I'LL CALL THIS MEETING OF THE ABILENE METROPOLITAN PLANNING BOARD TO ORDER. FIRST ITEM ON THE AGENDA AFTER CALL TO ORDER IS ANNOUNCE THAT PUBLIC COMMENT CAN BE MADE ON ANY ITEM ON THE AGENDA. WE'LL MOVE TO ITEM NUMBER TWO

[2. Consideration and Take Action on the minutes of the April 20, 2021 meeting.]

WHICH IS CONSIDERATION AND ACTION ON THE MINUTES FROM OUR APRIL 20, 2021, MEETING. ARE THERE ANY ADDITIONS, DELETIONS, OR CORRECTIONS TO THE MINUTES FROM ANYONE ON THE BOARD? IF NOT, I'LL ENTERTAIN A MOTION.

WE'LL MOVE TO ITEM NUMBER THREE, RECEIVE A REPORT, HOLD A DISCUSSION, AND TAKE ACTION ON THE FINAL FY2022-2023 UNIFIED

PLANNING WORK PROGRAM, UPWP. >> THANK Y'ALL.

THIS IS THE FINAL OF THE DRAFT VERSION Y'ALL SAW AT YOUR PREVIOUS MEETING. THERE WERE A COUPLE OF CHANGES I'LL GO OVER AS WE GO THROUGH THE DOCUMENT.

THE DRAFT WAS PRESENTED TO THE TECHNICAL COMMITTEE ON MARCH 30TH. AND IT WAS APPROVED BY THE POLICY BOARD LAST MEETING. AND IT WAS SUBMITTED TO TXDOT ON APRIL 20TH. WE RECEIVED COMMENTS BACK FROM FEDERAL HIGHWAYS AND THOSE HAVE ALL BEEN ADDRESSED AND TXDOT WAS ALSO GOOD WITH ALL OF THE ADDRESSED COMMENTS.

THE FINAL IS DUE ON AUGUST 1ST. THE TAC RECOMMENDED APPROVAL ON THE FINAL AS PRESENTED. THIS IS THE SHEET, THE ONLY THING YOU SEE HAS CHANGED FROM THE DRAFT, WE REMOVED THE TRANSPORTATION DEVELOPMENT CREDITS FROM THE CHART.

THOSE HAVE BEEN REMOVED, THEY WERE NOT SUPPOSED TO BE PUT INTO THE MONEY SITUATION BECAUSE THEY ARE NOT ACTUAL MONEY.

SO THOSE HAVE BEEN REMOVED. SAME THING ON THIS ONE ON SUB TASK. THE SUB TASK THREE WE REMOVED THE 7,000 FROM THE CHART OR 7,000 TDCS.

AND ALSO ON THE SUB TASK FIVE WE REMOVED THE TDCS.

ONE OF THE THINGS I WANT TO POINT OUT IS UNDER THE COMPREHENSIVE TRANSPORTATION CORRIDOR STUDY THAT LOOP 22 AND STATE HIGHWAY 26, THAT WAS PUT INTO THE PLAN.

I DON'T THINK THAT 110,000 IS GOING TO BE ENOUGH FUNDING FOR THAT. IN ADDITION TO THAT WE'RE HOPING TO PARTNER WITH OTHERS BECAUSE IF WE USE THE WHOLE 110 THAT'S OUR ENTIRE BUDGET. WE'VE BEEN SAVING THOSE FUNDS UP AND SO I'M HOPING THAT WE CAN HAVE SOME PARTNERS TO DO THAT STUDY. SO I JUST WANTED TO POINT THAT OUT. IN ADDITION THIS IS THE BUDGET SUMMARY, THIS IS FOR FISCAL YEAR 2022 AND 2023.

AND SO YOU CAN SEE WHERE WE REMOVED THOSE 7,000 TDCS.

THE TOTAL AMOUNT THAT YOU SEE THERE, ONE OF THE THINGS UNDER THE SPECIAL STUDIES THAT DOES INCLUDE A MULTIMODAL WHICH WAS PRESENTED HERE. IT'S A TRANSIT MULTIMODAL FACILITY. THOSE FUNDS ARE COMING FROM CITY LINK SO IT'S THROUGH THEM. SO THAT'S WHAT YOU SEE ON THAT FINAL. ON THE TOP THERE IN 2022 IS THAT 4,440 AND THEN THE 110,000 EQUALS THE 670 PLUS THE 120.

IN ADDITION TO THAT, THE 2023 FUNDS ARE LISTED THERE AND YOU CAN SEE THOSE WITH THE FINALS. IN A SUMMARY OF THE THINGS THAT WE GOT FROM FEDERAL HIGHWAYS, REMOVE THE TRANSPORTATION DEVELOPMENT CREDITS, WE ADDED A HYPER LINK TO THE WCTXRIDES.COM.

WE ADDED A DATE TO THE BOUNDARY MAP.

WITH THAT, FEDERAL HIGHWAYS ACKNOWLEDGED THAT IT WAS GOOD AND THEN SO WHAT WE'RE REQUESTING TODAY IS JUST APPROVAL OF THE FINAL SO THAT WE CAN GET IT SUBMITTED BY THE AUGUST 1ST DEADLINE AND I'LL BE HAPPY TO ANSWER ANY QUESTIONS.

NUMBER FOUR, RECEIVE A REPORT, HOLD A DISCUSSION, AND TAKE ACTION ON THE ANALYSTING OF OBLIGATED PROJECTS AND THE ANNUAL PERFORMANCE AND EXPENDITURE REPORT.

>> SO INCLUDED IN YOUR PACKET IS THE YEAR END REPORT IN DECEMBER 2020. WE HAVE FINALLY GOTTEN ACKNOWLEDGMENT AND APPROVAL OF BOTH DOCUMENTS SO I CAN PRESENT THEM TO Y'ALL. THE ANNUAL PERFORMANCE AND EXPENDITURE REPORT WAS ACTUALLY APPROVED ON MARCH 9TH.

THE ANALYSTING OF OBLIGATED PROJECTS, WE JUST GOT FINAL APPROVAL ON THOSE, SO WE JUST GOT THAT ON JUNE 7TH.

SO THE ONLY THING THAT WE CHANGED ON THE ALOP WAS WE ADDED THE PROJECT SPONSORS TO ALL OF THE PROJECTS, THIS WAS A REQUEST FROM FEDERAL HIGHWAYS. THE TAC RECOMMENDS APPROVAL AS PRESENTED AND ACKNOWLEDGMENT AND APPROVAL OF THE FISCAL YEAR 2020ALOP AND APER IS WHAT WE'RE ASKING FOR.

JUST TO HAVE A SHORT SUMMARY, THE ANNUAL LISTING OF TOTAL PROJECTS WAS INCLUDING HIGHWAY PROJECTS, GROUP PROJECTS, BICYCLE PROJECTS AND THEN THE TRANSIT PROJECTS.

THE ANNUAL PERFORMANCE AND EXPENDITURE REPORT, I JUST PUT A COUPLE OF PICTURES IN THERE FROM THE REPORT.

THIS REPORT ACTUALLY TELLS THE ENTIRE STORY OF WHAT THE MPO DID IN 2020. SO THESE ARE JUST SOME OF THE HIGHLIGHTS THAT YOU CAN SEE WITH THE PUBLIC PARTICIPATION AND THEN OUR LONG RANGE PLAN. AND THEN SOME OF THE INFORMATION THAT CITY LINK HAS IN THERE ON SOME OF THE NEW IMPROVEMENTS THAT THEY'VE DONE. THIS IS THE BUDGET FROM THE ANNUAL PERFORMANCE AND EXPENDITURE REPORT.

THE IMPORTANT THING TO KNOW HERE IS THAT LOOKING AT EACH OF THOSE UPWP TASKS, WE HAD TO SPEND AT LEAST 75% AND WE COULDN'T GO OVER 125% OR WE HAD TO DO AN EXPLANATION AND WE WERE WITHIN THOSE BUDGET RANGES SO WE DID NOT HAVE TO EXPLAIN.

IN THE TRANSIT PORTION WHICH IS THE LOWER OF THE LOCAL PLANNING FUNDS, YOU CAN SEE THAT 100% OF THOSE WERE EXPENDED.

AND WITH THAT, I'LL BE HAPPY TO ANSWER ANY QUESTIONS.

RECEIVE A REPORT AND HOLD A DISCUSSION ON THE FEDERAL HIGHWAY ASSOCIATION ADMINISTRATION ENHANCEMENT OF

THE ABILENE MPO. >> THIS WAS SEPTEMBER OF LAST YEAR, FEDERAL HIGHWAYS CONDUCTED AN AUDIT BASICALLY OF THE MPO.

SO WE FINALLY GOT THE REPORT ON APRIL 12TH.

AND SO I INCLUDED THE COPY OF THE FINAL REPORT IN YOUR DOCUMENT. THAT INCLUDES ALL OF THE RECOMMENDATIONS AND ACKNOWLEDGMENTS.

THIS WAS PRESENTED TO THE TECHNICAL ADVISORY COMMITTEE MEETING AND IT'S AN INFORMATION ONLY, NO ACTION IS REQUIRED TODAY. ONE OF THE THINGS I WANTED TO POINT OUT IS THE RECOMMENDATIONS AND THE COMMONDATIONS.

THEY WANTED TO DO THE FREIGHT THAT'S SOMETHING WE'LL BE LOOKING INTO. AND THEN THE COMPLIANCE ASSESSMENT TOOL IS SOMETHING WE'LL BE PROVIDING AND WORKING ON. THE MPO, THEY COMMENDED US ON WORKING WELL WITH OTHER DEPARTMENTS.

THE EXTENSIVE CONTACT LAST THEY THOUGHT WAS REAL GOOD WITH THE STRONG COMMUNITY OUTREACH. AND THOSE WERE SOME OF THE THINGS THAT THEY THOUGHT WERE REALLY GOOD THROUGH OUR REVIEW.

AND IN CONCLUSION, THEY SAID THAT WE SATISFIED THE PROVISIONS AND SO WE'RE GOOD TO GO. I'LL BE HAPPY TO ANSWER ANY

AGENDA ITEM, NUMBER SIX, RECEIVE A REPORT, HOLD A DISCUSSION, AND TAKE ACTION ON THE CITYLINK'S PUBLIC ACTION TRANSPORTATION PLAN. PTASP, I THINK BOBBY IS DOING

THIS ONE. >> I'M GOING TO INTRODUCE IT AND THEN ASK BOBBY TO GET DOWN INTO THE DETAILS OF IT.

THEY REQUIRED A PUBLIC TRANSPORTATION AGENCY SAFETY PLAN. SO WHAT THIS IS IS BASICALLY SOME PERFORMANCE MEASURES AND SOME DIFFERENT THINGS TALKING

ABOUT HOW THE TRANSIT AGENCIES CAN MOVE FORWARD IN THEIR PERFORMANCE MEASURES. ONE OF THE THINGS HOW IT AFFECTS THE MPO IS THAT WE ARE RESPONSIBLE EACH TIME WE DO A PLAN TO MAKE SURE THAT WE LOOK AT THAT PLAN AND MAKE SURE WE INCORPORATE IT INTO OUR PROJECTS.

WITH THAT I'M GOING TO TURN IT OVER TO BOBBY AND THE ONLY THING WE'RE ASKING THE BOARD FOR IS ACKNOWLEDGMENT OF THE PLAN.

THERE'S NO APPROVAL REQUIRED. WE JUST NEED TO ACKNOWLEDGE THAT IT'S THERE SO THAT WE CAN INCORPORATE IT INTO OUR PLANNING

DOCUMENTS. >> GOOD AFTERNOON.

OUR AGENCY SAFETY PLAN WAS APPROVED AND ADOPTED.

ACTUALLY CITY COUNCIL APPROVED THAT FIRST IN THE MIDDLE OF JUNE AND TXDOT APPROVED THAT IN THE MIDDLE OF JULY WHICH WAS THE PROGRESSIVE STEPS THAT WERE REQUIRED TO OFFICIALLY ADOPT THE PLAN. DUE TO COVID LAST YEAR THEY EXTENDED THE DUE DATES TO JUNE OF 2020.

BUT I'M GLAD WE WERE AHEAD OF THE CURVE THERE AND ABLE TO GET IT ALL TAKEN CARE OF. THERE'S A COUPLE OF THINGS WE PULLED FROM THE AGENCY SAFETY PLAN JUST TO BASICALLY CALL YOUR ATTENTION TO AND THESE ARE THE MOST IMPORTANT PORTIONS THAT IS GOING TO INVOLVE THE MPO AND THAT'S THE PERFORMANCE MEASURES WHICH ARE VERY SIMILAR TO THE SAME PERFORMANCE MEASURES THAT THE POLICY BOARD HAD ACTUALLY REVIEWED BACK IN MARCH OF THIS YEAR FROM TXDOT. WE'RE BASICALLY TALKING ABOUT THE SAME TYPE OF PARAMETERS. THIS GOES TO THE NATIONAL SAFETY PROGRAM AS WELL. THROUGHOUT THE DEVELOPMENT OF THE AGENCY SAFETY PLAN, WE CAPTURED THE BASELINE WHICH WAS ACTUALLY FROM THE LAST FIVE YEARS AND JUDGED THAT ON THE FATALITIES, RATE OF FATALITIES, THE INJURIES, RATE OF INJURIES, SAFETY EVENTS AND THEN THE RATE OF SAFETY EVENTS WHICH ARE ALL OF THE REQUIRED ELEMENTS. AND THEN OF COURSE THE MAJOR MECHANICAL FAILURES. I'M GLAD TO SAY OUR PUBLIC TRANSIT SYSTEM HERE IN ABILENE HAS NEVER HAD ANY FATALITIES AND WE WILL NEVER HAVE ANY FATALITIES.

BUT THE INJURIES AND RATE OF INJURIES, THIS IS ALL BASICALLY THE TOTAL NUMBER FROM THE LAST FIVE YEARS DIVIDED BY THE TOTAL REVENUE MILES THAT ARE TRAVELED. AND THAT'S ROUGHLY BETWEEN 700,000 AND 800,000 MILES PER YEAR.

SO IN THIS TABLE FIVE THAT YOU'LL SEE HERE, THIS IS ALL OF THE BASELINE PERFORMANCE MEASURES.

.8 INJURIES FOR FIXED ROUTE AND .6 WERE DEMAND RESPONSE.

AND THAT CALCULATES INTO RATE OF INJURIES WITH .22 AND .12 RSPECTFULLY. THIS IS ALSO THE SAME INFORMATION THAT WE'VE CARRIED FORWARD TO OUR TARGETS WHICH IS ACTUALLY ON THE NEXT PAGE WHICH HAS BEEN SPLIT UP BETWEEN THE FIXED ROUTE AND DEMAND RESPONSE. SINCE THIS IS THE FIRST YEAR OF THE AGENCY SAFETY PLAN AND GATHERING THIS DATA AND ANALYZING THIS DATA, WE DECIDED ALONG WITH THE CONSULTANTS THAT HELPED DEVELOP THIS PLAN, THAT THE BEST THING TO DO IS TO TAKE OUR BASELINE DATA AND USE THOSE TO SET OUR TARGETS FOR THE FIRST YEAR. AND THAT'S WHAT WE HAVE DONE.

WE ARE ACTUALLY, PART OF THE REQUIREMENTS IN THIS AGENCY SAFETY PLAN IS THAT WE REVIEW THIS ON AN ANNUAL BASIS.

AND WE ARE JUST COMPLETING OUR ANNUAL REVIEW.

AND AT THIS POINT IN TIME, IT'S SHOWING THAT OUR TARGETS FOR THIS NEXT YEAR ARE GOING TO REMAIN THE SAME IS WHAT WE HAVE.

SO THAT'S ONE THING THAT THE MPO CAN INCLUDE FROM THIS POINT ON FOR THE NEXT YEAR IN SOME OF THE PLANNING DOCUMENTS AND FUNCTIONS THAT YOU MAY HAVE. SO BASICALLY THESE ARE GOING TO BE OUR TARGETS, WE WILL ALSO SOME OF THE REQUIREMENTS WE HAVE WITH THE AGENCY SAFETY PLAN IS TO IMPLEMENT A SAFETY MANAGEMENT

SYSTEM AND THAT IS SOMETHING THAT WE'VE DONE FROM THE VERY BEGINNING OF MY RETURN TO ABILENE AND TO OPERATE CITYLINK AND THAT WAS TO IMPLEMENT THE BE SAFE PROGRAM WHICH ACTUALLY PROVIDES POSITIVE REINFORCEMENT FOR SAFE BEHAVIORS.

WE'VE SEEN A DRASTIC IMPROVEMENT IN OUR RATE OF ACCIDENTS AND RATE OF INJURIES WITHIN NOT ONLY OUR EMPLOYEES, BUT WITH OUR PASTORS AS WELL. WE HAVE ALSO IMPLEMENTED THE NEAR MISS REPORTING BY ALL OF OUR BUS OPERATORS WHICH HAS GREATLY CONTRIBUTED TO THE REDUCTION OF THE ACCIDENTS THAT WE'VE HAD IN THE PAST YEARS. WE ALSO AS CITYLINK MANAGEMENT, WE HAVE IMPLEMENTED A SYSTEM TO ANALYZE THE ROOT CAUSES OF OUR ACCIDENTS AND DEVELOP WAYS OF SOLVING THOSE ISSUES.

SOME OF THOSE MAY INCLUDE SOME OF THE REROUTES OF SOME OF OUR FIXED ROUTES AND SOME OF THOSE INCLUDED IN OUR OPERATING FIXTURES WHEN THEY WERE DEMAND RESPONSE IS PART OF THE PROBLEM.

BUT ANYWAY, I'LL BE GLAD TO ANSWER ANY QUESTIONS YOU MAY HAVE. THERE AGAIN JUST KEEP IN MIND THAT THE FIGURES YOU SEE HERE ARE WHAT WE'LL BE GEARING TOWARD

SIMILAR MPOS AROUND THE STATE? >> OUR FIGURES AND TARGETS HERE ARE SLIGHTLY LOWER THAN SOME OF THE AGENCIES I'VE SEEN.

AND I'M COMPARING THAT TO I THINK THERE WERE ACTUALLY TEN DIFFERENT PROGRAMS OR PLANS THAT I'VE NOTICED AND READ THROUGH WHICH ARE SCATTERED THROUGHOUT THE COUNTRY.

SOME AGENCIES ACTUALLY OFFERED THEIR PLANS TO EVERYBODY TO LOOK AT AND PERUSE. WE'RE ACTUALLY SLIGHTLY LOWER THAN SOME. THAT'S A GOOD THING.

IT TELLS ME WE'RE RIGHT ON TARGET.

I COME THROUGH DOWNTOWN WHEN I COME TO WORK EVERY MORNING AND I CAN ASSURE YOU THAT THERE ARE DAYS THAT THERE ARE SO MANY PICKUP TRUCKS, THE BIG BACK ENDS ON THEM DON'T FIT IN THOSE PARKING SPACES ANYMORE AND YOUR GUYS DO A MIRACULOUS JOB OF NAVIGATING THROUGH THAT, I TELL YOU WHAT, BECAUSE THEY ARE IN A VERY CONFINED SPACE AND THEY USE EVERY INCH SO FAR. BUT THEY ARE VERY SAFETY CONSCIOUS AND I THINK WHEN A LOT OF THE PARKING PLACE SIZE AND THOSE KIND OF THINGS, YOU DIDN'T HAVE THOSE KIND OF PROBLEMS WHAT WE DO NOW. BUT I WANTED TO COMMEND YOU AND YOUR STAFF FOR JUST DOING THE JOB YOU'VE DONE.

WHENEVER WE WERE LOOKING AT THE PASSENGER INJURIES, A LOT OF THOSE WERE SLIP, TRIPS, AND FALLS BASICALLY WHENEVER THEY'RE GETTING ON THE BUS OR GETTING OFF.

AS A MATTER OF FACT WE'VE HAD SOME JUST IN THE LAST COUPLE OF WEEKS THAT MASKS TEND TO GET IN THE WAY.

OF COURSE WE'RE STILL UNDER THE MANDATE THAT PUBLIC TRANSIT STILL HAS TO WEAR THOSE MASKS UNTIL THE END OF SEPTEMBER.

AND I'VE WATCHED SOME VIDEOS OF THESE ACCIDENTS AND MASKS HAVE GOTTEN IN THE WAY. THEY KIND OF BLUR PEOPLE'S VISION. THEY'RE MORE CONCERNED WITH PUTTING THE MASK ON AND THEY TRIP AS SOON AS THEY'RE GETTING OUT OF THE BUS. SO I'VE MADE SURE THAT OUR OPERATOR, EACH TIME THAT THEY'RE GOING TO PICK UP ANYONE ON A FIXED ROUTE THAT THEY MAKE IT EASIER FOR PEOPLE TO STEP ON AND ALSO TO BE AWARE THAT THAT IS AN ISSUE AND SO THE OPERATORS ARE THERE TO TRY TO HELP AND CATCH IF THEY NEED TO OR AT LEAST BE ABLE TO MINIMIZE POSSIBLE INJURIES.

ALSO TO LOOK AT THE MPO BOUNDARY EXPANSION WHEN WE GET THE CENSUS DATA WHICH IS THE NEXT TOPIC THERE AND BEING ABLE TO LOOK AT WHERE WE NEED TO EXPAND THE BOUNDARY TO MAKE SURE THAT WE'RE INCORPORATING ALL OF THOSE PLANNING AREAS THAT NEED TO BE INCORPORATED. WE'VE STILL GOT A RETAINING WALL TO PUT UP AND A BARRIER WALL BETWEEN THE NEW FRONTAGE ROAD AND THE MAIN LANES AND THEN SIGNALS TO GO. SO THAT ONE IS ON SCHEDULE, WE ARE LOOKING AT MID TO LATE SUMMER FOR FULL COMPLETION ON THAT PROJECT. THE NEXT PROJECT IS 1750.

SO THE WATER DEPARTMENT STREET, THIS IS A MISCELLANEOUS STREET REPAIRS WE HANDLE INTERNALLY HERE THAT OUR UTILITY CUTS FROM THE WATER UTILITIES DEPARTMENT IN THE CITY OF ABILENE, SO I WOULD SAY THAT PRODUCT IS ABOUT 75% COMPLETE. WE HANDLE ROUGHLY AROUND 400 UTILITY CUTS ANNUALLY THROUGH THAT PROJECT.

SO IT'S CONTINUOUSLY ONGOING. WE GET ABOUT 35 UTILITY CUTS A MONTH. AND WE HAVE A BIT OF A BACKLOG BECAUSE OF THE FREEZE THAT WE HAD IN FEBRUARY.

WE HAVE ABOUT EIGHT INTERSECTIONS AND WE HAVE SOME WORK OVER ON SECOND AND THIRD TO COMPLETE AND THAT PROJECT WILL ESSENTIALLY BE COMPLETED. THEY'LL HAVE A SECOND MOBILIZATION WHERE THEY'LL COME BACK IN AND FINISH OUT AS FAR AS THE EAST/WEST STREETS AS PART OF

THE WORK ZONES HERE IN THE MIDDLE, THE SAME CONTRACTOR HAS BOTH PROJECTS, THEY'VE BEEN WORKING ON S10 AND S17, THEY ACTUALLY WERE PLACING WE CALL IT THE D MIX OR THE FINAL WEARING COURSE OF ASPHALT ON THOSE PARTICULAR STREETS. IT'S LOCATED, THESE TWO AREAS ARE LOCATED ON EITHER SIDE OF I CALL IT MCMURRAY UNIVERSITY TO SORT OF ORIENT YOU WHERE THEY'RE AT.

I WOULD SAY THAT PROJECT IS ABOUT 40% COMPLETE RIGHT NOW.

SO THAT PROJECT IS COMPLETE AS FAR AS ESSENTIALLY ALMOST COMPLETED. PINE STREET AREA REHABILITATION.

THAT INCLUDES SOME REHABILITATION AS FAR AS PINE STREET. IT INCLUDES THREE INTERSECTIONS, THE INTERSECTION OF PINE AND 19TH AND 21ST.

AND WE JUST ADDED AS FAR AS NORTH 9TH TO THAT PROJECT.

THEY HAVE COMPLETED THE OUTSIDE LANES OF THE TWO NORTHERN INTERSECTIONS AND THEY'RE WORKING ON THE SUPERIOR LANES AS FAR AS CHANGING THAT FROM ASPHALT TO CONCRETE THIS WEEK.

MY UNDERSTANDING IS THAT THEY'RE WORKING AS FAR AS ON NORTH 18TH PUTTING IN AS FAR AS THE D MIX THIS WEEK.

THERE'S A SECTION OF NORTH 18TH THAT GOES FROM PINE TO TREADWAY THAT WE'RE REHABILITATING AS PART OF THIS PROJECT.

BONKY CONSTRUCTION HAS THAT PROJECT AS WELL AS THE NEXT STREET FEE MAINTENANCE PRODUCT WHICH IS SOUTHWEST DRIVE.

THEY HAVE NOT YET STARTED THAT PROJECT.

WE HAVE HEARD AN INDICATION THAT THEY'RE LOOKING AT DOING THE WORK IN FRONT OF CHICK-FIL-A AND SEVERAL COMMERCIAL BUSINESSES ON A WEEKEND. PARTICULARLY AS FAR AS IN FRONT OF CHICK-FIL-A LOOKING AT POSSIBLY DOING THAT WORK ON A SUNDAY. GRIFFITH ROAD, WE'RE NEARING COMPLETION OF WHAT WE CALL PHASE ONE OF THIS PROJECT WHICH IS WE'VE GOT A TWO PHASE PROJECT AS FAR AS DETOURING THE TRAFFIC TO ALLOW TRAFFIC TO CONTINUE TO USE THAT ROADWAY WHILE WE CONSTRUCT IT. I BELIEVE THAT PROJECT IS ABOUT 35% COMPLETE RIGHT NOW. MAYBE CLOSER TO 40%.

THE CROSSWALK REPLACEMENT PROJECT IN BOTH THE DOWNTOWN AND CROSSWALK ARE WITH FLATLINE INC. THEY HAVE NOT STARTED AS FAR AS THAT PROJECT. WE ANTICIPATE THEY'LL BE STARTING THAT PROJECT IN THE NEXT WEEK OR TWO.

THE CROSSWALK IS ESSENTIALLY VARIOUS CROSSWALKS THROUGHOUT THE COMMUNITY IN FRONT OF SCHOOL, AREAS.

THERE ARE SOME RAILROAD CROSSINGS INVOLVED IN IT.

WE HAD A MINOR CHANGE ORDER THAT WE NEEDED TO GET APPROVED BY THE ADMINISTRATION AND THAT WAS DONE MY UNDERSTANDING AS FAR AS LAST WEEK. HONEYBEE, THAT PROJECT IS A REALIGNMENT OF THAT ROAD. IT WAS A ROAD THAT WAS IDENTIFIED TO BE REDONE AS PART OF THE FORT LAKE PHANTOM LOT SALES. WE'RE IN THE PROCESS OF DESIGNING AS FAR AS COMPLETING THE DESIGN OF THAT ROAD, IT'S GOING TO BE A COMPLETE REALIGNMENT.

THE DRIVEWAYS WILL BE EXTENDED AND WIDENED FOR ALL OF THOSE RESIDENTIAL LOTS UP IN THAT AREA.

THESE NINE CUT AWAYS DO NOT REQUIRE CDLS TO OPERATE THEM BECAUSE THEY ARE 14 PASTURE CAPACITY.

ALSO ANOTHER ITEM THAT WE'RE WORKING ON IS WE'RE GOING TO BE IN THE COMING WEEKS GOING TO BE RELEASING AN RFQ TO HIRE A CONSULTING FIRM TO HELP PULL TOGETHER THE FEASIBILITY STUDIES THAT HAVE BEEN DONE IN THE PAST AND ALSO TO GUIDE US THROUGH THE PLANNING ACTIVITIES OF A NEW MULTIMODAL TRANSIT FACILITY HERE IN ABILENE. THE FIRST ONE WAS HELD BACK IN '92 AND THIS WAS WORLDWIDE. IN ABILENE WE'VE BEEN DOING IT SINCE 2012 WITH THE EXCEPTION OF LAST YEAR BECAUSE OF COVID.

BUT THIS IS ALSO ADVOCATES AND SUPPORTS THE USE OF MOTORCYCLES FOR TRANSPORTATION AND PROVIDES AWARENESS THAT WE ALL SHARE THE ROADS SO LOOK TWICE TO SAVE A LIFE.

IN TAYLOR COUNTY THIS WAS FROM JANUARY 1, 2011, TO JUNE 4, 2022, WE HAD 713 CRASHES INVOLVING A MOTORCYCLIST AND 38 WERE FATAL CRASHES. IN JONES COUNTY THERE WERE 37 CRASHES INVOLVING A MOTORCYCLIST AND THREE OF THOSE WERE FATAL.

SO WE HAVE GREAT PARTNERS ON THIS EVENT.

AND THEN I CALLED 911 SO THEY COULD CALL THEIR DAD.

AND THEN I WAS ABLE TO DIRECT TRAFFIC AND BY THE TIME OFF DUTY APD CAME IN FIVE MINUTES AND THEN ON DUTY APD CAME IN TEN MINUTES. AND THE AMBULANCE AND FIRE DEPARTMENT SO THEY COULD DO THEIR JOB BECAUSE IT WAS CLEARED FOR TRAFFIC. AND THEN I LEFT MY NAME AS A WITNESS AND I WENT ON MY MERRY WAY.

OKAY, ON JUNE 3RD ON THE CORNER OF SOUTH 11TH AND TREADAWAY, THERE WAS A HOMELESS MAN WITH A MENTAL HEALTH CONDITION THAT WAS OUT IN TRAFFIC. I WAS ABLE TO GET HIM OUT OF TRAFFIC BECAUSE HE WAS SELLING HOT WHEEL STICKERS AND THE HOP IN CASHIER FED HIM AND GAVE HIM GATORADE FOR HYDRATION.

IT WAS A VERY HOT DAY. APD RESPONDED TO THE INCIDENT AFTER THE COMMUNITY CALLED AND THERE WAS NO, THE SITUATION WAS DE-ESCALATED SO APD JUST DID A WELLNESS CHECK.
