WHEREAS NATIONAL SERVICE DOG MONTH IS AN IMPORTANT MONTH TO SPREAD THE WORD ABOUT SERVICE DOGS AND THE INVALUABLE IMPACT THEY HAVE ON LIVES WITH PEOPLE WITH DISABILITIES. CANINE COMPANIONS IS NONPROFIT FOUNDED IN 1975 TO PROVIDE SERVICE DOGS TO CHILDREN, ADULTS AND VETERANS WITH DISABILITIES AT NO COST. AND HARDIN SIMMONS UNIVERSITY IS TRAINING DOGS WITH THE PT STUDENTS SO THEY CAN HELP PROVIDE THIS MUCH-NEEDED SERVICE TO OUR COMMUNITY. AND WHEREAS AMONG THE 64 MILLION AMERICANS LIVING WITH A DISABILITY, ONLY A SMALL FRACTION ABOUT 16,000 BENEFIT FROM THE ASSISTANCE OF A SERVICE DOG. WE ARE EXCITED TO HONOR HARDIN SIMMONS AND THE GREAT WORK THEY ARE DOING TODAY AS WE STRIVE TO BECOME AN INCLUSIVE COMMUNITY WHICH ALL CITIZENS EMBRACED. AND I'D LIKE TO INTRODUCE THE PUPS WE HAVE. DOWN HERE IS PARLY. PARLY IS BEING RAISED PRIMARILY BY THE REGISTRAR'S OFFICE AND OUR DISABILITY SERVICE OFFICE. THIS IS SERRANO FROM THE SAME LITTER AND ALL AFTER FOODS. SERRANO IS RAISED BY OUR NURSING DEPARTMENT, HENDRICK STAFF AND FACULTY FROM OUR ENGINEERING DEPARTMENT. THIS IS SESAME IS BEING RAISED BY THE PHYSICAL THERAPY DEPARTMENT AND PARLY AND DOWN HERE IS NON-THEY ARE ALMOST SEVEN MONTHS OLD. SESAME AND SERRANO ARE NINE MONTHS OLD. AND RAISED BY OUR PHYSICAL THERAPY DEPARTMENT IT IS OUR PLEASURE TO RAISE THESE SERVICE DOGS TO GIVE THEM TO INDIVIDUALS WHO TRULY NEED THEM. PEOPLE ALWAYS ASK IS IT DIFFICULT TO GIVE THEM UP? YES. AND THE REASON I SUPPORT AND ASK FOR THAT INITIAL CHANGE, ALMOST 30 YEARS AGO, MS. GLADYS ABOR AND JAMES ABOR LIVED IN THE HEART RIGHT IN THE DEPTHS OF NORTH 13TH STREET. AND I ACTUALLY RIGHT ACROSS THE STREET FROM SEVERAL PLACES THAT WERE VERY HIGH IN CRIME AND OTHER ACTIVITIES. AND FOR SEVERAL YEARS, JAMES AND MRS. GLADYS ABOR, JAMES HAD RETIRED WORKER FROM THE CITY OF ABILENE. MRS. GLADYS ABOR RETIRED NURSE FROM HENDRICKS HOSPITAL. HAD TO ENDURE AND SUFFER THROUGH MANY NIGHTS AND DAYS OF UNREST AND OTHER THINGS THAT TRANSPIRED IN FRONT OF AND AROUND AND ALONG THE STREETS OF NORTH 13TH, ASH STREET, AS WELL AS PALM STREET. AFTER SEVERAL YEARS, AS IT BEGAN TO GET WORSE, MRS. ABOR WITNESSED SEVERAL TEENS AND KNEW OF SEVERAL YOUNG MENS THAT WERE KILLED FROM DRUG TRANSACTIONS NOT TOO FAR FROM WHERE THEY LIVED. SHE FINALLY GOT TO THE POINT WHERE SHE COULD NOT ENDURE ANYMORE AS THEY BEGAN TO GET UP

ABOR GAVE ME A PHONE CALL AND ASKED IF SOMETHING COULD BE DONE TO INITIALLY ADDRESS THE PROBLEM THAT WAS EXISTING IN THE NEIGHBORHOOD. AND YES, CRIME HAD BEGAN TO ENCROACH. CRIME HAD BEEN ON AN UPRISE. FRTD WAS TAKING PLACE. A CONVERSATION BEGAN WITH CHIEF MELVIN MARTIN AND HIS STAFF JAMES, THE COUNTY JUDGE, COUNTY WORKERS, CITY WORKERS, PROMINENT LEADERS IN OUR COMMUNITY. AND WE DECIDED THAT WE WOULD TAKE ACTION. I ATTENDED A MEETING THAT LASTED 13 MINUTES THAT WAS ALLOWED FOR THE PUBLIC AND TO ME A 13-MINUTE MEETING IS NOT CREATED FOR DISSEMINATION. AT THIS MEETING THE CHAIRMAN WANTED TO EXTEND OPPORTUNITIES FOR THE PUBLIC TO ENGAGE AND WANTED TO DO IT THROUGHOUT THE MEETING AND THE ATTORNEY QUICKLY POINTED OUT THAT ALL HE HAD TO DO BY LAW WAS OFFER ONE AT THE BEGINNING AND HE WAS COVERED.

SOME OF THOSE KEY AMENITIES INCLUDE A SIGNATURE MARINA AND BOAT SLIPS AND A NEW JETTY. IT ALSO INCLUDES LODGES, THE IDEA OF STAY AND PLAY. BUT PART OF THE COOLEST PART IS THE OPPORTUNITY FOR A REVENUE GENERATING RECREATIONAL FACILITY WHICH WE ARE CALLING ADVENTURE TO YOURS. TOWERS. THIS IS THE PRIORITIZATION AND COST BREAK DOWN. THIS SPECIFICALLY DOES NOT HAVE ANY TOP TIER IMPROVEMENTS BECAUSE IT'S STILL FUNCTIONAL EVERYTHING SEEMS TO BE WORKING.

IT IS NOT A FIELD IT'S MEANT TO BE A SMALL SCALE TO MANAGE CAPACITY FOR FOLKS JUST IN CASE ANY SORT OF DISTURBANCE ALONG THE PRIVATE RESIDENCES THERE. SIMILAR TO NORTHEAST, THERE IS NO TOP TIER IMPROVEMENTS PROPOSED. THERE ARE NO SHORT-TERM IMPROVEMENTS PROPOSED HERE.

IN 2005, 19 YEARS AGO THE CITY OF ABILENE DESIGNATED THE LAKE AS A SUPER NEIGHBORHOOD AND THEY TASKED THE LAKE ASSOCIATION TO DEVELOP A NEIGHBORHOOD PLAN. WE SPENT 18 MONTHS CONSECUTIVE MONTHS COMING TOGETHER AS AN ASSOCIATION TO TALK ABOUT THE DEVELOPMENT OF THE LAKE AND WHAT WE SAW AS THINGS THAT WE WANTED TO HAVE HAPPEN. AND WE DISCUSSED UTILITIES. STREET PAVING. MOST OF THE STREETS WERE NOT PAVED AT THE TIME. POLICE AND FIRE PROTECTION. OWNERSHIP OF THE LEASED LOTS WHICH MOST OF US LIVED ON THAT SOON BECAME OWNED LOTS. WE ACTUALLY DIDN'T GET OUR OFFER LETTER UNTIL 2015. TO BRING THAT FORWARD, IN 2006 WE HAD DONE QUITE A BIT OF WORK ON OUR NEIGHBORHOOD PLAN. THE CITY WAS HAVING A BOND PACKAGE PROPOSAL SET UP. AND WE DECIDED THAT WE WOULD GET INVOLVED AS A NEIGHBORHOOD. AND WE REQUESTED STREET LIGHTING. WE REQUESTED ROAD PAVING BUT WE ALSO REQUESTED 1.5 MILLION DOLLARS IN PARK IMPROVEMENTS FOR THE ONLY TWO NAMED PARKS AT THE TIME WHICH WAS JOHNSON AND CB. THE CITY SAID IT WAS UNHEARD OF FOR A NEIGHBORHOOD TO REQUEST PARK IMPROVEMENTS IN THEIR PARK. AND IT WOULD HAVE TO GO TO A VOTE WHICH YOU ALL KNOW HAPPENS. WELL, WE FOUND OUT THAT THE CITY OF ABILENE CITIZENS VOTED FOR THOSE PARK IMPROVEMENTS AND THEY WANTED IT SPECIFICALLY IN THE LAKE. IT REMAINED VACANT UNTIL 2002 WHEN THE PROPERTY WAS REZONED TO 76 AND ADDED 48 ACRES OF LAND TO THAT. AND SINGLE FAMILY HOMES WOULD MAKE THOSE LOTS QUITE LARGE SO MY CLIENT WOULD LIKE TO BE ABLE TO DEVELOP WHATEVER THEY POSSIBLY CAN WITH CONSIDERING THE EXISTING INFRASTRUCTURE BOTH WATER, SEWER AND THE STREETS. AND THEN THERE IS A PARTICULAR PIECE OF IT ON THAT WEST SIDE YOU CAN SEE THERE IS A DRAINAGE DITCH IT'S CONCRETE AND THE SECTION NOT REZONED AS WELL, THAT IS ALSO FOR DRAINAGE AND THE -- IT HAS INTERESTING BREAKS IN THE LAND HALFWAY THROUGH FOR STORMWATER AND SO, AGAIN, JUST TRYING TO MAKE SURE THAT THEY CAN DEVELOP WHAT THEY CAN WITH WHAT THEY ALREADY HAVE AND NOT ADD TOO MUCH MORE INFRASTRUCTURE.
