ORDER OF THE ABILENE LANDMARKS COMMISSION. THIS IS THE ABILENE LANDMARKS COMMISSION. WE WOULD LIKE TO INFORM EVERYONE PRESENT THE COMMISSION MEETS IN CONFORMANCE WITH THE TEXAS OPEN MEETING ACT. THE PURPOSE OF THIS COMMISSION IS SET FORTH BUT THE CITY COUNCIL IN SECTION 1171 OF THE LAND DEVELOPMENT CODE.

THIS IS A RECOMMENDING COMMISSION.

ALL FINAL DECISIONS ARE MADE BY THE CITY COUNCIL OR THE BOARD OF ADJUSTMENTS DEPENDING ON THE NATURE OF THE REQUEST AND APPROVAL OR DENIAL BY THIS COMMISSION.

OUR OVERALL PURPOSE IS TO ADMINISTER THE PROVISION OF CITY CODE FOR THE PROTECTION AND PRESERVATION OF STRUCTURES AND LAND DEEMED BY THE COMMUNITY TO BE HISTORICAL, ARCHITECT REALLY OR CULTURAL VALUE AND WE DO HAVE A QUORUM. I'LL ASK, APPROVAL OF

THIS CERTIFICATE OF APPROPRIATENESS IS ON BEHALF OF THE DEVELOPMENT CORPORATION OF ABILENE DCOA FOR LOCATION 1149 NORTH 2ND STREET SECOND STREET AND 151 CEDAR STREET STREET. IT IS CURRENTLY A PARKING GARAGE LOCATED THERE.

LIKE I SAID THEY'LL MAKE SEVERAL MODIFICATIONS TO THE BUILDING.

THE FIRST IS TO REBUILD ALL THE WOOD WINDOW CASINGS ALONG ALL EXTERIOR WALL FACES. ALL THE STEEL WINDOW CASINGS LOCATED ALONG EXTERIOR WALL FACES. THEY'RE GOING TO INSERT GLOSSY BLACK VINYL COVERINGS ON THE STEEL WINDOWS. REMOVE THE SOUTHWEST FACING GARAGE DOOR AND PERMANENTLY AFFIX A NONFUNCTIONAL DOOR TO MATCH THE PREVIOUS GARAGE DOOR. THEN REPAIR THE WOODWORK ALONG THE SOUTHEAST AND EAST GARAGE DOORS PAINT THE STREET FACING EXTERIOR ENTRANCES TEXAS TAN TO MATCH THE EXISTING PAINT THERE. THEN REPLACE ALL THE GUTTER DOWNSPOUTS ALONG THE EXTERIOR FACADES. THIS IS A LOCATION MAP INDICATING THE SUBJECT PROPERTY HIGHLIGHTED AND STRIPED IN YELLOW. YOU CAN SEE FRONTAGE ALONG CEDAR STREET AND NORTH SECOND STREET. THIS IS A ZONING MAP INDICATING IT IS IN THE CENTRAL BUSINESS DISTRICT OF DOWNTOWN. THIS IS A MAP INDICATING THAT THIS PROPERTY IS IN THE NEIGHBORHOOD EMPOWERMENT ZONE. HERE ARE SEVERAL PHOTOS OF THE PROPERTY. LET ME GIVE YOU A BACKGROUND OF THE PROPERTY. IT WAS ORIGINALLY BUILT IN 1920 AS AN AUTO BODY SHOP. IT HAS AN ARCHITECT YOU RECALL STYLE OF COLONIAL REVIVAL, PRO APPROPRIATE FOR THE TIME PERIOD. IT'S COMPOSED OF SEVERAL COLONIES SEPARATED BY ENCASED STOREFRONT WINDOWS AND STEEL CASE WINDOWS. THE WINDOWS THAT ARE CURRENTLY THERE ARE NOT AFFIXED WITH GLASS AND THEY WILL REMAIN NOT AFFIXED WITH GLAD. A PHOTOGRAPH SUGGESTS A CANOPY

HUNG ALONG THE NORTH SECOND STREET ENTRANCE AND A COMPANY WITH A PROJECTING SIGN THAT HANGS TODAY. YOU CAN SEE THAT IN THE LEFT HAND PHOTO. BUILDING RECORDS INDICATE THAT AUTO BODY SHOP OPERATED OUT OF THIS BUILDING UNTIL THE EARLY 1940'S THEN CONVERTED TO A PARKING GARAGE. THE BUILDING WAS GIVEN HISTORIC OVERLAY ZONING JUNE OF 1989. THE DCOA ASSUMED OWNERSHIP IN MAY 2020 AND COMMENCED REPAIRS IN THE PREVIOUS MONTHS OF THIS YEAR. THE THREE GARAGE DOORS THAT ARE CURRENTLY THERE ARE DETERIORATING AND ARE IN NEED OF REPAIR. THE WOODEN WINDOW CASINGS WERE RECENTLY REBUILT TO THE SAME ARCHITECTURE URL FEATURES. WE WERE NOTIFIED BY THE DCOA THAT THEY WERE MAKING SOME CHANGES TO THE BUILDING AND THEY WERE UNAWARE THIS REQUIRED A CERTIFICATE OF APPROPRIATENESS. SO WE DID INFORM THEM THAT WE HAVE TO COME SEE THE LANDMARKS COMMISSION FIRST AND SEEK APPROVAL THROUGH Y'ALL. YOU CAN SEE FROM THE PHOTOS HERE, ACTUALLY WE'LL START WITH THIS ONE, THE WOODEN WINDOW CASINGS. THAT WORK HAS COMMENCED BUT WE TOLD THEM THAT THEY HAD TO SEEK APPROVAL FIRST THERE'S THE STEEL WINDOW CASINGS, THE VINYL WINDOW COVERINGS THEY INTEND TO PLACE OVER THE WINDOWS. I BELIEVE THE GRACE MUSEUM HAS SIMILAR TYPE OF VINYL WINDOWS. AND THE REASON FOR THIS IS BECAUSE OF VANDALISM, IT WAS CRACKED, A LOT OF THE WINDOWS, WITHIN THAT AREA. HERE ARE THE GARAGES IN NEED OF HELP AND YOU CAN SEE THAT THEY HAVE ENCLOSED THAT SOUTH ENTRANCE RIGHT THERE.

HERE'S SOME CHANGES TO THE INTERIOR OF THE BUILDING.

ACTUALLY PAINTED THE ENTIRE CEILING AND PAINTED THE WALLS.

THEY'RE ALSO DOING WORK TO THE CONCRETE. THEY PUT UP BIRD NESTS OR BIRD NETS TO PREVENT ANY BIRDS FROM LIVING THERE, HAS BEEN TATING THE GARAGE AND THEY ALSO ERADICATED THE BATS THAT LIVED IN THERE. STAFF RECOMMENDS THE COMMISSION APPROVE THIS REQUEST SUBJECT TO THE FOLLOWING CONDITIONS. THAT APPROVAL OF THIS CERTIFICATE OF APPROPRIATENESS SECTION 2344 CRITERIA FOR APPROVAL OF THE LAND DEVELOPMENT CODE IS SUBJECT TO THE FOLLOWING CONDITIONS. IF THIS IS APPROVED, THE WORK SHALL COMMENCE WITHIN SIX MONTHS OF APPROVAL. IF WORK DOES NOT COMMENCE WITHIN SIX MONTHS, THEN THE CA SHALL EXPIRE. I'D BE

IT'S A PRAIRIE RECONCILE CRAFTSMAN FOUR SQUARE HOUSE BUILT IN 1915 BY DAVID CASTLE WITH DESIGN INFLUENCE FROM THE FAMOUS ARCHITECT FRANK LLOYD WRIGHT. THIS HOME IS FREQUENTLY REFERRED TO AS THE BACON HOUSE, BUILT FOR A PROMINENT LOCAL BUSINESSMAN, C.W. BACON. HE WAS VICE PRESIDENT AND GENERAL MANAGER OF THE WITH H.O. WOOTEN GROCERY COMPANY, DIRECTOR OF FARMERS & MERCHANTS NATIONAL BANK OF ABILENE, AND PRESIDENT OF ABILENE COUNTRY CLUB. C.W. BACON WAS ALSO A CHAMBER OF COMMERCE PRESIDENT AND HELPED RAISE FUNDS TO PURCHASE LAND FOR ABILENE CHRISTIAN UNIVERSITY. THIS HOUSE WAS OWNED BY THE BACON FAMILY UNTIL THE LATE 1950'S ONLY FOUR OR FIVE OTHER RESIDENTS HAVE LIVED THERE. ONE WAS A LOCAL BUSINESSMAN AND FOR A VERY SHORT PERIOD OF TIME. THE BACON HOUSE IS A TWO-STORY UNPAINTED BRICK BUILDING WITH HORIZONTAL FEATURES, A HELPED AND BI-LEVEL PITCHED SLOPED ROOF EMPHASIZED BY A WIDE PORCH AND SMALL CENTERED DORMER. SECOND STORY WINDOWS WERE REPLACED IN THE 1950'S AND ALL DOUBLE SASH WINDOWS WERE REPLACED WITH SINGLE PAYNE WINDOWS IN 1982. AND ALL OF THE WINDOWS WERE THEN AGAIN REPLACED WITH VINYL WINDOWS IN 2003. ALL THESE WERE APPROVED WITH A CERTIFICATE OF APPROPRIATENESS AS WELL.

I FORGOT TO ADD THIS WAS INCLUDED INTO THE 1979 ABILENE HISTORIC SURVEY OF HISTORIC PROPERTIES. AND GRANTED HISTORIC OVERLAY ZONING IN MAY OF 1986.

HERE'S A LOCATION MAP INDICATING THE PROPERTY HIGHLIGHTED AND STRIPED IN YELLOW. THIS IS A ZONING MAP INDICATING THAT THE MAJORITY OF THE AREA IS MULTIFAMILY RESIDENTIAL. AT ONE POINT IN TIME SOMEONE PUT IN A CAT DOOR AND THEY INTEND TO FIX THIS DOOR TO THE BEST OF THEIR AVAILABILITY. IN THE EVENT THEY CAN'T THEY WOULD LIKE APPROVAL OF A DOOR THAT IS SIMILAR TO THE TIME PERIOD.
