THIS IS A PROPERTY LOCATED ON 1150 GRAPE STREET AND HE'S REQUESTING A TEN FOOT VARIANCE FROM THE MINIMUM 60 FOOT LOAD WIDTH REQUIRED IN MEDIUM DENSITY ZONING.

HERE IS A LOOK AT AN AERIAL LOCATION MAP SHOWING THE SUBJECT PROPERTY.

HERE IS A ZONING MAP SHOWING THE NEIGHBORING ZONING OF THE PROPERTIES.

AS YOU CAN SEE, THERE IS MDE ZONING TO THE WEST, EAST AND SOUTH AS WELL AS OFFICE ZONING TO THE NORTH AND SOME GR FURTHER NORTH HERE.

WE SENT OUT NOTIFICATIONS TO NEIGHBORING PROPERTIES.

AND HERE IS THE NEIGHBORHOOD EMPOWERMENT ZONE MAP SHOWING THAT THIS PROPERTY IS WITHIN THE NEIGHBORHOOD EMPOWERMENT ZONE, WHICH ENCOURAGES INFILL AND REDEVELOPMENT OF PROPERTIES WITHIN THIS DISTRICT.

CURRENTLY, THIS PROPERTY IS A VACANT LOT WITH DUPLEXES AND SINGLE FAMILY HOMES NEAR NEARBY SHOWING SHOWN ON THESE PICTURES.

HERE IS A CONCEPTUAL PLAN SHOWING THE PROPOSED DUPLEX THAT THE APPLICANT WOULD BE SEEKING THE VARIANCE FOR.

WE HAVE REVIEWED THIS PURSUANT TO SECTION 1442 OF THE LAND DEVELOPMENT CODE, AND WE WE HAVE FOUND THAT IT WOULD CREATE A HARDSHIP RESULTING IN INEQUITABLE USE BECAUSE OF THE MINIMUM LOT SIZES.

IT WOULD NOT BE INJURIOUS TO NEIGHBORING PROPERTIES, NEIGHBORING PROPERTY OWNERS AND THE IT WOULD STILL MEET THE MINIMUM SETBACKS REQUIRED IN A LOT OF MDE AND THERE IS NO HARDSHIP BY THE APPLICANT.

YOU KNOW, THERE WILL BE ORANGE FENCE SET UP TO TRY TO MINIMIZE ANY TRASH BLOWING.

I KNOW IT'S A BUSY STREET ON GRAPE STREET, BUT WE DO TAKE PRECAUTION AND MEASURES TO ENSURE THAT THAT HAPPENS.

WE'VE TALKED TO AN INDIVIDUAL ABOUT POSSIBLY DIGITAL BILLBOARD, BUT I'M ACTUALLY MEETING WITH A BUILDER NEXT TUESDAY ABOUT A DUPLEX ON THAT ON THAT LOT TO IMPROVE THAT LOT OF RESIDE IN THAT HOME SINCE 2008 FAMILIAR WITH THAT COMMUNITY BUT I'M ALSO FAMILIAR WITH THAT TRAFFIC IN THE ALLEY AND THAT IS ONE OF MY BIG CONCERNS.

I UNDERSTAND GRAPE STREET HAS A LOT OF BUSINESS, SO THERE'S A CONCERN FOR CITIZENS THERE.

BUT AS YOU SEE, THE LADY THAT LIVED THERE BEFORE, MS..

MARY, THAT WAS PART OF HER GARDEN.

AND THAT'S BEEN THEIR DRIVEWAY FOR FOR AGES.

SO IT MADE IT EASY FOR HER TO PULL IN AND OUT.

SHE HAD A SMALL LITTLE ECONOMY CAR, BUT ANYTHING BIGGER THAN A TOYOTA CAMRY IS USUALLY BRUSHING UP AGAINST OUR FENCE, PULLING OUT OF IT, OUT OF THAT REAR ENTRANCE THERE. SO IT ALSO RISES A CONCERN OF SAFETY FOR FIRE RESPONSE.

IF NOT ONLY ARE YOU ADDING THAT MUCH MORE TRAFFIC TO THAT ALLEY, BUT THEN ALSO IS THAT DRIVEWAY IS STILL GOING TO BE A PASS THROUGH IF FIRE TRUCKS NEED TO GO THERE.

OUR EMERGENCY RESPONSE NEEDS NEEDS TO GO THERE.

THERE'S SIRENS ALL THE TIME FROM STATION NUMBER ONE.

SO SIX PARKING SPACES THEN, PLUS A DUPLEX BUILDING STRUCTURE.

IS THAT CURRENTLY A BUSINESS AT 1142 OR IS THAT A RESIDENCE AND THEY USE YOUR LOT FOR PARKING? YEAH, WE OWN IT. YES, BUT THEY USE IT.

YES. EVERY TIME I'VE DRIVEN BY THERE, IT'S I REMEMBER CORRECTLY PARKED TOWARDS THE BACK.

WOULD THEY BE ENCOURAGED TO NOT USE IT ONCE YOU BEGIN? I MEAN, OBVIOUSLY DURING CONSTRUCTION THAT'D BE A HINDRANCE TO CONSTRUCTION, BUT I WOULD ASSUME THAT THEY WOULD BE ENCOURAGED TO NOT USE THAT LOT.

ONCE YOU GUYS HAVE COMPLETED AND HAVE TENANTS, YOU CAN MAKE ARRANGEMENTS FOR THEM TO BE ABLE TO PARK, WHETHER IT'S SHARED ON OUR LOT OR CREATING A SPACE FOR THEM IN THE BACKYARD. BELIEVE THERE'S A SHED BACK THERE AND IT'S PRETTY TIGHT.

BUT AGAIN, THERE THERE ARE TENANTS AND SO WE CAN THERE Y'ALL'S TENANTS ALL OWN THAT PROPERTY.

YEAH. AND IN THE REAR THERE'S IT'S A CONJOINED TYPE SHED WITH SOME OLD CHICKEN HEN HOUSES.

IF THEY REDID THE FENCE AND KNOCKED DOWN THE WHOLE TREES THAT WERE BACK THERE, THEY MIGHT BE ABLE TO MAKE ROOM FOR ONE PARKING SPOT.

BUT THEN AGAIN, THE CONCERN IS BACK IN, IN AND OUT AND DAMAGING OUR SHED.

I KNOW WHEN WE BUILD OUR OWN, WE PLAN ON IF WE GO FOLLOW THROUGH WITH THE DUPLEX ON 1158, THE PROPERTY JUST NORTH OF THERE, WE'RE GOING TO TRY TO KEEP THE TREES AS MUCH AS POSSIBLE AND BUILD THE DUPLEX AROUND THAT AND THEN THAT'LL BE ESSENTIALLY BE A BACKYARD.

SO IT HELPED WITH THE BEAUTIFICATION OF THE AREA BY KEEPING SOME OF THE TREES AS WELL AND GO WITH THE NATURAL ENVIRONMENT.

AND I KNOW YOU HAVEN'T GOTTEN THIS FAR IN YOUR PROCESS YET, BUT YOU BUILD IN A DUPLEX WOULD BE ESSENTIALLY THE SAME AS THEM BUILDING A DUPLEX, BUT NOT WELL, IT'S NOT GOING THROUGH THE ALLEY AS WELL. WELL, THEY'RE PLAN SHOWS.

I MEAN, CURRENTLY CURRENTLY I KNOW THAT THEY HAVE PLANS THAT WOULD THAT COULD EXTEND TO THE ALLEYWAY.

IF THEY ALLOW FOR THAT TO BE A PERMANENT ACCESS, IT WOULD HAVE TO BE IMPROVED, LIKE THE APPLICANT SAID, AND THEN THAT WOULD BE UP TO PUBLIC WORKS, HOW FAR DOWN THE ALLEY THEY WOULD MAKE THEM IMPROVE THAT SPACE? TYPICALLY IT'S UP TO THE DEVELOPER AND HE STATED THAT IN HIS COMMENTS THAT HE WOULD HAVE TO IMPROVE THE ALLEY TO SOME STANDARD.

AS WHAT STANDARD? IT NEEDS TO BE IMPROVED TO.

SO AND I GET THE THE CONCERN OF DRIVING THROUGH THE ALLEY, BUT MY VISITS HERE, I THINK EVERYBODY USES THOSE AS MAIN STREETS FOR PARKING IN THEIR HOUSES.

AND AND AS WE DEVELOP THAT'S GOING AWAY BECAUSE THAT WAS PART OF THE STIPULATION OF CERTAIN LOTS YOU CAN'T ACCESS AND YOU CAN'T USE THE ALLEY ANYMORE.

SO I'M CREATING APPROACHES INTO THE NEW BUILDINGS.

SO AGAIN, I'M OPEN FOR DISCUSSIONS AND WORKING SOMETHING OUT.

BUT YOU BUILDING A DUPLEX IS GOING TO BE THE SAME.

RIGHT. BECAUSE IT.

IT'S NOT THE SAME IN THAT WHEN I HAD THE INITIAL CONVERSATION WITH THE BUILDING, WE'RE LOOKING AT ONE INCH ON TOP OF 12, ONE INCH TOP OF GRAY.

SO THEY HAD SEPARATE ENTRANCES AND NOT DIRECTLY TO THE ALLEY.

SO NO EFFECT ON THAT ALLEY WHERE THERE'S ALREADY A HIGH TRAFFIC AREA THERE ALREADY.

WHEN OUR GIRLS ARE AT THE BACK, DON'T PLAY IN THE CARS, GO FLYING TO THE ALLEY, KICKING DIRT ROCK.

SO IT'S NOT A NICE FEELING.

AND I KNOW I KNOW IT'S NOT I'M NOT SAYING THAT YOUR KIDS WOULD DO THAT.

SO, YOU KNOW, SOME OF THE ISSUES WE'VE HAD TO FACE ALREADY AND THEY JUST DIDN'T ADD ANYTHING BIGGER THAN A MID-SIZED CAR GET, JUST SQUEEZING OUT OF THAT REAR ENTRANCE.

THEIR BUMPERS ARE BRUSHING AGAINST OUR OUR FENCE.

YEAH. AND WE WOULD HAVE THE LUXURY OF IF WE'RE NOT ALLOWED TO DO ACCESS TO THE ALLEY, WE COULD FENCE THAT IN AND CREATE TURNAROUNDS AND ALL OF THAT AREA THERE AND CREATE PARKING FOR THE EXISTING 1142 TENANT.

SO WE NOW THAT THERE'S EYES ON IT, WE'RE TRYING TO DEVELOP IT.

IF THAT IS A CONCERN, THEN WE DON'T HAVE TO USE THE ALLEY.

I'LL JUST MAKE IT INCONVENIENT FOR THE TENANTS.

BUT IF THAT'S GOING TO BE THE ISSUE AND THE INTEREST RATE SCREEN, IT'S JUST NOT EVEN IT'S UP TO THE CITY.

IF THEY THINK THE TRAFFIC IS GOING TO BE IMPACTED BY THAT, THEN BEING THAT IT'S AN EMPOWERMENT, THEN MAYBE THEY'LL WORK WITH US.

ON IMPROVING THE ALLEY IN THE AREAS WHERE WE'RE DEVELOPING.

I THINK THAT'S A BIT EARLY AND I LOVE THE DISCUSSION.

I THINK, YOU KNOW, IN FOR FOR US AS A PANEL, IT'S LOOKING AT THIS VARIANCE AND MAKING SURE THAT THAT FITS WITH WHAT WE'RE DOING.

BUT I THINK YOU ARE RIGHT, BEING THAT IT'S AN EMPOWERMENT ZONE.

I MEAN, I THINK WE NEED TO FIND WAYS TO IMPROVE OUR CITY.
