WE'LL HAVE A THREE-MINUTE LIMIT.

WE DO HAVE ONE CARD. AND ALLOW MR. SCHWARTZ, I BELIEVE TO COME FIRST AND THEN WE WILL STILL BE IN PUBLIC COMMENT. GOOD EVENING, COUNCIL.

AND MAYOR WILLIAMS, MONDAY WAS QUITE INFORMATIVE AT THE WORKSHOP THAT I ATTENDED. IT'S A SHAME IN OTHER CITIZEN HAS BOTHERED TO COME AND EXPRESS THEIR OPINIONS, BECAUSE IT SURE WAS INFORMATIVE.

I APPRECIATE THE PRESENTATION ABOUT THE WATER UTILITIES AND ALL OF THE GRID AND EVERYTHING.

99.5 OR 99.9, THAT'S VERY GOOD.

AND TO SAY YOU MAY THINK ABOUT DOING A MICRO GRID, WELL I THINK FROM THE CITIZENS POINT OF VIEW, I THINK RODNEY TAYLOR'S GROUP COULDN'T HAVE DONE ANY BETTER.

IT'S LIKE I SAID PREVIOUSLY. WHEN AIRCRAFT CRASHED IT'S NOT THE CREWS FAULT BECAUSE THE FUEL WAS BAD.

DON'T BLAME THE UTILITIES BECAUSE URCOT CAUSED THIS.

I HOPE YOU DON'T HIRE ANY CONSULTANTS FOR THAT.

MICRO GRID. THE MONEY COULD BE SPENT ON STREETS. I KNOW THERE WAS A PRESENTATION ON STREETS. PEOPLE LOOK FORWARD TO HAVING GOOD STREETS. OUR WATER THAT WAS UNUSUAL SITUATION. I DON'T SEE IT ARISING WITH THE LIEUTENANT-GOVERNOR ON THE FENCE SAYING THEY WILL DO SOMETHING ABOUT. THEY WILL NOT HAVE IT DO IT AGAIN LIKE IN 2011 WHEN THEY SAID MANDATED IT.

AND AS FAR AS I KNOW THE CHIEF FLORES TALKED ABOUT THE FIRE STATION AND EVERYTHING. AND ABOUT THE RESPONSE TIME.

I KNOW PREVIOUSLY WHEN YOU HAD THE POLICE STATION YOU VOTED WHICH TYPE BOND THAT IS WHEN YOU JUST VOTE AND YOU DO IT.

YOU KNOW, A FIRE STATION IS SOMETHING THAT IF THE CHIEF SAID WE NEED IT. I THINK WE DO.

AND IF YOU CAN DO ONE OF THOSE BONDS, THAT'S FINE.

AND FOR THE TRUCK FROM THE PLACE AND MAYBE AMEND IT OUT THERE. I THINK IT'S WELL WORTH IT.

AND I KNOW THE CITY MANAGER SAID WE CAN'T AFFORD 12 FIREFIGHTERS. HOW MANY IS A FAMILY'S LIFE WORTH FOR JUST ONE PERSON'S LIFE WORTH IT'S PUBLIC SAFETY.

DEFINITELY CONSIDER THAT LIKE YOU DID WITH THE POLICE STATION. I FORGET WHAT THEY EXACT FIGURE WAS FOR THAT ONE FIRE STATION.

YOU MENTIONED OUT OF THAT AREA IT'S AT LEAST 7 MINUTES RESPONSE TIME FROM STATION 8 OR 2.

WE NEED STATION OUT THERE. AND DON'T FORGET NEXT WEDNESDAY CITYWIDE 10:00 A.M. EVERYBODY INVITED TO PARTICIPATE IN SOME OF THE CITY'S WEB PAGE.

AND THE LAST THING I WAS AT THE SENIOR CENTER TODAY AND THEY ANNOUNCED THE CENTERS WILL OPEN BACK UP.

MONDAY AFTER EASTER. IT SAYS HERE AT THE BOTTOM IT'S -- LET ME FINISH. IT SAYS LAST DAY OF DRIVE UP MEALS WILL BE THURSDAY APRIL 1ST.

ISN'T THAT ALL FOOL'S DAY. YOU JUST PULL ONE OVER US OR ARE YOU ACTUALLY GOING TO OPEN.

I APPRECIATE. I KNOW YOU WILL PROBABLY BE CLOSED FOR GOOD FRIDAY. THANK YOU FOR LISTENING TO MY

NICKELS WORTH AND THE SUPPORT. >> WE'RE STILL IN PUBLIC COMMENT. ANYONE ELSE WANT TO

PARTICIPATE THIS EVENING? >> HI, THERE.

I WILL INTRODUCE. I'M PRESIDENT OF KEEP ABILENE BEAUTIFUL. WE HAD RECENT DISCUSSION WITH THE CITY COUNCIL TALKED ABOUT THE SOTO DISTRICT.

[00:30:03]

DONNA BROUGHT SOME CONCERN ABOUT THE TRASH AND HELPING CONTROL THAT DOWN THERE. I SPOKE TO EXECUTIVE DIRECTOR WEST AS THE BOARD OF KEEP ABILENE BEAUTIFUL WOULD LIKE TO HELP. MAYBE HAVE SOMEONE WITH KEEP ABILENE BEAUTIFUL HELP WITH THAT REPRESENTATION.

AND TOBY AND I WERE DISCUSSING TODAY ALONG WITH KATHERINE THAT WE TO SEE IF THE CITY COULD PUT ON A NEWSLETTER OR THE CITY'S WEB SITE POSSIBLY OUR SPRING CLEAN AND MUSIC SERIES COMING APRIL 10TH THROUGH 24TH.

EVERY SATURDAY. WE'RE REALLY EXCITED ABOUT IT.

WE'RE ASKING THE COMMUNITY TO COME OUT AND HELP US CLEANUP OUR PARKS FROM 1:00 TO 4:00 AND THEN FROM 4:00 TO 7:00, WE ARE PROVIDING LIVE MUSIC THAT'S LOCAL.

AND ASKING EVERYONE TO BRING A PICNIC AND BLANKET.

AND JUST HOPING THAT EVERYONE WILL COME OUT AND JOIN US.

WE NEED ADVERTISING FOR THAT. WE WANT TO GET THE PARKS

CLEANED UP. >> I APOLOGIZE FOR COMING IN AT THIS TIME TO MAKE A REQUEST.

WE'RE STILL IN THE PUBLIC COMMENT PERIOD.

ANYONE ELSE WANT TO PARTICIPATE THIS EVENING?

>> I'M SAM ADAMS. WHEN I WAS HERE TWO WEEKS AGO I RAISED SOME CONCERNS ABOUT DCOA MIGHT BE MISMANAGING HUNDREDS OF THOUSANDS OF TAX DOLLARS.

THE CHECKS ARE ASSIGNED BY THE CITY.

GET THE W 2. THEY GET CITY BENEFITS THEIR JOBS ARE POSTED AS CITY JOB ON THE CITY WEB SITE.

FORGIVE ME FOR INDEPENDENT KROBATION WHEN I ASK WHO PLOYS THE DCOA WORKER. WHEN I ASKED FOR A RULING FROM THE TAX OFFICE ON THE EMPLOYER OF THE DCOA WORKER YOU ABRUPTLY STOPPED COMMUNICATING.

THEY COULD BE BREAKING SEVERAL EMPLOYEES.

IF THEY ARE NOT EMPLOYEES OF THE CITY, THEY STILL HUGE ISSUE OF VERY POSSIBLE MISMANAGEMENT OF PUBLIC MONEY.

I HAVE A PETITION SIGNED BY DOZENS OF ABILENIANS ASKING FOR TWC RULING SO WE GET MORE CLEAR PICTURE WHAT'S HAPPENING AND DCOA. THE IDEA THAT WE ORGANIZATION DOWNTOWN POSSIBLY MISMANAGING MILLIONS OF DOLLARS OF MEMBER PHENOMENON THAT WE ARE ONCE AGAIN PREPARING TO ASK TO GIVE THEM ALL THAT -- IMMEDIATELY TAKE THE MONEY FROM WITHOUT A SINGLE PENNY TAX INCREASE IS INFURIATING. WHY DON'T YOU SEEM TO CARE? LIKE HUMAN BEINGS WITH NO RESPONSE.

WE HAVE CITY MANAGER WHO FEELS EMBOLDEN TO RESPOND FOR THIS DISCUSSION WITHOUT PROVIDING AN ANSWER ON THE TWC RULING OR ABOUT THE DCLA ENFORCEMENT FROM THE CITY.

I HAVE NO RECOURSE BUT TO COME UP HERE TIME AND AGAIN AND HOPE THAT SOMEONE CARES ENOUGH TO JUST START ASKING QUESTIONS. I HOPE AT LEAST ONE OF YOU

CARES. >> STILL IN THE PUBLIC COMMENT

PERIOD. >> I'M SAMUEL GARCIA.

AS A CITIZEN AND THE BUSINESS OWNER, I WOULD LIKE KNOW WHAT IS THE STATUS OF THE CURRENT DOWNTOWN HOTEL PROJECT? NEXT MONTH WILL BE TWO MONTHS SINCE THAT HOTEL PROJECT WAS APPROVED. AND IT'S APRIL 25TH, 2019.

AND IN THE LAST THREE YEARS, A LOT OF CITY RESOURCES, TIME AND MONEY HAVE GONE INTO THIS PROJECT.

YET ALL WE SEE DOWNTOWN IS A BUNCH OF EMPTY LOTS.

I HAVE ATON OF -- A TON OF QUESTIONS.

CAN WE STILL USE SALES TAX MONEY TO ALLOW US TO KEEP THE BAY THE BONDS BACK IS THAT STILL VALID.

IN 2018 WHEN THE FEASIBILITY STUDY WAS DONE FOR THIS HOTEL IS IT STILL GOOD. THIS IS THREE YEARS LATER.

ARE YOU GOING TO HAVE TO DO A NEW STUDY IN ORDER THE DO THIS. I HAVEN'T HEARD ANYTHING.

YOU USE STROD THE PICTURE OF THAT DOWNTOWN HOTEL CITYING OUTSIDE CITY COUNCIL MEETING. IT'S NOT UP THERE ANYMORE.

[00:35:01]

I KEEP ASKING THE QUESTION. AND ASK IT PUBLICLY.

BECAUSE I WANT TO KNOW WHAT IS GOING ON.

HAVE THE BONDS BEEN SOLD. ARE THEY IN THE PROCESS OF BEING SOLD IN ORDER TO FUND THIS THING? WE WERE TOLD LAST YEAR AND THIS WAS BEFORE THE PANDEMIC, WE WERE TOLD LAST YEAR THAT WE WOULD BREAK GROUND IN JUNE.

THEN LATER ON THEY SAID MORE LIKE SEPTEMBER.

THIS -- WE'RE ABOUT TO BE TWO YEARS AND NOTHING.

WE HEAR NOTHING ABOUT IT ANYMORE.

IT'S NOT SO MUCH WE THINK BUSINESS IS ALL OVER TOWN.

THIS IS KIND OF THING THAT'S HANGING OVER THE CITY.

I WOULD LIKE TO SEE AT LEAST GIVE A STATUS AS TO WHERE WE ARE AT. IT'S TAKING A LOT OF RESOURCES. ALSO FINALLY, INSTEAD OF TALKING ABOUT HOW THE STREET BOND ELECTION.

DCOA IS WELL OVER 30 MILLION IN THE BANK.

AND WE HAVE DCOA MONEY CAN BE USED FOR COMMERCIAL STREETS.

WE NEED TO LOOK AT THAT FIRST. THEY ARE CONSIDERING GETTING 27 MILLION DOLLAR PACKAGE TO LARGE CORPORATION TO HELP BUILD -- TO BUILD A FACILITATE HERE.

WHY DON'T WE TAKE THAT MONEY INSTEAD OF GIVING IT TO LAWYER -- MY UNDERSTANDING A MANUFACTURING CHEESE COMPANY OR SOMETHING -- THAT IS LOOKING TO BUILD IT.

WHY DON'T WE PUT THAT IN THE EXISTING BUSINESS REVENUE.

PEOPLE PAYING THE TAXES. I'M PAYING ADDITIONAL FEE AT MY HOUSE IN MY BUSINESS. AND WHEN I HEAR THAT YOU WERE CONSIDERING A FUND. I COULDN'T BELIEVE IT.

INSTEAD OF WASTING THE MONEY THE WAY THEY ARE DOING, LET'S TAKE THAT MONEY OR LET THE CITIZENS VOTE ON THE HALF CURRENT SALES TAX THAT GOES DCOA AND LET THEM DECIDE WHETHER WE WE WANT TO CHANGE THE WAY WE USE THE MONEY AND GIVE TO SOME LARGE CORPORATION UP TO 27 MILLION DOLLAR PACKAGE. THANK YOU.

>> WE'RE STILL IN THE PUBLIC COMMENT PERIOD.

ANYONE ELSE WANT TO PARTICIPATE THIS EVENING?

>> SEEING NO ONE I WILL CLOSE THE PUBLIC COMMENT PERIOD.

IT IS 6:07 P.M. AND THIS MEETING OF
