PRESENT THIS ITEM. >> GOOD EVENING, MAYOR AND CITY COUNCIL. WHAT YOU HAVE BEFORE YOU IS A REQUEST FROM STAFF TO ENTER INTO A CONTRACT FOR THE RECONSTRUCTION OF GRIFFITH ROAD.

WE'RE LOOKING AT IMPROVING THAT ROADWAY FROM NORTHEAST TENTH TO MARATHON ROAD TO TO ORIENTATE PEOPLE WHERE GRIFFITH ROAD IS. IT'S TO THE EAST OF JUDGE HE'LLY AND IMMEDIATELY OFF OF NORTHEAST 10.

THE PORTION WE'RE LOOKING AT RECONSTRUCTING IS ABOUT THREE-QUARTERS OF A MILE IN LENGTH.

WE'RE LOOKING AT RECONSTRUCTING THAT AS AN ASPHALT COLLECTOR SECTION. WE ANTICIPATE THAT THE PROJECT ITSELF WILL TAKE ABOUT FIVE MONTHS TO COMPLETE. IF YOU RECALL, A COUPLE YEARS AGO THIS WAS A PROJECT THAT WAS TARGETED TO BE DONE AND UNDERTAKEN AND DURING THE PRELIMINARY DESIGN WORK OF THIS PROJECT WE HAD TO HOLD IT OFF FOR A YEAR.

THAT'S BECAUSE AS WE GOT INTO THE DETAILED DESIGN OF THE ROADWAY AND THE ACTUAL CROSS SECTION OF THE AMOUNT OF EARTH REMOVAL WE FOUND THAT WE MAY ENCOUNTER AS FAR AS GET INTO A WATER MAIN THAT WAS RATHER SHALLOW.

SO, THAT WATER MAIN PROJECT WAS DONE THIS PAST YEAR.

VERY SUCCESSFULLY AND SO THE WATER MAIN HAS BEEN LOWERED AND MOVED OUT OF THE I WANT TO CALL IT THE WAY OF THE ROADWAY CONSTRUCTION AND WE'RE READY TO GO WITH THIS PROJECT. WE HAVE A PROJECT IN JANUARY OPEN BIDS ON FEBRUARY 9 THE LOW BIDDER WAS BONTKE BROTHERS CONSTRUCTION. A LITTLE OVER $1.3 MILLION.

AS PART OF THE PROJECT, WE TRIED TO ADVERTISE IT WITH AN ALTERNATIVE BID. I'M SORRY, THANK YOU.

WE TRIED TO ADVERTISE IT WITH AN ALTERNATIVE BID WITH THE HOPES OF GETTING THE SECTION BEING CONSTRUCTED AS A CONCRETE SECTION. AS EVERYONE KNOWS GRIFFITH ROAD IS A VERY LOW LYING ROAD.

ONE OF THE ITEMS THAT WE'LL BE DOING IS PART OF THIS IS CONSTRUCTING A CONCRETE CHANNEL ALONG THE WESTSIDE OF THIS ROADWAY TO FACILITATE POSITIVE DRAINAGE. WE REWORKED THE DESIGN SO THAT WE CAN PROVIDE POSITIVE DRAINAGE ALONG THIS ROADWAY.

THERE'S A COMBINATION OF CURB AND GUTTER.

THERE'S SOME GUARD RAIL THAT'S BEING INSTALLED.

IT'S A VERY TIGHT RIGHT OF WAY PROJECT BUT WE THINK IT'S GOING TO BE A VERY GOOD PROJECT ONCE IT'S DONE.

IT WAS RATHER SHALLOW AND THE AMOUNT OF EARTH THAT WE'RE GOING TO HAVE TO REMOVE AS PART OF THIS ROAD CONSTRUCTION IS ABOUT 20 INCHES. YOU KNOW SO THE THICKNESS OF THE EXISTING ASPHALT, THE BASE AS WELL AS SUBBASE.

WE'RE GOING TO RECONSIDER ALL OF THAT.

SO THAT'S WHAT CAUSED THE DELAY IN THE ROAD CONSTRUCTION. BUT IT TOOK A WHILE TO GET THAT WATER MAIN RELOCATED AS FAR AS GOING THROUGH THE NORMAL BID PROCESS AS WELL AS CONSTRUCTION.

SO I ANTICIPATE WE HAVE ALREADY INDICATED TO THE CONTRACTOR BONTKE BROTHERS CONSTRUCTION THAT THIS IS A HIGH PRIORITY OF OURS. WE WANT TO SEE THEM JUMP ON THIS EARLY. WE ANTICIPATE THEM STARTING ON THIS PROJECT AS SOON AS THE WEATHER BREAKS.

SO THAT MAY BE THE END OF MARCH MIDDLE OF APRIL.

I WANT TO SPEND SOME TIME TALKING ABOUT THAT.

UNDER THE CHARTER, THE MAYOR HAS THE ABILITY TO SIGN A DECLARATION OF A STATE OF EMERGENCY THAT AUTHORIZES THE EXPENDITURE OF UNBUDGETED FUNDS UP TO 10% OF THE ANNUAL ADOPTED BUDGET.

WE AREN'T ANYWHERE NEAR THAT DOLLAR AMOUNT YET.

BUT I DO WANT TO LET YOU KNOW WE HAVE COMPUTED THAT TO ACCOMMODATE A LOT OF LINE BREAK RESPONSIBLES THAT WE'VE HAD TO DO AND LEVERAGE PRIVATE CONTRACTORS ARE PAY FOR OVERTIME THOSE SORTS OF THINGS.

WE'LL COME BACK. ONCE WE THINK WE HAVE A FULL DOLLAR AMOUNT WE'LL COME BACK AND WRAP THAT ALL UP TO COUNCIL. BUT I ALSO WANTED TO TAKE SOME TIME TO TALK A LITTLE BIT ABOUT WHAT WE HAVE DONE IN GENERAL WITH OUR RESPONSE TO PURCHASING WATER AND THOSE SORTS OF THINGS. SO WHAT WE KNOW TODAY IS THAT APPROXIMATELY 24,000 RESIDENTS WERE WITHOUT POWER FOR A MINIMUM OF 72 HOURS. I THINK APPROXIMATELY THIS IS A NUMBER THAT WAS GIVEN TO ME I HAVE NOT VERIFIED IT YET. APPROXIMATELY 59,500 BUSINESSES WERE SHUT DOWN DUE TO LOSS POWER OF INTERNET OR WATER. 85% OF ALL BUSINESSES WERE ADVERSELY IMPACTED. APPROXIMATELY 1900 CUSTOMERS REQUESTED EMERGENCY WATER SHUTOFFS.

SO -- 600 PEOPLE, AT LEAST 600 PEOPLE WERE SERVED IN WARMING CENTERS AND THE CITY DELIVERED 55,752 BOTTLE OF 24 OUNCE WATER. THAT DOES NOT INCLUDE NOT FOR PROFIT OR PRIVATE PARTY WATER SOURCES.

I KNOW THERE WERE SEVERAL CHURCHES THAT PURCHASED WATER AND HELPED DELIVER THEM OR SEVERAL PRIVATE CITIZENS DID THE SAME THING. SO I SO I WANTED TO GIVE THAT YOU BRIEF UPDATE. I HAVE ALREADY ASKED E.H.T.

TO BEGIN WORK ON THIS WITH OUR UTILITY DEPARTMENT.

THEY WILL START THE PROCESS OF REVIEWING OUR COMPLETE WATER SYSTEM FROM THE SMALLEST NUT AND WASHER TO THE LARGEST PUMP AND FIGURE OUT EXACTLY WHAT WE NEED TO DO TO DO A COMPLETE SUMP GENERATION SYSTEM SO WE CAN RUN IT INDEPENDENTLY OF ANY POWER SYSTEM AND PROVIDE THAT COST TO COUNCIL. TOWARDS THAT END WE ARE CURRENTLY BUILDING A PARTNERSHIP WHOSE NEW OFFICE ALSO LOOK INTO THE HEART OF CARVER NEIGHBORHOOD ACROSS THE STREET ON PINE.

THE THIRD PILLAR IS COMMUNITY DEVELOPMENT.

THIS HAS BEEN THE LIFEBLOOD OF I CAN IN THE ENTIRE 27 YEARS OF OUR EXIST THENCE IS OUR WHEELHOUSE.

BUT I WANT TO -- EXISTENCE THIS IS OUR WHEELHOUSE.

THE NEIGHBORHOODS ARE MADE UP OF NEIGHBORS.

IF ALL WE DO IS ECONOMIC DEVELOPMENT AND HOUSING DEVELOPMENT WE RUN THE RISK OF LEAVING OUR NEIGHBORS BEHIND. IF WE DO THAT THEN WE'RE NOT DOING OUR JOBS WELL AND I'M NOT DOING MY JOB WELL.

THE IMAGE THAT I WANT TO LEAVE YOU WITH TONIGHT IS A PICTURE OF THE VILLAGE. OUR NATION WAS BUILT AS A NETWORK OF VILLAGES. SOME OF THOSE VILLAGES WERE RURAL. SOME OF THOSE VILLAGES WERE ALSO URBAN. INTERCONNECTED VILLAGES MAKE UP OUR URBAN CORES ACROSS THE COUNTRY.

AND IN THESE VILLAGES YOU COULD LIVE IN THE VILLAGE, YOU COULD BE BORN IN THE VILLAGE, LIVE IN THE VILLAGE AND DIE IN THE VILLAGE AND HAVE ALL OF YOUR NEEDS MET INSIDE OF THAT VILLAGE. THESE NEIGHBORHOODS BECAUSE OF THE ADVENT OF THE MOBILITY HAVE STOPPED BEING THESE KINDS OF VILLAGES. AND IF WE DO OUR WORK WELL WITH I CAN I'M HOPING THAT NOT ONLY WE ARE HOPING THEY
