APPARENTLY NONE OF THE DESIGNS FOR THE NEW TERMINAL NOTHING NEW TERMINAL, THE EXPANSION OF TERMINAL DESIGNS INCLUDE ESCALATORS SO THAT WAS A BIT SURPRISING BECAUSE I KNOW WE ARE LOOKING AT 2 TO 4 YEARS OUT, BUT IF NONE OF THE DESIGNS INCLUDE THE ESCALATOR, BEST CASE SCENARIO THE DESIGN AND RENOVATION STARTS HAPPENING IN TWO YEARS, COULD BE FOUR LET'S A TWO WE SPENT 350,000 ON ESCALATORS DOWN TO BAGGAGE CLAIM AND THEN WE ARE REMOVING OR CLOSING OFF FOR RENOVATION BECAUSE OF THE DUST OR WE NO LONGER NEED THEM. IF WE ARE CONSISTENT WITH THE PAST COUPLE ISSUANCES OF DEBT WHEN IT COMES TO THESE PROJECTS WE GO FOR VOTER APPROVAL AND WE DON'T KNOW IF THE VOTERS WOULD APPROVE THIS OR NOT. THERE ARE A NUMBER OF THINGS THAT ARE REALLY CRITICAL AND ESSENTIAL THAT I DON'T THINK ANY CRYSTAL BALL CAN SAY WHAT THE OUTCOME MIGHT BE. BECAUSE IT IS IMPORTANT TO HAVE A FUNCTIONING AIRPORT I HAVE ASKED TO BRING THIS FORWARD FOR CONSIDERATION.

THAT BY TEXAS LEGISLATIVE CODE, EVERY CONTRACT DELIVERABLE OR EVERY CONTRACT IN WHICH THE DELIVERABLES ARE OUTLINED HAS WHAT IS CALLED A RECAPTURE, WE LIKE TO INFORMALLY CALL IT A CLAW BACK SO WHEN THE COMPANY PERFORMS AND SPENDS THE MONEY, THEY COMMIT TO SPENDING. THEY ARE INVESTING IN THE CITY OF ABILENE. WHEN THE INVESTMENT HAS BEEN MADE, THEN BY CONTRACT, WE AGREE TO PARTNER WITH THEM TO SUPPORT THAT INVESTMENT. IN THIS CASE THIS IS A MANUFACTURING OPERATION, THIS COMPANY IS COMMITTED TO INVESTING $87,800,000. SO, THEY WILL BEGIN TO INVEST THIS IN PROJECTED RIGHT NOW, THESE ARE PROJECTIONS. THE RESOLUTION DICTATES THE EXACT TERMS THAT YOU ALL ARE SUPPORTING. AGAIN THEY PROJECTED $87.8 MILLION.THEY ARE PROJECTING TO BEGIN THAT SPEND IN LATE 2025 OR EARLY 2026. THE NAME OF THE COMPANY WILL BE DISCLOSED, ONCE THERE IS A CONTRACT AND ONCE THE COMPANY IS IN A POSITION TO BEGIN SPENDING THE $87.8 MILLION. THE JOBS RETAINED COMMITTED TO WILL BE 104, JOBS CREATED IS 26. THE PROPOSED INCENTIVE IS $10,536,000. AGAIN THAT PROPOSED INCENTIVE IS WHAT WE ARE ASKING THE COUNCIL TO APPROVE TODAY. THIS IS A LOOK AT MOST OF THE LOGOS OF COMPANIES THAT THE DEVELOPMENT CORPORATION HAS PARTNERED WITH OVER 35 YEARS. IN THE LAST FIVE YEARS, THE DEVELOPMENT CORPORATION HAS ENTERED INTO 39 AGREEMENTS, CONTRACTS OF WHICH 32 HAVE BEEN WITH LOCAL EXISTING COMPANIES. WE ARE VERY FOCUSED ON ENSURING THAT COMPANIES THAT ARE IN ABILENE HAVE THE SUPPORT IN ORDER TO GROW AND PROSPER IN OUR COMMUNITY. BOARD OF DIRECTORS AND THE LAST SLIDE I HAVE IS THE IMPACT OF THOSE PROJECTS THAT I OUTLINED, THE IMPACT OF THOSE PROJECTS OVER THE LAST FIVE YEARS.
