WE DID HAVE A PUBLIC COMMENT PERIOD THAT RAN FOR THE PAPER FOR DECEMBER 1ST THROUGH DECEMBER 11TH AND THIS IS THE LAST OPPORTUNITY ON THIS TO HAVE A PUBLIC HEARING ON IT.

SO, WE DO HAVE SOME CHANGES. I'M GOING TO GO OVER THEM INDIVIDUALLY. THIS WAS ALL INCLUDED IN YOUR PACKET STOW THINGS THAT SEE IN ORANGE IN YOUR PACKET WERE THE THINGS THE TECHNICAL ADVISORY COMMITTEE ACTED ON.

THE THINGS IN RED WERE CHANGES AFTER THE COMMITTEE MET.

I DID MAKE RECOMMENDATION ON HIGHWAY PROJECTS, THEY RECOMMENDED APPROVAL WITH CHANGES.

COVER PAGE THE DATE WAS CHANGES. THE ADDRESS ON PAGE 2 TABLE OF CONTENTS PUBLIC PARTICIPATION AND AS I SAID WE WILL CHANGE THAT NOW TO SHOW THAT WILL BE CHANGED TO PUBLIC COMMENTS.

AS OF TODAY WE HAVE NOT RECEIVED ADDRESS CHANGE. THE PUBLIC PARTICIPATION THE ITEM IN READ THAT IT WAS ADDED FOR THIS AMENDMENT 3 WITH THE NUMBER OF COMMENTS RECEIVED AND THAT WILL BE IN THE FINAL DOCUMENT. THE INFORMATION ON THE RIGHT-HAND SIDE OF THE SCREEN SHOWS NOTICES POSTED RAN IN THE ABILENE REPORTER DECEMBER INFORMATION THAT YOU SEE ON THESE, AND THESE ARE ALL INCLUDED IN YOUR PACKETS, THE ITEM HERE, THIS ITEM WAS REMOVED. SAME THINK YOU SEE ON IF RIGHT-HAND SIDE OF THE SCREEN THAT WAS MOVED FROM 2022 TO 23 AND CHANGED TO JONES COUNTY. THAT WAS UPDATED. SO CURRENTLY WE HAVE FIVE PROJECTS TOTAL THAT ARE IN THE DOCUMENT.

WE HAVE TWO THAT ARE IN 2022 AND THE THREE THAT WE JUST TALKED ABOUT IN 2023. IN IS THE TRANSIT PORTION OF IT.

LET ME GET TO THAT PAGE IN MY DOCUMENT.

ITEM RIGHT-HAND SIDE OF THIS DESCRIPTION WAS CHANGED TO BUS REPLACEMENT PROJECT AT THE VERY BOTTOM WAS COMPLETELY ADDED INTO THE DOCUMENT. 2022 WE ADDED TWO PROJECTS THOSE LISTED AT THAT TIME BOTTOM IN ORANGE.

ON 2023 WE CHANGED THE DATE OF THE A PORTIONMENT YEAR TO 2021 AND ALSO ADDED THIS PROJECT. SOME OF THESE DO SAY TO 23 BUT THE 204 THESE ARE THE PROJECTS. THERE'S NO CHANGES IN THAT DOCUMENT FOR THAT. THIS IS A TRANSIT FINANCIAL SUMMARY THAT MATCHES AGAIN WHAT WE DISCUSSED ON THE PROJECTS ADDED. THE CHANGES ARE CHANGES FOR IN ORANGE AND RED. CAN DOCUMENT CHANGES ARE AT THE TOP. THE SAME THING THE FIRST ONE, WE FLIPPED THAT ONE APART AND REMOVED THE TWO BOTTOM ONES.

PROJECTS LISTING THIS IS FOR THE PERFORMANCE MEASURE AND WE HAD TO REMOVE OUT THE LAST ONE FOR 2025 SO THIS IS THE INFORMATION ON THAT FOUND ON PAGE 36 OF YOUR DOCUMENT.

SO MOVING IT BACK A YEAR YOU KNOW IS PROBABLY THE BEST CASE SCENARIO, BUT THAT BEING SAID, LET'S SET UP A RESPIRATE MEETING AND GO OVER THAT IN DETAIL BECAUSE THERE ARE A LOT OF ISSUES, BECAUSE TO BE PERFECTLY CANDID WE DIDN'T KNOW WHERE TO STOP.

GIVE A LITTLE BIT OF BACKGROUND FOR THAT.

SO, THE TRANSIT ASSET MANAGEMENT THAT LOOKS AT BUS AN THE FACILITIES COMPLETE WHERE THEY ARE IN THEIR AGE AND PERFORMANCE ON JUNE 20, 2017 THAT CITY LINK HAS PREPARED DONE ON SEPTEMBER 29, 2020.

IT COVERS -- AND I PREPARED A RESOLUTION THAT TARGETS THAT AS PROPOSED. BOBBY, ARE YOU THERE?

WE HAVE GOT THE FUNDING IN PLACE TO DO THAT. SO WITH THIS TAM PLAN THIS IS THE REVISED VERSION THAT WE COMPLETED BACK IN SEPTEMBER.

THE WAY THAT THE FEDERAL TRANSIT ADMINISTRATION HELPED DESIGN THIS BORDER PLATE IF YOU WANT TO CALL IT THAT, IT IS BASICALLY DESIGNED TO FUNCTION AS A CAPITAL IMPROVEMENT PLAN SO THAT'S HOW WE ARE USING IT HERE AT CITY LINK.

IT BASICALLY SHOWS THE FUNDING AMOUNTS THAT WE HAVE LINED OUT FOR EACH OF THOSE FISCAL YEARS FOR THE NEXT FIVE YEARS. SO IT'S A LITTLE BIT DIFFERENT FORMAT THAN WHAT WE ARE ACCUSTOMED TO WITH THE TRANSIT MANAGEMENT PLAN. IT SERVES ITS PURPOSE AS FAR AS A CAPITAL IMPROVEMENT PLAN AND LINE OUT WHAT AN AGENCY NEED TO DO TO REPLACE THE VEHICLES AT CERTAIN CYCLE OF TWHAL EX -- WH EXACTLY THEY NEEDED. OUR TRANSIT AGENCY TENDS TO PUT A LIFE ON THESE VEHICLES MUCH LONGER THAN WHAT THE FEDERAL GUIDELINES ARE. LIKE THE CUT AWAY BUSES THAT WE ARE IN THE PROCESS OF REPLACING SOON.

THE AGE OF THOSE VEHICLES HAVE ALREADY BEEN SURPASSED THREE TIMES OVER. SO, ONCE WE GET A VEHICLE WE USE IT AND ABUSE THE BEST THAT WE CAN TO MAKE SURE THAT WE GET OUR MONEY'S WORTH OUT OF EVERY SINGLE ASSET.

USUALLY E-450 OR 2500 OR 3500. THE REASON THEY CALL IT A CUT AWAY IS BECAUSE THE CAB PORTION OF IT WHICH IS BAKES TH-- BASICALLY THE SAME AS A TRUCK OR PASSENGER VAN.

AFTER YOU PASS THAT CUT AWAY IT IS CUT AWAY FROM THE BODY TO SPECIFICSES AND REPLACED ONTO THE FRAME.

THAT'S THE REASON THEY CALL IT A CUT AWAY BUT THAT'S THE ONE WE USE FOR OUR PARA TRANSIT SERVICE THAT PROVIDE DOOR TO DOOR OR CURB TO CURB SERVICE THROUGHOUT THE COMMUNITY.

WE HAVE GOT SEVERAL DIFFERENT SEATING CONFIGURATIONS AN THAT'S SOMETHING THAT'S REALLY NICE ABOUT A CUT AWAY VEHICLE. YOU CAN ACTUALLY SET UP THE SEATING CAPACITY AND ARRANGEMENT IN MOM OF DIFFERENT WAYS.

WE'VE GOT SOME RIGHT NOW THAT ACTUALLY ARE, THEY HAVE LIKE NINE SEATS AND THEY CAN ALSO CARRY THREE WHEELCHAIRS AT THE SAME TIME SO IT'S LIKE A NINE AND THREE CONFIGURATION.
