AND IT'S LIKE, WOW, I DIDN'T EVEN KNOW ANYTHING ABOUT IT BECAUSE IT'S NOT GOING TO COME UNTIL THE NEXT MEETING AND IT'S GOING TO BE ON CONSENT AGENDA.
AND THEN THE PUBLIC HAS A CHANCE TO COMMENT, BUT YOU ALL REALLY DON'T DISCUSS IT UNTIL THE LAST MEETING, WHEN IT'S PRETTY MUCH KIND OF THE END OF THE ROPE. AND THAT WAS EIGHT MONTHS AGO. AND NOW YOU'RE PUTTING IN DUPLEXES, WHICH INCREASES THE TRAFFIC, AND THERE'S NO INFRASTRUCTURE IN PLACE TO PREVENT THIS OVERWHELMING.
IT'S A DANGEROUS ROAD I LIVE OVER IN THAT NEIGHBORHOOD.
THERE'S NO LIGHTS, THERE'S ONLY STOP SIGNS. AND I'M JUST FRUSTRATED AT THIS POINT.
I GUESS YOU CAN TELL I'M FRUSTRATED THAT THE INFRASTRUCTURE SEEMS TO BE AN AFTERTHOUGHT, AND WE KNOW WE AS A CITY ARE GOING TO START MAKING SURE THAT WE HAVE THINGS IN PLACE SO THAT WE CAN BE SUCCESSFUL. AND THE CITIZENS DON'T ARE NOT THE ONES WHO HAVE TO PAY THE PRICE FROM YOUR LACK OF PLANNING.
AND TO PUT IN DUPLEXES HERE MAKES NO SENSE, BECAUSE THE INFRASTRUCTURE IS NOT THERE TO SUPPORT IT, BECAUSE OF HOW MANY PEOPLE LIVE IN THAT AREA AND HOW MUCH, HOW LITTLE ATTENTION HAS BEEN PAID TO THE TRAFFIC FLOW AND THE AMOUNT OF VOLUME OF CARS IN THAT NEIGHBORHOOD. SO I UNDERSTAND IT'S A PRIVATE RIGHT OF A PROPERTY OWNER TO DO DUPLEXES, BUT IT SEEMS THE PLANNING PART IS LACKING BECAUSE INFRASTRUCTURE SHOULD BE CONSIDERATION TO WHAT WE'RE DOING THERE.

SO TO REMIND YOU ALL THAT LAST YEAR, IN JUNE OF 2024, THE COUNCIL PASSED A RESOLUTION DECLARING THE CITY OF ABILENE TO BECOME ELIGIBLE TO PARTICIPATE IN TAX ABATEMENTS, AND THIS IS IN ACCORDANCE WITH THE PROPERTY REDEVELOPMENT AND TAX ABATEMENT ACT.IN ADDITION, THE COUNCIL ALSO ADOPTED A TAX ABATEMENT GUIDELINE WITH CRITERIA.

MAYOR AND COUNCIL, BEFORE YOU TODAY IS CONSIDERATION OF THREE TAX ABATEMENT AGREEMENTS.THIS IS WITH AN EXPANSION OF THE LANSING DATA CENTER PROJECT.
IT INCLUDES PHASE NINE, WHICH IS ONE DATA CENTER BUILDING, PHASE TEN, WHICH IS A SECOND DATA CENTER BUILDING AS WELL AS AN ELECTRIC GENERATION PLANT. SO EACH OF THESE PROJECTS HAVE 210 YEAR ABATEMENTS.
SO I'M GOING TO GO OVER THE TERMS OF EACH ONE OF THOSE FOR YOU.
PHASE NINE, WHICH IS A MINIMUM OF A 100,000 SQUARE FOOT DATA CENTER FACILITY, WHICH WILL BE COMPLETED BY JUNE OF 2028. IT WILL HAVE A MINIMUM TAXABLE ASSESSED VALUE OF $200 MILLION.
THE MINIMUM EXPENDITURE BY THE PRIVATE INVESTMENT IS $350 MILLION, WITH A TARGET OF 500 MILLION.
THERE IS A COMMITMENT FOR A MINIMUM OF 50 FULL TIME EMPLOYEES.
THE FIRST TEN YEAR TAX ABATEMENT IS A 75% TAX ABATEMENT.
THIS IS LESS THAN THE PRIOR ABATEMENT THAT WE DID PROVIDE FOR BUILDINGS ONE THROUGH EIGHT.
THERE IS A SECOND TEN YEAR TAX ABATEMENT, ALSO OF 75%.
THESE TERMS ARE THE EXACT SAME FOR PHASE TEN, WHICH IS ALSO ANOTHER DATA CENTER FACILITY.
I WILL NOT REPEAT THOSE BECAUSE THEY ARE THE EXACT SAME.
THE THIRD PROJECT IN THIS EXPANSION IS A GAS TURBINE POWERED ELECTRICITY GENERATION PLANT.
IT WILL BE COMPLETED BY JUNE OF 2028. IT HAS A MINIMUM ASSESSED VALUE OF 200 MILLION.
HOWEVER, THE THE INVESTMENT FOR THE CONSTRUCTION IS EXPECTED TO BE A MINIMUM OF 350 MILLION WITH A TARGETED INVESTMENT OF 500 MILLION. THIS PARTICULAR FACILITY WILL HAVE A MINIMUM OF 22 FULL TIME EQUIVALENT JOBS.
IT ALSO HAS THE 210 YEAR ABATEMENTS OF 75% EACH.
SO IN TOTAL, THIS EXPANSION PROJECT COVERS 340 ACRES.
THE MINIMUM ASSESSED TAXABLE VALUE IN WHOLE WILL BE ABOUT 600 MILLION.
IT WILL CREATE A MINIMUM OF 122 FULL TIME JOBS, WITH A COMMITMENT OF A BASE WAGE OF AT LEAST 57,600.
WHEN YOU INCLUDE BENEFITS, THAT BECOMES A TOTAL PACKAGE OF ABOUT 72,000 PER YEAR PER EMPLOYEE.
THE CONSTRUCTION OF THESE IMPROVEMENTS ARE REQUIRED TO ADHERE WITH ALL APPLICABLE FEDERAL, STATE, AND LOCAL LAWS AND REGULATIONS, AND ANY ASSIGNMENT OF THE ABATEMENT AGREEMENTS MUST BE APPROVED BY THE CITY COUNCIL.
