Ordinance (First Reading) OAM201903: Receive a Report, Hold a Discussion and Public Hearing, and Take Action on proposed amendments to Land Development Code for the City of Abilene, removing the entire text of existing Section 2.4.4.2 in Chapter 2 (Zoning Regulations) and which specifically concerns carports and patio covers, replacing the existing text with a new Section 2.4.4.2 regulating the size, height, placement and architectural character of certain carports and patio covers; adopting new definitions of both “carport” and “patio cover” as those terms appear in Section 5.1.1.4 (34), Chapter 5 (Definitions); and deleting Paragraph 12 of Section 1.4.4.1(d), Chapter 1 (General Provisions) regarding allowing Special Exceptions for carports. CARPORTS EXIST. EVEN OF THE EXISTING ONES. EVEN IF THEY ARE BUILT WITHOUT A

THAT IS OTHERWISE REQUIRED TO BE FREE FROM BUILDING CONSTRUCTION. THE PLANNING AND ZONING COMMISSION DID RECOMMEND SOME SPECIFIC MODIFICATIONS TO ZONING REGULATIONS.

THIS IS FROM A DIRECTION STANDPOINT. I THINK I WOULD LIKE TO KNOW IF WE ARE ON THE RIGHT TRACK NUMBER ONE. NUMBER TWO, IF WE ARE STILL LOCATED IN THE RIGHT VENUE. COUNCIL STILL THINKS WE ARE IN THE RIGHT LOCATION.

WHAT WE ARE LOOKING TO DO AND WHAT WE HAVE BEEN ABLE TO DO IS REACH AN AGREEMENT AND HAVE A PARTNERSHIP BETWEEN THEM AND THE CITY ON THIS INSTALLATION. SO THE CURRENT PRACTICE AS YOU SEE THEY PAID THE ENTIRE COST.

THIS PROPOSED ORDINANCE WOULD BE WHERE THE DEVELOPER WOULD INSTALL A PORTION BASICALLY THIS IS THE BOX AND THE ELECTRICAL CHAMBERS THAT THEY INSTALL PERIODICALLY.

THOSE WOULD BE COVERED AS FAR AS BY THE DEVELOPER. WE WOULD HAVE IN PLACE PROVISIONS ON WHERE WE WOULD LIKE TO SEE THE LIGHTS WHERE WE SEE THIS.

WE WOULD NOT LIKE TO EXCEED MORE THAN 1200 FEET. WE PROVIDED YOU A BREAKDOWN OF WHAT IS OCCURRING WITH THE SISTER CITIES WHEN WE DID RESEARCH.

WE WANTED TO AMEND THE STREET LIGHTING ORDINANCE. WE WENT ANYWHERE FROM TEN AND 20. THEY CAN VARY IN COST BETWEEN FIVE AND $8,000.

THE REASON IT IS SO HIGH IS BECAUSE WHEN THEY GO IN. THE CONDUIT IS BORED UNDER THE DRIVEWAY AND STREETS. IT DOESN'T GO IN AT THE SAME TIME.
