RECALL THAT I SENT THE BOARD A MEMO AT THE END OF 2019 DISCUSSING AND OUTLINING THIS AGENDA TOPIC. THE POINT OF THIS IS TO GIVE YOU GUYS AN OPPORTUNITY TO ASK QUESTIONS. BEFORE I DO THAT, WANT TO BRIEFLY RUN THROUGH SOME OF THE TOPICS THAT WERE DISCUSSED IN THE MEMO. THE FIRST WAS THE SOURCE OF THE STREET MAINTENANCE FUNDS. WE HAVE THE STREET MAINTENANCE FEE. IT GOES IN A SPECIAL FUND FOR THAT PURPOSE. IT DOES NOT GET, UNCLE-- WE MOVE THEM INTO THE FUND. WE DO THAT TO AUGMENT THE STREET MAINTENANCE FEE. WE RETAKE THE MONEY THAT WAS ESSENTIALLY USED IN PAST BUDGET YEARS FOR STREET MAINTENANCE WE PUT UNDER STREET MAINTENANCE FEES WE HAVE ONE SOURCE OF ALL OR MAINTENANCE FUNDS. AND THERE IS A TABLE THAT SHOWS THE DOLLAR BREAKDOWN AND ALSO INCLUDES THE DC AWAY DOLLARS. THERE WILL BE A TIME WE NO LONGER HAVE ACCESS TO THOSE FUNDS. THE PLAN COME ORIGINALLY, WHEN WE IMPLEMENTED THE STREET MAINTENANCE FEE WAS TO INCREASE THE CONTRIBUTION SO BY THE TIME THAT DCOA FUNDS GO AWAY WE HAD AN OFFSETTING GENERAL FUND TRANSFER. ONE KINK IN THE ARMOR ON THAT PLAN HAS BEEN THE TEXAS STATE LEGISLATURE. THEY PASSED SENATE BILL TWO WHICH IS -- SAUER PROPERTY TAX REVENUE FOR UP TO TWO AND HALF PERCENT. IT REMAINS TO BE SEEN HOW THAT PLAYS OUT. MY PROFESSIONAL GOT OPINION IS THAT IT'S GOING TO PUT A KINK IN OUR ABILITY TO DO THAT AS AGGRESSIVELY AS WE THOUGHT BECAUSE THAT TO INCREASE AS TO COVER SALARY INCREASES HEALTH INSURANCE COST HAS TO COVER INSURANCE, ALL THE THINGS THAT GENERAL BUSINESS WOULD DO. SO WE ARE GOING TO TRY TO WORK WITHIN THE PARAMETERS SET BY THE STATE LEGISLATURE. FROM AN EXPENDITURE STANDPOINT, BASICALLY, THE FEES COLLECTED CAN BE PAID FOR TRANSPORTATION SYSTEM OR TRANSPORTATION SYSTEM IS DEFINED BROADLY, BUT SPECIFICALLY, STREETS, SIDEWALKS AND DESIGN ENGINEERING, THOSE SORTS OF THINGS. ONE OF THE THINGS WE CANNOT DO IS TAKE THE STREET MAINTENANCE FEE EMPLOYEE -- AND PAY FOR POLICE OFFICERS. THAT'S IN THE ORDINANCE. THE ONLY THING WE CAN DO TO PAY FOR ADMIN COSTS ASSOCIATED WITH THE STREET MAINTENANCE FEE IS TO TAKE A COST PROPORTIONATE OR A PRO RATA OF THE COST AND PULL [00:05:06] THAT OUT OF THE FUND. IN MY MEMO I INFORMED YOU THAT I'M NOT DOING THAT. I THINK WE NEED ALL THE DOLLARS WE CAN GET FOR STREET MAINTENANCE. WE ARE PAYING FOR THE ADMIN COSTS WITHOUT THE FEE WITHOUT THE FUND PRIOR TO THAT SO WE WILL ABSORB THAT IN THE GENERAL FUND. THAT CAN CHANGE IN THE FUTURE IF WE GET A HAND ON THOSE WE MAY LOOK AT THAT IN THE FUTURE, BUT AT THIS POINT IN TIME, WE ARE KEEPING ALL THE MONEY IN THE FUND FOR STREET MAINTENANCE. >> AND WE TALKED ABOUT THE AUTHORITY TO ENROLL THE BOARD. AND THE BOARD'S ROLE IS TO ADVISE DIRECT -- THE DIRECTOR OF PUBLIC S'MORES'S -- PUBLIX AND WORKS. I THINK YOU WILL HAVE EMBRACED THAT ROLE AND ARE DOING A GOOD JOB AT THAT. THAT'S ONE OF THE REASONS I SPENT SO MUCH TIME TALKING ABOUT TO INCREASE THE FUNDING OVER TIME. THE STREET MAINTENANCE FUND DOES NOT HAVE ENOUGH REVENUE, NOR WILL IT EVER. WE CAN'T CHARGE THE CITIZENS ENOUGH TO COVER IT ALL. WE HAVE TO RELY UPON THE TAXING AUTHORITY AS WELL TO COVER STREET OPERATION COSTS AND STREET MAINTENANCE COSTS. AND IT COULD BE THAT THE STREET MAINTENANCE FEE IS AND FOREVER. WE WANT TO MAKE SURE THAT WE DO NOT BECOME TOO DEPENDED ON IT AS WELL. WE DO COMMINGLED FUNDS IN THE STREET MAINTENANCE FUND, NOT IN THE GENERAL FUND FOR THE [00:10:02] PURPOSE OF ALL STREET ACTIVITIES. SO THEY COULD USE THAT MONEY AND THEY SHOULD THEY SHOULD USE IT FOR WHATEVER YOU WANT TO CALL IT, THEY SHOULD BE DOING THOSE THINGS. AND WE SHOULD HAVE APPLE PHONE -- AMPLE FUNDS AVAILABLE. ONE SOURCE OF FUNDS THAT'S NOT INCLUDED IN THIS MAINTENANCE FUND IS BECAUSE WE DON'T HAVE IT THERE IS MORE OF A CATCHALL BUCKET FOR THE CITY IS THE MINOR IMPROVEMENT FUND. WE HAVE FUNDED SOME THROUGH THE MIP. THEY MAY NOT HAVE ALWAYS GONE TO THE BOARD IN THE PAST. ONE OF THE THINGS WILL FOCUS ON IS TO MAKE SURE THAT THE DOLLARS WE SPEND YOU HAVE AN OPPORTUNITY TO SEE REGARDLESS OF THE FUNDING SOURCE. JUST TO RESPECT YOUR ROLE AS THE AUTHORITY OF THE BOARD. I HAVE NO DOUBT ABOUT THAT. HIS PROBLEM IS MANPOWER. WE CANNOT KEEP PEOPLE PARTLY BECAUSE OF THE CHALLENGES OF THE POSITION WHERE WERE RELATED TO THE OIL FIELD, THE DOLLAR AMOUNTS THOSE TYPES OF THINGS. IT'S A BALANCING ACT.
