALS. WE'RE STILL GOING LIKE I SAID.

SO WE GAVE HIM A CALL AND SEE IF HE COULD STILL SET UP SOMETHING AND CONTINUE THAT GOAL AND THE SENIORS WERE EXCITED ABOUT IT, THEY HAD BEEN ASKING, YOU KNOW, ABOUT GETTING FLU SHOTS AND WHERE THEY COULD GO.

WE DECIDED TO KEEP IT GOING. I THOUGHT THAT WAS GREAT THAT WE HAD GREAT PARTICIPATION IN THAT. THEN ALSO ON HALLOWEEN, WE DID OUR HALLOWEEN THING. AND I THINK THEY WERE MORE EXCITED ABOUT THE CANDY THAN THEY WERE THE MEALS THAT DAY.

WE'LL START OFF WITH BABIES. EVERYBODY LIKES TO SEE THAT.

SO YOU'LL SEE THESE LITTLE SNAKES.

THAT'S ACTUALLY TO SIZE. THAT'S ACTUALLY A SPOON OF THE EYELASH PALM VIPER. AND THE RATTLESNAKE IS ON A POST-IT, JUST TO SORT OF GIVE YOU A BAROMETER OF THE SIZE WHEN THEY'RE BORN. AND WE DID HAVE ALL THREE BABIES BORN. WE ANNOUNCED THAT WE HAD THREE PREGNANCIES A FEW MONTHS AGO. TWO ARE ON DISPLAY, ONE HOPEFULLY ON DISPLAY NEXT EVENING.

IF YOU HAVEN'T GOTTEN A CHANCE, COME OUT TO THE ZOO TO LOOK AT THEM. THEY'RE VERY, VERY CUTE, AS ANY BABY IS. SO HUGE CONGRATULATIONS TO THE ZOO STAFF. THEY DID AN EXCELLENT JOB.

WE DID HAVE A COMPROMISED CALF THAT WE DID HAVE TO INTERVENE AND GIVE SOME PLASMA. SHE WASN'T GETTING THE APPROPRIATE PROTEINS AND ENERGIES FROM HER MOTHER, BECAUSE SHE WASN'T SUCKLING THE RIGHT WAY.

THIS IS THE GREAT THING ABOUT BEING AN ACCREDITED FACILITY.

COLUMBUS ZOO HAD THE PLASMA AND INJECTED THE CALF AND IT'S DOING HUGE, SUCCESSFULLY NOW THRIVING IN THE YARD.

WITHOUT THOSE RELATIONSHIPS, THIS, YOU KNOW, COULD BE A DIFFERENT STORY. SO WE ARE VERY HAPPY AND VERY PROUD THAT WE HAVE THREE SUCCESSFUL BABY CALVES.

BOO AT THE ZOO WAS A HUGE SUCCESS.

WHEN I FIRST CAME TO TOWN, I HEARD ABOUT BOO AT THE ZOO BEING A WITHIN-DAY EVENT AND THE ZOO WOULD BACK IN 9,000 TO 7,000 PEOPLE. HOLY COW.

THAT'S AN ATTRACTION, A THEME PARK NUMBER.

SO ONE OF THE IDEA AS WE HAD WAS TO SPREAD IT OUT AND THEN COVID HIT. WE FOR SURE WERE GOING TO SPREAD IT OUT. WE DID ALL THREE SATURDAYS, WHICH SPREAD OUT THE CROWD. FIRST WEEKEND 2500, SECOND WEEKEND $3,500 AND ABOUT 4,000. OPEN-AIR SPACE.

HUGE SUCCESS. WE GOT A NICE PRESENTING SPONSORS, ABILENE TEACHERS AND AWESOME, AWESOME TIME.

WE'RE EXPANDING THE HOURS AS WELL TO GIVE PEOPLE AN OPPORTUNITY. WE HAD A LOT OF PEOPLE LAST YEAR THAT WANTED TO COME EARLY, BECAUSE A LOT OF OUT-OF-TOWNERS

OUT OF TOWNERTHAT WANT TO MEET . TWO HOURS TO MEET THEM BEFORE IT GETS TOO COLD. WE'RE GOING UNTIL 10:00 P.M. FOR THE ADULTS THAT WANT TO STAY LONGER AND HAVE A COUPLE EXTRA ADULT BEVERAGES AND MEET SANTA AND THE REINDEER.

WE HAVE AN ICE SKULL -- SCULPTU. THE REINDEER WILL BE THERE EVERY SINGLE NIGHT. LIFE PERFORMANCES FROM GUITAR ARTISTS TO ALSO EVEN A LITTLE TRAIN SET THAT'S SET OUT IN THE PAVILION FOR THE PEOPLE WHO WANT TO LOOK AT THE SCALE MODEL TRAINS. A LOT TO DO.

ICE SKATING RINKS AND YOUR FACE MASKS, THE LOAN STAR, CHRISTMAS ZONE. THAT'S ALL TEXAS-THEMED.
