TO INSTRUCT THE MOTOR OFFICES TO OPERATE A MOTORCYCLE IN A HIGHLY-EFFECTIVE WAY OF SAFETY.

I BELIEVE THE IMPORTANCE WE DO IN THE TRAFFIC DIVISION IS TO BRING THE TRUTH TO LIGHT. TOO MANY TIMES IN COLLISIONS WHERE WHAT OCCURRED BEYOND WHAT A WITNESS SAID IS THE UNKNOWN. AND SO THROUGH THE WORK OF THE TRAFFIC DIVISION AS A WHOLE, WE ARE ABLE TO GO IN AND FIND OUT WHAT THE TRUTH IS. ONCE WE MAKE THAT DETERMINATION, THAT CAN LEAD TO CRIMINAL PROSECUTIONS THAT WOULD NOT HAVE BEEN POSSIBLE PRIOR TO THAT KNOWLEDGE BEING UTILIZED. THE MOST REWARDING THING OUT OF THIS ENTIRE 20 THINGS I HAVE BEEN HERE IS THE SUPPORT OF OUR COMMUNITY. WE HAVE A GREAT COMMUNITY H HERE. THEY REALLY LIKE THE POLICE DEPARTMENT. PROBABLY ONE OF THE MORE DANGEROUS ASPECTS OF POLICING, JUST BECAUSE OF THE EXPOSURE THAT OFFICERS HAVE TO THE TRAFFIC AROUND THEM. THE WORK YOU DO FROM AN INVESTIGATION SYSTEM AND RECONSTITUTING THE TRAFFIC INTERSECTIONS AND ACCIDENTS THAT TOOK PLACE MAKING SURE WE UNDERSTAND WHAT TOOK PLACE SO JUSTICE IS INFORMED IS OF CRITICAL IMPORTANCE AND NOT SOMETHING THAT I THINK PEOPLE UNDERSTAND. ADOPT A SHELTER DOG MONTH. WHEREAS OCTOBER 2021, FOUND AID ADOPT A DOG MONTH IN RESPONSE TO GROWING NUMBER DOGS AND PUPPIES ENTERING SHELTERS EVERY YEAR, WHICH IS ESTIMATED TO BE ABOUT 3.3 MILLION DOGS NATIONWIDE.

AND WHEREAS, EVERY YEAR SHELTERS, ANIMAL WELFARE ORGANIZATIONS OBSERVE OCTOBER AS AN IMPORTANT MONTH FOR INCREASING THEIR EFFORTS TO MATCH LOVABLE DOGS WITH LOVING OWNERS. AND WHEREAS, ALL DOGS REGARDLESS OF SIZE, AGE OR BREED OR INDIVIDUALS THEIR OWN UNIQUE PERSONALITIES AND NEEDS AND DESERVE TO FIND A LOVING HOME. AND WHEREAS, THIS OCTOBER WE CELEBRATE OUR RESCUE CANINE COUNTERPARTS AND ENCOURAGE THE CITIZENS OF ABILENE TO OPEN THEIR HEARTS AND HOMES TO A DOG IN NEED. AS ADOPTING A DOG FROM AN ANIMAL SHELTER SAVES A LIFE, BREAKS A CYCLE OF PET OVERPOPULATION AND PROVIDES THE MANY BENEFITS THAT COME FROM HAVING A FOUR-LEGGED FAMILY MEMBER.

ONE OUT OF TWO ANIMALS WERE MAKING IT OUT ALIVE.

THIS YEAR WE ARE SERVING 86% OF THE ANIMALS THAT COME INTO THE SHELTER. SO WE ARE VERY, VERY PROUD OF THOSE NUMBERS. [APPLAUSE] WE ARE VERY, VERY PROUD OF THAT NUMBER.

WE HAVE A LOT OF ROOM TO GROW AND WE PLAN ON DOING SO, BUT BY THE COMMUNITY SUPPORT, CITY LEADERSHIP, AND CITY COUNCIL.

WE ARE DOING A PRESENTATION ON THE MAYOR'S ENTERTAINMENT DISTRICT TASK FORCE. JUST AS HISTORY, BACK APRIL 22 OF THIS YEAR, THE COUNCIL CREATED A MAYOR'S ENTERTAINMENT DISTRI CT TASK FORCE WITH RESOLUTION.

INSIDE THE RESOLUTION A COUPLE OF CHARGES THAT THE TASK FORCE WAS GIVEN, NUMBER ONE, STUDYING THE ACTIONS OF A ENTERTAINMENT DOWNTOWN DISTRICT THAT COULD INCLUDE THE CONSUMPTION OF OFF-PREMISE ALCOHOL.

AND NUMBER TWO, LAND DEVELOPMENT THAT WILL PROHIBIT ANY TYPE OF PRIVATE DEVELOPER TO REVITALIZE THAT DISTRICT.

ALSO WITHIN THAT RESOLUTION WAS A REQUEST FOR THE TASK FORCE TO MAKE A FORMAL PRESENTATION TO THE CITY.

AND THIS MEMBER -- THIS ITEM ACTUALLY CONCLUDES THAT ENVIRONMENT. THROUGH THAT THE COUNCIL APPOINTED MEMBERS. CHAIRMAN NICKERSON, MANDY SHUMAN. THEY WERE VERY BUSY. IN ADDITION TO THAT, WE ALSO HELD A MEETING WITH THE ABILENE DOWNTOWN ASSOCIATION WHERE SOME OF THE MEMBERS WERE PRESENT TO HEAR THE CONCERNS AND COMMENTS FROM THAT GROUP. GUESTS INVITED THAT DID ATTEND INCLUDE THE FOLLOWING, TIM SMITH, GEORGE LEVESQUE, THOMAS DUDLEY OUR POLICE CHIEF ALREADY HIS STAFF, RICHARD ROGERS FROM COMMUNITY SERVICE, TABC REPRESENT THAT I WAS MET WITH US BY PHONE SINCE THEY WERE UNABLE TO JOIN, JOSH BLACK, DALE CARTER, LYNN BARNETT, AMANDA O'CONNOR WHO IS WITH THE ABILENE DOWNTOWN ASSOCIATION, CYPRESS CREEK, CASTLEMAN, LEGGETT AND ALISON CARROLL, ADA MEMBERS.

GREAT CONVERSATION WITH THESE GROUPS.

WE COVERED A LOT OF DIFFERENT TOPICS.

NOT ALL OF THEM BUT A LARGE MAJORITY OF THE TOPICS WE ACTUALLY DISCUSSED. I WILL NOT READ THAT JUST IN THE EFFORT OF TIME. SO WHAT DO THEY ACTUALLY DECIDE? WELL, WHAT WE FOUND THROUGH THE PROCESS OF HAVING CONVERSATIONS WITH THE PUBLIC AND WITH OUR LEGAL STAFF WAS, NUMBER ONE, PUBLIC CONSUMPTION OF ALCOHOL IS ALREADY LAW. IN THE CITY OF ABILENE ALL OVER TOWN. WHICH DOES NOT MEAN THAT WE NEED TO DO ANYTHING FURTHER TO ALLOW THAT TO HAPPEN.

IT IS ALREADY ALLOWED BY RAW. TABC IS THE ONE THAT REGULATES ALCOHOL SALES, ON-PREMISE CONSUMPTION AND ALCOHOL TO GO, NOT THE CITY OF ABILENE. THE CITY POLICE DEPARTMENT BASICALLY SAID THEY ALREADY HAD THEIR HANDS FULL.

THEY DO ACTUALLY ADDRESS ALCOHOL CONSUMPTION THROUGH THE CURRENT STATE LAWS AND THE LOCAL LAWS, BUT THEY DON'T

HAVE THE ABILITY TO ADDRESS ADDITIONAL INFORMATION THAT THE CITY MAY WANT TO ADDRESS CONCERNING ALCOHOL CONSUMPTION WITHIN THE ENTERTAINMENT DISTRICT PRE.

NO RECURRING ISSUES THAT IDENTIFIED OR LIMITED OR PROHIBITED THE PRIVATE DEVELOPER EFFORTS WITHIN THE DOWNTOWN AREA AND THAT WAS GOOD TO KNOW.

COUPLE OF CONCERNS THAT WERE EXPRESSED MOST OF THOSE DEALT WITH LIFE SAFETY ISSUES THAT WE WOULD NOT BE WILLING TO BEND ON JUST IN THE EFFORT OF PUBLIC SAFETY.

DOWNTOWN BUSINESS OWNERS. WHEN WE MET WITH THEM, THEY ACTUALLY WANTED -- WENT OVER SEVERAL THINGS AND LIST, ADDITIONAL PARKING -- YOU MAY HAVE NOTICED WE HAVE DONE PARKING IMPROVEMENTS IN THE DOWNTOWN AREA.

TRASH, WHETHER IT BE TRASH RESEPTEMBER TALLIES, BLOWING TRASH. PEDESTRIAN LIGHTING, PUBLIC REST ROOMS AND SPECIAL EVENT PROCESS.

IN THE SPECIAL EVENT PROCESS, MAKING SURE THEY WERE AWARE WHAT IS GOING ON. A GOOD PROCESS IN PLACE WHERE THE INFORMATION COMES TO THE CITY AND WE FOUND WE ARE NOT DOING A GOOD JOB MAKING SURE EVERYBODY KNOW WHAT IS GOING ON WHEN THOSE EVENTS TAKE PLACE.

THERE IS A STRONG DESIRE BY THE DOWNTOWN ASSOCIATION TO PROMOTE A DOWNTOWN AREA. AND ALSO TO MAKE IT FAMILY FRIENDLY. THERE IS A NEED FOR IMPROVED EDUCATION AND COMMUNICATION WITHIN THE DOWNTOWN COMMUNITY.

THEY HAD REQUESTED AND RECOMMENDED A FULL-TIME DOWNTOWN COORDINATOR TO BE THAT CENTRAL POINT OF CONTACT JUST FOR COMMUNICATION PURPOSES AND ALSO TO FACILITATE THE PROCESS. HERE ARE SOME OF THE RECOMMENDATIONS OF THE ENTERTAINMENT DISTRICT DID MAKE, AND YOU CAN SEE THE LIST OF THOSE.

I WILL TELL YOU THESE ARE STRICTLY JUST THE ENTERTAINMENT DISTRI CT TASK FORCE.

THEY WERE NOT ALL NECESSARILY VOTED ON 100% JUST LIKE THIS COUNCIL AND THIS BOARD AND BODY DOES.

SOME OF THESE WERE ACTUALLY MAJORITY AND SOME WERE UNANIMOUS FOR SOME IN PLACE. I WILL SAY IN ADDITION TO THESE, I DID FIND ONE OR TWO ADDITIONAL RECOMMENDATIONS THAT WERE MADE BY THE TASK FORCE THAT WE FILED PUTS IN THE PRESENTATION. ONE OF THOSE WAS A RECOMMENDATION THAT WE TAKE NO ACTION OUTSIDE OF THE CURRENT TABC REGULATIONS AND STATE L LAWS TO REGULATE ON AND OFF PREMISE REGULATIONS. WE MADE ONE THAT WE SHOULD RECOMMEND THE FUTURE EXPLORATION AND CREATION OF AN ECONOMIC DEVELOPMENT GROUP THAT WILL FOCUS ON THE FIVE MAIN AREAS OF INTEREST THAT WERE IDENTIFIED.

AND THERE WERE ALSO ONE THAT -- A RECOMMENDATION ADDRESSED THOSE BOUNDARIES. YOU WILL NOTICE THEY ACTUALLY CREATED THE BOUNDARIES AND BASED ON COMMUNICATION OF MEMBERS IN THE DOWNTOWN AREA, THEY DECIDED TO AMEND THOSE.

AND THAT IS THAT LAST ACTION THAT TOOK PLACE SEPTEMBER 16.

SO WHAT DOES THAT BOUNDARY ACTUALLY LOOK LIKE, BOUNDARY THAT RECOMMENDED TO THE BODY. , IT INCLUDES THE NORTH SIDE AND THE DISTRICT AS A PART. IN CONCLUSION, THE TASK FORCE HAS MET THE CHARGES THAT ARE CONTAINED WITHIN THE RESOLUTION 56-2021. IN SUMMARY AND IN GENERAL TERMS, THEY CONTINUE TO RECOMMEND AND ENCOURAGE FUTURE PLANNING IN THE DOWNTOWN AREA, WHICH EMPHASIS ON SAFETY, SANITATION, ART AND CULTURE AND A FAMILY FRIENDLY ATMOSPHERE. THAT DOES CONCLUDE THE PRESENTATION. AND AS SAID, SOME OF THE MEMBERS IN THE AUDIENCE IF YOU CHOOSE TO LISTEN TO THEM.

BUT WHEN I HEARD OF REVI REVITALIZING DOWNTOWN, I WAS THRILLED WHAT THIS MIGHT MEAN FOR THE CITY IN A POSITIVE W WAY. HOWEVER WE GOT TO TAKE A LOOK AT PLANNING CAREFULLY TO MAKE SURE DOWNTOWN IS A PLACE THAT FAMILIES, OUR CHILDREN AND YOUNG ABILENIANS CAN ENJOY WITHOUT TRASH, LOUD BEHAVIOR AND MUCH DRINKING MAKE THEIR WAY INTO THE DISTRICT. WITHOUT PUTTING SOME CONTROLS.

WHILE THEY ARE INTERESTING, THEY DON'T HELP OUR COMMUNITY AND QUITE FRANKLY I DON'T WANT TO SPEND THE GAS TO GO THAT DIRECTION. FOR US, SOME OF THE PROJECTS WE ARE LOOKING AT AS FAR AS KEB IS LOOKING WITH WORKING WITH FRONTIER TEXAS, WORKING WORK WITH THE VISITOR'S BUREAU, WORKING WITH THE DOWNTOWN ASSOCIATION LOOKING AT SAFETY CONCERNS AND TALKING OF THE TRASH, LIGHTING AND SAFETY. WE TALKED TO THE CHAMBER OF COMMERCE OF PARTNERING ON GREEN SPACES. AND A LOT OF DISCUSSION OF THE NEGATIVE POSSIBILITIES OF WHAT CREATING A DOWNTOWN DISTRICT WOULD DO FOR ABILENE, THERE ARE A LOT OF POSITIVES.

AND BUILDING A BUSINESS, YOU ARE ALWAYS LOOK AT ALL THE BAD THINGS COULD POSSIBLY HAPPEN AND YOU TRY TO MITIGATE USE PLANS TO HOPE THAT THOSE BAD THINGS DON'T HAPPEN.

TALKING TO CA CHIEF DUDLEY AND TALKING TO THE BUSINESS OWNERS I HAVE NO DOUBT AND CONFIDENCE IN THE FACT THAT ANY OF THOSE CONCERNS WOULD BE MITIGATED AND I HONESTLY BELIEVE THAT THE CITY COUNCIL WILL BE WELL SERVED TO MAKE THOSE CHANGES IF THOSE ISSUES COME UP.

I STILL BELIEVE THAT AN ENTERTAINMENT DISTRICT IS A GOOD IDEA THAT DESERVES TO THE IMPLEMENTED. MY RECOMMENDATION TO THIS CITY COUNCIL TO APPOINT ANOTHER :THAT IS COMPRISED OF DOWNTOWN BUSINESS OWNERS, BUSINESS LEADERS FROM OUTSIDE THAT DISTRICT, CITY STAFF, HISTORIANS WHO UNDERSTAND THE HISTORY OF ABILENE, EXPERTS IN MARKETING AND PAST CIVIC LEADERS WHO LED US IN THE P PAST.

ALSO RECOMMEND THAT A DOWNTOWN COORDINATOR WHO CAN HELP BUSINESS OWNERS IN THE DOWNTOWN AREA TO NAVIGATE CITY HALL AND HELP THOSE WHO WANT TO HAVE EVENTS DOWNTOWN WALK AN EASIER PATH. I BELIEVE THAT OUR DOWNTOWN COULD BE THE HEARTBEAT OF ABILENE AND A PLACE OF PRIDE FOR ALL OF OUR CITIZENS.
