Z 2023, ZERO TO RECEIVE AND REPORT, HOLD A DISCUSSION AND PUBLIC HEARING AND TAKE ACTION ON A REQUEST FROM ROBERT HONKY, TO ADD HIS HISTORIC OVERLAY TO AN HISTORIC BUILDING WITHIN ORIGINAL TOWN OF ABILENE LOCATED AT 1201 SOUTH FIRST STREET.

HERE WE HAVE SOME BACKGROUND INFORMATION. IN 1927 AS BEING SHELTERED BILLED TO BILLING FOR BUICK IN 1928 BUICK BUYS THE BUILDING, IN 1929 THE DEPRESSION HITS.

1931 BUICK MOVES OUT, 1932 JESSE FRANKLIN WINTERS BUYS THE BUILDING AND TURNS IT INTO THE MW TIRE STORE. IN 1951, WHICH SELLS THE BUILDING AND THE NEW OWNERS TURN INTO D AND W FURNITURE. IN THE 1960S THE BUILDING IS D AND W FURNITURE AND THEN IN THE 1980S IS THOMAS EVERETT FURNITURE AND THEN IN 2019 THERE'S A NEW OWNER WHICH IS THE APPLICANT ROBERT AND THEN IN 2023 IT IS NOW A DW UNDERGROUND VENUE.

THIS IS NOT ON THE ABILENE REGISTER OF HISTORIC PROPERTIES.

HERE WE HAVE AN AERIAL IMAGE OF THE LOCATION SOUTH FIRST AND ELM.

AND HERE WE HAVE THE ZONING MAP IT'S ZONED CB FOR CENTRAL BUSINESS.

HERE IS A PHOTO OF THE SUBJECT PROPERTY. WE HAVE THE COOK SIGN ON THE TOP AND THAT HIS SIGNAGE IS ALREADY ON THERE. ACCORDING TO SECTION 2.3.4.4 THE CRITERIA FOR DESIGNATION THIS HISTORIC OVERLAY DISTRICT SHOULD BE ESTABLISHED ONLY IF PRINCIPAL DISTRICTS, CONSERVATION DISTRICTS, AREAS, SITES, STRUCTURES, BUILDINGS, PROPERTIES OR OBJECTS WITHIN THE BOUNDARIES OF THE PROPOSED ZONE EXHIBIT ANY ONE OR MORE OF THE FOLLOWING CHARACTERISTICS. STAFF BELIEVES THAT INFORMATION

BUT WE EVENTUALLY FOUND SOME PHOTOS WERE A PHOTO, AND SO WE REQUESTED A CONTINUANCE AND IF YOU'LL DECIDE TO VOTE DIFFERENT, YOU CAN'T.

SO THERE ARE NOW 404 PROPERTIES ON THE ABILENE REGISTER OF HISTORIC PROPERTIES. 137 HAVE HISTORIC OVERLAYS ZONING 267 DO NOT. 58 PROPERTY OUT ON CITY COUNCIL LIST.

MR. PROPERTIES. 147 PROPERTIES ARE LOCATED ON THE NATIONAL REGISTER, 51 ARE INDIVIDUALLY LISTED AND 96 OUR DISTRICT CONTRIBUTORS. EIGHT ARE RECORDED TEXAS HISTORIC LANDMARK. AND 14 PROPERTIES HAVE BEEN DEMOLISHED.

WE INCLUDED THE DEMOLISHED BUILDINGS FROM THE MEETING FROM LAST MONTH SO WE CAN LOOK AT THEM AGAIN. 2010 SHORELINE WAS TAKEN DOWN TO THE STUDS AND 202 I WAS TAKEN DOWN TO CINDERBLOCKS. DID STILL KEEP THOSE ON THE LIST.

BUT WE DO HAVE NOTE THAT THAT IS THE STATE OF THESE BUILDINGS.

SO STAFF IS PLANNING TO ADOPT A WORKPLAN STUDY AND THAT WILL BE AN UPDATE OF THE OFFICIAL REGISTER OF HISTORIC PLACES AND ABILENE FOR APPROVAL BY COMMISSION THE LANDMARK COMMISSION, PLANNING AND ZONING AND CITY COUNCIL.WE WILL BE CREATING A NEW LIST OF POTENTIAL PROPERTIES THAT CAN ONE DAY BE ADDED TO THE OFFICIAL LIST.

WE ARE ESTABLISHING RATIONALE FOR EACH NEW PROPERTY IDENTIFYING IT, SORRY, IDENTIFYING ANY NEW PROPERTIES WEREN'T MADE IT HIS MISSION TO BE ADDED TO THE OFFICIAL LIST AND UPDATE THE DATABASE WITH ALL THE RATIONALE AND PRIORITY RANKING.

WE ALSO WANT TO FINALIZE THE POTENTIAL NEW PROPERTY LIST TO OBTAIN PLANNING AND ZONING AND CITY COUNCIL SUPPORT. LIMERICKS COMMISSION MAY CONSIDER AN OPEN HOUSE MEETING TO INVITE THE OWNERS WHO RECEIVE NOTICE THAT THE PROPERTY MAY BE INCLUDED ON THIS LIST. WE WOULD LIKE TO RETAIN A QUALIFIED CONSULTANT TO REVIEW THE HISTORIC INVENTORY OF ABILENE PROPERTIES TO UPDATE THE 1994 STUDY.

AND THAT WE WOULD ALSO LIKE TO UPDATE THE OFFICIAL ABILENE REGISTER OF HISTORIC PLACES BASED ON THE FINDINGS OF THE NEW HISTORIC INVENTORY STUDY THAT WILL BE DONE IN THE FUTURE. I WOULD BE HAPPY TO ANSWER ANY QUESTIONS.

WE TRIED TO GET PEOPLE TO SEE IF WE CAN SECURE THC GRANT LIKE WE DID LAST TIME OR SOMETHING ELSE. SO IT COULD BECOME PART OF THE BUDGET. WE WANT CITY COUNCIL TO SAY, OKAY, WE ACKNOWLEDGE THIS IS WHAT THE LANDMARK COMMISSION WANTS TO DO AND TO RECOGNIZE THAT AS PART OF THE FUTURE WORKPLAN FOR OUR DEPARTMENT.
