ASSET MANAGEMENT PLAN. >> OKAY.

INCLUDED IN YOUR PACKET, THIS IS THE SAME THING WE HAVE DONE IN THE PAST. IT WAS ON DECEMBER 15 OF 2020.

THAT WE ACKNOWLEDGE WITH THE RESOLUTION THE UPDATE OF THE PLAN, AND THAT ONE COVERED '21 THROUGH '25.

CITILINK HAS DONE AN UPDATE TO THE PLAN.

THIS IS AS OF AUGUST 9. WE PREPARED A RESOLUTION IN SUPPORT OF THIS PLAN AS WE HAVE DONE IN THE PAST.

THIS IS THE RESOLUTION. AND IT JUST BASICALLY SAYS THAT THE POLICY BOARD WILL PLAN AND PROGRAM AS APPROPRIATE, PROJECTS COMPATIBLE WITH THE ACHIEVEMENT OF THE SAID GOALS OF THE GOOD STATE OF GOOD REPAIR ASSOCIATED WITH TRANSIT ASSETS.

THIS IS THE DATA, THE INFORMATION THAT IS INCLUDED IN YOUR PACKET. BASICALLY, IT JUST TALKS ABOUT EACH OF THE REVENUE VEHICLES, THE DIFFERENT PARTS OF THAT, AND WHERE THEY ARE IN THEIR STATE OF REPAIR.

AND THIS CONTINUES WITH THE REST OF THE CITY ASSETS THAT ALSO SHOW WHAT STATE OF REPAIR THEY ARE IN OR WHAT STATE THEY ARE IN. AND THEN HOW FAR THE USEFUL LIFE IS ON THEM. APPROVAL WAS RECOMMENDED AS PRESENTED. WE HAVE A RESOLUTION TO MOVE THIS FORWARD WITH THE TRANSIT ASSET MANAGEMENT PLAN.

MOVE TO ITEM NUMBER FOUR. RECEIVE A REPORT, HOLD A DISCUSSION, AND TAKE ACTION ON THE ADDENDUM TO THE TRANSIT PUBLIC TRANSPORTATION AGENCY SAFETY PLAN.

>> OKAY. AND THIS IS THE SAME THING THAT Y'ALL SAW BACK IN '21. THIS ONE IS ACTUALLY THE PLAN ITSELF WHICH WAS APPROVED IN 2021.

AND WHATTER WE ARE ASKING FOR NOW IS THAT CITILINK HAS TO SHOW THEIR SAFETY, HOW THEY ARE MEETING THEIR SAFETY GOALS.

ONE OF THE THINGS THEY ARE HAVING TO DO IS HAVE SAFETY MEETINGS. INCLUDED IN YOUR PACKET ISN'T PLAN. THAT SHOWS THE MEETING THAT OCCURRED BACK IN DECEMBER. IT IS AN ADEM DUMB-- ADDENDUM TO THE PLAN YOU APPROVED IN JT 21. THIS IS THE TABLE OF CONTENTS.

TO SEE WHAT PARTS OF THE PLAN IT WAS.

THE SAFETY POLICIES AND PROCEDURES IS WHAT THIS IS DEALING WITH. THIS SHOWS THE DIFFERENT GOALS THAT THEY TALKED ABOUT AT THEIR DECEMBER MEETING.

THEN THE DECEMBER 26 MEETING. THEY RECOMMENDED ACKNOWLEDGMENT TO THE POLICY BOARD ON THE TRANSIT PUBLIC SAFETY PLAN AS PRESENTED. THIS IS ASKING FOR AN ACKNOWLEDGMENT OF THE ADDENDUM TO THE SAFETY PLAN.

ONE OF THE THINGS I WANT TO POINT OUT IS THE ITEMS IN ORANGE ARE A CHANGE FROM WHAT'S IN YOUR PACKET.

WHEN I WAS GOING THROUGH THIS, I REAL ID I HAD NOT CHANGED THE PROJECT COST INFORMATION. SO THAT IS JUST TO MAKE IT MATCH THAT UTP AND TO MAKE IT MATCH THE TXDOT CONNECT THAT WE HAVE TO MATCH IT TO. THIS IS FM3034. ONE OF THE CHANGES THERE IS ON THE LIMITS FROM. IT SAID "BRICK ROAD" WHICH IT IS NEAR PRIVATE ROAD 343. SO WE CHANGED THAT TO NEAR PRIVATE ROAD 343 TO MATCH THE UTP AND TO MATCH TXDOT.

YOU CAN SEE THE CHANGES TO THE TOTAL PROJECT COST.

CAT-2U IS OUR MPO DOLLARS. ONE OF THE THINGS I WANT TO POINT OUT IN THAT IS THAT IT CHANGED FROM CATEGORY 11 WHICH WAS TXDOT FUNDING TO CAT-2 FUNDING.

THE AMOUNT REMAINED THE SAME. IT IS STILL $3,100,000.

OVER ON THE OTHER SIDE, RIGHT-HAND SIDE, THIS IS US-83.

THIS IS FROM 1.0 MILES NORTH OF FM-3034 TO THE TAYLOR COUNTY LINE. THE ITEMS IN RED ARE WHAT HAS CHANGED. THE COST WENT UP.

I DON'T THINK WE HAVE HAD ANY PROJECT THAT THE COST WENT DOWN.

ALL OF THEM HAD WENT UP. THE BOTTOM ONE THAT YOU SEE IN THE BOTTOM RIGHT-HAND SIDE OF THE SCREEN, THAT IS U.S.-83.

THIS IS FROM JONES COUNTY LINE TO NEAR WEST SUMMIT ROAD.

THIS IS CAT-4 FUNDING. THE AMOUNT HAS CHANGED THERE.

AN ADDITIONAL $12 MILLION. AND CAT-4, THE ONE WE ARE TALKING ABOUT RIGHT NOW IS AN ADDITIONAL $2 MILLION THAT IT CHANGED. THIS IS ITEM NUMBER-- THE FISCAL YEAR 2025. THIS IS ITEM I WAS TALKING ABOUT EARLIER. FM-707.

THAT HAS MOVED OUT OF THIS CURRENT TIP.

IT IS NOW FISCAL YEAR 2028. IT WILL BE IN THE NEW TIP WE ARE GOING TO DO. YOU CAN SEE ON THE RIGHT-HAND SIDE THERE, THIS IS FISCAL YEAR 2026.

THE ITEMS IN-- I MEAN ORANGE ARE THE ONES THAT, AGAIN, HAVE CHANGED DIFFERENT FROM YOUR PACKET.

THE ITEMS IN RED ARE THE CHANGED.

THERE IS NO CHANGE IN MPO FUNDING.

THERE WAS A CHANGE IN CAT-12, TXDOT'S FUNDING.

THIS IS A NEW PROGRAM. THE PROPOSED DRAFT AMOUNT OF FUNDING THAT WE HAVE FOR FISCAL YEAR 2024 IS $1,345,541.

THIS INCLUDES 2022 AND 2023 FUNDING.

AFTER THAT, THE FUNDING IS ABOUT $460,000 A YEAR.

AND THAT IS TEN-YEAR PROGRAM IN THE UNIFIED TRANSPORTATION PROGRAM. THE TOTAL PROPOSED AMOUNT IS $5,491,250. THIS JUST SHOWS ON THE LEFT-HAND SIDE, A LITTLE BIT ABOUT WHAT THE CARBON REDUCTION PROGRAM IS.

ON THE RIGHT-HAND SIDE OF THE SCREEN, YOU CAN SEE THE ELIGIBLE ACTIVITIES THERE. THERE IS MANY THINGS THAT THE CARBON REDUCTION PROGRAM IS ELIGIBLE FOR.

ONE OF THE THINGS IS THAT THEY ARE WANTING-- BY NOVEMBER 15, THE STATES ARE REQUIRED TO DEVELOP A CARBON REDUCTION STRATEGY IN CONSULTATION WITH ANY MPO.

THAT IS WHAT WE ARE SORT OF WORKING TOWARDS.

TO MAKE SURE WE HAVE SOME PROJECTS SELECTED AND WE CAN MOVE FORWARD ON THIS PROGRAM. THE TOP OF THE PAGE THERE, YOU CAN SEE THE ABILENE MPO. AND THE SIDEWALKS SO. WE LOOKED AT THOSE PROJECTS.

AND THE CONSENSUS FROM THE TAC WAS TO MOVE FORWARD ON THE ITS FOR THE FIRST THREE YEARS AND LOOK AT THOSE PROJECTS OUT LONGER TERM THAN THAT. THE FOLLOWING 7 YEARS AFTER THESE FIRST THREE, WELL, IT IS ACTUALLY 2024, THE PREVIOUS TWO YEARS. THE REST OF THE FUNDING, WE WOULD LOOK AT THOSE PROJECTS FOR EITHER THE GREEN BUSES OR THE SIDEWALKS. FIVE POINTS ROADWAY IMPROVEMENTS, THAT IS 70% COMPLETE. IF YOU HAVE BEEN OUT NEAR THE INDUSTRIAL PARK, ALL OF MARIGOLD IS NOW CONCRETE ROADWAY.

PORTIONS OF THE OTHER STREET HAVE BEEN CLOSED OUT.

WE HAVE HAD SOME COMPLAINTS ABOUT HAVING SOME DIRECTIONS CLOSED. THAT IS MOVING ALONG NOW.

AND OF COURSE, THE FINISHED WORK IS ALL OF OUR NEIGHBORHOOD PAVING. THE STREET IMPROVEMENTS AROUND THE HOTEL. THAT GOT COMPLETED.

THE FIFTH STREET, THE CONVERSION, THAT IS COMPLETED.

I WANTED TO MENTION THAT THE WORK THAT TXDOT HAS DONE ON SOUTH 14TH WITH THE SIGNALS. THERE HAS BEEN A COUPLE OF DIFFERENT PROJECTS THAT WE HAVE DONE.

THE PROJECTS ALLOWED US TO UTILIZE THOSE FUNDS WITH TXDOT.

WE ARE KIND OF FOCUSED IN ON SOUTH 14TH AND SOUTH 27TH. TWO CORRIDORS WE WOULD LIKE TO GET THE SIGNALS UP TO DATE AND COORDINATED FOR EAST-WEST MOVEMENT. WE HAVE KIND OF BEEN CHOMPING AWAY AT THAT. THE SOUTH 27TH PROJECT IS MORE LOCALLY FUNNED. FUNDED.

THE SOUTH 14TH PROJECT WE HAVE BEEN DOING WITH HSIP FUNDS.

THIS WOULD INCLUDE, YOU KNOW, HAVING AN AS-CALL, AS-NEEDED BASIS.

THAT WOULD BE A TREMENDOUS HELP FOR ME.
