ONE ITEM THAT WE TALKED ABOUT LAST TIME WAS THE CYPRESS STREET. 158 CYPRESS STREET.

CA 2022-02. WE HAD DISCUSSED IN THE LAST MEETING THE POSSIBILITY THAT THEY MIGHT WANT TO REMOVE THE WHITE TILE ON THE OUTSIDE OF THE BUILDING THAT GOES ABOUT THREE -- TWO OR 3 FEET UP AROUND THE FRONT ENTRANCE AND THAT THEY MIGHT REPLACE THAT WITH STUCCO.

WE'VE LEFT THAT OFF THE MINUTES THAT THAT WAS APPROVED.

SO MELISSA IS GOING TO GO FOR US AND CHECK AND SEE AND LISTEN TO THE MINUTES OF THAT AND ADD THAT TO THE MINUTES AND WE'RE GOING TO DEFER APPROVAL OF THESE MINUTES FOR APRIL 26TH UNTIL NEXT TIME. IS THAT OKAY, KELLY?

IT IS NAMED NORA HALL RIGHT NOW.

YOU MAY KNOW IT AS THE PAXTON BUILDING.

THAT IS THE HISTORIC NAME. SHE IS SHOWING THE LOCATION MAP RIGHT NOW SO THAT YOU WILL SEE THE PROPERTY IS SURROUNDED BY NORTH 2ND STREET, CEDAR STREET AND NORTH 3RD STREET.

WE HAVE AN AERIAL LOCATION MAP. AND THE ZONING TO REFLECT THAT CENTRAL BUSINESS WITH HISTORIC OVERLAY.

THIS IS A TWO-STORY THREE-BAY COMMERCIAL BUILDING IN THE 20TH CENTURY COMMERCIAL STYLE, WITH ART DECO INFLUENCES.

IT WAS BUILT IN 1923. BUILDING LISTED IN THE CITY OF ABILENE HISTORIC DATABASE, AS WELL AS THE ABILENE REGISTER HISTORIC BUILDINGS. ALSO RECOMMENDED IN THE HISTORICAL DOWNTOWN WALKING TOUR.

YOU WILL SEE SEPARATE FROM THE STAFF REPORT AND THE PRESENTATION, I CLIPPED IT SEPARATELY, YOU WILL SEE WHAT THE APPLICANT PROVIDED AND IT IS A DRAWING TO MATCH THE BIDS.

OBVIOUSLY, THE FIRST FLOOR WINDOWS ARE MOSTLY JUST GONE.

AND FILLED IN WITH EITHER STUCCO ON THE EAST SIDE, AND THEN ON THE SOUTH SIDE OF THE BUILDING, THERE IS TILE AND DIFFERENT THINGS COVERING IT UP.

AND THEN SIDING AND WOOD FRAME WHERE THE WINDOWS WERE BEFORE.

>> NORMALLY THE DEPARTMENT OF INTERIOR STANDARDS ASK THAT WE MAKE NO RADICAL CHANGES SPECIFICALLY TO ANY CHANGES THAT HAPPENED IN THE LAST 50 YEARS.

FROM WHAT WE KNOW, WHAT IS THERE NOW IS LESS THAN 50 YEARS OLD. WHAT YOU'RE TRYING TO DO, IT LOOKS LIKE YOU'RE TRYING TO GET IT BACK SOMEWHERE BETWEEN 1920 AND 1970S STANDARDS. THAT IS WHY SOMETHING OF THIS NATURE IS ALLOWED. BECAUSE HE'S PUTTING IT BACK CLOSER TO WHAT IT ORIGINALLY WAS.

THE WINDOWS, THE MATERIALS ARE DIFFERENT BUT YOU'RE GETTING IT BACK TO THE LOOK, AS CLOSE AS YOU CAN TO THAT ORIGINAL TIME

PERIOD. >> SO MY UNDERSTANDING, I CAN'T CONFIRM THIS, WAS THAT IN THE 60S OR 70S, IT WAS A MEXICAN RESTAURANT, THAT IS WHERE THE STUCCO AND BLOCK WAS PUT IN.

I DON'T THINK IT'S ORIGINAL. BUT I DON'T KNOW ENOUGH ABOUT THAT TIME PERIOD TO KNOW FOR SURE ONE WAY OR ANOTHER.

I'VE SEEN THE BUILDING BEFORE. I JUST HAD CONCERNS ABOUT THAT.

BUT OTHERWISE, IT'S A GOOD PLAN.

SOMEONE SPENT A LOT OF MONEY DOWNTOWN TO TRY TO REVITALIZE THIS BUILDING, MAKE IT A GOOD USE FOR THE PUBLIC.
