IT IS EXCITING AND I WAS MEASURED THAT WAS A BIT OF REALISM THAT IT COULD CHANGE NEXT MONTH. ANYWAY. BUT WE ARE ENTERING INTO WHAT IS CYCLICALLY OUR LOWER PERFORMING MONTHS.

JANUARY AND FEBRUAR. THEN THEY START TO PICK UP AGAIN IN MARCH AND THROUGHOUT THE REST OF THE YEAR. JANUARY AND FEBRUARY ARE TYPICALLY OUR LOWER PERFORMING MONTHS. BUT WE WILL SEE HOW WE DO BENCHMARK AGAINST JANUARY AND FEBRUARY OF LAST YEAR.

GET ANOTHER CONTINUING RESOLUTION FEBRUARY 2ND AND THAT CONGRESS WILL TAKE EVERYTHING ALTOGETHER AT ONE TIME THEN. BUT THERE IS ALSO TALK OF IT EXTENDING TO MARCH AND PUT EVERYTHING INTO MARCH.

THAT JUST FURTHER DELAYS. OF COURSE, IT IS OF A BIGGER CONCERN NOT ONLY FROM A GOVERNMENT SHUTDOWN STANDPOINT FOR US BUT ALSO FOR A DELAY BECAUSE THE FUNDING REQUEST FOR THAT AIRPORT ACCESS ROAD WE ARE WAITING ON. SO WE ARE JUST SITTING READY TO GO AND READY TO INITIATE THAT CONTRACT TO DESIGN THE ROAD. WORK WITH THE BUOYS CONVENIENCE STORE FOLKS BUT WE HAVE TO WAIT UNTIL WE GET THE FUNDING SECURED TO DO THAT. AND WHAT THAT WOULD MEAN, IF THAT SHUT DOWN, IF FAA DID NOT GET REAUTHORIZED, THE EXCISE TAX ON TICKETS THAT FUND THE AIRPORT IMPROVEMENT PROGRAM WOULD STOP COLLECTING. AND IT WOULD DO SOME OTHER FINANCIAL THINGS THAT FOLLOW THEIR WAY DOWN TO AIRPORTS. CAPITAL FUNDING IN PARTICULAR. SO WE ARE WAITING ON DC TO HAVE A VIA MOMENT. ON THE PROJECTS, THE TERMINAL IMPROVEMENTS AND EXPANSION PROJECT. PARKHILL IS DOING A REALLY CUT REALLY GOOD JOB ON DESIGN CONCEPTS. SO WE HAD A MEETING WITH THEM IN EARLY NOVEMBER. THE STAFF DID. SO WE CAN THINK OUTSIDE OF THAT BOX AND THE PRACTICALITY BOX FOR THAT MATTER. WE HAVE THE FREEDOM TO DO THAT AND OUR BIGGEST CONSTRAINT IS BUDGET AND FINDING SOMETHING THAT IS REALISTIC WE CAN FIND. SO AT SOME POINT IN THE NEXT FEW MONTHS WE WILL BRING THAT TO YOU WALL TO LOOK AT. ONCE WE GET CONCEPTS THAT ARE DOWN.

THEY INCLUDE THE BASIC SCOPE OF WORK THAT PARKHILL IS WORKING ON THAT WE ISSUED THAT TASK ORDER TO THEM LAST YEAR. WE HAVE A COUPLE OF OPTIONS TO LOOK AT FOR THAT WEIRD WEATHER TO DO IT TRADITIONALLY. WITH THE CAR RENTAL -- WITH THE CUSTOMER FACILITY CHARGE OR CFC. SUPPORTING THAT. THE CAR RENTAL COMPANIES HAVE SAID, WE DO NOT WANT DEBT ON THIS. AND THE CITY WILL NOT SUPPORT GET ON THAT EITHER. IS JUST A FACILITY THAT IS USED BY THE CAR RENTAL COMPANIES TO WASH THEIR VEHICLES. WE THINK IT IS PROBABLY IN THE $4 MILLION RANGE. BUT WE ARE COLLECTING CASH RIGHT NOW THROUGH THE CFC.

I THINK WE HAVE ABOUT $2.4 MILLION IN THE BANK FOR IT RIGHT NOW. SO WE WILL TALK ABOUT THE CFC AND WHEN WE START TALKING ABOUT THE CAR RENTAL CONTRACTS HERE IN A LITTLE BIT.

WE WANT TO BE ABLE TO CASH FLOW THAT AND HAVE THE CASH IN THE WAKE TO RIGHT THE CHECK FOR THE CONSTRUCTION OF IT. WE

THEY WORKED LONG ENOUGH TO GET THE STATE INSPECTION DONE ON THEM BUT BOTH OF THEM STOPPED WORKING SOON AFTER. I HAVE ASKED SCHINDLER TO PROVIDE ME AN ESTIMATE TO REBUILD THESE COMPLETELY REBUILD THEM. LIKE WE DID ON THE OUTSIDE ESCALATORS. WHICH HAS ACTUALLY WORKED PRETTY WELL. WE REBUILT THOSE IN 2018. AND THEY HAVE WORKED PRETTY RELIABLY SINCE THEN. WE HAVE THEM UNDER APM CONTRACT WHICH MAKES A DIFFERENCE. IT'S EXPENSIVE BUT IT MAKES A DIFFERENCE. SO, WE ARE CONTEMPLATING THAT. OR JUST REMOVING THEM. EITHER WAY, WHATEVER WE DO, WE WILL ADDRESS THOSE IN THE TERMINAL PROJECT. ADDRESS THEM AS IN WE WILL GET RID OF THEM. NO MORE ESCALATORS IN THAT TERMINAL. WE WILL HAVE ELEVATORS, WE'LL ADD ELEVATORS AND THEY WILL BE CONVENIENT FOR WHERE PEOPLE ARE GETTING OFF AIRCRAFT AND TO GO TO BAGGAGE CLAIM. BUT WE CAN'T AFFORD IT. OVER $30,000 PER YEAR FOR PM ON JUST THE OUTSIDE ESCALATORS. AND PLUS, THE REPAIR COSTS.

THAT IS JUST FOR SCHINDLER TO COME OUT TO ONCE PER MONTH AND LUBE THOSE ESCALATORS, BASICALLY. SO ANY REPAIRS WHEN THE ESCALATE OUTSIDE ESCO STOP IT COST MONEY. >> A BRIEF OVERVIEW OF WHAT YOU ARE LOOKING AT PAID ADVERTISING RATES. WE HAVE HAD ADVERTISING IN THE PAST BUT IT HASN'T BEEN DIGITAL SO IT WAS LARGE STATIC BOARDS THAT WAS BASICALLY A 12 MONTH AGREEMENT BETWEEN COMPANIES TO PRINT AND HAVE ILLUMINATED THEIR ADVERTISEMENT. THE GREAT THING ABOUT DIGITAL AS YOU KNOW IS WE HAVE A LOT OF FLEXIBILITY AND IT ALLOWS US TO ALSO OPEN THE OPPORTUNITY FOR SMALLER BUSINESSES THAT COULDN'T AFFORD MAYBE 12 MONTHS. SO WE HAVE TERMS THAT ARE AS LOW AS ONE MONTH. SOMEBODY WANTED TO DO A PROMOTION FOR AN EVENT THAT'S COMING UP AND THEY COULD DO MAYBE 1-3 MONTHS WHICH IS REALLY EXCITING. THEY DON'T HAVE TO COMMIT TO A FULL YEAR. BUT OBVIOUSLY WE DO HAVE TWELVE-MONTH PLANS WHERE THEY ARE DISCOUNT. WE WOULD LIKE TO PUSH THE ANNUAL PLANS AND SO WE INCENTIVIZE THAT WITH BENEFITS AND BETTER PRICING. EACH SCREEN HAS A THREE MINUTE ADVERTISING LOOP AND THAT ADVERTISER IS ALLEGED TO HAVE EITHER 215 SECOND ADS ARE ONE 32ND AD. THIS ALLOWS US TO HAVE SIX ADVERTISERS PURSED GREEN. AFTER THOSE LOOP WE WILL HAVE A COMMUNITY AD. WE HAVE ADS FROM THE COMMITTEE AND WILL ASK IF THEY HAVE DIFFERENT CULTURE TYPE OF THINGS OR NONPROFIT TYPE OF THINGS AND ALLOW THAT TO ME IN THE LOOP AND WE WILL HAVE INTERNAL ADVERTISING AS WELL. THERE'S 12 SCREENS LIKE I MENTIONED BEFORE. FIVE OF THOSE ARE STANDARD SIZE AROUND 50-65 INCHES AND SEVEN OTHER LARGER 85 INCH PREMIUM SIZE. WE ALSO ARE INTRODUCING WELCOME MESSAGES. WE ALSO HAD OUR MARKETING AND DEVELOPMENT SUBCOMMITTEE REVIEW THIS. MANY OF THEM OF HIS HAVE MARKETING EXPERTISE AND ARE IN THAT FIELD CURRENTLY IN THEIR ROLES. AND THEN SOCIAL MEDIA AND THEN ALSO WE HAVE OUR DATABASE OF THE ABILENE VIP PROGRAM. SO WE ALSO WILL LET PEOPLE KNOW THROUGH THAT. SO WE WILL ALSO ADVERTISE IT IN ON OUR SCREENS AS WELL. THERE WILL BE QUITE A FEW DIFFERENT WAYS WE WILL BE ADVERTISING IT.

SO THIS ONE, THERE IS NO MAG WITH THAT BECAUSE WE HAVE YEARS AND YEARS OF PERFORMANCE WITH BOTH OF THESE WITH BOTH AVIS AND I WILL JUST SAY IT IS AN ENTERPRISE BECAUSE THAT'S THE NEXT ITEM.

AND WE HAVE TO VOTE ON THEM SEPARATELY BUT THEY ARE THE SAME. SO IT WOULD BE THE MEG ESSENTIALLY IS 85% OF THE 2023 REVENUES. TO THE AIRPORT. AND THEY WILL PAY THE SAME RENT.

THEY WILL ALL PLAY THE SAME RENT AND THE SAME RATE OF RETURN SPACE, AND THEY WILL HAVE THE OPPORTUNITY TO BID ON THE SERVICE CENTERS AS WELL. WE WERE ABLE TO ADD JUST SOME CLEAN UP LANGUAGE IN THESE AND SOME EXTRA THINGS IN ALL THREE CONTRACTS THAT OVER EXPERIENCE WHERE WE SAY WE NEED TO SET IT IN THERE. WE WERE ABLE TO WRITE TICKETS FOR WRIGLEY PARKED VEHICLES ON THE CURBSIDE. WE DO THAT SPARINGLY. STILL WANT TO BE A CONVENIENT AIRPORT. IF THERE'S A PERSON THAT NEEDS ASSISTANCE TO GET INTO THE TERMINAL. SO NOT TO RUSH THEM TO GET BACK TO THEIR VEHICLE. BUT AS LONG AS WE KNOW THEY ARE DISABLED WE WILL LOOK AT IT. BUT THERE ARE TIMES WHERE THE RENTAL CAR COMPANIES WILL HAVE A CUSTOMER THAT IS FLYING AT AND THEY JUST DROP THEIR CAR ON THE CURBSIDE COULD NOT IN THE READY RETURN LOT WHICH IS ONLY ACROSS THE DRIVEWAY. BUT SO THAT HAPPENS FREQUENTLY. AND I MEAN PROBABLY ONLY TWICE IN THE 20 YEARS I'VE BEEN HERE HAVE I EVER WRITTEN A CITY TICKET THOSE TYPES OF VEHICLES WHICH GETS PASSED ON TO THE CUSTOMER.

BUT THIS ALLOWS US TO AVOID THE CITY TICKET AND ASSESS A $25 FEE TO THAT CAR RENTAL COMPANY. THEY WILL IN TURN PASS THAT ON TO THE CUSTOMER. BUT THAT $25 FEE, AGAIN, IT'S BECAUSE WRITING A TICKET HAS ITS OWN PECULIARITIES IN THE PROCESS.

WE JUST WANT TO MAKE THAT A FEE FOR THE AIRPORT. A FINE, BASICALLY AT THE AIRPORT. THINGS LIKE THAT, THERE IS ALSO WROTE IN THE ABILITY FOR US TO CHARGE IF THEY HAD AN OIL SPILL OUT ON THE AIRPORT SOMEWHERE WITH A VEHICLE THAT LEAKED OIL OR GAS OR SOMETHING AND WE HAVE TO CLEAN THAT UP. THAT ALLOWS

THEY REALLY WANTED LESS THAN THAT. BUT I POINTED OUT TO THEM THAT IF YOU LOOK AT WHERE WE WERE IN 2014, BECAUSE THEY WERE WANTING A CPI ADJUSTMENT. RATHER THAN SING $20 AND THEN 5% PER YEAR. WHAT WE ARE SAYING, WE ARE GOING TO SAY $20 AND I WILL LEAVE IT AT THE $20 OVER THE FIVE YEARS. IF WE HAD DONE A CPI OVER EVERY YEAR FROM 2014 WE BE AT $20 RIGHT NOW AS IT IS. THEIR RENT HAS A 5% ESCALATION EVERY YEAR RATHER THAN CPI. SO -- IN SOME CASES LIKE WE'VE HAD OVER THE LAST THREE YEARS BY DOING THAT, THAT ACTUALLY SAVES THEM MONEY.

BECAUSE CPI HAS BEEN HIGHER THAN 5% OVER THE LAST THREE YEARS. IT'S FIVE YEARS. YES. ALL THREE CONTRACTS WILL END DECEMBER 31ST, 2020. WE BRING THIS TO COUNSEL AND I HOPE WITH YOUR PASSAGE THAT WE WILL BRING THIS TO COUNSEL JANUARY 25TH AND STILL MAKE THAT YEAR IN END DECEMBER 31ST.
