I CALLED THE LANDMARKS COMMISSION MEETING TO ORDER.

THIS IS THE ABILENE LANDMARKS COMMISSION. THE OF THE COMMISSION IS TO ADMINISTER THE PROVISIONS INAUDIBLE ] FOR THE PROTECTION AND PRESERVATION OF LOCAL HISTORIC PROPERTIES. THE COMMISSION ACTS ONLY AS A RECOMMENDING BOARD TO THE PLANNING AND ZONING COMMISSION AND CITY COUNCIL ON MATTERS OF HISTORIC OVERLAY ZONING.

HOWEVER, THE COMMISSION IS THE FINAL AUTHORITY FOR APPROVAL ON CERTIFICATE OF APPROPRIATENESS APPLICATIONS AND HISTORIC PROJECT TAX REDUCTION CASES. DECISIONS REGARDING CERTIFICATE OF APPROPRIATENESS -- I'M GOING TO PRACTICE THAT WORD -- MAY BE APPEALED TO THE PLANNING AND ZONING COMMISSION BY WRITTEN REQUEST TO THE PLANNING DIRECTOR OR HIS REPRESENTATIVE NO LATER THAN 15 DAYS FROM THE DATE OF THIS MEETING. DECISIONS REGARDING HISTORIC PROJECT TAX REDUCTION MAY BE APPEALED TO THE CITY COUNCIL BY WRITTEN REQUEST TO THE CITY SECRETARY NO LATER THAN 10 DAYS FROM THE DATE OF THIS MEETING. NORTH 3RD STREET. >> THE TRENTON I BUILT WAS ABOUT 1905 AND IS A ONE HALF STORY FRAME CLASSICAL REVIVAL DWELLING WITH A MODIFIED RECTANGULAR PLAN AND A LOW-PAGE TAPED ROOF PICK THE MAIN FACADE HAS A TWO-TIERED PORTICO WITH A CLASSICALLY INSPIRED RELIEF IN THE ENTABLATURE BETWEEN THE TWO FLOORS. THE LOWER FLOOR OF THE PORTICO PROJECTS OUTWARD FROM THE PARCH AND HAS A LARGE, SQUATTING COLUMNS WITH IONIC CAPITALS. SIMILAR SIZED AND DETAILED COLUMNS ARE USED ON THE REMAINDER OF THE PORCH. THE DORMER ALSO HAS COLUMNS WITH IONIC CAPITALS THAT ARE SMALLER THAN THOSE ON THE GROUND FLOOR.

HERE WE HAVE ATTACHED THE PROPOSED PAINT SAMPLES BUT THE APPLICANT IS PROPOSING WEDGWOOD GRAY FOR THE MAIN PLOTTING CLASSICAL WHITE BUT WITH THE TRIM. STAFF REVIEWED THE REQUEST PURSUANT TO THE SECRETARY OF THE INTERIOR'S STANDARDS WITH THE HABILITATION OF HISTORIC BUILDINGS. STAFF RECOMMENDS APPROVAL OF THE FOLLOWING ITEMS . REPAINTING OF THE EXTERIOR OF THE HOME, ADDING CEDAR FENCING TO THE BACKYARD AREA, AND ADDING METAL DECORATIVE FENCING TO THE FRONT OF THE HOME. THE STAFF RECOMMENDS DENIAL OF THE FOLLOWING ITEMS. ADDING A CARPORT TO THE CARRIAGE HOUSE/GARAGE AND THE DENIAL IS BECAUSE THE PROPOSED CARPORT DOES NOT MEET THE SECRETARY OF THE INTERIOR'S STANDARD OF CRITERIA. IF THE ITEMS ARE APPROVED BY THE COMMISSION, THE LAND DEVELOPMENT CODE SECTION 2.3.4.4 REQUIRES THAT THE WORK APPROVED IN THIS CERTIFICATE OF APPROPRIATENESS SHALL COMMENCE WITHIN SIX MONTHS OF THE APPROVAL OF THE LANDMARKS COMMISSION. IF THE WORK IS NOT COMMENCED WITHIN SIX MONTHS, THE CERTIFICATE OF APPROPRIATENESS SHALL EXPIRE.
