THIS IS THEIR REQUEST TO ABANDON CERTAIN PORTIONS OF NORTH 21ST STREET AND HICKORY STREET, LOCATED AT THE 13 AND 1400 BLOCKS OF NORTH 21ST STREET AND HICKORY STREET EXTENDED 420 FEET SOUTH OF THE INTERSECTION OF NORTH 21ST AND HICKORY STREET. HERE IS A LOCATION MAP SHOWING WHAT IS PROPOSED TO BE ABANDONED. IN THIS REQUEST. AND HERE IS A CURRENT ZONING MAP OF THE PROPERTY. NOT QUITE UP TO DATE. THE CURRENT SUBJECT PROPERTY IS CURRENTLY USED AS HENDRICK MEDICAL CENTER , IT'S A HOSPITAL, AND THEY INTEND TO USE THE AREA JUST SOUTH OF THIS REQUEST AS A PARKING LOT FOR PARKING AT THE HOSPITAL. WE SENT OUT NOTIFICATIONS WITHIN 200 FEET OF THE REQUEST AREA , WE RECEIVED NONE IN FAVOR OR OPPOSED. STAFF HAS FOUND THAT THIS REQUEST IS CONSISTENT WITH THE COMPREHENSIVE PLAN, SURROUNDING USES AND ZONING, THE CRITERIA FOR APPROVAL. STAFF RECOMMENDS APPROVAL SUBJECT TO THE FOLLOWING CONDITIONS. WHERE HENDRICK HOME HEALTH IS, THAT NORTH 19TH STREET ON THE WEST OF HICKORY STREET , HAS BEEN ABANDONED, AS WELL AS ORANGE STREET, EXTENDING NORTH FROM NORTH 21ST STREET, AND CALM PEER BOULEVARD, AS I MENTIONED, HAS BEEN ABANDONED RECENTLY. AND THEN CEDAR AND CYPRUS, A LITTLE BIT FARTHER SOUTH OF THIS REQUEST, HAVE ALSO BEEN ABANDONED. AS PART OF THE

IF YOU HAVEN'T SPENT A LOT OF TIME ON THIS SIDE OF THE CAMPUS, AND I WOULDN'T THOUGHT YOU IF YOU HADN'T, THIS IS A REALLY BUSY AREA FOR PEDESTRIAN TRAFFIC, PARTICULARLY AT OUR SHIFT CHANGE, THAT IS ABOUT 6:30 TO ABOUT 8:00, AND THAT IS BOTH A.M. AND P.M. SO, WE HAVE GOT A LOT OF FOLKS PARKING ON THE WEST OF HICKORY STREET, LOTS OF PARKING OVER THERE. AT SOME POINT, WE DECIDED THAT THE MAJORITY OF OUR CLINICAL STAFF WOULD WEAR DARK NAVY SCRUBS, SO WHEN IT IS DARK OUT, THEY ARE HARD TO SEE. WE HAVE GOT SOME FLASHING CROSSWALK SIGNS THAT HAVE HELPED, BUT WE KNOW OF SEVERAL STAFF THAT HAVE BEEN STRUCK ON HICKORY STREET. WE HAVE HAD SEVERAL NEAR MISSES.

WE HAVE A LOT OF FOLKS WITH MINIMUM MOBILITY CROSSING OVER FROM THE HENDRICK CENTER FOR REHAB BACK AND FORTH TO THE HOSPITAL, AND THEN OUR STAFF DOES RESPOND TO CODES AT THE HENDRICK CENTER FOR REHAB, SO WE DO HAVE FOLKS MOVING ACROSS AGREE WITH PURPOSE WHEN WE ARE NEEDED TO DO SO AT HICKORY CENTER. I'M SORRY, AT THE HENDRICK CENTER FOR REHAB BRIEF DIVISION FOR THIS IS THAT IT BECOMES UNIFIED PARKING BOTH FOR STAFF AND VISITORS TO THE HOSPITAL. WE ARE LIGHT ON PARKING TO THE WEST SIDE OF THE CAMPUS, AND WE FEEL LIKE IF WE ARE GOING TO ADD THAT MUCH JUST IN TRAFFIC, WE ARE GOING TO HAVE A HARD TIME AVOIDING INCIDENTS LIKE NEAR MISSES AND FOLKS GETTING HIT. YOU KNOW, LOOKING AT TRAFFIC ON THAT ROAD, THE BULK OF WHICH YOU SEE ON HICKORY IS HOSPITAL TRAFFIC, FOLKS COMING TO AND FROM THE HOSPITAL, AND THAT WILL BE ADDRESSED IN CHANGING SOME ROUTES FOR AMBULANCE AND OTHER THINGS, SO WE FEEL CONFIDENT THAT THIS IS A NET GAIN, BOTH FOR OUR CAMPUS AND FOR FOLKS MOVING THROUGH HERE. IT IS NOT AN AREA THAT YOU MOVE WITH A LOT OF HASTE ANYWAY. I THINK THERE ARE FOUR CURRENT SWAPS BETWEEN NORTH 18TH AND AMBLER, SO IF YOU TRY TO DRIVE THAT DURING ONE OF THOSE BUSY TIMES, YOU END UP WAITING. IT IS A REALLY SLOW PATH TO GET NORTH FROM NORTH 18TH, SO WE ARE HOPING THIS IS MINIMAL AS FOLKS HAVE ALREADY PROBABLY TRAINED THEMSELVES NOT TO USE THIS. I'M HAPPY TO TAKE ANY QUESTIONS IF

SO, I HAVE NEVER USED HICKORY KIND OF AS AN ARTERIAL STREET, BUT MY CONCERN, AND YOU ALREADY TOUCHED ON IT, IS THAT IT DOES HAVE A VIEW OF THE CENTRAL PRIMARY ENTRANCE TO THE SIMMONS CAMPUS, KIND OF FRAMED BY THE STREET.

ARE THERE PLANS TO DEVELOP ANYTHING HERE THAT MIGHT OBSTRUCT THAT VIEW FROM A MILE OR SO DOWN THE STREET?

HENDRICK IS CELEBRATING ITS 100 YEAR ANNIVERSARY THIS YEAR, WE PLAN ON BEING HERE FOR SEVERAL HUNDRED MORE. I DON'T KNOW WHAT THE LONG-TERM PLANS ARE, BUT KNOWING THAT THE UTILITIES THAT ARE IN THE EASEMENT THERE, IT WOULD MAKE A LARGE-SCALE BUILDING EXTENDING CLEAR ACROSS WHAT IS GREAT HICKORY REALLY DIFFICULT. BUT WE ARE ALSO GOING TO NEED TO MAINTAIN ACCESS FOR OUR FRIENDS AT THE FIRE DEPARTMENT FOR THE WORST-CASE SCENARIO THAT WE HOPE TO GO SEVERAL HUNDRED YEARS WITHOUT NEEDING.
