IN FACT, MAYBE MORE SO. THE FIRE DEPARTMENT CAN'T DO THEIR JOB UNLESS THERE'S WATER IN THE HYDRANTS, RIGHT? POLICE OFFICERS CAN'T SHOWER IN THE MORNING AFTER A SHIFT UNLESS THERE'S WATER, RIGHT? THEY CAN'T TAKE A BREAK UNLESS THE SEWER IS WORKING.

THIS IS A FUNDAMENTAL INTEGRAL SERVICE TO WHAT YOU DO AND I WANT TO HONOR THESE MEN AND WOMEN. SO ROB CLAFTER WAS HIRED BY THE CITY OF ABILINE IN 2000 BY A LABORATORY TRAINEE. IN THE LAST 20 YEARS ROB HAS WORKED HIMSELF UP IN THE CURRENT POSITION AS QUALITY CONTROL MANAGER FOR THE ABILINE ENVIRONMENTAL LABORATORY AND HE HOLDS A BACHELOR'S DEGREE IN CHEMICAL ENGINEERING WHICH IN ITSELF IS A DIFFICULT FEAT, AS A MAN WHO TOOK CHEMISTRY. I CAN SAY. THAT ROB HAS EARNED A C-SURFACE WATER LICENSE AND B-WATER WASTE LICENSE AND B ANALYST CERTIFICATE.

HE'S ALSO BEEN RECOGNIZED BY THE TEXAS COMMISSION ON ENVIRONMENTAL QUALITY AS A QUALITY MANAGER AND AS A DEPUTY NICKAL DIRECTOR. FOR THE PAST SEVERAL YEARS ROB HAS BEEN THE INSTRUCTOR FOR THE LABORATORY TRAINING COURSE FOR THE REGIONAL WATER SCHOOL.

ROB AND HIS WIFE KATIE HAVE SEVEN CHILDREN. ROB'S HONEYS INCLUDE CHASE

AFTER ABOUT TEN YEARS, CARL MOVED THE TAPPING CREW, MAKING NEW WATER TAPS THROUGHOUT THE CITY IN. 2015, CARL WAS NAMED LEAST SUPERVISOR OF THE TAPPING CREW AND HE CONTINUES IN THAT ROLE TODAY.

CARL IS HIGHLY SKILLED, AND EXPERIENCED FROM THE OPERATION AND MANT NAFENSE THE WATERS TRIB USE SYSTEM -- MAINTENANCE AND WATERS DISTRIBUTION SYSTEM AND IS A MEN TR TO NEW EMPLOYEES.

HE RECEIVED THE EXEMPLAR SERVICE AWARD AND LEAD SNIP 204 AND RECEIVED THE MEMORIAL DISTINGUISHED AWARD THE SECOND HIGHEST AWAVERED THE TWUA IN 2007.

HE RECEIVED THE TWUA EXEMPLARY SERVICE AWARD AND EDUCATION FRANG HAD 2013 AND HE FINALLY RECEIVED THE TWUA MEMORIAL TERRITORIAL SERVICE REWARD THE MOST PRESTIGIOUS OFFER THEY AWARD. HE'S BEEN MARRIED SINCE JULY OF 1980 SOON TO BE 40 YEARS.

SERVICES. WHAT WE HAVE BEFORE YOU IS THE PULL-UP PROGRAM WE NOW HAVE FOR PATROL VEHICLES HISTORICALLY. WE HAVE DONE THIS INHOUSE. OUR COMMUNICATION SHOP HAS MANAGED ALL THE INSTALL FOR THE RADIO AND CAMERA COMPONENTS, FLEET MAINTENANCE HAS PERFORMED ALL THE INSTALL OF THE CAGES, THE PLASTIC SEATS, ALL THE ADDITIONAL HARDWARE.

THIS IS OUR SECOND YEAR DOING THIS PROGRAM IT WAS INITIATED LAST YEAR TO SEE IF WE GIVE RELIEF TO FLEET MAINTENANCE. ONE ISSUE WE DO HAVE IS THAT WE HAVE TWO MECHANICS THAT MAINTAIN OUR LIGHT FLEET WITHIN THE CITY. THAT INCLUDES ALL OF WATERMAN'S PICKUP TRUCKS, ALL THE PATROL VEHICLES. ACTUALLY, EVERY VEHICLE IN PD IS MAINTAINED BY THOSE TWO MECHANICS. ADDITIONALLY, THE COM, THE COMMUNICATION PIECE IS MAINTAINED BY OUR COMMUNICATION SERVICES. THEY HAVE A LOT OF RESPONSIBILITIES. NOT JUST IN RADIOS AND CITY VEHICLES BUT MANY OF THE TOWERS YOU SEE AROUND TOWN THAT SUPPORT OUR COMMUNICATION INFRASTRUCTURE.

THEY ARE RESPONSIBLE FOR. WE INITIATED THIS PROGRAM LAST YEAR AND IT ACTUALLY HAS TAKEN A LOT OF PRESSURE OFF THE SHOP. WE HAVE SEEN A DIRECT CORRELATION TO AN INCREASE OF READINESS BECAUSE OF IT. THERE IS AN ADDITIONAL COST FOR IT, BUT I THINK THE BENEFITS OF THE INCREASED READINESS OUTWEIGHS IT. WHAT YOU SEE RIGHT HERE IS BASICALLY WHAT WE'RE GETTING, MINUS THE STICKER, AS WE HAVE THE STICKERS APPLIED THIS YEAR INHOUSE AT RYSTER. THEY DID A FANTASTIC JOB, BUT THAT IS A PULL-UP VEHICLE.

WE PURCHASED THE VEHICLES SEPARATELY FROM ONE VENDOR. THAT VENDOR MOVES THEM TO THE OUTFITTER. THE OUTFITTER, ONCE HE ASSEMBLES ALL THE ACCESSORIES, HE COMPLETES IT. WE GO DOWN. WE INSPECT IT AND WE BRING IT UP HERE, AND WE BEGIN ISSUING EITHER AS DIRECT ISSUE TO PLUS UP TO THE FLEET, OR AS A

WELL THAT WOULD HAVE BEEN -- THEY SHOWED ON THAT PREVIOUS DOCUMENT THE ACTUAL COST, THE 37,000405 THAT LEAVES $8,059 FOR UPFITTING AS YOU JUST SAW IN THIS PRESENTATION. BUT THE OVERALL AND THAT DOCUMENT BACK IN NOVEMBER WAS $97,140 FOR UPFITTING WHAT WAS LEFT. WELL TODAY YOUR DOCUMENTATION, YOU'RE ASKING $117,047. YOU KNOW, IF YOU JUST DO THE MATH ON THAT, THAT'S A 76.5% INCREASE. YOU KNOW, AS A PERSONAL DEAL IF YOUR BUDGET WENT UP 75%, YOU WOULD PROBABLY BREAK IT.
