BUT, WE KEPT SAYING WE SAW THE INCREASES ONCE AMERICANS BOOSTED US FROM THREE FLIGHTS TO -- PER DAY TO FOUR FLIGHTS A DAY AND EVEN WENT UP TO FIVE, SO JUNE IS WHEN WE WENT TO FOUR PER DAY. JUNE OF LAST YEAR. SO, THIS IS REFLECTIVE OF THAT, BUT WE ARE STILL GROWING. ON TOP OF WHAT WE BOUNCED UP TO WITH THE FOURTH FLIGHT, WE ARE STILL GOING AT 10% IN JUNE, AND WE ARE STILL UP 29% FOR THE YEAR TO DATE. SO, VERY GOOD NEWS ON THAT. IT ALWAYS TRANSLATES INTO GOOD NEWS IN OUR PARKING LOT REVENUE, WHICH IS 40%, 40.2% OVER JUNE OF LAST YEAR, AND THEN 53%, ALMOST 54% FOR THE YEAR TO DATE OVER LAST YEAR. SO, GOOD NEWS ON THAT AND THE CAR RENTAL REVENUES OVERALL OF ABOUT 30 PERCENT -- 34% FOR THE YEAR. AND 34% OVER THE MONTH. SEE HURT AT $55,000 IN REVENUE FOR THE MONTH OF JUNE. THAT IS WITH THEM HAVING OPERATED FOR TWO MONTHS, OF COURSE. SO, THEY ARE DOING OKAY.

ON A RECENT TRIP, I HAD TO PARK ALL THE WAY FARTHEST NORTH BECAUSE EVERYTHING ELSE WAS FULL. I MEAN, RIGHT OUT BY ABILENE HEROINE WILL FAR MORE SO, IT IS -- OKAY, LET'S TAKE A LOOK AT THE PRICING REPORT AND THIS IS SOMETHING THAT IS SOMETHING THAT IS OR 30 DAYS OUT AND YOU SEE SOME SAVINGS OVER THE 14 DAYS OUT WHERE THE AVERAGE IS 189, AND THEN 30 DAYS OUT IS 329. SO -- STILL CONTINUES TO BE THE BEST BET FOR US. SO, REGULATORY AND LEGISLATIVE ISSUES. THERE IS NOT A LOT HAPPENING. THEY ARE ABOUT TO BRING THE WHOLE COMMUNITY TOGETHER FOR THAT LEAVE, THEN SHOULD HAVE THAT PROBABLY COMPLETED BY SEPTEMBER. NOW, THAT DOESN'T MEAN WE WILL HAVE A BUDGET BEFORE OCTOBER 1ST. I WOULD SINCERELY DOUBT THAT. IT WILL PROBABLY BE CLOSER TO CALENDAR YEAR '25 BEFORE WE EVEN HAVE A FULL FEDERAL BUDGET WITH A SLASHING YEAR AND ALL KINDS OF THINGS GOING ON. SO, WE KIND OF EXPECT TO BE IN LIMBO THROUGHOUT THE FIRST QUARTER OF FY '25. FOR OUR FEDERAL ISSUES. CURRENT PROJECTS -- SO, YOU MAY REMEMBER THAT WE HAD THE PRESENTATION IN APRIL ABOUT THE TERMINAL PROJECT, AND TRYING TO DO ALL OF THAT IN ONE PACKAGE THAT HAS SAVINGS ASSOCIATED WITH IT THAT OUR ARCHITECT ESTIMATES. BUT, JUST BECAUSE OF THE SCALE OF IT.

TALKING WITH THE CITY MANAGER, WE BELIEVE IT IS GOING TO BE BEST TO WAIT MAYBE ANOTHER YEAR BEFORE WE ACTUALLY DO THIS, AND POSSIBLY EVEN GIVE COUNSEL THE OPTION OF PHASING IT, AND THIS IS ALL ABOUT THE LOCAL MONIES IT IS GOING TO COST. WE ARE GOING TO A MEETING WITH OUR ARCHITECT, AND OUR CAPITAL PLANNING CONSULTANT, AND LOOK AT WAYS TO BREAK THIS DOWN INTO PHASES, WHICH IS HOW IT WAS ACTUALLY ORIGINALLY SET UP UNDER THE MASTER PLAN. BUT, WE WANTED TO GO BACK AND LOOK AT THAT, LOOK AT THE FEASIBILITY, TAKE CARE OF OUR PRIORITY FIRST, WHICH IS THE BOARDING AREA. IT IS JUST SO CROWDED RIGHT NOW. TAKE CARE OF THAT FIRST, THEN COME BACK AND PHASE IN THE OTHER PRIORITIES WITHIN THAT WHOLE PLAN. WE JUST MAY HAVE TO DO IT OVER A SERIES OF SEVERAL YEARS INSTEAD OF ONE PROJECT THAT WOULD PROBABLY TAKE TWO YEARS, BUT DO IT OVER SEVERAL PHASES, BIDDING THOSE OUT AND SUCH. SO, WE GET THOSE OPTIONS TO YOU, AND WE TAKE THAT TO COUNCIL AS A PRESENTATION . SO, EVERYBODY HAS A CHANCE TO CHIME IN AND LOOK AT WHAT WE ARE PROPOSING, AND TAKE A CRITICAL LOOK AT IT, AND SEE WHAT YOUR THOUGHTS ARE, AND WE WILL TAKE THAT TO COUNCIL. THE AIRCRAFT RAMP PROJECT, THAT IS FOR THE AIRTIGHT AIR TANKERS, THE FOUR TIGHT AIR TANKERS. THEY ARE FINALIZING PLANS NOW WHO ARE AT 90% PLUS ON THE DESIGN AND WE HAVE TO GO TO STAFF REVIEW BEFORE WE PUT OUT THE BID. SO, I REALLY THINK WE WILL RUN OUT ON THE BID IN ABOUT TWO WEEKS AND HAVE THE OPENING IN ABOUT SIX WEEKS LATER. SO, WE ARE PRETTY MUCH ON TRACK. I WANTED TO START CONSTRUCTION SEPTEMBER 1ST, THEREABOUTS, BUT PROBABLY WOULD BE CLOSER TO OCTOBER 1ST BEFORE WE DO THAT. SO, I THINK BY LEAVING THIS, THIS IS GOING TO BE A VERY LARGE PAVING PROJECT FOR THE CITY. SO, I WANT TO MAKE SURE WE HAVE PLENTY OF TIME FOR THE CONTRACTORS TO LOOK AT THIS AND THE BEST PRICE SO THAT THEY HAVE PLENTY OF TIME TO PUT ALL OF THEIR NUMBERS TOGETHER. WE ARE JUST

GOING TO HIGHBALL IT. >> HOW LONG WILL THAT TAKE?

>> ABOUT 18 MONTHS, CONSTRUCTION TIME. THE CAR RENTAL QUICK TURN FACILITY, THIS IS SOMETHING THAT WAS ABOUT 60% DESIGNED AND WE STOPPED AND WE WANTED TO MAKE SURE WE HAD ALL PLAYERS ON BOARD, AND WE HAD PAVARD CAPITAL COME ONTO THE AIRPORT AS A FRANCHISEE. NOW THAT THEY ARE ON BOARD, WE WILL HAVE A MEETING WITH THEM TOMORROW WITH ALL OF THE CAR RENTAL COMPANIES TOMORROW. JACOME AND ANNE MARTIN IS THE PROJECT MANAGER ON THE STAFF WHO WILL TALK ABOUT WHAT THE COMPANY WANTS OUT OF THIS CONSOLIDATED FACILITY. SO, WE ARE GOING TO PICK UP THE DESIGN AGAIN AND LOOK AT SOME OPTIONS TO EXPEDITE CONSTRUCTION. WE ARE ANTICIPATING THIS PROJECT TO BE ABOUT 4 1/2 MILLION DOLLARS, $5 MILLION. WE HAVE ALMOST $3 MILLION COLLECTED TOWARD IT RIGHT NOW WITH THE CUSTOMER FACILITY CHARGE, WHICH IS A THREE DAY CHARGE ON EVERY RENTAL CAR RENTED FROM THE AIRPORT. SO, WE MAY WANT TO LOOK AT RAISING THAT CFC FROM THREE DOLLARS TO SOME OTHER AMOUNT TO ACCELERATE THAT COLLECTION TIME. AND/OR MAYBE LOOK AT THIRD-PARTY FINANCING, AS WELL. SO, LOOK AT A COUPLE WAYS -- WHAT WE DON'T WANT TO DO IS TAKE OUT DEBT FOR THIS. IT IS NOT NECESSARY. WE DON'T THINK IT IS NECESSARY. THE CITY TAKE OUT DEBT. WHEN I SAY "THIRD-PARTY FINANCING," THAT WOULD BE ESSENTIALLY -- WELL, WE HAVEN'T WORKED OUT DETAILS, YET. BUT, IT WON'T BE THE CITY TAKING ON DEBT TO BUILD THESE FACILITIES.

PROCESS? >> SO, IT IS A SINGLE BUILDING WITH THREE BAYS FOR EACH CAR RENTAL COMPANY. THEY WOULD HAVE THEIR OWN BASE SO THEY CAN CLEAN VEHICLES. THERE WOULD BE

A CAR WASH, A SINGLE CAR WASH THEY WOULD ALL USE, AND ABOVEGROUND FUELING FACILITY THERE, THEN PLENTY OF ROOM FOR PARKING. THEY HAVE ALSO INDICATED A DESIRE TO HAVE SOME ELECTRIC VEHICLE CHARGING STATIONS THERE, TOO. ALL OF THE COMPANIES ARE GOING TO SOME EVS. HERTZ WAS ALL IN ON EVS A COUPLE OF YEARS AGO AND THEY REALLY PULLED BACK ON THAT, I UNDERSTAND IT IS JUST NOT FEASIBLE TO DO THAT AT THIS POINT. BUT, I'M GLAD TO GET THIS BACK ON TRACK. IT HAS BEEN SITTING THERE ON THE SHELF FOR ABOUT A YEAR AND A HALF, REALLY, MAYBE EVEN A BIT LONGER THAN THAT.

>> I THINK, ALEX, DIDN'T HE DO ONE LATER IN THE SPRING, OR WINTER? YEAH, WE HAVE DONE ONE THIS YEAR, I'M PRETTY SURE THAT WE HAVE. AND THAT WILL BE PART OF THE CONVERSATION. AND THE CAR RENTAL COMPANIES CERTAINLY KNOW -- RIGHT NOW, WE ARE PROBABLY MIDDLE OF THE PACK AT THREE DOLLARS. BUT, WE HAVE ROOM TO GO UP. AND IT WOULD BE, I WOULD THINK, ONLY LONG ENOUGH TO GET US THAT COLLECTION THAT WE WANT, THEN ONCE WE HAVE THE COLLECTION DONE, TO FUND THE CONSTRUCTION, WE CAN BRING IT BACK DOWN AND IT JUST FUNDS THE MAINTENANCE OF THAT BUILDING.

DIFFERENT AIRPORTS HAVE DIFFERENT MODELS. THEY MAY LET THAT STAND AS THE LEASE PAYMENT FOR THE CAR RENTAL COMPANIES, SO THEY DON'T HAVE TO PAY A LEASE ON THAT SO IT GIVES US LEASE REVENUE AND MAKES THEM REVENUE FOR IT. OUTSTANDING MAINTENANCE REPAIRS, WITH THE TERMINAL EXPANSIONS AND IMPROVEMENTS BEING PUSHED OFF POSSIBLY FOR A FEW MORE YEARS, AT LEAST, CITY MANAGER AND I HAD A DISCUSSION A COUPLE OF WEEKS AGO ABOUT REBUILDING THE ESCALATORS INSIDE. YOU KNOW, WE HAVE HAD THOSE SHUT OFF SINCE DECEMBER, BECAUSE WE COULDN'T KEEP THEM RUNNING. BECAUSE LITERALLY SPENT TENS OF THOUSANDS OF DOLLARS THIS PAST FISCAL YEAR AND EVEN CALENDAR YEAR, WELL, THIS PAST FISCAL YEAR ON TRYING TO GET THOSE FIXED. AND THEY RAN FOR ABOUT TWO OR THREE DAYS, AND THEN THEY STOPPED. THEY JUST NEED TO BE REBUILT. THEY ARE 22 YEARS OLD SO WE HAVE ASKED SCHINDLER TO GIVE US A QUOTE ON REBUILDING THOSE. I SHOULD HAVE THAT QUOTE BY THE END OF THIS WEEK. FROM THE LAST I HEARD FROM THEM. SO, WE MIGHT BE DOING SOMETHING LIKE THAT IN ORDER TO GET THAT CONVENIENCE BACK TO OUR PASSENGERS, AND IT JUST LOOKS TERRIBLE, I AM VERY MUCH AWARE OF THAT. I LOOK AT IT EVERY DAY, I SHAKE MY HEAD.

SO, WE WANT TO LOOK INTO THAT AND SEE IF WE CAN FUND GETTING

NOW, IN THE TERMINAL PROJECT, WE WOULD ULTIMATELY GET RID OF THEM AND REPLACE THEM WITH ELEVATORS AT DIFFERENT

LOCATIONS. >> I WOULD JUST LIKE TO SAY THAT IN THE NEW TERMINAL PROJECT, TO ME, THAT WAS AN ACHILLES HEEL AND IT COULD BE THAT I JUST DON'T UNDERSTAND -- I DEAL WITH ELEVATORS EVERY DAY AT MY OFFICE, AND YOU ARE ALWAYS WAITING ON ONE, AND IT SEEMS LIKE AN ESCALATOR, EVEN THOUGH IT IS A MAINTENANCE ISSUE, IT WOULD TRANSPORT PEOPLE QUICKER AND PROBABLY THE NUMBER OF PEOPLE AND HOW ERRATICALLY THEY COME TO HIT AN ELEVATOR IN TIME TO GO UP ONE FLOOR, SO THAT IS ONE THING I JUST FELT THE NEED TO MENTION.

I HAVE SEEN THE PICTURE OF IT, BUT HE AWARDED THOSE AND I AM NOT SURE WHEN THEY ARE GOING TO COME IN, BUT IT LOOKS LIKE IT WILL BE MORE OF AN HONOR SYSTEM TYPE OF VENDING, ON THE BROCHURE, I'M NOT SURE OF THE DETAILS.
