WE HAVE NEW METHODS AND FASTER AND MORE ACCURATE AND ALLOW US TO DO MORE THINGS. I STARTED OFF AS A TECHNICIAN.

I HAVE RUN EVERY SUBDIVISION HERE WITHIN THE DIVISIONS.

THE ENGINEERING EVALUATION WAS A COMBINED EFFORT BOTH WITH WILEY EAST ELEMENTARY AND THE MIDDLE SCHOOL THAT IS THERE. A PORTION OF THE SCHOOL ZONE GOES OUTSIDE THE CITY LIMITS AND WHAT WE ARE TALKING ABOUT ON THIS ITEM IS JUST WITHIN THE CITY LIMITS SOME BASED ON THE EVALUATION WE ARE HOPE TO ESTABLISH A 25-MILE-PER-HOUR SCHOOL ZONE FROM COLONY HILL ROAD FROM MAPLE STREET TO THE CITY LIMITS. A DISPLAY WILL FOLLOW AS WELL AS A 25-MILE-PER-HOUR SCHOOL ZONE BETWEEN COLONY HILL ROAD AND CARRIAGE HILLS PARKWAY. WE HAVE AN EXISTING WATER CONSERVATION PLAN THAT HAS GENERALLY BEEN IN PLACE SINCE 2003.

IT HAS BECOME APPARENT THAT IT IS A LITTLE BIT AGED.

AND WE BELIEVE IT IS DUE FOR AN UPDATE.

AND WE EMPLOYED GIBSON TODD AND HIS TEAM EVALUATED OUR PLAN.

AND OUR CURRENT SITUATION AS FAR AS WATER SUPPLIES GO AND HAVE MADE RECOMMENDATION THAT ARE BEFORE YOU TODAY.

CONTINGENCY PLANS CODIFIED, ARTICLE 6, WATER CONSERVATION PLAN, ESTABLISHES THE DROUGHT STAGE TRIGGERS BASED ON THE WATER LEVEL IN THE CAPACITY OF THE CREEK RESERVOIR. REALLY A BORINGS EXPERIENCE IN THE MOST RECENT DROUGHT. THEY DO NOT ACCURATELY REFLECT THE DROUGHT CONDITIONS WHEN CONSIDERING THE CITY'S ENTIRE WATER SUPPLY SYSTEM. TO BALANCE THE WATER CELLS VERSUS CONSERVATION. THAT IS THE PURPOSE.

SO SINCE THE WATER CONSERVATION PLAN ORDINANCE WAS FIRST ADOPTED, WE HAVE ADDED THREE SUPPLIES THERE THAT ARE ON THE SCREEN. AND TO THE SOUTH THAT FEEDS HARDSHI MER, THE INDIRECTS USE FROM HANDBY BACK WITH A MAXIMUM OF 7 MGD AND THE RESERVOIR WE DID IMMEDIATELY AFTER THAT.

THESE ARE THE CURRENT DROUGHT STAGE TRIGGER IN ASSOCIATED OUTDOOR WATER G RESTRICTIONS. JUST TO NOTE HERE, YOU CAN SEE THAT IT IS REALLY DRIVEN BY FA NA M.

STAGE ONE DOES HAVE TWO DIFFERENT -- WITH THE LEVEL IN HUBBARD CONSIDERING WHAT THE LEVEL IN PHANTOM IS.

STRICTLY PHANTOM THAT IS DICTATING OUR WATER RESTRICTIONS. THESE ARE THE RECOMMENDED AND WE HAVE GONE THROUGH A 40-30-20 BASED ON STAGE ONE, TWO AND THREE. AND THAT IS -- THE KEY OF THIS IS THE COMBINED CAPACITIES IN HUBBARD CREEK AND PHANTOM.

THAT IS WHAT WE ARE LOOKING AT THE 40-30-20 IS THE COMBINED AVAILABILITY CAPACITY IN HUBBARD CREEK AND PHANTOM.

AND YOU CAN SEE THE WATER RESTRICTION WITH THE DIFFERENT STAGES THERE. THIS SLIDE GIVES A COMPARISON OF TIME IN THE DROUGHT STAGE, SO THIS WAS --HDR WORKED WITH US AND CREATE A MODEL OF THE SYSTEM.

ABILENE'S WATER SYSTEM IN A WHOLE AND USED TO CREATE THIS THAT UNDER THE EXISTING TRIGGERS WHAT PERCENT OF THE TIME WE WILL BE IN THE DROUGHT STAGE AND WITH THE NEW RECOMMENDETHE.

THE FIRST ONE BASED ON HUBBARD CREEK LEVEL AND THE SECOND ONE BASED ON THE LEVEL IN IVY. BOTH OF THOSE YOU CAN SEE AT 30% TO BEGIN PREPARING AND BEGIN IMPLEMENTING UNDER BOTH OF THOSE SCENARIOS ACCOUNTING FOR A YEAR OF TIME TO PREPARE THOSE SUPPLIES. IT IS GOING TO EVAPORATE VERY, VERY QUICKLY. THE MODELING AND EVERYTHING WE HAVE DONE JUST REALLY -- IT TAKES INTO ACCOUNT, IT LOOKS AT ABILENE'S ENTIRE WATER PORTFOLIO INSTEAD OF JUST FOCUSING ON LEVEL IN PHANTOM AND BRINGS IT TO A MUCH MORE ACCURATE REPRESENTATION AND RESPONSE TO WHAT IS -- WHAT IS REALLY
