AYE. ANY OPPOSED, ITEM NUMBER THREE, RECEIVE AN UPDATE, HOLD A DISCUSSION, AND TAKE ACTION ON THE COMPREHENSIVE TRANSPORTATION CORE DOOR STUDY LOOP 322 STATE

HIE 36 TRAFFIC IMPACT ANALYSIS. >> INCLUDED IN YOUR PACT IS THE INFORMATION ON THE STUDY. AS Y'ALL RECALL THE TOTAL COST FOR THE STUDY IS $60,700. THE MPO IS PAYING $40,700 AND THE INTERTEXT WAS ADDED FOR AN ADDITIONAL COST FOR $12,000.

THERE WAS A MEETING TO DISCUSS THE STATUS OF THE STUDY.

AS PART OF THAT, WE HAD SOME OF THE NEIGHBORHOOD THAT WAS AROUND THE LYTLE AREA THAT WAS CONCERNED ABOUT THE TRAFFIC FLOW PATTERNS SO FOR PART OF THAT, THE CONSULTANTS THOUGHT IT WOULD BE A GOOD IDEA TO LOOK AT MORE TRAFFIC COUNTS SO THAT'S WHAT THIS IS, A SUGGESTED AMENDMENT TO THE ACTUAL STUDY.

THESE ARE THE COUNT THAT IS TYKE PLACE BACK IN APRIL.

THAT SAVED US A LOT OF MONEY ON NOT HAVING TO DO THOSE COUNTS THROUGH A CONSULTANT. THIS STUDY IS FOR THE CURRENT YEAR 2022. THERE'S ALSO A PROJECTION YEAR WHICH IS 2027 WHICH IS A SHORT TERM IMPROVEMENT AND THEN YOUR PROJECTION YEAR OF 2032 WHICH IS A LONG TERM IMPROVEMENT SUGGESTION. YOU CAN SEE THERE THE INTERSECTION COUNTS, THOSE ARE THE NUMBERS AND THE CIRCLES AND THE THEY'RE SUGGESTING THAT TXDOT DO THESE COUNTS BUT TXDOT CAN'T DO ALL THESE COUNTS AT ONCE BECAUSE THEY DON'T HAVE THE COUNTERS TO DO EVERYTHING AT ONCE.

THEY WOULD HAVE TO STAGGER IT OUT AND THEN THE FEE THERE, YOU CAN SEE, WOULD BE AN ADDITIONAL $15,000 ADDED ON TO THE CURRENT COST OF DEBT WE'RE PAYING OF $48,700.

IF YOU LOOK HERE ON THE TRAFFIC ANALYSIS THAT'S THAT $48,700.

WE SAVED $40,000 BECAUSE WE WORKED WITH THE TXDOT AND THEY GOT THE INSTITUTION TO HELP US WITH THAT SO THAT STUDY AN UNDER WAY SO THAT HASN'T COST THE MPO ANYTHING SO THE TOTAL THERE FOR THIS YEAR WOULD BE THE $48,700. THE MTP IS DUE ON DECEMBER 7, 2024, WE'RE PROJECTING THAT WILL BE ABOUT $130,000 AND THE TRAVEL DEMAND MODEL DUE IN JANUARY OF 2024 WE WOULD START IN THE MIDDLE OF NEXT YEAR SO THOSE ARE ESTIMATED COSTS.

I HAVE NO IDEA AT THIS POINT IN TIME WHAT A CONSULTANT WOULD CHARGE FOR THOSE SO THOSE ARE AN ESTIMATED COST OF WHAT THAT STUDY WOULD COST. IF YOU LOOK THERE, WE HAVE SAVINGS SO IF THE POLICY BOARD WANTED TO GO FORTH WITH THESE TRAFFIC STUDIES, THEN WE DO HAVE THE FUNDS FOR THAT.

STAFF IS RECOMMENDING, HOWEVER, AT THIS TIME THAT IT MIGHT NOT BE FEASIBLE TO DO THIS AT THIS CURRENT TIME JUST BECAUSE WE DON'T KNOW EXACTLY WHAT KIND OF PROPOSALS ARE GOING TO BE COMING OUT FOR THE 2027 OR LONG TERM IMPROVEMENTS AND SO AT THIS POINT IN TIME, IT MIGHT BE A LITTLE PREMATURE TO STUDY THE AREA BECAUSE WE DON'T NO EXACTLY WHAT KIND OF PROJECTS ARE GOING TO COME OUT OF THIS STUDY. SO OUR RECOMMENDATION WOULD BE TO NOT SPEND ADDITIONAL $15 THEW TO DO THIS AT THIS TIME BECAUSE OF THOSE THINGS. I WOULD BE HAPPY TOTHOSE THINGS

THE FOCUS WAS ON THE AREA AROUND THE AIRPORT AND THE GREAT LAKE FACTORY AND I THINK WE NEED TO MOVE FORWARD AND KNOW WHAT THE TRAFFIC THAT WILLS IS TO BE ABLE TO MAKE AND RECEIVE RECOMMENDATIONS BASED ON THAT.

AS PART OF THIS STUDY, THE CONSULTANTS ADDED IN ALL THE NEW BUSINESSES SO THEY ADDED IN THE GREAT LAKES CHEESE FACTORY AND SOME OF THE OTHER EH WE DIDN'T HAVE IN THERE WHEN WE DID THE ORIGINAL MODEL. I'M HEAPING THAT TXDOT CAN RUN THE MODEL FOR US BECAUSE BASICALLY ALL IT WOULD TAKE IS TURNING OFF WHERE IT'S NOW A TWO-WAY, MAKING THAT A ONE-WAY AND THE TRAFFIC WOULD AUTOMATICALLY, BASED ON THE SIMULATION OF THE MODEL, WOULD SHOW WHERE THOSE TRUCKS AND CARS AND VEHICLES ARE GOING SO THAT'S WHAT I HOPE WILL HAPPEN BUT I DON'T HAVE -- THEY WERE REALLY BUSY SO WHEN I SENT THE E-MAIL TO THEM THEY'RE STILL TRUEING TO FIND THAT OUT.

I'M HOPING WE CAN SAFE THE $15,000 AND STILL GET THE INFORMATION WE NEED THROUGH USING THE TXDOT AND USING THE CURRENT TRAVEL DEMAND MODEL THAT SHOWS THAT.

SO INCLUDED IN YOUR PACKET IS A LITTLE BIT OF INFORMATION.

THE PART TIME OFFICE ASSISTANT WE HAD FILLED FOR ABOUT FIVE MONTHS AND THAT EMPLOYEE WENT ONTO ANOTHER JOB AND THEN WE HAD IT FILLED FOR ABOUT A YEAR AND THAT EMPLOYEE WENT BACK TO SCHOOL SO THAT POSITION IS SORT OF OPEN AND WE HAVE BEEN HAVING SOME ISSUES GETTING IT FILLED WE HAVE HAD SOME APPLICANTS BUT THEY THINK IT WAS A FULL TIME POSITION EVEN THOUGH IT SAYS PART TIME. WE HAVE HAD PROBLEMS WITH THAT.

WE DID INTERVIEWS AND WE'RE GETTING READY TO OFFER IT TO A PERSON AND THEY DECIDED TO STAY WHERE THEY WERE BECAUSE THEY HAD BETTER BENEFITS AND THOSE TYPE OF THINGS AND SO THE

TRANSPORTATION PLANNER I JUST HAVE THIS IN HERE FOR INFORMATION, WE ARE STILL LOOKING FOR THAT ALSO SO WE HAD THAT EMPLOYEE FOR ABOUT A YEAR SEVEN MONTHS.

WE STARTED ADVERTISING ON JUNE FIRST.

WE DID SOME INTERVIEWS, OFFERED IT TO A PERSON AND THAT PERSON DECIDED TO TAKE ANOTHER JOB OFFER.

SO CURRENTLY IT'S OPEN AGAIN. WHAT WE'RE LOOKING AT IS ON THE OFFICE ASSISTANT, WE WOULD LIKE TO MAKE THAT A FULL TIME POSITION. I KNOW THERE'S SOME CONCERNS ABOUT THE BUDGET, SO WHEN YOU LOOK AT THE SCREEN HERE, THE ADDITIONAL PART TIME -- TO GO FROM PART-TIME TO FULL-TIME AND THIS IS INCLUDING THE ESTIMATED 6% THAT WOULD BE COMING IN OCTOBER IS MY UNDERSTANDING SO THIS DOES INCLUDE THAT 6% RAISE FOR ALL THE EMPLOYEES AND THIS IS JUST FOR THE PART-TIME OFFICE ASSISTANT BUT THAT DOES INCLUDE THAT 6% SO THE DIFFERENCE THERE WOULD BE ABOUT $20,000 A YEAR. IF YOU LOOK AT THE PROJECTIONS THERE, THESE ARE PROJECTIONS FOR 2022, 2023 AND 2024.

YOU CAN THOSE STUDIES WE TALKED ACT PREVIOUSLY IN THERE.

IF YOU LOOK AT THE AMOUNT SPENT, I INCREASED THAT BY $21,000 SO THAT'S THAT 256 THAT YOU SEE ON SCREEN THERE AND IF YOU LOOK AT THE ESTIMATED AMOUNTS WE RECEIVE WE NORMALLY GET ABOUT 263,000.

THIS YEAR WE GOT AN ADDITIONAL 20,000 SO THAT'S WHY YOU SEE ON FISCAL YEAR 2022 IT'S 286. I DON'T KNOW IF THAT 20,000 WILL BE HERE IN THE FUTURE YEARS SO I WANTED TO DO A CONSERVATIVE ESTIMATE SO THAT CONSERVATIVE ESTIMATE IS 263,000.

IF YOU LOOK ON THE SECOND TO THE LAST COLUMN, YOU CAN SEE THE CARRYOVER AMOUNT IS GOING DOWN BASED ON THOSE STUDIES AND OTHERS BUT EVEN WITH THAT ADDITIONAL 21,000 WE CAN STILL USE THAT CARRY OVERSO I SHOULD BE ABLE TO FUND THAT POSITION FOR AT LEAST FIVE YEARS INCLUDING THE STUDY AND ERG ELSE IF IT STAYS THE SAME. I WOULD GO IN THE HOLE EACH TIME BUT WE WOULD HAVE THAT CARRYOVER FUNDS.

IF WE HAD SOMEBODY WHO CAME IN AND WE HAD TO RAISE THAT TO BE COMPATIBLE WITH OTHERS, IT WOULD CHANGE SLIGHT BY BUT THAT'S AT THE MINIMAL AMOUNT FOR THE FULL TIME AND PART TIME AND THE DIFFERENCE IS 20,000 AND THAT INCLUDES THE 6% THAT ALL EMPLOYEES ARE GETTING ON OCTOBER 1ST.

I BELIEVE THAT'S BEEN PASSED, YEAH.

IF THEY WERE HOURLY AND WORKED 32 HOURS PLUS THEY WOULD BE CONSIDERED FULL TIME FOR BENEFIT PURPOSES ONLY BUT THEY WOULD ONLY BE PAID THE HOURS THEY ACTUALLY WORKED SO IF YOU WORK FIVE OR SIX HOUR DAYS A WEEK THEN YOU WOULD PROBABLY GET TO WHERE YOU WOULD TRIGGER THE REQUIREMENT FOR THOSE BENEFITS, NOT ONLY REQUIREMENT BUT ALSO THE HEALTH INSURANCE AND THE OTHER BENEFITS THAT WOULD BE THERE BUT YOU WOULD NOT NECESSARILY HAVE TO PAY FOR A FULL 450 HOUR WEEK IF THAT'S WHAT'S WITHIN THE BUDGET SO YOU CAN MODIFY THAT A LITTLE BIT.

IT'S A LITTLE ABNORMAL BECAUSE NORMALLY ONCE WE GET PAST THAT TRIGGER THAT'S THE THING THAT KEEPS US FROM GOING TO THE FULL 40 HOUR WEEK BUT IF YOU'RE THAT CLOSE IN SPLITTING THE EGG OR THE HAIR, SO TO SPEAK, I DON'T KNOW IF THAT WOULD BE A PROHIBITION BECAUSE WE WOULD PAY NOT UPON HOURS SCHEDULED BUT

WITH STAFF SHORTAGE, I DON'T KNOW IF IT'S THE BEST USE OF E'LISA'S TIME.
