ON AUGUST 19TH, AND WE HAVE MINUTES FROM THE MEETING ON NOVEMBER 14TH.

AUGUST 19TH WAS OUR LAST FULL MEETING, AND THEN NOVEMBER 14TH WAS WHEN WE HIRED OUR NEW DIRECTOR, WHO WILL INTRODUCE IN JUST A MINUTE.

SO ARE THERE ANY DELETIONS, ADDITIONS OR CORRECTIONS TO THE MINUTES THAT HAVE BEEN PROVIDED TO US? IF SO, IF THERE'S NOTHING, I'LL ENTERTAIN A MOTION.

SO THIS IS OUR ANNUAL UPDATE OF THE SAFETY PERFORMANCE MEASURES.

THE PM1 SAFETY IS IS REQUIRED TO BE UPDATED ANNUALLY, AS IS THE TRANSIT AND SAFETY MANAGEMENT, THE PUBLIC TRANSPORTATION AGENCY SAFETY PLAN.

BOTH THOSE NEED TO BE REVIEWED AND CONFIRMED EVERY YEAR.

AND THEN, IN CONJUNCTION WITH UPDATING THE THE TRANSPORTATION IMPROVEMENT PROGRAMS, THE TIP THE OTHER ITEMS PERFORMANCE MEASURES NEED TO BE UPDATED.

WE ARE DOING THIS ALL AS ONE.

FIVE I GUESS FIVE SET OF FIVE IN ORDER TO MAKE IT EASIER FOR THE REVIEWERS TO CONFIRM THAT OUR ITEMS HAVE BEEN REVIEWED BY YOU AND APPROVED, WE HAVE TWO OPTIONS. WHEN WE WHEN WE DO THESE PERFORMANCE MEASURES, WE CAN EITHER AS AN MPO, WE YOU CAN EITHER MAKE YOUR OWN PERFORMANCE MEASURES, OR YOU CAN ADOPT THE PERFORMANCE MEASURES THAT TEXDOT AND THE DESIGNATED RECIPIENT OF THE TRANSIT FUNDS HAVE DONE.

THE TYPICAL FORM IN TEXAS IS TO ADOPT TEX DOT'S AND THE TRANSIT SO THAT THERE'S UNITY OF PURPOSE AMONG THE AGENCIES.

SO ITEM FIVE TAKE ACTION ON THE WALDRIP INTERCHANGE SAFETY PROJECT AND PINE STREET

[5. Receive a Report, Hold a Discussion and Public Hearing, and Take Action on the Waldrop Interchange Safety Project and Pine Street Safety Project.]

SAFETY PROJECT. OKAY. OKAY.

SO AS PART OF THE STATE STRATEGIC HIGHWAY SAFETY PROGRAM,

TXDOT REVIEWS CRASHES FOR HOTSPOTS AND SPECIFIC TYPES OF CRASHES THAT CAN BE FIXED WITH SORT OF A SYSTEM APPROACH.

AND TXDOT HAS A NEW TOOL THAT THEY ALSO LET MPOS USE.

IT'S AASHTO AIR SAFETY THAT IS REALLY GOOD AT DOING A NETWORK SCAN AND ANALYSIS AS PART OF USING THOSE DOING THE SHOW AND GETTING READY FOR THE UP OR THE UTP AND TIP TEXT IDENTIFIED A LOCATION OF CRASHES THAT THE FIX WOULD COST APPROXIMATELY THE SAME AS ABOUT $6 MILLION AS THE PINE STREET PROJECT COST, BUT IT DELIVERS BETWEEN 400 AND 800% MORE SAFETY BENEFIT.

ALSO, THE PINE STREET PROJECT IS NOT QUITE READY TO GO YET.

AND THIS PROJECT, THE WALDRIP INTERCHANGE, CAN BE LET IN 2027.

THE. LOOKING AT THE ANALYSIS, PINE STREET HAS 28 CRASHES OVER THE LAST FIVE YEARS VERSUS 144 AT THE WALDRIP INTERSECTION.

THERE WAS ONE ALSO WALDRIP HAD ONE FATALITY AND ONE SERIOUS INJURY CRASH DUE TO THE NATURE OF THE HIGH SPEED CRASHES.

THE PROPOSAL FOR WALDRIP INTERCHANGE IS TO LENGTHEN THE RAMP, CREATE A LONGER RUNOUT FOR DECELERATION, AND TO ABSORB SOME OF THE MOBILIZATION COSTS BY DOING IT IN CONJUNCTION WITH A MAINTENANCE PROJECT, SO THAT IT IS, AGAIN BUYING MORE SAFETY FOR THE SAME BASIC FUNDS.

THIS WOULD BE PUT INTO THE UTP AND TIP AHEAD OF PINE STREET.

SO THAT'S ACTUALLY WHAT THIS ITEM IS ASKING FOR IS IN OUR PRIORITIZATION PROCESS MOVING THE WALDRIP INTERCHANGE SAFETY PROJECT ABOVE THE PINE STREET PROJECT.

AND THEN IN THE NEXT TWO ITEMS, IF THAT IS WHAT YOU CHOOSE TO DO, THE NEXT ITEMS WOULD BE CONFIRMING THAT FOR BOTH UTP AND TIP.

ARE THERE ANY QUESTIONS ON THE WALDRIP INTERCHANGE SAFETY PROJECT? SO THE ONLY CHANGE JUST THAT EXTENSION OF THAT LOOP? YES, THAT THAT IS THE THAT IS WHAT THE SAFETY FUNDS WOULD BE USED FOR.

BUT THERE IS MAINTENANCE FUNDS THAT ARE BEING USED ALSO THAT ARE I GUESS DOWNSTREAM THAT THAT WOULD BE DONE IN CONJUNCTION WITH THIS TO, TO ARRANGE TO BETTER FACILITATE SOME OF THE FLOW IN THAT AREA ALSO.

BUT THE SAFETY PROJECT ITSELF IS, IS JUST THE, THE THAT RAMP LOOP. IS THERE GOING TO BE ANYTHING ASSOCIATED WITH THE MERGING LANES ON 8384. I JUST YEAH. BRYCE.

YES. THERE ARE OTHER IMPROVEMENTS AS PART OF THIS PROJECT.

FARTHER NORTH. THE ONE THING IS, THERE'S A LOT OF RIGHT NOW, CURRENT TURBULENCE IN THE OPERATION OF THE NORTHBOUND 83 TRAFFIC CAUSED BY THE ENTRANCE FROM LOOP 322 AS WELL AS THE ENTRANCE.

RIGHT AS THAT ONE IS JUST NOW GETTING ON.

WE HAVE THE ENTRANCE FROM HILL STREET THAT'S ALSO GETTING ON, AND THEN WE HAVE THE DOWNSTREAM EXIT TO FM 89.

AND SO, YES, AS PART OF THIS PROJECT THE WHOLE FUNDING SCENARIO WOULD INCLUDE IMPROVEMENTS TO NORTHBOUND 83 IN ORDER TO BRING THE WESTBOUND LOOP 322 TO NORTHBOUND WINTERS FREEWAY RAMP THAT WILL COME ON AS ACTUALLY AN ADDITIONAL LANE INSTEAD OF HAVING TO MERGE IN BUT IN ORDER TO DO THAT SAFELY, WE NEED TO REDIRECT THE ENTRANCE FROM HILL STREET BACK AROUND TO ACTUALLY THE ACCESS ROAD INSTEAD OF LETTING THEM GET IMMEDIATELY ONTO THE MAIN LANES, AND SO THAT THAT AUXILIARY LANE WILL EXTEND FROM LOOP 322 RAMP TO THE EXISTING FM 89 EXIT, AND THEN THE TRAFFIC THAT IS ON THE ACCESS ROAD STILL HAS THE EXISTING ENTRANCE TO THE NORTH, RIGHT BEFORE THE FM 89 INTERSECTION.

DOES THAT MAKE SENSE? AND BECAUSE OF ALL THAT THEY WERE DOING ON THE NORTHBOUND SIDE, BECAUSE THE GRADING AND EVERYTHING ELSE, WE'VE ACTUALLY ALSO GOT TO DO IMPROVEMENTS TO SOUTHBOUND 83, BASICALLY CLOSE THE MEDIAN UP WITH THE CONCRETE MEDIAN BARRIER.

SO IS THE IS THE PLAN STILL TO TRY TO COME BACK TO THIS PINE STREET PROJECT JUST IN THE NEXT THE NEXT PLAN OR.

AND 2032, IT LOOKS LIKE THE A POT OF OF FUNDING THAT WOULD BE AVAILABLE FOR THAT FOR

AFTER FIVE WAS APPROVED, RECEIVE A REPORT, HOLD A DISCUSSION AND TAKE ACTION ON PRELIMINARY SUBMISSION OF THE FY 2027 TO 2030 TRANSPORTATION IMPROVEMENT PROGRAM TIPS. THE TIP PROCESS FOR 2027 TO 2030 BEGAN IN NOVEMBER WITH A CALL FOR PROJECTS. TXDOT HE'S HAS COMPLETED THE PARTS OF THAT AND IN THE ABSENCE OF OF AN MPO DIRECTOR, DID SIGNIFICANT HELP IN GETTING THAT READY IN FEBRUARY.

IS THE THE SUBMITTAL FOR OF THE INITIAL DRAFT TIP FOR INFORMAL APPROVAL OR INFORMAL FISCAL REVIEW BY FHWA AND FTA, AND FOR FISCAL CONSTRAINT ACTIVITIES BY TXDOT. AND AS I MENTIONED EARLIER, MAKING SURE THAT IT IS FISCALLY CONSTRAINED AND PRIORITIZES PRIORITIZING PROJECTS THROUGH THAT THAT THIS SECTION, THE INITIAL PRELIMINARY DRAFT GOES THROUGH THIS PROCESS RUNS THROUGH APRIL WHICH IS YOUR NEXT MEETING. AND THAT WOULD AT THAT POINT WILL BE REQUESTING RELEASE OF THE TIP FOR PUBLIC COMMENT AND FINAL ADOPTION IN JULY.

SO IN YOUR MEETING, IT WOULD BE IN JUNE.

YOU'D YOU'D RELEASE THE TIP IN APRIL AND APPROVE IT IN JUNE, WHICH GETS US OUR, OUR SCHEDULE VERY, VERY NEATLY.

THE ONLY CHANGE RIGHT NOW, WHAT THE TIP IS, IS WE TOOK THE LAST TWO YEARS OF THE EXISTING 25 TO 28 TIP.

MOVE THOSE TO MAKE FOR THE FIRST TWO YEARS, 27 AND 28 OF THIS TIP 29 AND 30 DO NOT HAVE PROJECTS IN THEM YET. THERE ARE AT A STATEWIDE LEVEL, THERE'S NO FEDERAL AUTHORIZATION.

AND AND AT THE STATEWIDE LEVEL IS WHEN THE STIP WILL BE CONSTRAINED.

SO TXDOT HAS NOT PROGRAMED FUNDS FOR OUR AREA IN 29 AND 30, WHICH GIVES US SOME CUSHION OVER THE COURSE OF THE INITIAL REVIEW.

WE'LL FIND OUT HAVE A MUCH BETTER IDEA OF WHAT FUNDS ARE AVAILABLE GIVEN THE INFLATION OF PROJECTS, WHAT CAN BE PUT INTO 29 AND 30 AND THAT 29 AND 30 WOULD ALSO THEN HAVE ANOTHER CHANCE DURING THE DEVELOPMENT OF THAT TIP THAT THAT'S A REALLY LONG EXPLANATION.

BUT THE WE HAVE NOT DONE A CALL FOR PROJECTS FOR 29 AND 30, AND WE DON'T HAVE THE FUNDING IDENTIFIED FOR THAT UNTIL AFTER THE ADOPTION OF THE TIP AND UTP IN AUGUST. SO WHAT WE'RE LOOKING FOR NOW IS APPROVAL FOR SUBMISSION OF THIS PRELIMINARY DRAFT FOR FISCAL REVIEW BY TEXDOT AND FEDERAL HIGHWAY AND ONLY PROJECTS ARE LISTED IN 28 AND 29 OR 27 AND 28.

YEAR UNIFIED TRANSPORTATION PLAN UTP.

AS AS I MENTIONED BEFORE, AS TEXDOT IS GOING THROUGH THE ANNUAL UPDATE OF THE UTP AND ONE OF THE ITEMS ON ON THAT IS NEW PROJECTS.

ONE OF WHAT THIS ITEM IS DOING IS REQUESTING, AS PART OF WHAT TXDOT SUBMITTED, INCLUSION OF THE PINE STREET PROJECT IN 2032 AND AND MOVING THE WALDROP INTERCHANGE INTO 2027.

ONE OF THE THINGS I WANTED TO POINT OUT DURING THIS ITEM IS THE INFLATION THAT IS OCCURRING RIGHT NOW IN PROJECT COSTS BETWEEN 20 AND ON THE SLIDE 20.

BETWEEN 2016 AND 2025, THERE WAS AN 83% INCREASE IN PROJECT COSTS.

AND SO THAT A PROJECT THAT IS IN 2025 THAT COSTS $3.8 MILLION WILL COST OVER $5 MILLION

IN 2030. SO THAT IS GOING TO IMPACT THE PINE STREET PROJECT DIRECTLY.

THE WHICH IS ONE OF THE COMPOUNDING FACTORS IN PRIORITIZATION.

PRIORITIZING THAT PROJECT IS TAKING THAT INFLATION INTO ACCOUNT, WHICH IS WHY IT IS ACTUALLY BEYOND THE YEARS OF THE TIP.

SO THE UTP PROCESS BEGAN IN JANUARY, AND THE FIRST STEPS ONE AND TWO IS PROVIDING TARGETS TO THE DISTRICTS AT A WEEK AGO.

SO ABOUT TEN DAYS AGO, THE TEXAS TRANSPORTATION COMMISSION APPROVED THE TARGETS AND FUNDING AMOUNTS FOR EACH DISTRICT IN THE STATE.

TXDOT LAST WEEK SUBMITTED THE FINAL MOBILITY PROGRAM FOR OUR AREA, AND THAT IS BEING AS PART OF THE THE TIP AND UTP PROCESS BEING EVALUATED FOR FISCAL CONSTRAINT AND PRIORITIZATION.

I MENTIONED THE THE SWITCHING OF PINE STREET AND WALDROP.

OTHER THAN THAT, NONE OF THE MAINTENANCE AND GROUP PROJECTS HAVE BEEN LISTED.

THE THE TIP OR THE UTP IS REMAINING BASICALLY THE SAME AS WHAT WAS APPROVED LAST YEAR.

UNIFIED PLANNING WORK PROGRAM UP WHEN THE IN AUGUST YOU APPROVED THE 2026 2027 UNIFIED PLANNING WORK PROGRAM.

FEDERAL HIGHWAY APPROVED IT WITH SOME REQUIREMENTS.

THEY THEY MADE IT THEIR APPROVAL CONTINGENT ON ADDRESSING SOME OF THE REQUIREMENTS.

ALSO, SINCE THE APPROVAL AT FEDERAL LEVEL, SOME OF THE ADDITIONAL REQUIREMENTS FOR UP HAVE BEEN HAVE COME OUT ABOUT WHAT CAN AND CAN'T BE PUT INTO THE UP, ALONG WITH TEXDOT PROVIDING WORK ORDER NUMBER TWO, WHICH IS THE UPDATED LIST OF FUNDING AND PROVIDES AN UPDATED LIST OF FUNDING FOR 2027.

SO THOSE COMBINED WERE INCORPORATED INTO THE PROPOSED AMENDMENT TO THE UP BECAUSE OF THE VOLUME OF OF CHANGE IN TEXT.

I ACTUALLY INCLUDED BOTH THE TRACK CHANGE VERSION OF THE UP AND THE CLEAN VERSION.

THE CLEAN VERSION STARTS ON PAGE 121 121.

THE PAGE 75 IS WHERE THE TRACK CHANGE VERSION STARTS.

THE PRIMARY DIFFERENCE IS REMOVING ALL OF THE REQUIREMENTS RELATED TO CARBON, CARBON RELATED TO EQUITY AND THOSE THOSE ITEMS PER THE NEW EXECUTIVE ORDER.

AND THE FUNDING HAS ACTUALLY INCREASED IN 2027, BASED ON THE EARLY RETURNS OF FEDERAL AUTHORIZATION THAT HAS HAS RENEWAL OF THE FEDERAL AUTHORIZATION, WHICH EXPIRES AT THE END OF THIS FISCAL YEAR AND SO WOULD NOT APPLY TO 2027 UNLESS THERE IS A CONTINUING RESOLUTION.

THE PRINCIPAL CHANGE IN THE TEXT OF THE UPDATE IS ADDITIONAL FUNDING INTO TASK TWO, WHICH IS DATA GATHERING.

WITH THE EXPANSION OF THE MPO BOUNDARY THAT'S BEEN PROPOSED.

IN LOOKING AT IT, I DON'T FEEL COMFORTABLE WITH THE LEVEL OF FUNDING THAT WAS IN TASK TWO, ALTHOUGH TEXDOT I HEARD ON A CALL TODAY, TXDOT IS ACQUIRING DATA THAT THEY'RE GOING TO GIVE TO MPOS AS PART OF THEIR STATEWIDE.

THE FIRST ONE IS YES, BUFFALO GAP ROAD IS STILL GOING ON.

SIGNS ARE STILL UP. WE'VE ACTUALLY BEEN WAITING FOR WEATHER ATTEMPTS TO COME AROUND SO THAT WE CAN GET THE FINAL PAVEMENT MARKINGS DOWN ON THAT PROJECT, AND THERE IS A FEW OTHER LITTLE CLEANUP ITEMS THAT WE NEED THE CONTRACTOR TO ADDRESS.

THE NEXT TWO ROWS ARE ACTUALLY THE SAME PROJECT.

BICYCLE PED IMPROVEMENTS ON ARNOLD BOULEVARD FOR 3438 OUT OF NINE IS ANOTHER SAFETY PROJECT. THAT ONE IS TO INSTALL SIGNALS AT STATE HIGHWAY 36 AND MAPLE.

THAT'S RIGHT NEAR THE CEDAR CREEK TRAILHEAD.

AND SO I THINK IT'S TO HELP THE CITY SHARED USE PATH MAKE IT ACROSS STATE HIGHWAY 36.

ITEM TEN IS ANOTHER SIDEWALK PROJECT.

THAT ONE IS ANOTHER PARTNERING WITH LOCAL GOVERNMENT.

SO THAT ONE'S ON OLD ANSON ROAD FROM I 20 DOWN TO AMBLER.

IT'S THE IMPROVEMENTS ON 322 NEAR STATE HIGHWAY 36 INVOLVES SOME RAMPING AND SOME OTHER STUFF IN ORDER TO IMPROVE OPERATIONS AROUND THERE.

AGAIN, I GUESS EVERY TXDOT PROJECT IS A SAFETY PROJECT, BUT THESE HAVE SPECIFIC SAFETY FUNDS ASSOCIATED WITH THEM.

IT IS RAMP REALIGNMENTS ON INTERSTATE FOUR, OLD ANSON ROAD, THE RAMPS TO THE WEST BECAUSE OF ALL THE TRUCK TRAFFIC NEAR THE COUNTY AND ALL THE NEW INCREASED DEVELOPMENT GOING ON 17 IS GOING TO BE ANOTHER TRAFFIC SIGNAL PROJECT.

THE LOCAL GOVERNMENT AND THEN 18 IS OUR REPAVING OF 277 FROM WINTERS FREEWAY OUT TO THE PREVIOUS PROJECT.

THAT'S WHAT I'VE GOT ON THE LIST RIGHT NOW.

JUDGE ELY, THAT OVERPASS GOES OVER THE INTERSTATE.

CORRECT THE OTHER WAY AROUND INTERSTATE.
