I'M HERE TO REPRESENT THE TEXAS POLICE CHIEFS ASSOCIATION AND THE FOUNDATION, AND THE FOUNDATION RUNS WHAT WE CALL THE BEST PRACTICES PROGRAM. SELF YEARS AGO, WHILE RETIRED CHIEF MARTIN WAS MOVING UP THROUGH THE RANKS, HE WAS INSTRUMENTAL IN DEVELOPING THIS PROGRAM AS WELL. IN YOUR VARIOUS WALKS OF LIFE, YOU MAY HAVE ENCOUNTERED SOME OTHER TYPES OF ACCREDITATION [00:05:02] PROGRAMS FOR HOSPITALS, SCHOOLS, UNIVERSITIES, THINGS OF THAT NATURE, AND THIS PROGRAM IS MUCH LIKE THAT. WE'RE REQUIRED TO MEET PROOFS OF COMPLIANCE AND PROFESSIONAL STANDARDS, AND LIKE I SAID, OUR PROGRAM IS MUCH LIKE THAT. OUR STANDARDS, THERE ARE 168 PROFESSIONAL STANDARDS THAT HAVE TO BE MET, AND WITH THOSE, YOU HAVE TO MAINTAIN THE PROOF OF COMPLIANCE WITH THAT, AND EVERY YEAR, YOU HAVE TO SUBMIT ANNUAL REPORTS AND AUDITS SHOWING THAT YOU ARE MAINTAINING THOSE HIGH STANDARDS. THESE STANDARDS COVER PARTICULAR ISSUES SUCH AS USE OF FORCE, VEHICLE P PURSUITS, PROTECTION F CITIZENS RIGHTS, PATROL AND CID OPERATIONS. I'M VERY PROUD TO SAY THAT THIS PROGRAM HAS BECOME TO BE KNOWN ACROSS THE STATE AS THE GOLD STANDARD. NOT ONLY IN THIS STATE BUT IT HAS SPREAD ACROSS THE NATION. THERE ARE OTHER STATES THAT ARE LOOKING TO TEXAS IN THIS PRO PROGRAM. IT WAS APPROXIMATELY EIGHT YEARS AGO WHEN THE CITY OF ABILENE POLICE DEPARTMENT HAD ITS FIRST ON-SITE ASSESSMENT DONE, AND IRONICALLY ENOUGH, I I WAS ONE OF THOSE ASSESSORS EIGHT YEARS AGO. I FOUND THE ABILENE POLICE DEPARTMENT TO BE VERY PROFESSIONAL, VERY SQUARED AWAY AND REALLY MOVING, YOU KNOW, ELEVATING THE EXPECTATIONS OF PROFESSIONAL POLICE SERVICES IN YOUR COMMUNITY. AND I WAS VERY HONORED TO BE THE ONE TO WRITE THE LETTER RECOMMENDING THE ABILENE POLICE DEPARTMENT TO MEET ITS FIRST RECOGNIZED STATUS. THIS IS NOT AN EASY FEAT. THIS REQUIRES A LOT OF LABOR ON BEHALF OF THE MEN AND WOMEN OF YOUR POLICE DEPARTMENT. IT DOESN'T MAKE ANY DIFFERENCE THE SIZE, IT'S ALL RELATIVE. IT'S EQUALLY DIFFICULT TO ACHIEVE THIS. AND IT REQUIRES A SIGNIFICANT COMMITMENT. THERE ARE NUMEROUS REPORTS WE HAVE TO DO EVERY YEAR, LIKE I MENTIONED EARLIER, AND ATTENTION TO THOSE -- IF YOU MISS ANY OF THOSE AND DON'T MEET THOSE DEADLINES, YOU DO NOT KEEP YOUR STATUS. YOU LOSE IT. SO WE STRIVE TO MAINTAIN THAT, AND IT'S JUST -- I CAN'T BEGIN TO EXPLAIN TO YOU JUST HOW STRENUOUS THIS IS. WHEN THE ASSESSORS COME IN, THEY COME IN AND THEY INTERVIEW YOUR STAFF, THEY TALK TO PEOPLE IN THE COMMUNITY WHILE WE'RE STAYING IN THE COMMUNITY AT THE MOTELS, WHEN WE GO OUT AND EAT DINNER, BREAKFAST, AND THEN WE DO RIDE-ALONGS, AND WE WATCH HOW YOUR OFFICERS INTERACT WITH YOUR COMMUNITY MEMBERS, YOUR STAKEHOLDERS. AND I CURRENTLY SERVE ON THE COMMITTEE FOR THE RECOGNITION PROGRAM, SO EVERY ON-SITE THAT'S DONE ACROSS THE ENTIRE STATE OF TEXAS, I REVIEW THOSE WITH MY OTHER COMMITTEE MEMBERS. AND WHAT I'VE FOUND IN THIS LATEST REPORT, I HAD TO DO A LITTLE DIGGING BECAUSE I ALWAYS TRY TO FIND AN OPPORTUNITY TO DIG CHIEF STANDARDS A LITTLE BIT BECAUSE WE GO BACK AND FORTH AND TALK QUITE FREQUENTLY. AND WHAT I WAS SO IMPRESSED AND PLEASED TO FIND WAS THAT THESE ASSESSORS FROM ACROSS THE STATE WERE SO TAKEN ABACK BY THE EFFICIENCY AND THE PROFESSIONALISM THAT THEY FOUND IN YOUR POLICE DEPARTMENT. THEY SAID IT WAS ONE OF THE EASIEST ON-SITES THEY'VE EVER UNDERTAKEN. WE USUALLY FIND SOMETHING TO KICKBACK, SOMETHING THAT NEEDS A LITTLE TWEAKING IN A POLICY OR PROCEDURE OR A PROOF. NONE. THEY SAID THE STAFF WAS VERY PROFESSIONAL AND THEY WERE VERY IMPRESSED WITH THE MEASURES THAT THE DEPARTMENT HAS TAKEN IN THEIR TRAINING STANDARDS. SO I'M GOING TO PUT YOU OUT OF YOUR MISERY OF LISTENING TO ME RAMBLE ON ANY LONGER, BUT -- MUCH LONGER, BUT THE THING YOU NEED TO KNOW IS IF THERE'S SOME 2400 LAW ENFORCEMENT AGENCIES ACROSS THE STATE OF TEXAS, IN TOTALITY, SHERIFF'S DEPARTMENT, PD, CONSTABLES. THERE ARE ONLY 165 RECOGNIZED AGENCIES ACROSS THE STATE. AND OF THAT, AND SINCE THEN, THERE ARE ADDITIONAL 90 THAT HAVE MAINTAINED THEMSELVES TO MAINTAIN THE RE RE-RECOGNIZED STATS. SO I THINK THAT SPEAKS HIGHLY OF YOUR DEPARTMENT AND COMMITMENT OF YOUR STAFF AND THE COMMITMENT TO YOUR COMMUNITY THAT THIS DEPARTMENT HAS. CHIEF MARTIN DURING HIS TENURE AND WHILE HE WAS GOING THROUGH THE RANKS OF TPCA WAS INSTRUMENTAL IN THIS PROGRAM AND WE WILL NOT -- I CAN'T EVEN BEGIN TO SHARE WITH YOU THE INPUT AND THE WAY THAT CHIEF STANDRIDGE PUSHES US TO CONTINUE TO PRODUCE AND PUSH OUT BEST PRACTICES ACROSS THE STATE. THROUGH THAT, I GO THROUGH A PROPER LENDER, I GET ACCEPTED INTO THIS PROGRAM, AND MY HVAC IS -- THE LOAN IS AMORTIZED OVER THE LIFE OF THAT PROJECT. FAMILIES WITH SCHOOL AGED CHILDREN IN BOTH ABILENE AND HAWLEY SCHOOL DISTRICTS ARE NOW HAVING TO FIND ALTERNATIVE ROUTES THAT ADD MORE THAN 40 MILES TO THEIR DAILY COMMUTES, 40 EXTRA MILES TO THEIR DAILY COMMUTES.
