WE ARE PRESENTING YOU AND HONORING YOU AND RECOGNIZING YOU FOR THE OUTSTANDING AIRMAN AT DYESS AIR FORCE BASE WITH THE UNWAVERING DEDICATION AND INVALUABLE CONTRIBUTIONS THAT YOU MAKE TO THE ABILENE CITY AND ITS RESIDENTS.

SHE HAS EXHIBITED SUSTAINED SUPERIOR PERFORMANCE OVER THE LAST YEAR, AND I'M IN THE MILITARY, SO I TALK IN BULLET FORMAT AND I THINK IN BULLET FORMAT.

SO I'M GOING TO READ A COUPLE OF BULLETS JUST OF THE THINGS THAT SHE DID RECENTLY, SHE JUST GOT BACK FROM LEADING ON THE SPOT.

PLANNING AND EXECUTION OF THE JOINT EXERCISE, BAMBOO EAGLE, WHERE SHE PRODUCED 14 SORTIES, FOCUSED ON THE INTEGRATION WITH FIGHTER AIRCRAFT AND THEIR DISPERSED OPERATION CONCEPT.

SHE DEPLOYED TO AIR FORCE CENTRAL COMMAND, AND SHE LED THE AIR FORCE CENTRAL COMMAND'S AIR MOBILITY DIVISION TO TEAM OF THE MONTH, SYNCHRONIZING 16 INTERNATIONAL PARTNERS WITH HER TEAM OF SIX TO PRODUCE 2900 COMBAT SORTIES AND MOVE OVER 5.4 MILLION POUNDS OF CARGO THROUGHOUT THE CENTCOM AOR. SHE ALSO CONTROLLED THE AIR OPERATIONS CENTER'S FIRST REAL WORLD EXECUTION OF THE AIR FORCE'S AGILE COMBAT EMPLOYMENT CONCEPT, WITHDRAWING 255 PERSONNEL AND EIGHT AIRCRAFT FROM IRAN'S IMMINENT THREAT OVER THE LAST SUMMER.

SHE COURTED THE NONCOMBATANT, COORDINATED THE NONCOMBATANT EVACUATION OF 694 DEPARTMENT OF STATE PERSONNEL AND 11,000 POUNDS OF CLASSIFIED ITEMS FROM THREE U.S.

EMBASSIES IN RESPONSE TO POTENTIAL IRANIAN ATTACK.

SHE STEERED THE INTEGRATION OF THREE C-17S AND TWO C-130S TO EXECUTE HUMANITARIAN AID IN SUPPORT OF 200 MILLION VICTIMS DUE TO CATASTROPHIC FLOODING THROUGHOUT PAKISTAN. AND FINALLY, SHE SYNCED WITH THE AEROMEDICAL EVACUATION TEAM TO LEAD 28 AIRLIFT MISSIONS, AIRLIFTING 223 CRITICAL WOUNDED SOLDIERS OUT OF THE CENTCOM AOR.

SO SHE'S DONE A LOT. SHE CONTINUES TO EXHIBIT SUSTAINED SUPERIOR PERFORMANCE, AND WE'RE VERY PROUD OF HER.

I'M VERY HAPPY TO COME AND PRESENT TO YOU ONE OF OUR OUTSTANDING PERFORMERS MASTER SERGEANT CLAUDIO CASTILLO.

HE HAS DONE A LOT OF THINGS FOR OUR BOMB WING.

SPECIFICALLY. WHY HE'S HERE IS DURING THE SNOWSTORM SNOW SNOWSTORM.

FERN WHICH WE WEREN'T EXPECTING SNOW OPERATIONS TO HAPPEN HERE IN TEXAS, IN ABILENE.

WITH LIMITED EQUIPMENT AND RESOURCES, HE WAS ABLE TO RECOVER THE AIRFIELD THREE DAYS EARLIER THAN EXPECTED.

HE MANAGED ABOUT 48 PERSONNEL, SYNCHRONIZED ABOUT SIX UNITS ON THE BASE IN ORDER TO HIT THE OBJECTIVE OF CLEARING AND LAUNCHING THE AIRCRAFT AND GETTING NINE QUALIFICATIONS FOR OUR PILOTS THAT WERE CRUCIAL FOR THE COMBAT MISSION READY QUALIFICATIONS THAT THEY NEEDED.

AND IN A MOMENT, I'LL TELL YOU WHY. WE WERE ALSO ABLE TO GET OUR DELIVERY FOR OUR EXPLOSIVES.

WE GOT $200 MILLION OF EXPLOSIVES THAT WE NEEDED.

ALL THOSE EFFORTS AND PRIORITIES AND HOW HE SKETCHED EVERYTHING.

HE ALSO CREATED A SKETCH ON PRIORITY LIST AND SYNCHRONIZED ALL COMMANDERS ON BASE TO MAKE SURE THEY HAD DECISIONS.

CARD, SMART CARD ON HOW TO PRIORITIZE THE BASE AND HOW TO LAUNCH AND RECOVER OUR AIRCRAFT, WHAT THAT ENDED UP DOING. THESE EXPLOSIVES AND THE B-1S AND THE QUALIFIED AIRCREWS WERE DIRECTLY INVOLVED IN THE VENEZUELA OPERATIONS.

SO HERE IN ABILENE, WE WERE ABLE TO BE BECAUSE OF HIS EFFORTS, WE WERE ABLE TO LAUNCH THOSE AIRCRAFT AND MEET OUR OBJECTIVES IN THE MILITARY.

AND WHEREAS NOW IS THE TIME TO FOCUS ON SIMPLE STEPS YOU CAN TAKE TO PREPARE FOR THOSE TYPES OF SITUATIONS AND OTHERS IN YOUR HOMES, BUSINESSES AND SCHOOLS TO ENSURE YOUR SAFETY AND SECURITY IN A TIME OF CRISES.

AND WHEREAS THE CITY OF ABILENE OFFICE OF EMERGENCY MANAGEMENT ENCOURAGES CITIZENS TO MAKE PLANS NOW FOR THEMSELVES, AND FAMILY MEMBERS KNOW WHERE TO TAKE SHELTER AND WEATHER EVENTS.

MAKE A PLAN ON WHERE TO MEET FAMILY MEMBERS IF YOU BECOME SEPARATED AND ENSURE YOU ARE PREPARED WITH FOOD, WATER AND SUPPLIES TO SUPPORT YOURSELF AND LOVED ONES IN EMERGENCY SITUATIONS.

SHE COULD NOT FIND 15 MINUTES TO GIVE US TO DISCUSS THIS.

AND THIS IS ON THE CESAR CHAVEZ ISSUE, A VERY HOT ISSUE, A VERY IMPORTANT ISSUE.

AND WE COULDN'T EVEN GET 15 MINUTES OF HER TIME TO BE ABLE TO GIVE YOU ALL A HEADS UP ON THIS, BECAUSE SHE WAS SHE SAID, I JUST DON'T HAVE TIME.

SHE HAD TIME TO MAKE A PHONE CALL, BUT SHE DIDN'T HAVE TIME TO GIVE ME 15 MINUTES. AND MY FRIEND BILLY ENRIQUEZ, BECAUSE THE HISPANIC LEADERSHIP COUNCIL WAS ONE OF THE ORGANIZATIONS THAT REQUESTED THE NAME OF CESAR CHAVEZ BE PUT ON THAT REC CENTER.

WE ACTUALLY WANTED THE PARK, BUT WE NEGOTIATED AND AGREED ON THE REC CENTER.

THERE ARE AREAS WHERE PEOPLE ARE WALKING IN THE DIRT, AND WE'D LIKE TO GET THEM OUT OF THE DIRT INTO SOME TYPE OF IMPROVED SURFACE. THIS SIDEWALK GRANT, THOUGH, IS ONCE AGAIN, WE HAVE SOME AREAS IN DOWNTOWN AND OTHER AREAS WHERE THE SIDEWALK IS IN DISREPAIR.

AND IT ALLOWS AN OPPORTUNITY THAT IF SOMEBODY DOES WANT TO COME IN AND TO IMPROVE THEIR SIDEWALK, THAT GIVES THEM THAT OPPORTUNITY TO HELP FUND THAT SIDEWALK IS NOT CHEAP.

AND SO THIS IS ONE OF THE THINGS THAT HAS BEEN TALKED ABOUT AMONG THE BOARD THEMSELVES.

SO IN RESPONSE TO THEIR COMMENTS AND TO THEIR REQUESTS, WE HAVE BROUGHT THIS FORWARD FOR YOUR CONSIDERATION.

ONE OF THEM IS TAX SUPPORTED DEBT. THE OTHER IS SELF-SUPPORTED DEBT, PRIMARILY WATER AND SEWER FUNDED WITH WATER AND SEWER REVENUES.

THIS PARTICULAR ISSUANCE WILL BE FUNDED WITH WATER AND SEWER REVENUES.

THERE WILL BE NO INCREASE OR IMPACT TO THE PROPERTY TAX RATE PROVIDED BY THE TEXAS WATER DEVELOPMENT BOARD THROUGH A REDUCED INTEREST RATE LOAN.

EACH YEAR, THEY INVITE APPLICATIONS FROM MUNICIPALITIES AND WATER SUPPLIERS ACROSS THE STATE TO PARTICIPATE OR GET APPROVAL.

IN THE DRINKING WATER, THEY ALSO HAVE A MIRROR PROGRAM FOR SEWER PROJECTS, CLEAN WATER PROGRAM.

AND IT'S A RANKED TYPE COMPETITIVE PROCESS AND DETERMINATION.

THE CITY WAS ABLE TO QUALIFY THIS YEAR OR FOR THE LAST GO ROUND FOR THE MAXIMUM AMOUNT THAT WAS AVAILABLE, AND ACTUALLY THE ORIGINAL APPLICATION WAS HIGHER THAN THIS AND THE ORIGINAL AWARD WAS HIGHER THAN THIS.

BUT THEN THE WATER DEVELOPMENT BOARD DETERMINED THAT THEY ONLY HAD FEWER DOLLARS TO SPREAD AROUND, AND THEY CAPPED ELIGIBLE LOANS, THE MAX AT THE 49 MILLION.

SO IN ESSENCE, THE CITY IS GETTING THE MAXIMUM AMOUNT THIS YEAR THAT YOU COULD BORROW THROUGH THE DRINKING WATER PROGRAM.

SPECIFICALLY, THE DRINKING WATER PROGRAM IS STRUCTURED TO PROVIDE INTEREST RATES THAT ARE ESSENTIALLY 35% BELOW WHAT YOU WOULD BE ABLE TO RECEIVE IN THE MARKET. AND THE WAY THOSE ARE DETERMINED IS AND WE, WE GOT FIRST INDICATION LATE LAST WEEK AND THEN MONDAY.

FINALLY FINAL RATES. THEY TAKE CURRENT MARKET INDEX RATES AND THEN APPLY THE DISCOUNTING TO THAT AND SO ON.

SO YOU'VE GOT THAT ON THE BULK OF THE LOAN, THE 48,895,000.

[23. Resolution: Receive a Report, Hold a Discussion and Public Hearing, and Take Action on Approving the Meet & Confer Agreement with the Abilene Professional Fire Fighters Association (Emily Crawford)]

MAYOR AND COUNCIL. AT THIS POINT TODAY, WE ARE BRINGING TO YOU THE MEET AND CONFER AGREEMENT WITH THE ABILENE PROFESSIONAL FIREFIGHTERS ASSOCIATION.

AS YOU ARE AWARE, THE 2023 MEET AND CONFER AGREEMENT HAD BEEN EXTENDED PAST THE OCTOBER DEADLINE AND IS SET TO EXPIRE ON APRIL 1ST, 2026. WE DID HAVE NEGOTIATION MEETINGS ON FEBRUARY 23RD, MARCH 5TH, AND MARCH 16TH. WE LOOKED AT SEVERAL DIFFERENT PROPOSALS, INCLUDING EXTENDING THE EXISTING AGREEMENT THROUGH THE FISCAL YEAR TO HAVE MORE AMPLE TIME TO HAVE A FULL NEGOTIATION.

THERE WAS ALSO PEER CITIES THAT WERE CONSIDERED.

HOWEVER, COUNCIL DID NOT TAKE ACTION ON CHANGING PEER CITIES, SO THOSE REMAINED.

THE FIRE NEGOTIATING TEAM WAS REALLY ONLY INTERESTED IN HAVING THE SAME CONTRACT THAT THEY HAD BEFORE.

AND SO THAT WAS THE ONLY AGREEMENT THAT THEY WERE TAKING TO THEIR MEMBERSHIP.

SO THAT IS THE AGREEMENT THAT YOU ARE AT THE DECISION POINT ON TODAY, THOSE TERMS ARE THAT THE BASE SALARIES WILL INCREASE TO THE AVERAGE OF THE CITY'S PEER CITIES, PLUS A 4%, OR IF ALREADY AT THAT POINT, THEN AN ADDITIONAL 2%.

PURE CITIES WAS STRUCK THAT THE DETERMINATION OF THE COUNCIL.

THAT WAS ANOTHER REQUIREMENT OF THE FIRE ASSOCIATION.

AND SO THE COUNCIL DETERMINATION OF PEER CITIES IS NOT INCLUDED IN THE AGREEMENT, AND IT IS FOR A FOUR YEAR TERM.

THE FISCAL IMPACT OF THIS PROPOSAL IS AN ANNUAL IMPACT FOR YEAR ONE OF ABOUT 914,000.

THAT IS FOR BASE PAY AND BENEFITS PER FIREFIGHTER.

IT'S ABOUT A $3,200 PAY RAISE. PERCENTAGE WISE PER FIREFIGHTER, IT RANGES BETWEEN 3.12 AND 4.14, DEPENDING ON THE FIREFIGHTER RANK. AND IF WE WERE TO HAVE NEW REVENUES OF THE 914,000 TO COVER THIS INCREASE, THEN THAT WOULD BE ABOUT THE SAME AS A TAX RATE OF $0.01.

THIS SHOWS THE PAY RATES THAT WOULD BE IN THE NEXT FISCAL YEAR UNDER THIS AGREEMENT, GOING FROM YOUR PROBATIONARY FIREFIGHTER UP THROUGH YOUR BATTALION CHIEF AND FIRE MARSHAL, EMT. AGAIN, THESE ARE THE BASE PAYS BASED ON THE AVERAGE PLUS 4% AND OR THE 2%.

IT DOES NOT INCLUDE CERTIFICATION PAY. FROM A BRIEF HISTORY OF SHOWING WHERE WE HAVE BEEN WITH FHIR MEET AND CONFER, YOU CAN SEE THAT OVER THE PAST SIX YEARS, WE HAVE HAD AN AVERAGE PAY RAISE OF ABOUT 5.8% PER YEAR.

AND YOU CAN SEE THOUGH, ON THE CHART THAT'S GONE FROM ANYWHERE BETWEEN 3.3 UP TO ABOUT 7.8, DEPENDING ON THE YEAR. THIS REALLY, TO ME, SPEAKS TO THE WAY THAT THE PEER CITIES AVERAGE CHANGES OVER TIME.

AND THAT IS REALLY, I THINK, THE JUSTIFICATION FOR THOSE INCREASES, AS WE'RE SEEING ON AVERAGE, IT'S ABOUT $1 MILLION OF INCREASED PAY YEAR OVER YEAR.

AS YOU CAN SEE, 6.9 MILLION OVER THE PAST SIX YEARS IN INCREASES THROUGH THESE MEET AND CONFER AGREEMENTS.

I HAVE A STATEMENT I'D LIKE TO READ. MAYOR. AS MANY OF YOU KNOW, I WAS ORIGINALLY ELECTED TO THE CITY COUNCIL IN MAY OF 2009, AND SO I WANT TO SHARE A BRIEF HISTORY FROM MY PERSPECTIVE.

THE GREAT FINANCIAL CRISIS OF 2009 HIT ABILENE IN FY 2010.

OUR SALES TAX REVENUE WAS DOWN OVER 1.1 MILLION FROM THE PREVIOUS YEAR, AND WE STARTED TO SEE THE SALES TAX NUMBER DECLINE.

CITY MANAGER AT THE TIME, LARRY GILLEY, IMPLEMENTED A HIRING FREEZE AND SUSPENDED ALL TRAVEL UNLESS IT WAS NECESSARY TO MAINTAIN A REQUIRED LICENSE.

SALES TAX NUMBERS CONTINUE TO FALL SHORT OF PROJECTIONS.

THE CITY OFFERED EARLY RETIREMENT INCENTIVES.

AND AS SOME OF YOU REMEMBER. EVENTUALLY, HE HAD TO IMPLEMENT FURLOUGH DAYS FOR ALL EMPLOYEES.

I SPOKE WITH CITY EMPLOYEES AFTER THE FURLOUGH DAYS WERE DONE TO THANK THEM FOR THEIR SACRIFICE.

INTERESTINGLY ENOUGH, SEVERAL FIREFIGHTERS THAT I TALKED TO TOLD ME THAT THEY ENDED UP MAKING MORE MONEY. I ASKED HOW THAT WORKED OUT. THEY EXPLAINED, FOR EXAMPLE, STATION FOUR B SHIFT TOOK A FURLOUGH DAY, BUT WE STILL NEEDED TO STAFF THE APPARATUS.

SO A SHIFT WORKED IT AND GOT PAID OVERTIME. AND THEN A SHIFT TOOK THEIR FURLOUGH AND B SHIFT WORKED AND GOT OVERTIME AND SO ENDED UP WORKING THE SAME NUMBER OF DAYS, BUT WERE PAID OVERTIME TO WORK THE ALTERNATE SHIFTS AND ENDED UP MAKING A LITTLE EXTRA IN EXCHANGE FOR WORKING A DIFFERENT SHIFT THAN THEY NORMALLY DO.

ONCE WE WERE PAST THE FINANCIAL CRISIS AROUND 2012, WE SAW AN INCREASE IN SALES TAX REVENUE THAT WAS SIGNIFICANTLY HIGHER THAN WE HAD BUDGETED FROM PEOPLE MAKING PURCHASES THAT HAD BEEN ON HOLD DURING THAT DOWNTURN.

CITY COUNCIL TOOK A SIGNIFICANT PORTION OF THE ADDITIONAL REVENUE AND USE IT TO ESTABLISH A FIRE APPARATUS FUND.

PRIOR TO THAT, THE CITY HAD BEEN BORROWING MONEY EVERY TIME WE NEEDED TO BUY A FIRE APPARATUS.

SINCE ESTABLISHING THIS FUND, WE'VE ADDED MORE TO THE FUND EACH BUDGET YEAR TO ALLOW US TO PAY CASH FOR NEW FIRE TRUCKS, FIRE ENGINES, BRUSH TRUCKS, AS WELL AS BUNKER GEAR, RADIOS, ETC..

AND THIS IS ALSO THE TIME FRAME WHEN WE PURCHASE THE BEARCAT FOR THE APD SWAT TEAM.

AROUND THIS TIME, THERE WAS CONCERN ABOUT THE LONG TERM VIABILITY OF METRO CARE.

AT THE TIME, IT WAS A SMALL COMPANY WITH ABILENE BEING ITS ONLY COMMUNITY WHERE THEY PROVIDED SERVICES.

IN ORDER TO ADDRESS THIS CONCERN, THE CITY COUNCIL AUTHORIZED THE ESTABLISHMENT OF AN ACCREDITED PARAMEDIC TRAINING SCHOOL WITHIN THE FIRE DEPARTMENT IN ORDER TO WORK AGGRESSIVELY TOWARDS HAVING AT LEAST ONE FULL PARAMEDIC ON EACH APPARATUS ON EVERY SHIFT.

I WAS HONORED TO BE A MEMBER OF THE OVERSIGHT COMMITTEE REQUIRED AS PART OF THE ACCREDITATION PROCESS. THAT'S ALSO WHEN WE EXPANDED THE INVENTORY MAINTAINED ON APPARATUS TO INCLUDE AEDS AND OTHER ADVANCED MEDICAL SUPPLIES FOR PARAMEDIC FIREFIGHTERS TO USE ON THEIR MEDICAL CALLS.

AS WE STARTED GRADUATING, NEW PARAMEDICS WITHIN THE FIRE SERVICE, WE ADDED ADDITIONAL PAY FOR FIREFIGHTERS THAT WERE ALSO PARAMEDICS.

AMR EVENTUALLY BOUGHT OUT METRO CARE. THIS WAS IN 2015, SO THE VIABILITY OF ABILENE'S PRIVATE AMBULANCE SERVICE WAS NO LONGER A CONCERN.

HOWEVER, WE PROUDLY CONTINUE TO MAINTAIN OUR ACCREDITATION AND PROVIDE EMT TRAINING TO NEW FIREFIGHTERS.

IN 2015, CITY COUNCIL PUT TWO NEW FIRE STATIONS AND TRAINING FACILITY UPGRADES ON THE BALLOT, AND THE CITIZENS OF ABILENE APPROVED THE CONSTRUCTION OF REPLACEMENTS FOR STATIONS FOUR AND SEVEN,

AS WELL AS MAJOR UPGRADES AT THE FIRE TRAINING FACILITY.

BEFORE WE DISCUSSED AND VOTED ON WHAT INITIATIVES TO PUT ON THE BALLOT, WE WERE GIVEN TOURS OF EXISTING FACILITIES.

THAT'S WHEN I LEARNED FOR THE FIRST TIME ABOUT THE HIGHER INCIDENCE OF CANCER FROM MATERIALS THAT FIREFIGHTERS GET EXPOSED TO WHEN FIGHTING A FIRE, A CONCERN THAT WAS EXPRESSED TO ME BY MULTIPLE FIREFIGHTERS IS THAT THEY EXPOSED THEIR FAMILY TO THESE CANCER CAUSING AGENTS WHEN THEY TAKE THEIR WORK CLOTHES HOME AND RUN THEM THROUGH THEIR WASHING MACHINE THERE AND THEN THEIR SPOUSE AND KIDS CLOTHES ARE WASHED IN THAT SAME MACHINE. AND SO AT THAT TIME, WE NOT ONLY PROVIDED COMMERCIAL WASHERS AND DRYERS AT THE STATION FOR THEIR PROTECTIVE EQUIPMENT, BUT ALSO STARTED TO PROVIDE REGULAR WASHER AND DRYER AT EVERY STATION FOR FIREFIGHTERS TO USE FOR WASHING THEIR PERSONAL WORK CLOTHING SO THEY DON'T HAVE TO DO THAT AT THEIR HOMES.

AND AROUND 2016, WE BUDGETED A PAY INCREASE FOR ALL EMPLOYEES.

HOWEVER, AGAIN, WE HAD A DECLINE IN SALES TAX REVENUE THAT WAS UNEXPECTED.

AND WE HAD TO DELAY THE PAY INCREASE UNTIL APRIL 1ST FOR NON-CIVIL SERVICE PERSONNEL.

CITY ADMINISTRATION REACHED OUT TO BOTH POLICE AND FIRE ASSOCIATIONS, AND BOTH AGREED TO DELAY THEIR PAY INCREASES UNTIL APRIL 1ST TO MATCH WHEN THE NON-CIVIL SERVICE WOULD GET THEIR PAY INCREASE. PER THAT AGREEMENT, THERE WAS NO PAY INCREASE THE FOLLOWING YEAR IN 2017, AND THEN THEY HAD A 1.5% ACROSS THE BOARD INCREASE IN 18 AND 19 AND 2019.

THE NEW MARINE AND CONFER AGREEMENT, WE SET A GOAL OF REACHING THE AVERAGE OF PEER CITIES PLUS 4%.

TO ACHIEVE THIS, WE HAD A 2% ACROSS THE BOARD PAY INCREASE FOR FIREFIGHTERS IN 2020 AND 2021.

WE INCREASED IT TO WHERE WE WERE SHOOTING FOR HALF OF THE DIFFERENCE BETWEEN THE THEN CURRENT PAY AND THE AVERAGE OF THE PEER CITIES.

FOR EACH FIREFIGHTER RANK AND 22, THERE WAS AN INCREASE TO THE AVERAGE PLUS TWO.

AND THEN IN 2023 THERE WAS AN AVERAGE AN INCREASE TO THE AVERAGE PLUS FOUR.

SO FOR EACH YEAR THERE WAS A FLOOR ALSO OF 2% COLA.

SO IF ANY GIVEN RANK WAS ALREADY AT OR ABOVE THE TARGET FOR THAT YEAR, THEY WERE GUARANTEED A 2% COST OF LIVING ADJUSTMENT 2023 PER THE LATEST MEET AND CONFER AGREEMENT THAT EXPIRES NEXT WEEK. ON TUESDAY, WE CONTINUED WITH OUR GOAL OF TARGETING THE AVERAGE OF PEER CITIES PLUS 4%, WITH A MINIMUM GUARANTEED 2% COLA EACH YEAR. DURING THE PUBLIC COMMENT PERIOD AT OUR LAST MEETING, IT WAS MENTIONED THAT NEGOTIATIONS FOR NEW MEET AND CONFER AGREEMENT WOULD HAVE NORMALLY STARTED IN THE SPRING OF LAST YEAR.

MR. HANNA ANNOUNCED HIS RETIREMENT A SHORT TIME BEFORE THEY WOULD HAVE STARTED THOSE NEGOTIATIONS.

SHORTLY AFTER HE RETIRED, THE CITY WAS HIT WITH A CYBER ATTACK THAT SERIOUSLY IMPACTED THE ABILITY FOR US TO DO BASIC TASKS.

WHILE MUCH OF THE CITY'S RESOURCES WERE WORKING ON RECOVERING FROM THE CYBER ATTACK, THE CITY COUNCIL WAS ALSO INTERVIEWING CANDIDATES AND EVENTUALLY HIRED EMILY CRAWFORD TO STEP IN AS THE NEW CITY MANAGER. DURING THIS PERIOD OF TRANSITION AND RECOVERY, MANY IMPORTANT THINGS WERE DELAYED, INCLUDING THE MEET AND CONFER MEETINGS. AND I APPRECIATE THE PATIENCE THAT THE FIRE ASSOCIATION SHOWED AS WE NAVIGATED THROUGH THE LEADERSHIP TRANSITION AND STRUGGLED TO RECOVER NORMAL OPERATIONS FROM THE CYBER ATTACK.

THE PIER APPROACH WAS ORIGINALLY ADOPTED AS PART OF THE POLICE ASSOCIATION MEET AND CONFER BACK IN 2000 OR 2001.

SINCE THEN, IT'S BEEN SLOWLY EXPANDED IN ITS USE, IN ADDITION TO BEING USED FOR PAY COMPARISONS.

THEY ARE USED IN OTHER WAYS. SOME EXAMPLES ARE REFERENCING THEM AS STARTING POINTS OR PROVIDING GUIDELINES TO DEVELOPING VARIOUS MASTER PLANS THAT HAVE BEEN ADOPTED OVER THE YEARS, AS WELL AS OUR COMPREHENSIVE PLAN, WHICH IS THE BASIS FOR OUR LAND DEVELOPMENT CODE. CITY COUNCIL ASKED EMILY TO LOOK AT OUR PEER CITY LIST TO SEE IF IT'S STILL REFLECTED AN APPROPRIATE SET OF CITIES BASED ON HOW WE NORMALLY HOW WE NOW USE THEM INTERNALLY.

THE RESULTING LIST WAS INCLUDED IN THE ORIGINAL PRESENTATION FROM THE CITY TO THE FIRE ASSOCIATION.

IN RESPONSE TO THEIR OPPOSITION, MRS CRAWFORD AGREED TO LEAVE THE EXISTING PEER CITIES IN PLACE FOR FIRE AND POLICE SALARY COMPARISONS.

WHILE WE CONTINUE TO EVALUATE POSSIBLE CHANGES TO THE SET OF PEER CITIES FOR OTHER USES.

I HAVE HEARD FROM CITIZENS EXPRESSING FRUSTRATION AND SOMETIMES ANGER THAT WE ARE TRYING TO CUT FIREFIGHTER PAY.

I DON'T KNOW WHERE THIS MISUNDERSTANDING CAME FROM. AS YOU CAN SEE ON THE SCREEN, WE HAVE IN THE PAST SIX YEARS PROVIDED A 35% PAY INCREASE TO OUR FIREFIGHTERS.

AFTER THESE YEARS OF AGGRESSIVE PAY INCREASES, I BELIEVE IT'S TIME TO SLOW DOWN AND MOVE TO A MAINTENANCE MODE ON FIREFIGHTER SALARIES.

THE CITY'S RECOMMENDED TARGET CHANGED FROM THE PEER CITY AVERAGE PLUS FOUR TO A PEER CITY AVERAGE PLUS 3% WITH A 4% CAP, WHILE MAINTAINING A 2% MINIMUM COST OF LIVING ADJUSTMENT FOR ALL FIREFIGHTERS.

SO REGARDLESS OF WHERE A FIREFIGHTER WAS, THEY WOULD SEE A MINIMUM 2% PAY INCREASE WITH AN OPPORTUNITY TO UP TO 4%.

OBVIOUSLY, THIS IS NOT A PAY CUT. IT'S SIMPLY BACKING OFF FROM THE ALMOST 6% PER YEAR PAY INCREASE THAT THEY HAVE BEEN SEEING OVER THE LAST SIX YEARS.

A CHALLENGE THAT WAS THROWN OUT DURING THE PUBLIC COMMENT AT OUR LAST MEETING. ASKED IF OUR BUDGET SHOWS WE VALUE PUBLIC SAFETY, I'M HAPPY TO ACKNOWLEDGE THAT IT DOES. AND THE CURRENT FISCAL YEAR $42,882,222, OR 30.4% OF OUR BUDGET, GOES TO POLICE SALARIES AND $34,000,862, OR 24.1%, GOES TO FIRE SALARIES.

THAT'S A TOTAL OF 50.5% OF OUR BUDGET GOES DIRECTLY TOWARD PUBLIC SAFETY SALARIES.

THAT 50% 50.5% OF THE BUDGET DOESN'T INCLUDE ONGOING INVESTMENT IN OUR BUILDINGS.

FOR BOND PAYMENTS ON THE NEW FIRE STATIONS AND ONGOING MAINTENANCE EQUIPMENT FOR THEM TO USE, SUCH AS $1.2 MILLION LADDER TRUCKS, PATROL VEHICLES, ETC..

PERSONAL GEAR LIKE BUNKER GEAR FOR THE POLICE, BATMAN BELTS WITH THEIR GUNS, TASERS, RADIO, ETC. CONSUMABLES LIKE MEDICAL SUPPLIES ON APPARATUS AND PATROL VEHICLES, ANNUAL MEDICAL EXAMS AND TECHNOLOGY LICENSES.

WE INVEST HEAVILY IN OUR PUBLIC SAFETY BECAUSE IT'S IMPORTANT TO US.

LAST FRIDAY, WE CELEBRATED THE 62ND CADET SWEARING IN CEREMONY, WHERE 18 MEN COMPLETED THEIR AFD TRAINING AND ARE NOW OFFICIALLY SERVING THE CITIZENS OF ABILENE AS ACTIVE FIREFIGHTERS. I WAS HONORED TO BE PRESENT AND CONGRATULATE EACH OF THEM IN PERSON.

ON SATURDAY, I ATTENDED THE RETIREMENT CELEBRATION FOR APD OFFICER JEFF FARLEY AS STORIES WERE SHARED FROM HIS CAREER.

ONE IN PARTICULAR WAS ABOUT HIM HAVING TO USE HIS HANDS AS A TOURNIQUET ON A CALL AS AN APD ROOKIE 20 YEARS AGO.

AND THE STATEMENT WAS MADE. THIS WAS BEFORE WE STARTED, INCLUDING MEDICAL GEAR IN TOURNIQUETS IN ALL PATROL VEHICLES.

AND TOMORROW, WE RECOGNIZE THE OFFICIAL OPENING OF OUR NEWEST FIRE STATION, STATION NUMBER NINE IN FAR SOUTH ABILENE.

I SHARE THIS HISTORY FROM MY TIME ON THE CITY COUNCIL TO DEMONSTRATE THAT THE CITY CONTINUES TO NOT JUST BE PROACTIVE, BUT AGGRESSIVE IN ADDRESSING THE NEEDS OF THE FIRE DEPARTMENT, INCLUDING, BUT NOT LIMITED TO PAY.

AT THE SAME TIME, WHEN WE HIT ROUGH PATCHES WITH UNEXPECTED SALES TAX DIPS, LEADING TO SIGNIFICANT BUDGET SHORTFALLS, BOTH THE POLICE AND FIRE ASSOCIATIONS HAVE STEPPED UP AND WORKED WITH THE CITY TO HELP US GET PAST THOSE DIFFICULT TIMES.

I VALUE THE WORKING RELATIONSHIPS THAT BOTH THE ASSOCIATIONS HAVE WITH THE CITY IN LIGHT OF THIS HISTORY OF COOPERATION, I WAS DISAPPOINTED TO LEARN THAT DURING THIS MEET AND CONFER, THE FIRE ASSOCIATION LEADERSHIP BROUGHT DEMANDS AND REFUSED TO NEGOTIATE OR TO TAKE ANYTHING TO THE FULL ASSOCIATION FOR A VOTE OTHER THAN WHAT THEY BROUGHT TO THE TABLE.

I'M UNCOMFORTABLE APPROVING THE AGREEMENT WHERE NO NEGOTIATION WAS ALLOWED, ESPECIALLY WHEN THE CITY'S POSITION PROVIDES ONGOING HEALTHY PAY INCREASES AT THE SAME TIME. THE MEN AND WOMEN SERVING IN THE FIRE DEPARTMENT ARE VALUED MEMBERS OF THE CITY.

WE ON THE CITY COUNCIL ARE RESPONSIBLE FOR THE WELL-BEING OF ALL CITY EMPLOYEES, INCLUDING THE FIREFIGHTERS, AND I DON'T WANT TO SEE THEM REVERT TO A. PIER 143 A NO VOTE BY ME ON THE PROPOSED MEETING FOR AGREEMENT IS NOT AN ATTEMPT TO PUNISH THE FIRE ASSOCIATION OR THE FIREFIGHTERS IN GENERAL. WHILE BASE PAY HAS BEEN THE TALKING POINT RELATED TO MEET AND CONFER, THE PUBLIC MAY NOT REALIZE.

IT ALSO PROVIDES SPECIFIC GUIDELINES RELATED TO PROMOTIONS, DISCIPLINE, EXTRA PAY, AND OTHER STRUCTURAL ASPECTS OF THE DEPARTMENT.

IF WE DO NOT APPROVE THE MEET AND CONFER AGREEMENT TODAY, I'M ASKING FOR US TO CALL A SPECIAL MEETING AT THE EARLIEST POSSIBLE DATE FOR US TO CONSIDER AN ORDINANCE THAT PROVIDES AS MANY OF THE PROTECTIONS AS WE ARE ALLOWED UNDER STATE LAW, FROM THE EXISTING PROVISIONS OF THE CURRENT MEET AND CONFER AGREEMENT UNTIL THE END OF THIS FISCAL YEAR, TO GIVE ADDITIONAL TIME FOR CITY ADMINISTRATION AND THE FIRE ASSOCIATION LEADERSHIP TO NEGOTIATE A NEW MEET AND CONFER AGREEMENT, WHILE CONTINUING TO PROVIDE AS MUCH AS POSSIBLE THE SAME STRUCTURE AND PROTECTIONS THAT THEY HAVE TODAY.

AT THE SAME TIME, I REALLY WANT TO SAY THAT DISAGREEMENT DOESN'T MEAN DISRESPECT, AND I HOPE THAT YOU HEAR THAT FROM MY HEART.

I REGRET THAT AT THIS POINT IN THE PROCESS, OUR CITY LEADERSHIP, INCLUDING A NEW CITY MANAGER, A DEPUTY CITY MANAGER IN THE PROCESS, HAVE NOT, BASED ON MY OBSERVATION, ALWAYS BEEN TREATED WITH THE PROFESSIONALISM THAT THEY DESERVE IN A HEALTHY NEGOTIATION PROCESS. BUT THERE WAS A TIME IN 2019, BACK GOING DECADES WHERE OUR FIREFIGHTERS WERE UNDERPAID.

THEY WERE BELOW THE AVERAGE. AND DURING THAT 2019 MEET AND CONFER, THE COUNCIL MADE A CRITICAL DECISION TO FIX THAT AND SUBSEQUENTLY TO FIX THE POLICE DEPARTMENT'S PAY AS WELL.

AND SO THE RESULTING AGREEMENT THAT WORKED ITS WAY UP TO THE CURRENT ONE THAT'S ABOUT TO EXPIRE.

THE AVERAGE PLUS FOUR WAS DESIGNED TO CATCH UP ON ON THAT AND GET THE FIREFIGHTERS AHEAD.

AND THAT INCLUDED THE EQUIPMENT APPARATUS FUND.

IT INCLUDES NEW FIRE STATIONS INCLUDED A WHOLE LOT MORE THAN JUST THE PAY.

BUT YOU CAN'T SPEND THOSE THINGS. YOU SURE YOU'RE LOOKING AT HOW MUCH AM I GETTING? AT THE END OF THE PAY PERIOD. I THINK THIS WAS VERY SUCCESSFUL.

THE STARTING PAY FOR A PROBATIONARY FIREFIGHTER IS $5,000 ABOVE THE AVERAGE INCOME FOR THE CITIZENS IN ABILENE.

YOU'RE NOT UNDERPAID. OUR DESIRE, AS I UNDERSTAND IT, IS TO KEEP YOU ABOVE AVERAGE, NOT CONTINUE TO INCREASE HOW MUCH ABOVE AVERAGE YOU ARE, BECAUSE THERE ARE BROADER CONSIDERATIONS FOR US.

ALL OF THE NON-CIVIL SERVICE EMPLOYEES ARE BELOW AVERAGE RIGHT NOW.

THAT'S NOT ONLY IS THAT NOT A NEGOTIATION, BUT THERE WAS ALSO A GREAT DEAL OF MISINFORMATION AND OUTRIGHT LIES THAT SPREAD AND SOME KIND OF COORDINATED EMAIL CAMPAIGN.

IT'S NOT THE WAY TWO PARTIES COME TOGETHER AND NEGOTIATE.

THIS WAS AN ULTIMATUM AND THE CITY MANAGER DID HER BEST TO.

ACCOMMODATE THAT AND ULTIMATELY ACCEPTED IT BECAUSE WE NEED TO MAKE A VOTE ON THIS.

THERE HAS TO BE A YES OR NO, AND YOU'VE MORE OR LESS PAINTED US INTO THIS CORNER.

AND I DON'T FEEL LIKE THE ASSOCIATION'S ACTIONS WERE WORTHY OF THE BRAVE MEN AND WOMEN THAT THEY REPRESENT.

I, I WOULD LIKE FOR US TO VISIT AN ORDINANCE FOR SEEING HOW WE CAN MAYBE GET A NEW CONTRACT, MAYBE SET UP IN THE FUTURE. BUT YEAH, I'M ALSO, I CANNOT SUPPORT GOING FORWARD WITH ANOTHER LONG TERM CONTRACT AND THE COST ASSOCIATED WITH DOING THIS AS WELL. WE WERE GOING TO HAVE TO DO AN ENTIRE CONTRACT NEGOTIATION IN LESS THAN THREE MONTHS.

THAT IS WHAT WE WERE TOLD IN DECEMBER, BECAUSE Y'ALL WOULD DECIDE THE CITIES IN THE LAST MEETING IN IN JANUARY OR THE FIRST MEETING IN FEBRUARY, Y'ALL WOULD DECIDE THESE CITIES. WHEN WE WERE TOLD THAT THAT WAS THE ONLY OPTION THAT WE HAD, WE STARTED TO FIGURE OUT WHAT CITIES ARE WE GOING TO BE LOOKING AT? THEY DIDN'T EVEN RELEASE ANY OF THAT INFORMATION TO US.

SO I FEEL LIKE IN SOME WAYS, WE'RE BEING SCOLDED FOR THE WAY THAT THE NEGOTIATIONS WENT.

AND WE STARTED SQUARE ONE MEETING THE NEW CITY ADMINISTRATION.

WITH THAT BEING SO IN THIS CONTRACT, THE ONLY CHANGE THAT'S THERE IS THAT IT DOES REMOVE AWAY FROM COUNCIL'S ABILITY TO SET THOSE CITIES.

THAT'S ONLY DURING THE NEGOTIATED TERM. I WOULD ASSUME THAT YOU DON'T CHANGE THE TERM.

LIKE, YOU KNOW, THAT THE BEDROCK OF EVERYTHING THAT OUR SALARIES IS BASED ON IS BASED ON THOSE CITIES.

WHEN WE LOOK AT THOSE AVERAGES, WHETHER OR NOT WE WERE SITTING AT THE AVERAGE OR THE AVERAGE PLUS FOUR, WE WOULD HAVE SEEN THE SAME RAISES. WE'VE SEEN UNPRECEDENTED INFLATION OVER THIS TIME PERIOD.

SO YES, OUR RAISES DO LOOK BIGGER, BUT WE ALSO WORK 830 MORE HOURS THAN A NORMAL EMPLOYEE.

SO IF YOU COMPARE AN HOURLY WAGE TO HOURLY WAGE, MAYBE WE MAKE SLIGHTLY OVER THE AVERAGE, BUT WE ALSO DO A DANGEROUS JOB, WE DO A DIFFERENT JOB.

AND SO WHEN WE TALK ABOUT NEGOTIATIONS, MR. BEARD IS COMPLETELY CORRECT.

YOU COME TO THE TABLE AND YOU NEGOTIATE. THIS WAS ANYTHING BUT A NEGOTIATION.

WHEN WE WENT INTO NEGOTIATIONS, THERE WAS THERE'S GROUND RULES THAT ARE SUPPOSED TO BE SET.

WE MAKE A PROPOSAL FOR INCREASE IN BENEFITS THAT WE WANT, AND A LOT OF TIMES THERE'S ONLY SO MANY DOLLARS THAT GO AROUND.

THERE ARE DEDUCTIONS FROM THOSE OTHER BENEFITS THAT WE HAD CURRENTLY TO BE ABLE TO OFFSET THAT.

WE WERE NOT ASKING FOR ANY INCREASE. WE WERE ASKING TO STAY COMPETITIVE WITH WHERE WE WERE BETWEEN THOSE TEN CITIES THAT WE'VE HAD.

SAN ANGELO IS ONE OF THE LOWEST PAID CITIES THAT WE HAVE AROUND.

WHEN THE. FINALLY, THE DATA WAS RELEASED TO US ABOUT THESE CITIES, WE SENT THEM TO STATISTICIANS TO LOOK AT THEM.

A COLLEGE PROFESSOR WOULDN'T EVEN TOUCH IT BECAUSE THE INFORMATION HELD IN THAT SET OF DATA WAS NOT SOMETHING THAT WAS GOOD.

IT WASN'T SOMETHING THEY WOULD EVEN CONSIDER GOING OVER.

SO THAT SEEMS LIKE A MODEL WE SHOULD FOLLOW. COLLEGE STATION IS CURRENTLY RUNNING A 143 AND 174 REFERENDUM RIGHT NOW BECAUSE THEY CAN'T EVEN GET FIRE TRUCKS TO RIDE ON.

THAT WAS ANOTHER CITY THAT WE WERE GOING TO COMPARE OURSELVES TO. WE WERE GOING TO COMPARE OURSELVES TO MCALLEN AND EDINBURG WAS CONSIDERED BOTH OF THOSE.

AND THOSE ARE 20 MINUTES FROM EACH OTHER DOWN IN THE VALLEY. I DON'T THINK WE'VE EVER RECRUITED ANYONE FROM MCALLEN.

AND TO SAY THAT THESE GUYS CAME ACROSS AND PUT Y'ALL IN A CORNER IS I, I WATCHED IT TOO. I WAS AT THOSE MEETINGS TOO, AND IT SEEMED LIKE IT WAS THEY BOTH WERE NEGOTIATING PRETTY NEGOTIATING PRETTY AGGRESSIVELY. AND I WILL SAY, CONGRATULATIONS, EMILY. YOU REPRESENTED THEIR DESIRES AND WISHES TO A T LIKE SHE DID A GREAT JOB BECAUSE I DIDN'T KNOW WHERE THIS WAS COMING FROM. AND NOW I SEE WHERE IT'S COMING FROM. IF THIS WAS THE ONLY ISSUE WE HAD IN THE CITY, I WOULD BE OKAY WITH YOU SAYING WE DON'T NEED TO DO THIS ANYMORE, BUT IT'S NOT.

THE COMMUNICATION DIDN'T GET AHEAD AND THE ONLY REASON WHY, FROM A CITIZENS PERSPECTIVE, I SAW THESE PEER CITIES BE PUT INTO THE CONTRACT IS BECAUSE IT SEEMED LIKE THEY COULDN'T TRUST THAT Y'ALL WEREN'T GOING TO NEGOTIATE THOSE PEER CITIES EVEN AFTER MISS CRAWFORD SAID THAT THAT WAS NOT GOING TO BE ON THE TABLE.

THE TRUST WAS DESTROYED SO THAT THEY COULDN'T TRUST THAT YOU WOULDN'T GO BACK AND DO IT LATER. AND SO HAD THAT BEEN ESTABLISHED FROM THE GET GO, I THINK THINGS WOULD HAVE GONE A LOT BETTER. BUT THIS IS NOT JUST THEM BEING HARD NEGOTIATORS, IT'S THAT THIS COMMUNICATION HAS BEEN VERY FRUSTRATING.

I FEEL LIKE OUR JOB AS CITIZENS IS TO COMMUNICATE TO YOU.

SO IF YOU DON'T LIKE THE EMAIL CAMPAIGN, THEN WHAT ARE YOU DOING UP HERE? BECAUSE YOU'RE SUPPOSED TO HEAR FROM US AS CITIZENS AND WE CAN'T ALWAYS MEET WITH YOU. WE CAN'T TALK TO YOU ABOUT THIS.
