PREVIOUSLY WHEN IT CAME UP A COUPLE OF YEARS AGO THERE WAS A CITIZEN MENTIONING ABOUT LIGHTING. I KNOW THEY MENTIONED SEVERAL PEOPLE WHEN THEY CAME OUT OF THE ACTIVITY THERE IT WAS QUITE DARK. I WANT TO GET MY NICKEL'S WORTH IN HERE. THAT LITTLE PLAZA PART WHEN YOU STEP DOWN IN THAT AREA, IT'S REAL NICE AND EVERYTHING, BUT I WOULD SAY MAYBE THREE OR FOUR BASKETBALL GOAL-FOOT HIGH OR LED LIGHT POLES WOULD BE IN ORDER.

I KNOW THEY PROBABLY HAVE SOMETHING IN THEIR DESIGN, BUT I JUST WANT TO MENTION THAT. YOU'D BE SURPRISED HOW WONDERFUL LED LIGHTING IS. AT THAT SHORT HEIGHT, 10 FEET OR SO, LIKE A BASKETBALL GOAL, I THINK FOUR OF THEM WOULD COVER THAT LITTLE PLAZA QUITE READILY.

AND LIKE THEY MENTIONED SOME OF THE LIGHTING AROUND THE STEPS AND STUFF WHEN THE PERSON THAT TESTIFIED BEFORE A COUPLE YEARS AGO WHEN THIS CAME UP FOR CONSIDERATION, I'M SURE THEY HAVE THAT IN MIND AS WELL.

THAT'S THE MAIN THING. I WANT TO MAKE SURE TO GET THAT IN. THERE IS NO REASON THAT LIGHTING IS OUR FRIEND AND FOR THE PRICE OF THREE OR FOUR 10-FOOT POLES IN THE PLAZA AREA, WHEN WE DO GET BACK TO NORMAL AND START HAVING ACTIVITY THERE'S, IT WILL BE WONDERFUL. I REMEMBER PICKING UP A FRIEND'S SON FROM AN ALL NIGHT SENIOR LOCK IN THERE SEVERAL YEARS AGO, AND IT IS QUITE DARK IN THE AREA I DON'T KNOW. IT WAS PROBABLY BECAUSE THAT ORIGINAL PART WAS BUILT IN 1970.

THAT WILL BE SOMETHING WE CONTINUE TO DO.

THE ONLY THING THAT IS BEING ENFORCED IS THE GOVERNOR'S ORDER. IT IS THE GOVERNOR EXECUTIVE ORDERS. THOSE ARE CHANGED OVER TIME.

IT WILL CHANGE AND PIVOT ACCORDINGLY.

THE DCOA HAS HAD A BUSY YEAR IN 2020.

IN THE COLLECTIVE FIVE YEARS PRIOR TO 2020 THERE WERE JUST 20 PROJECTS THAT HAD BEEN APPROVED IN TOTAL.

LAST YEAR WE HAD 24. IT WAS IN THE MIDST OF A PANDEMIC AND AN ECONOMIC RECESSION.

FURTHER I AM PLEASED THAT THE FACT THAT THE DCOA WAS ABLE TO REALIGN ITS STRUCTURE AND PRODUCE MEASURABLE AGREEMENTS WITH ALL DCOA PARTNERS. I WANT TO EMPHASIZE THE WORD "MEASURABLE AGREEMENTS." THAT'S SOMETHING I DIDN'T FEEL LIKE WE HAD BEFORE. WE NOW HAVE A WAY TO SAY, OKAY, IF WE ARE GOING TO INVEST, WHAT CAN WE EXPECT? OTHERS HAVE TAKEN NOTICE. THE STATE OF TEXAS HAS RECOGNIZED THE DCOA AS AN ECONOMIC DEVELOPMENT LEADER.

THEY RECEIVED THE TEXAS ECONOMIC DEVELOPMENT COUNCIL'S 2020 ECONOMIC EXCELLENCE RECOGNITION AWARD.

AND THERE IS A COMMUNITY ECONOMIC DEVELOPMENT AWARD.

AS CHAIR I AM COMMITTED TO ENSURE DCOA'S FISCAL RESPONSIBILITY. IN THIS EFFORT WE ARE REVIEWING OUR EXPENSE POLICY AS PART OF THE CONTINUED COMMITMENT IN THAT ROLE. I FORMED A COMMITTEE WITH FLOYD MILLER AND MYSELF TO REVIEW AND COMMENT ON THE POLICY AND WHERE APPROPRIATE RECOMMEND CHANGES.

WE WERE PLANNING TO REVIEW THE FINISHED POLICY WITH THE FULL BOARD ON FEBRUARY 24TH. BUILDING RELATIONSHIPS ARE CRITICAL AND A KEY COMPONENT OF OUR STRATEGIC PLAN.

OUR MISSION IS TO INCREASE CAPITAL INVESTMENT AND JOBS FOR ABILENE AND INCREASE THE COMMERCIAL TAX BASE BY RECRUITING AND/OR ATTAINING COMPANIES.

IT IS THE RELATIONSHIP BUILDING WE ARE GROWING EXISTING BUSINESSES WHILE ATTRACTING NEW BUSINESSES TO THIS GREAT CITY. AS THE APPEAL OF TEXAS GROWS NATIONWIDE, ECONOMIC DEVELOPMENT HAS BECOME A HIGHLY COMPETITIVE INDUSTRY, AND WE ARE ACTIVELY PURSUING COMPANIES TO PLANT DEEP ROOTS HERE IN ABILENE.

AT THE SAME TIME, WE WANT TO GROW THE BUSINESSES THAT WE HAVE HERE. OUR GOAL IS TO KEEP ABILENE COMPETITIVE. IF WE ARE NOT COMPETITIVE IN BUILDING RELATIONSHIPS, WE LOSE OPPORTUNITIES AND WE WILL BE SUBJECT TO COMPETITORS COMING INTO THIS COMMUNITY.

I THINK IT IS IMPORTANT FOR US TO EXPAND OUR COMMUNICATION TO THE COMMUNITY WITH YOUR HELP THIS COUNCIL OUR HOPE AND GOAL IS THAT THE COMMUNITY CAN RECOGNIZE AND APPRECIATE THE VALUE OF A STRONG AND AGGRESSIVE ECONOMIC DEVELOPMENT EFFORT. THANK YOU.
