>> ALL RIGHT. JUDGE SPURGEN IS OUR NEW VICE CHAIR. RECEIVE A REPORT, HOLD A DISCUSSION AND TAKE ACTION ON THE FY 2023 PERFORMANCE MEASURES. THIS IS THE ANNUAL SAFETY PERFORMANCE MESHES FOR PM 1. THE STATE SETS THEIR PERFORMANCE MEASURES AND THIS IS A 5-YEAR AVERAGE. SO, THE STATE DID THEIR'S, AND 180 DAYS AFTER TXDOT DOES THEIR'S, WE HAVE TO DO OUR'S, AND OUR DEADLINE IS FEBRUARY THE 27TH. AS PART OF THE TIP, THE PM 1 DATA WAS PROVIDED AND BECAME THE MOTION OF THEIR TIP. SO, INCLUDED IN YOUR PACKET, THIS IS THE DATA THAT COMES FROM TXDOT IS HAS FROM 2019 THROUGH 2023 YEAR. AND THIS IS THE RESOLUTION THAT'S ALSO INCLUDED IN YOUR PACKET. AND THE RESOLUTION TALKS ABOUT IT THE 2023 TAR GETS FOR BOTH THE NUMBER OF FATALITIES, THE RATE OF THE FATALITIES, THE RATE OF SERIOUS INJURIES, SERIOUS INJURY RATE AND THE TOTAL NUMBER OF NON-MOTORIZED FATALITIES AND SERIOUS INJURIES. FOR 2023, THOSE ARE 3159, 1.2 ON THE RATE OF FATALITIES, 178.9 FOR THE NUMBER OF SERIOUS INJURIES AND THE TOTAL NUMBER OF NON-MOTORIZED IS 2340, 2,340. AND THE AVERAGE THERE. SO, THIS RESOLUTION WOULD BE MOVING FORWARD WITH THOSE PERFORMANCE SAFETY MEASURES WITH THE 5-YEAR AVERAGE. I'LL BE HAPPY TO ANSWER ANY QUESTIONS THAT Y'ALL HAVE ON THAT.

THERE'S SOME CHANGES THAT WERE TO THE DOCUMENT AND TO THE PROJECT, AND SO, I'M GOING TO GO THROUGH THOSE INDIVIDUALLY, THE FEBRUARY 7TH MEETING RECOMMENDED APPROVAL TO THE AMENDMENT AS PRESENTED. SO, WE'LL BE UPDATING THE COVER PAGE DOWN THERE WERE IT SAYS AMENDMENT NUMBER 3, THIS IS THE DECEMBER 14TH, 2021, AND THE AMENDMENT NUMBER 4 WHICH IS THE FEBRUARY 21ST, OF 2023. AND THIS IS A PROJECT-ONLY, WE'RE NOT TOUCHING THE WHOLE DOCUMENT. WE'RE JUST DOING THE PROJECTS ONLY. AND IF YOU LOOK THERE UNDER THE TOP OF THE PAGE THERE IT TALKS ABOUT THE AMENDMENTS, THIS IS ALSO INCLUDED IN YOUR DOCUMENT. BUT, IT SHOWS AMENDMENT 4 AND SHOWS WHAT WE WILL BE UPDATING, IT ALSO SHOWS THE PUBLIC NOTICE. THIS DOES REQUIRE A PUBLIC HEARING ON THIS ITEM. AND, WE DID RECEIVE SOME COMMENTS ON THIS ITEM, AND THE WRITTEN COMMENTS WILL BE ACCEPTED THROUGH 12:00 P.M. ON FEBRUARY 21ST, AND ALSO AT THIS MEETING WE'LL ACCEPT ANY COMMENTS ON THAT. THE ITEMS THAT ARE CHANGED AND THIS IS INCLUDED IN YOUR DOCUMENT. I PUT IN YOUR DOCUMENT THE FIRST PART OF THAT IS JUST THE CHANGES ONLY, AND THEN YOU COULD SEE THE PART OF IT WHICH STARTS ON CHAPTER 7 WHICH IS PROJECT PRIORITIZATION AND THAT INCLUDES THE REST OF THE DOCUMENTS THERE. IF YOU LOOK AT THE ITEMS ON THE SCREEN, THE ITEM IN RED ARE THE CHANGES WE'RE PROPOSING, THE ITEM IN PURPLE IS THE BRAND NEW PROJECT. SO, US 83 HAD TO BE SPLIT BECAUSE IT'S BOTH INTATOR AND JONES COUNTY. AND SO, TXDOT IN THEIR PROCESS NEEDED TWO CSJS FOR THAT NUMBER, SO, WE HAD TO ADD IF A NEW PROJECT TO PUT THAT IN THERE AND THAT'S NUMBER 13.5 OBJECT THE SCREEN AND IN THE PACKET UNDER THE RANKED PROJECTS. AND IF YOU LOOK THERE, THE ITEM IN YELLOW, THIS WAS ONE OF THE COMMENTS WE RECEIVED, AND, AS I SAY, WHEN YOU HAVE WHO OR THREE SETS OF EYES ON SOMETHING, IT'S VERY GOOD. SO, THANK YOU, JAMES FOR PROVIDING THE COMMENTS. THE ITEM THERE WE HAD IT IN THE TEN-YEAR PLAN AND THE TIFF AS CONSTRUCT AND OVERPASS, WE DID NOT HAVE IT IN THE LONG-RANGE PLAN SO THE CHANGE IN YELLOW WAS ONE FROM A COMMENT FROM THE PUBLIC AND WE MADE THAT CHANGE. LET'S SEE, THAT'S PROJECT PRANKING. THE FUNDED PROJECTS, SO, WE TOOK THE SAME PROJECTS THAT WERE IN THE RANKING, THESE ARE THE FUNDED PROJECTS, THEY'RE BROKEN UP INTO FUNDED, ILLUSTRATIVE, AND GROUP PROJECTS. AND SO, YOU COULD SEE THERE THE SAME CHANGES IN RED, THE ITEMS IN BLUE THAT YOU SEE UNDER THE CSJ, AND UNDER THE CONTROLLING PROJECT ID, THOSE ITEM IN BLUE WERE PRESENTED TO THE TECHNICAL ADVISORY COMMITTEE AT THE MEETING SO, THEY DIDN'T GET IN PRIOR TO THAT PACKET. THAT'S THE ONLY DIFFERENCE, IT'S STILL A CHANGE BUT IT'S JUST AFTER THEIR PACKET WENT OUT.

AND THEN, THIS IS THE MTP, I WANTED TO SHOW THE MAP. IN THE DOCUMENT, LET ME GO BACK ONE SLIDE, IN THE DOCUMENT, AT THE VERY BOTTOM OF THE SCREEN, YOU COULD SEE THAT IH 20 PROJECT, WE HAD 5 PROJECTS IN THE LONG-RANGE PLAN, TXDOT HAD 4, SO, IN ORDER TO MAKE THOSE TWO MATCH WE TOOK OUT ONE OF THE PROJECTS BUT, IT'S JUST ALREADY COVERED IN ONE OF THE OTHER PROJECTS WHEN WE UPDATED THE FROM AND TO ON THAT. SO, IF YOU LOOK AT THIS SCREEN, YOU COULD SEE AT THE BOTTOM RIGHT-HAND CORN E YOU COULD SEE THE CURRENT CSJS THERE, SO, THE LIMITS FROM THE WEST CITY LIMITS TO CLEAR CAT CLOCK CREEK, AND THEN YOU HAVE NEAR CAT CLOCK CREEK TO STATEWAY 351 AND YOU HAVE THE JUDGE HIGHWAY 351 TO THE CALAHAN COUNTY LINE. IT STILL COVERS THE SAME DISTANCE AS THE ORIGINAL FIVE BUT BROKEN INTO FOUR SO THAT IT MATCHES TXDOT'S INFORMATION. AND ON THE MAPS THEMSELVES, I HAVEN'T HAD A CHANCE TO UPDATE THOSE, THEY WILL BE UPDATED AS PART OF THIS AMENDMENT. WE WILL BE REMOVING NUMBER 22 WHICH IS THE IH 20 PROJECT THAT WE DELETED OUT. AND ANOTHER COMMENT THAT CAME FROM THE COMMENTS THAT WE RECEIVED IS THAT PROJECTS 11, 16 AND E, THE NUMBERS AND LETTERS NEED TO BE ADDED TO THE MAP.

THE PROJECTS ARE THERE, THEY'RE JUST NOT IDENTIFIED AND SO, WE WILL MAKE THAT CHANGE TO THE MAPS. THE ILLUSTRATIVE PROJECTS, SO, THE ITEMS THAT YOU SEE IN RED ARE CHANGES, AGAIN, THE ITEMS IN YELLOW WE HAD SOME ARE FROM AND TO, WE MADE CHANGES BASED ON COMMENT THAT IS WE RECEIVED AND SO, THE US-83 WE'RE DELETING THE FRONTAGE ROAD AND FM-204 WAS ADDED IN THERE, AND AT THE BOTTOM, FM-24 WE ADDED THAT FROM ANSON ROAD. ON THE GROUP PROJECTS, ONE OF THE COMMENT THAT IS WE RECEIVED IS THAT THE GROUP PROJECTS DIDN'T SHOW WHAT THE CHANGE WAS, SO, THAT'S WHAT YOU SEE HIGHLIGHTED THIS YELLOW THERE. BASICALLY IT

WAS A FUNDING FROM THE PREVIOUS WHEN WE ADDED AND DELETED SOME OF THE PROJECTS OUT THAT CHANGED OUR LEVELS AND THAT'S WHAT YOU SEE AT THE BOTTOM THERE. AND WITH THAT, I'M HAPPY TO TAKE ANY QUESTIONS THAT YOU HAVE ON THAT. AND THE ACTION REQUEST IS JUST APPROVAL OF THE AMENDMENT TO THE FISCAL YEAR'S, 2020 TO 2045 METROPOLITAN TRANSPORTATION PLAN AND ANY OBJECTIONS OR

WE CHANGED THE LONG-RANGE PLAN, THE 10-YEAR PLAN AND THE 4-YEAR PLAN AS WELL. THE FEBRUARY 7TH MEETING RECOMMENDED APPROVAL OF THE 10-YEAR PLAN AS PRESENTED. THIS SCREEN RIGHT HERE, AND THIS IS ALSO INCLUDED IN YOUR PACKETS, SO, THE TOP PART OF YOUR HANDOUT IN YOUR PACKET IS THIS RIGHT HERE. WHAT THIS IS, SINCE THIS STARTED IN 2015, THESE REALTIME PROJECTS THAT HAVE BEEN DONE WITH EITHER PROP ONE OR PROP 7 FUNDING. ALONG WITH OUR PARTNER AGENCIES. YOU COULD SEE THE PROJECTS LISTED EQUAL OUT TO 2021. THIS IS THE 10-YEAR PLAN. THIS IS THE PART OF IT THAT WE'RE CURRENTLY UNDERWAY AND THESE ARE THE PROJECT THAT RUN FROM 2023 TO 2031 YEAR. AND SO, WHEN YOU LOOK AT THIS, YOU'LL SEE THE ITEMS THAT ARE IN RED AND BLUE ARE, AGAIN, CHANGES, THE ITEMS IN YELLOW ARE FROM THE COMMENTS THAT WE RECEIVED AND THAT WAS JUST A CLARIFICATION BASICALLY ON THE LIMITS, WE HAD IT IN THE WRONG SPOT, WE HAD IT UNDER TYPE OF WORK SO WE MOVED IT UNDER THE LIMITS ON THE FIRST ONE THAT YOU SEE IN YELLOW. THE SECOND ONE SAID FARM TO MARKET AND WE CHANGED THAT TO FM. AND AT THE BOTTOM IN THE LIMITS WE HAD STATE HIGHWAY 351 AND IN THE TYPE OF WORK WE HAD CALAHAN COUNTY LINES AND WE MOVED THE LIMITS AND THE TYPE IN THE SAME AS THE ITEM ABOVE IT WHICH IS THE SAME PROJECT JUST THE ONE SPLIT BETWEEN TAYLOR AND JONES COUNTY. IF YOU LOOK AT BOTH OF THOSE YOU COULD SEE THE FUTURE PROJECTS FOR THAT 10 MONTH YEAR PERIOD. THIS ITEM HERE ARE THE ITEMS THAT WE HAVE IN THE FUNDED PORTION OF THE MTP AND SO THEY'RE ADDED IN AND AT THE BOTTOM OF THE HANDOUT PAGE THAT YOU HAVE. THOSE SHOW THE PROJECTS AND THE CHANGES AGAIN ARE IN RED THAT WE'RE MAKING TO THAT 10-YEAR PLAN. THE NEXT SLIDE SHOWS THE FULL PACKET.

THE YEAR-END REPORT AS I'VE TALKED ABOUT THE ANNUAL LIST OF OBLIGATED PROJECTS, THE, COMPREHENSIVE TRANSPORTATION CORRIDOR STUDY WHICH WAS AT LOOP 322 STATE HIGHWAY 36 STUDY, WE RECEIVED THE FINAL REPORT ON JANUARY 24TH, WE, AS PART OF THAT REPORT, THERE WAS A COMPONENT IN THERE FOR THE TRAVEL DEMAND MODEL UPDATE AND WE'VE SENT THAT ONTO TXDOT THEY ACCEPTED THAT INTO THEIR DOCUMENTS AND SO WHEN WE START OUR NEW PROCESS OF THE TRAVEL DEMAND MODEL WE'LL BE ABLE TO USE THAT UPDATED INFORMATION IN OUR STUDY IN OUR TRAVEL DEMAND MODEL. THE PUBLIC PARTICIPATION PLAN UPDATE IS ONE OF THE THINGS THAT WE'RE WORKING ON AND THAT'S TO CAPTURE VIRTUAL MEETINGS AND OTHER AREAS THERE. THE ABILENE AREA SAFETY PLAN, THERE'S FUNDING THERE, ALL 23 OF THE MPOS ARE RECEIVING $50,000 TO DO A SAFETY PLAN. AND THAT ENTAILS $1.2 MILLION STATEWIDE FOR THE PLANNING DOCUMENTS SO, WE'LL BE WORKING CLOSELY WITH TXDOT AND ALSO THE TEXAS TRANSPORTATION INSTITUTE ON TRYING TO GET A PLAN IN PLACE. RIGHT NOW THEY'RE SAYING THEY WANT THE PLAN DUE BOY MAY 2023, AND THAT'S GOING TO BE A LITTLE HARD TO DO AND SO, ALL THE MPOS WERE A LITTLE CONCERNED ABOUT THAT, SO, WE'RE TRYING TO WORK ON THE TIME LINE TO SEE WHEN WE COULD GET THAT SAFETY PLAN IN PLACE.

AS I SAID WE STARTED WORK ON THAT, THERE'S 461 TRAFFIC ANALYSIS ZONES IN THE ABILENE TRAFFIC DEMAND MODEL AND WE PROVIDED COMMENTS ON THE POPULATION AND HOUSEHOLDS FOR EACH OF THOSE AND NOW WE'RE LOOK CAN AT THE EMPLOYMENT DATA, SO THE TRANSPORTATION PLANNER WILL BE HANDY TO HELP DO THAT, BUT, WE'RE GETTING DONE THE BEST WE CAN. AND THE CENSUS 2020 URBAN AREA DESIGNATIONS THOSE HAVE COME OUT, THERE WAS CLARIFICATION ON DECEMBER 29TH ON THAT.
