SO, TXDOT TOOK ACTION ON THERE IS AND WE HAVE 180 DAYS AFTER TXDOT TOOK ACTION, SO WE HAVE UNTIL FEBRUARY 27TH TO TAKE ACTION ON THIS PARTICULAR ITEM. THIS ON THE SCREEN BEFORE YOU NOW IS THE ONE THAT TXDOT SENT OUT ON NOVEMBER 17TH, AND THAT SHOWS EACH OF WHAT YOU SEE HIGHLIGHTED IN YELLOW THERE, SO THAT IS THE TOTAL NUMBER OF TRAFFIC FATALITIES, TOTAL NUMBER OF SERIOUS INJURIES, FATALITIES PER 100 MILLION VEHICLE MILES TRAVELED. SERIOUS INJURIES PER 100 MILLION BY MICHAEL'S -- MILES TRAVELED AND THEN TOTAL FATALITIES AND SERIOUS INJURIES. INCLUDED IN YOUR PACKET IS A RESOLUTION THAT WE ARE ASKING FOR YOUR APPROVAL ON TODAY AND IF YOU WILL NOTICE THERE ON THE SCREEN, THEY DID SEE THIS ITEM, BUT I ADDED IN THE ITEMS YOU SEE IN YELLOW WHICH MATCHES WHAT I JUST PRESENTED TO YOU, THAT TXDOT APPROVED AS THEIR PERFORMANCE MEASURES. SO, THE 2024 TARGETS ARE THE 3046 1.04, 6.39, AND THEN 2.357.

THERE WERE SOME QUESTIONS, WHEN I SENT IT OUT, SO WE GOT CLARIFICATION FROM TXDOT ON THAT, THAT THESE ARE THE ONES WE ARE SUPPOSED TO USE. THEY DO NOT ADD UP, SO IF YOU ARE TRYING TO ADD UP THE ITEMS, THE FOUR YEARS, FIVE YEARS, DIVIDE BY FIVE, THAT IS NOT HOW THEY DID IT. WITH THE NEW TRANSPORTATION BILL, THE BIPARTISAN BILL, THEY HAD TO EITHER CUT A BIT THE SAME OR LOWER IT, AND THOSE ARE THE NUMBERS YOU SEE THERE. WITH THAT, I WILL BE HAPPY TO ANSWER

>> NUMBER FOUR, RECEIVE A REPORT, HOLD A DISCUSSION AND PUBLIC HEARING TO TAKE ACTION ON AN AMENDMENT TO THE FY 2023 2045 METROPOLITAN TRANSPORTATION PACKET.

>> IN YOUR PACKET TODAY IS AN UPDATE TO THE MTP, 2023 2245.

TXDOT HAD ASKED US TO LOOK AT FUNDING FOR THE TRANSPORTATION PROGRAM. AS PART OF THAT PROCESS, WE WILL NEED TO UPDATE THE MTP IN THE 10 YEAR PLAN. THIS PARTICULAR DOCUMENT WAS APPROVED ON DECEMBER 17TH, 2019. IT WAS SUBSEQUENTLY AMENDED NUMEROUS TIMES, THE LAST ONE BEING FEBRUARY 21ST OF THIS YEAR. WE LOOKED AT TXDOT'S SUGGESTIONS FOR PROJECTS, AND WE MATCHED THOSE TO OUR CURRENT MTP. OF THE EIGHT PROJECTS SUGGESTED BY TXDOT, FOUR OF THEM ARE IN THE MTP AND FOUR OF THEM ARE NEW. THE NEW ONES NEED TO BE UPDATED WITH COST PROJECTIONS AND DESCRIPTIONS. WE ALSO HAVE A LIST OF PROJECTS FROM THE RECENT MPO MEETINGS, AND THOSE WILL BE WHAT WE ARE USING FOR THE NEW MTP, WHICH IS THE 2025-2050 PLAN, DUE ON DECEMBER 15TH, 2024. THIS PLAN WILL KICK OFF AROUND FEBRUARY OF NEXT YEAR, AND WE WILL HAVE A WHOLE BUNCH OF OPPORTUNITIES FOR PUBLIC PARTICIPATION. WHAT YOU SEE ON THE SCREEN NOW -- AND IS ALSO INCLUDED IN YOUR PACKET -- UP AT THE TOP, THE TOTAL 19, THAT IS THE FUNDING IN THE TRANSPORTATION UNIFICATION PROGRAM THAT THE MPO RECEIVES. YOU CAN SEE THAT RUNS FROM 2024 ALL THE WAY OUT TO 2233. RIGHT BELOW THAT IS THE ABILENE DISTRICT PROJECTS IN THE 2024 UTP. YOU CAN SEE

THEY ARE THE ONES HIGHLIGHTED IN YELLOW, THEY ARE THE ONES THAT HAVE CATEGORY TWO FUNDING ATTACHED TO THEM. THE OTHER PROJECTS, THERE ARE SOME OTHER PROJECTS WITHIN THE MPO BUT THOSE ARE USING CATEGORY FOUR AND A CATEGORY $12. THIS IS THE COMPILED LIST OF SUGGESTED PROJECTS. AS I SAID, THAT IS ALSO INCLUDED IN YOUR PACKET. WE WENT BACK TO THE MAY MEETING AND JUST COMPILED ALL OF THE PROJECTS THAT WERE SUGGESTED DURING THOSE MEETINGS. THOSE ARE LISTED THERE ON THE SCREEN FOR YOU AND ALSO IN YOUR PACKET. WITH THAT, I WILL TURN IT OVER TO TXDOT AND LET THEM PRESENT THE PROJECTS THAT THEY WERE WORKING ON FOR THOSE PROJECTS.

PROJECT HERE IN OUR PACKET. >> AND IF YOU JUST TELL ME WHEN TO GO, I WILL MOVE THEM FORWARD FOR YOU.

>> FIRST PROJECT IS 12 -- ONE WE TALKED ABOUT FOR SOME TIME, ADDITION OF FTC AND THE FACTORY. IMPROVEMENTS TO 36 AT THE LOOP, MPO HIRED CANTLEY HORN, THEY DID SOME INTERIM STUDIES. WE WOULD LIKE TO HAVE AN INTERIM AND LONG-TERM SOLUTION FOR THIS LOCATION. WE ESTIMATE THE COST FOR THE INTERIM SOLUTION TO BE AROUND $10 MILLION, BUT WE WOULD LIKE TO HAVE AN ENVIRONMENTAL SCHEMATIC FOR A LONG-TERM SOLUTION, WHICH WOULD PROBABLY REQUIRE RIGHT AWAY, THE SIGNIFICANTLY MORE EXPENSIVE. SO, THAT IS THE FIRST PROJECT WE RECOMMENDED. THE SECOND PROJECT IS FM 707 ON THE EAST SIDE. WE ARE ALREADY DOING THE WEST SIDE. THE PUBLIC INFORMATION MEETING THAT WE HAD, THIS COMMENT WAS MADE BY SEVERAL PEOPLE, I THINK SOME OF Y'ALL WHERE THERE AT THIS MEETING, WE FEEL LIKE WE SHOULD GO AHEAD AND START THE ENVIRONMENTAL SCHEMATIC ON THE EAST SIDE AND TAKE IT AT LEAST TWO MAPLE STREET, MAYBE 1750. THIS IS A RAPIDLY GROWING AREA, A RAPIDLY DEVELOPING AREA. IT WOULD BE GOOD -- IN THE CURRENT TXDOT PROGRAM, WE CAN GO AHEAD AND BUY RIGHT AWAY, AND EVEN WITHOUT THE ENVIRONMENTAL DOCUMENT BEING COMPLETELY FINISHED, SO WE CAN SECURE THE RIGHT AWAY FOR THIS CORRIDOR, AND GO AHEAD AND HAVE THE FOOTPRINTS READY BEFORE WE GO TO CONSTRUCTION, IN ABOUT SEVEN OR EIGHT YEARS. ON THE WEST SIDE, WE ARE PROBABLY GOING TO HAVE THAT CONSTRUCTION IN '27, '28. WE HAVEN'T FINISHED THE ENVIRONMENTAL DOCUMENT, WE HAVEN'T FINISHED ACQUIRING THAT RIGHT AWAY, BUT WE WOULD LIKE TO SECURE THE EAST SIDE WHILE WE ARE AT IT. THE THIRD PROJECT, THIS IS AN AREA THAT HAS HAD SOME BAD ACCIDENT HISTORY FOR SOME TIME, THIS IS A VERY AWKWARD INTERCHANGE. I KNOW MOST OF Y'ALL ARE FAMILIAR WITH IT. WE DON'T KNOW EXACTLY WHAT WE WANT TO DO HERE, WE WANT TO LOOK AT SEVERAL OPTIONS, BUT WE THINK SOMETIMES THE THINGS YOU DELIVER IN A HURRY, MINIMAL RIGHT AWAY, IF ANY. BUT WE THINK THIS IS ONE THAT WE COULD PROBABLY LEAVE TO INSTRUCTION IN A COUPLE YEARS, AND THEN THE FOURTH PROJECT, THE FOURTH PROJECT, THIS WAS SUGGESTED BY COUNCILMEMBER AT ONE OF OUR RECENT MEETINGS AND WE THINK THIS IS A PROJECT THAT WOULD BE VERY GOOD. THIS IS FM 89 WITH TURN LANES AND RIGHT TURN LANES. AND THEN, THE FIFTH PROJECT, WE WOULD LIKE TO DO SOME FEASIBILITY STUDIES. WE TALKED TO THE CITY ABOUT THIS, WE WOULD LIKE TO DO FEASIBILITY STUDIES FOR THE EXTENSION OF THE 322. NOT JUST THE 51 AMBLER, BUT ALL THE WAY TO 83 ON THE NORTH SIDE. THERE HAVE BEEN A NUMBER OF PLANS THAT ARE OUT THERE, BUT WE WOULD LIKE TO DO A FEASIBILITY STUDY AND DETERMINE WHAT IS THE BEST ULTIMATE HORIZONTAL LINE FOR IN NORTHERN LOOP.

THE SIXTH PROJECT, THIS WOULD ACTUALLY GO FROM SOUTH 6 ALL THE WAY PAST THE I-20 INTERCHANGE ALL THE WAY INTO JONES COUNTY. WE WOULD LIKE TO LOOK AT THE ULTIMATE 6 LANDING OF 83, ALL THE WAY BACK TO THE SOUTHERN PART OF JONES COUNTY.

THIS WOULD BE AN EXTREMELY EXPENSIVE JOB, BUT WE WANT TO GO AHEAD AND GET IT IN THE MTP, AND MAYBE AFTER I-20 IS BUILT, THAT WOULD BE THE NEXT THING WE PUSH FOR CATEGORY 12 FUNDS FOR, SO IT WOULD BE GOOD TO HAVE SOME CATEGORY TWO MONEY

ON THAT, AS WELL. AND THE SEVENTH PROJECT IS DIRECT CONNECTIONS FROM THE LOOP TO I-20. WE HAVE $20 MILLION DOWN, THAT MIGHT BE A LITTLE BIT LOW, BUT ONCE I-20 IS BUILT OUT, WE WOULD LIKE TO HAVE DIRECT CONNECTS FROM THE LOOP TO I-20. THE EIGHTH PROJECT IS ONE WE HAVE TALKED ABOUT FOR SOME TIME. THE INTERSECTION OF THE 84 FRONTAGE ROAD AND INDUSTRIAL, NOT EXACTLY SURE WHAT WE WOULD DO AT THIS POINT IN TIME. AND THEN, THE LAST PROJECT WE HAVE IS A PROJECT THAT WE THINK THE CITY AND MPO IS VERY EXCITED ABOUT, THAT IS THE REPLACEMENT OF THE BRIDGE AT 322 AND MAPLE STREET. WE ARE GOING TO USE CATEGORY FOUR FUNDING FOR THAT. THANK YOU.

YOU CAN SEE THE CHANGES, SO, THE CHANGES IN PURPLE ARE THE CHANGES THAT OCCURRED, THEY ARE HIGHLIGHTED ALSO IN YELLOW, TO SEE. SO, YOU CAN SEE THAT ON FM 34, THAT IS ONE THAT WE JUST SPLIT.

TXDOT WENT AHEAD AND SPLIT IT AS WE WERE DOING THE AMENDMENT FOR THAT ONE. THE ONE FM 600 NEAR E LEE BOULEVARD, THAT IS TO MAKE SURE IT'S MATCHES THE TRANSPORTATION IMPROVEMENT PROGRAM WE PRESENTED TO Y'ALL IN OCTOBER. THE U.S. FM 707 ABOUT HALFWAY DOWN THE PAGE, THAT IS A U.S. 83 TWO FM 1750.

THAT IS TREND LINES NUMBER TWO PROJECT. THAT WAS LISTED, AS MICHAEL JUST DISCUSSED. THOSE DISCUSSED IN THE MTP ALREADY.

TOWARD THE BOTTOM OF THAT PAGE, THAT IS TXDOT'S NUMBER 83.

THIS IS ACTUALLY IN OUR MTP AND SPLIT INTO TWO PROJECTS, SO WE HAVE FROM SOUTH SEVENTH AND NORTH 10TH, AND WE HAVE FROM NORTH 10TH TWO IH 20. SO, IT HAS BEEN IN MTP FOR A NUMBER OF YEARS, AND THE NEXT PROJECT IS AT TXDOT NUMBER FIVE, WHICH IS THE LOOP PROJECT FROM IH 20 TO 351. THAT WAS ACTUALLY IN THE 2000 MTP SO IT HAS BEEN IN OUR MTP FOR ALMOST 24 YEARS. BUT, THAT IS THE ONE TO CONSTRUCT THE NEW HIGHWAY THAT MICHAEL WAS TALKING ABOUT. AND THEN TXDOT NUMBER ONE PROJECT THERE WAS THE LOOP. WE HAD IT IN THERE UNDER THE ILLUSTRATED LIST, SO WE MOVED IT FROM THE ILLUSTRATED LIST INTO THE FUNDED PROJECTS. WE ALSO CHANGED -- IT WAS JUST THE INTERSECTION OF STATE HIGHWAY 36 AND LUKE 322, SO WE CHANGE THAT TO MATCH THE PARAMETERS OF WHAT TXDOT HAD ASKED FOR, THEN UP TO THE THE INFORMATION IN THE PROJECT DESCRIPTION. AND LISTED THERE IN THE YELLOW HIGHLIGHTS ARE THE FOUR NEW SKI PROJECTS, SO THAT IS THE BUSINESS 83 AND PINES STREET, FM 89 BUFFALO GAP ROAD, AND THEN STATE ROAD 322 AND U.S.

83. IF YOU LOOK AT THE SUMMARY AT THE BOTTOM, THE TXDOT PROJECTS RELATION TO THE MTP, THERE WERE FOR PROJECTS THAT WERE CURRENTLY IN THE MTP AND FOUR NEW PROJECTS THAT WE WILL BE ADDING. THIS IS AN ILLUSTRATED LIST, THAT BOTTOM ONE SHOWS WHERE WE MOVED IT THERE INTO THE FUNDED PROJECTS.

THIS IS THE PROJECT RANKING. SO, THE SAME PROJECTS ARE LISTED IN THE FUNDED, AND ILLUSTRATED ARE ALSO IN THIS PROJECT RANKING. ONE OF THE THINGS I WANT TO POINT OUT IS THAT IF YOU LOOK AT THE RIGHT-HAND SIDE OF THE SCREEN THERE, THOSE DO NOT HAVE PERFORMANCE MEASURES ATTACHED TO THEM. WE DID NOT HAVE THE DATA TO BE ABLE TO DO THE SCORING FOR THOSE, YET. AND THE BOTTOM PROJECT THERE, WHICH WAS THE STATE LOOP, WHICH WAS AN INTERSECTION OF STATE HIGHWAY 36 AND THE LOOP, THAT ONE IS NOW TO BE DETERMINED BECAUSE IT HAS CHANGED THE PARAMETERS, SO THAT CHANGES PERFORMANCE MEASURES, SO THAT ONE HAS ALSO MOVED AND WE WILL HAVE TO DO THE RANKING ON THAT ONCE WE GET ALL OF THE DATA BACK FROM THAT. WE DID RECEIVE ONE PUBLIC COMMENT ON THE DOCUMENT, THIS WAS PUT OUT IN THE ABILENE REPORTER NEWS, WE DID RECEIVE THAT, Y'ALL ALSO HAVE A COPY OF THAT ON YOUR DOCUMENT THERE, AND IT WAS TALKING ABOUT THE STATE LEGISLATURE, THE 22 PROJECT DESCRIBED AS A DIRECT CONNECT RAMP FROM ROUTE 322 TWO INTERSTATE 20 EASTBOUND AND WESTBOUND SHOULD RECEIVE HIGH PRIORITY AND EARLY FUNDING, DIRECT RAMS FROM STATE LOOP 322 2I-20 WILL HAVE MAJOR BENEFITS, INCLUDING MOBILITY INTO MOVEMENTS FROM THE AIRPORT, TAYLOR COUNTY EXPO CENTER, AND THE FACILITY ON 322, T STC, CISCO COLLEGE, GREAT LAKES CHEESE, AND THE PLANNED MAJOR RESIDENTIAL ADDITION NEAR 322 , FURTHERMORE FACILITATING LOCAL TRAFFIC CONNECTIONS FROM I-20 REDUCES THE BURDEN, AND THEN THE SAFETY IMPROVEMENTS, ELIMINATION OF THE HAZARDOUS DID STOP ON STATE ROUTE 22 AND I-20, CONTROLLED ACCESS FROM EAST NORTH 10TH ONTO 322, AND REDUCTION IN THE USE OF WESTBOUND HIGHWAY 80 AS A CUTOFF TO 322, WHICH CURRENTLY ENTAILS TURNING SOUTH ONTO THE 322 REP ACROSS EASTBOUND TRAFFIC. AT NOVEMBER 28TH MEETING, RECOMMENDED TO THE POLICY BOARD ON INCORPORATING ALL EIGHT OF THE PROJECTS RECOMMENDED BY TXDOT INTO THE MPO'S PLAN DOCUMENTS INCLUDING FISCAL YEAR 2020-2045 MTP.

THE METROPOLITAN AREA BOUNDARY EXPANSION, THAT IS, WE HAD THE FIRST SUBCOMMITTEE MEETING WITH OUR CONSULTANTS THAT TXDOT HAS GOTTEN FOR US, AND THAT HAPPENED JUST A COUPLE WEEKS AGO ON DECEMBER 12. THIS IS THE NEW ONES, AND THEY REALLY GATHER A BUNCH OF DATA FOR US, AND LOOK AT THE BOUNDARY, AND WE ARE HOPING TO HAVE SOMETHING TO PRESENT BACK TO THE POLICY BOARD BY Y'ALL FEBRUARY MEETING. THE TRAVEL DEMAND MODEL, AS I SAID, THAT WAS COMPLETED ON OCTOBER 31ST, SO WE ARE JUST WAITING TO PRESENT THAT TO Y'ALL, ALSO WITH SOME ANALYSIS. THE 2025-2050 MTP, THAT IS WHAT I WAS TALKING ABOUT EARLIER, THAT WILL BE DUE ON DECEMBER 13TH, 2024, THAT COVERS THAT TIME SPAN, THE 20 YEAR TIME SPAN, 25 YEAR TIME SPAN, AND WE WILL BE DOING A BUNCH OF PUBLIC INVOLVEMENT. THEY ARE STILL A LITTLE UNCLEAR ON HOW EXACTLY WE ARE GOING TO DO EMISSIONS OR HOW WE ARE GOING TO DO WHAT THE DIFFERENCE IS BETWEEN THE FOREIGN FUEL VERSUS REGULAR FUEL, SO THERE IS A LOT OF UNKNOWNS THERE. FROM MY UNDERSTANDING ALSO FOR THE FINAL RULES, THIS HAS TO BE, EVERY URBAN AREA HAS TO DO THIS, SO IF A MPO HAS MORE THAN ONE URBAN AREA, THEY HAVE TO COMPILE THOSE TOGETHER AND PRESENT THOSE AS ONE PLAN, SO IT IS STILL A LITTLE ON HERE, BUT I JUST WANTED TO BRING THAT TO YOUR ATTENTION, THAT WILL BE COMING UP IN 2024.
