TO HEIGHTEN AWARENESS OF THE VALUE OF PARKS AND RECREATION TO THE QUALITY OF LIFE'S TOO CITIZENS ACROSS THE NATION.

ON ANY GIVEN DAY HUNDREDS OF OUR COMMUNITIES CHILDREN, ADULTS, AND SENIORS BENEFIT FROM A WIDE RANGE OF SERVICES AND FACILITIES AND PROGRAMS PROVIDED BY THE STAFF FROM A PARKS AND RECREATION DIVISION. AS MAYOR AND BY HALF OF THE CITY COUNCIL, I AM PLEASED TO RECOGNIZE AND THANK OUR DEDICATED PARKS AND RECREATION EMPLOYEES TO BE A VITAL ROLE THAT THEY PLAY TO THIS GREAT CITY.

TO HELP REVITALIZE THEIR NEIGHBORHOODS AND SO, THESE NUMBERS ARE GOING TO BE ROUGHLY ACCURATE BUT I WOULD NOT SORT THEM BUT I DO NOT REMEMBER THEM. THERE WAS 850 PERMITS OVER THE LAST FOUR YEARS, FOR FIVE YEARS IN THIS AREA.

750 OF THOSE PRINTS, WERE IN THE AREA.

SO THEY HAD 850 HOUSING PERMITS OVER THE LAST FIVE YEARS AND 7 70051 IN THE AREA AND IF THAT IS WE ARE TRYING TO DO IN ABILENE TEXAS. THE POINT OF THE TRIP IS TO BETTER UNDERSTAND WHAT TOOLS THEY HAVE USED, HOW THEY HAVE CLEARED AWAY SOME TORY HURDLES AND HOW THEY HAVE CREATED AN ENVIRONMENT TO THE ASSIST THE HOMEBUILDERS TO BUILD A PRODUCT THAT IS QUALITY. THAT ADDRESSES THE HOUSING NEEDS NOT ONLY FOR MODERATE INCOME FAMILIES BUT FOR ANYBODY WHO MAY NEED A HOUSE. IT IS NOT THE CITY BUILDING HOMES. IT IS THE PRIVATE SECTOR BUILDING HOMES, THEY ARE CREATING AN ENVIRONMENT WHICH THE PRESENTER CAN DO THAT BY GETTING A RETURN ON THEIR INVESTMENT. SO THIS IS SOMETHING THAT I THINK WE CAN DO IN ABILENE TEXAS AS WELL.

THE PLANNING AND DEVELOPMENT STAFF AND OFFICE OF NEIGHBORING SERVICES AND MYSELF WORK TOGETHER WITH MIKE.

WHO WORKS TO CREATE A LEVEL, A LOT OF INCENTIVES IN DIFFERENT MECHANISMS THAT WILL ENTER COUNSEL BASED LARGELY ON THE SUCCESS THAT DENISON HAS HAD. IT IS GOING TO REQUIRE CHANGING IN OUR COMMUNITY. IT WILL REQUIRE US TO BE ABLE TO SAY NO THIS IS WHAT WE WANT AND THIS IS WHAT WILL GO ABOUT GETTING. THERE WILL BE DETERMINATION OF ALL. AND SOME WILL TO MAKE SURE THAT IS ACCOMPLISHED. I THINK WE CAN DO IT, I THINK THE COMMUNITY DESERVES IT, AND I THINK THAT THERE IS AN OPPORTUNITY TO HAVE HOUSING FOR MANY ABILENE INNS.

>> GOOD MORNING MAYOR AND COUNCIL BEFORE YOU WAS ITEM NUMBER EIGHT THIS IS A RESOLUTION FOR THE CLOSURE OF NORTH SIXTH STREET BETWEEN CYPRUS AND CEDAR.

AS A REMINDER A COUPLE MONTHS AGO YOU PASS THE NEW ORDINANCE THAT ALLOWS THE CITY TO CLOSE THE RIGHT OF WAY WITHOUT ABANDONING IT. THAT IS EXACTLY THE PROCESS WE ARE LOOKING AT TODAY. THIS WILL BE THE CLOSURE OF NORTH SIX BETWEEN CEDAR IN CYPRUS.

NECESSARY TO PROHIBIT VEHICULAR TABLET BUT ALLOW FOR A PUBLIC GREEN SPACE. THIS WILL BE PART OF THE DOWNTOWN CONVENTION CENTER HOTEL.

IT WILL BE A CONNECTION BETWEEN THAT FACILITY IN EXISTING ABILENE CONVENTION CENTER. YOU TWO HAVE THE AUTHORITY, IN ACCORDANCE WITH THE LAND DEVELOPMENT COUNSELING SESSION 37-D, THIS WOULD ONLY BECOME EFFECTIVE ON FUNDING OF THE DOWNTOWN CONVENTION CENTER HOTEL AND CITY MANAGER APPROVAL.

WHAT I HAVE IS A BRIEF OUTLINE OF WHAT THAT FACILITY LOOKS LIKE, YOU CAN SEE THE FOOTPRINT OF THE HOTEL.

SO, THE IDEA OF DEVELOPING A HYDRAULIC MODEL HELPS TO IDENTIFY THE SYSTEM DEFICIENCIES IN THAT MODEL SO WE DEVELOPED A COMPUTER MODEL. IT HAS ALL OF THAT SKELETON EYES AND A NETWORK OF THE PIPES. WE UTILIZED FLOW METERS OUT IN THE SYSTEM AND COLLECTED THE FLOWS, AND ALSO GENERATED STORMWATER FLOWS AND PUT THOSE INTO THE COMPUTER MODEL.

THAT HELPS TOCAPACITY IS REMAINE SYSTEM.

WE UPDATED IT USING THE NEW WASTEWATER FLOW MODEL DATA.

ALSO THE NEW AREAS THAT WERE ADDED TO THE SYSTEM OVER THE LAST TEN YEARS. IT UTILIZED THAT IN THE MODEL TO RUN THE CALCULATIONS INTO THE EVALUATIONS.

ASSET MANAGEMENT PORTION OF IT, WAS AN INVENTORY AND CATALOG OF THE SYSTEM AS IT EXISTS. IT WAS THE AGE OF THE PIPELINES, WHAT ARE THEY MADE OF, WHAT IS THEIR CONDITION AND IF THEY HIGH HAVE HIGH INTEGRITY OR NOT? THAT IDENTIFIES THE FUNDS AND WHERE TO PRIORITIZE THOSE FUNDS TO GET THE BEST BANG FOR THE BUCK. THAT IS A GOOD PLANNING TOOL FOR THE CITY TO UTILIZE. IN WEST TEXAS WE GET PRETTY INTENSE RAINFALL EVENTS, IT RUNS OFF QUICKLY, IT SATURATES GROUNDWATER, IT SATURATES THE CREEK AREAS AND THE CREEK STANDING WATER AND THAT HIS PRIMARY AREA FOR WATER TO INFILTRATE INTO WASTEWATER COLLECTION SYSTEM. SO YOU ADD ADDITIONAL FLOW, THAT IS GOING TO REDUCE AVAILABLE CAPACITY IN OUR EXISTING LINES. SO WE NEED TO MODEL THAT AS YOU CAN SEE, DURING THE PROJECTED 20 -- 2040 WET WEATHER FLOWS WE ARE LOOKING AT 2046 MGD. THE TABLE SHOWS 250,000 LINEAR FEET OF LIES THAT EXCEED 75% OF CAPACITY.

SO THAT IS SOMETHING TO TAKE NOTE, AND THE GRAPHIC SHOWS THOSE LINES THAT ARE UP 75% FULL.

AND THEN HIGHWAY 351 AND 20 FRONTAGE AREAS.

THE SOUTH SIDE OF TOWN, WE MENTIONED DOWN IN MAPLE LANE, WE'VE EVALUATED SOME EXTENDING AND GRAVITY SYSTEM OUT ALONG THAT AREA. THERE ARE STILL AREAS THAT CAN BE SERVED BY A GRAVITY SYSTEM THOSE ARE STARTING TO BE REDUCED. LIFT STATIONS WILL NEED TO BE EVALUATED FOR THOSE EXPANDING AREAS.

WHERE THE GRAVITY LINES CAN NOW SERVICE.

ONE AREA THAT WAS EVALUATED FOR POTENTIAL WAS IN THE SOUTHWEST SIDE OF TOWN. IT IS SHOWN THERE AND THAT GRAPHIC THAT WOULD FEET INTO THE SOUTHWEST INTERCEPTOR WHICH WOULD FLOW OVER AND DUMP IT TO 36 WEST INTERCEPTOR.

THEREFORE THAT WAS ONE OF THE AREAS THAT WE SEE CURRENTLY DEFICIENCIES IN AND THOSE ARE INCLUDED IN THE LIST OF RECOMMENDED PROJECTS. SO LET'S LOOK AT LOOK AT THE INTENDED AND RECOMMENDED PROJECTS.

WE'VE ALREADY STARTED THAT ENDEAVOR REPLACING PUMPS THAT HAS BEEN A BOTTLENECK FOR SOME TIME AND THE CITY IS DOING A GOOD JOB OF ADDRESSING THAT. THIS 36 WEST INTERCEPTOR WHICH IS ON THE WEST SIDE OF TOWN, THERE IS 47,000 LINEAR FEET THAT IS IDENTIFIED FOR NEEDED IMPROVEMENT, TO INCREASE CAPACITY. THE SOUTHWEST INTERCEPTOR, THAT I JUST MENTIONED, DOWN ON THE SOUTHWEST SIDE OF TOWN.

THEN ALSO THERE ARE 29,000 LINEAR FEET OF LINES DISTRIBUTED THROUGH THE INTERIOR PART OF THE SYSTEM THAT HAVE BEEN IDENTIFIED THROUGH THE MODEL PROCESS. SO NOW THIS IS THE FUN PART, LET'S TALK ABOUT THE COST. REPLACING GRAVITY SEWER IS NOT AN INEXPENSIVE ENDEAVOR. WE ALL KNOW THAT, IF YOU LOOK HERE, THE PROJECTS THAT I JUST MENTIONED, OVER THAT PERIOD OF TIME. THEY TOTAL UP TO $90 MILLION.

THE THINGS THAT WE LOOK FOR IN THE HYDRAULIC EVALUATION, WE LOOK AT SYSTEM PRESSURE, PIPING CAPACITY, FIRE FLOW AVAILABILITY, AND SYSTEM RELIABILITY.

OVERALL, THE SYSTEM PROVIDES A REALLY HIGH QUALITY SERVICE FOR ITS CUSTOMERS. THE ONLY AREA THAT WE WILL.OUT THAT IS SHOWN ON THE MAP, THERE IS AN AREA IN THE SYSTEM AND THIS IS A VERY SOUTHERN PORTION OF THE PRESSURE PLANE.

SOME OF THAT DATA INCLUDED THE ACTION PLAN DATA AND WE EVALUATED THAT AND WE DID NOT SEE ANY ISSUES OCCURRING IN THE DISTRIBUTION SYSTEM AND ALL THE RESIDUAL DATA THAT WE LOOKED AT.

WE IDENTIFY PROJECTS THAT WILL ADDRESS ALL THOSE EFFICIENCIES.

THERE WAS DEBT ISSUED TO DEVELOP THE INFRASTRUCTURE RELATED TO THE IV PIPELINE SYSTEM. SO THERE WAS A CHARGE SPECIFICALLY PUT ON THE WATER BILL, THAT THE CITIZENS WOULD KNOW THAT THEY ARE PAYING FOR THE PROJECT SPECIFICALLY.

AS WE HAVE MOVED ALONG THROUGH TIME, WE HAVE PAID OFF DEBT, AND WE HAVE SHUFFLED DECK, AND WE ARE GETTING NEAR TO THE END OF THAT ACCUMULATING ENOUGH MONEY TO COVER ALL OF THE DEBT SERVICE. WE DO HAVE A BOND THAT HAS A REQUIREMENT FOR A 40 YEAR TERM. THAT WAS RELATED TO THE PARTICIPATION OR THE INVOLVEMENT OF THE OUTSIDE WHOLESALE WATER PROVIDERS OF ABILENE BEING THEIR REGIONAL WATER SUPPLIER.

SO WE GOT SOME DISCOUNT MONEY, AND SOME LOAN MONEY, AND THAT LOAN MONEY HAD THE CONDITION OF A 40 YEAR TERM.

THE DEAL IS WE HAVE COLLECTED ALMOST ALL OF THE MONEY NEEDED TO PAY ALL OF THE PRINCIPAL AND INTEREST OBLIGATIONS TO RELATION OF THE IV DEBT. MY RECOMMENDATION IS THAT WE GO INTO THIS 2022, WE ELIMINATE THE IV CHARGE OFF OF THE BILL AND WE ADJUST RATES ACCORDINGLY TO MAKE THE DIFFERENCE.
