THIS IS A CONTROVERSY THAT I WOULD SAY WE ARE NEEDLESSLY IMPORTING INTO A VERY SPECIAL, GOOD PLACE THAT WE HAVE ENOUGH CONTROVERSY ON OUR SOCIAL MEDIA, AND OUR REGULAR CONVERSATIONS, THAT THIS IS A GREAT PLACE THAT PARENTS CAN TAKE THEIR CHILDREN AND SAY, HEY. THIS IS A SAFE, GOOD ENVIRONMENT. TAKE WHAT YOU WILL FROM IT, BUT WE ARE NOT HAVING STATUES ABOUT THE ISSUES IN THE GARDEN OR HAVING STATUES ABOUT NOSTALGIA. OR MAYBE IT'S THE CORE BASE VALUE THAT WE WANT TO IMPART TO OUR CHILDREN. BECAUSE CHILDREN'S BOOKS, CHILDREN STATUES ARE VERY IMPORTANT. THEY LAID THE FOUNDATIONS FOR BELIEFS, AND I THINK WE NEED TO BE VERY COGNIZANT THAT, WELL I NORMALLY WILL NOT BE AFRAID TO ADDRESS CONTROVERSY, I THINK THE FACT THAT THERE IS CONTROVERSY BOTH HERE AND NATIONALLY IS A CONCERN THAT WE ARE INTRODUCING NEEDLESSLY INTO OUR CHILDREN'S PARK. WE ARE PERFORMING VERY WELL ON INDIVIDUAL WORK PLANS THAT CONTRIBUTE TO OUR SIX PRIORITIES. THAT IS BUSINESS RETENTION AND EXPANSION, HELPING LOCAL EXISTING COMPANIES EXPAND, AND ENSURING THAT THEY UNDERSTAND HOW VITAL THEIR BUSINESS AND THEIR INVOLVEMENT IN OUR COMMUNITY IS, AND ULTIMATELY SUPPORTING THEIR FUTURE EXPANSION OPPORTUNITIES. YOU SEE THE OTHER STRATEGIC PLAN INITIATIVES. ULTIMATELY, THE DCOA IS WORKING [02:05:02] TO MAKE JOBS FOR ABILENE AND ITS FAMILIES. TODAY, WE HAVE THE PRESIDENT ON CEO, MICHAEL DUFFY, WITH US. HE'S WITH LINDSAY DENNIS, BUT MIKE IS THE PRESIDENT AND CEO . HE HAS DONE AN EXCELLENT JOB BRINGING IN PURSE ACTIVES THAT HAVE ALLOWED HIS COMPANY TO GROW, AND MORE IMPORTANTLY, HAS ALLOWED HIS COMPANY TO IMPLEMENT ON SPECIFIC WORKFORCE TRAINING STRATEGIES THAT WE HAVE SEEN, AND I THINK MIKE HAS SEEN THEIR ARE SOME VERY SIGNIFICANT RESULTS FOR YOUR COMPANIES, SO CONGRATULATIONS, MIKE. ONE OF THE RESULTS IS THE ABILITY FOR THE COMPANY TO EXPAND. THEY ARE THE LEADING PROVIDER OF A VARIETY OF EQUIPMENT UTILIZED IN THE OIL AND GAS INDUSTRY AND OTHER INDUSTRIES AS WELL. PRIMARILY THINGS LIKE, IF YOU ARE VISUALIZING, IF THE PUBLIC IS THINKING ABOUT WHAT THEY DO, IT IS THINGS LIKE THE VESSELS AND TANKERS AND PIPING SYSTEMS THAT ARE USED IN THE OIL AND GAS INDUSTRY AS AN EXAMPLE. THERE ARE OTHER THINGS THAT THEY ARE INVOLVED IN, AND THIS PROJECT WILL ALLOW THEM TO EXPAND WITHIN THE AREA OF INNOVATION FOR THE OIL AND GAS INDUSTRY AND THE OTHER INDUSTRIES THAT THEY SERVICE. THE PROJECT WILL HELP THE COMPANY DEVELOP AND INNOVATE NEW PRODUCT, AS WELL AS UTILIZE ADVANCED TECHNOLOGIES LIKE ROBOTICS WITHIN THEIR INDUSTRY. THEY ESTIMATE THAT THEY WILL BUILD A 25,000 SQUARE-FOOT BUILDING, AND THEY WILL INVEST $25 MILLION. THEY WILL RETAIN THEIR 400 15 FULL-TIME EMPLOYEES, AND THEY WILL CREATE 250 JOBS OVER THE NEXT SEVEN YEARS. SO AGAIN, THE COMPANY'S COMMITMENT TO TRAINING THOSE NEW TEAM MEMBERS IS AN EXCEPTIONAL STRATEGY, AS WELL AS SOMETHING THEY HAVE ALREADY STARTED IMPLEMENT ON AND TRAIN ON. AND YOU SEE AN EXTREMELY COMPETITIVE AVERAGE WAGE FOR THOSE TOTAL JOBS, FOR THOSE 665 JOBS. THE AVERAGE WAGE IS $80,664. THAT IS NEARLY DOUBLE WHAT ARE AVERAGE COUNTY WAGE IS, SO THAT IS AN EXCEPTIONAL AVERAGE WAGE. THE PROPOSED INCENTIVE THAT IS BEING REQUESTED FOR SUPPORT OF THIS PROJECT IS $2,750,000. THAT IS PAID OUT ONCE A COMPANY INVESTS THEIR MONEY AND BEGINS TO HIRE EMPLOYEES. THEY HAVE A NUMBER OF DELIVERABLES. MOST OF THE PRIMARY ONES OF NOTE YOU WILL SEE IN THE RESOLUTION HAVE TO DO A JOB CREATION, JOB RETENTION, AND THE AMOUNT OF MONEY THE COMPANY IS PENDING, WHICH WE CALL CAPITAL INVESTMENT. I SAY THAT FOR THE PUBLIC SO THEY UNDERSTAND THIS COMPANY IS SPENDING MONEY AND INVESTING IN THEIR CURRENT SITE, INVESTING IN THEIR EMPLOYEES IN THE COMMUNITY, AND THEN IN RETURN, AS THEY PERFORM, THE DEVELOPING CORPORATION OF ABILENE PARTNERS TO SUPPORT THE WAY OF INCREMENTAL PAYMENTS OF THE INCENTIVE.
