>> I WILL. A COUPLE OF MONTHS AGO WE COMMISSIONED GROUP -- BARKER AND STUDIOS. TO TAKE A LOOK AT ALL OF OUR RECREATION CENTERS AND GIVE US SOME RECOMMENDATIONS. SOME OF THE THINGS THAT THEY LOOKED AT WAS CREATING A VISION AND MISSION STATEMENT. THEY EVALUATED, THEY SPENT TIME TOURING ALL OF OUR CURRENT CENTERS, INCLUDING THE SHOPPING CENTER WHICH IS CLOSE. IDENTIFYING GAPS IN SERVICES.

WE HAD CONVERSATIONS WITH LIKE YMCA, A WHY ESSAY SOME OF THE ENTITIES TO SEE WHAT THEY OFFER TO MAKE SURE TO SEE WHERE THE GAPS ARE TO SEE WHERE WE COULD BILL AND.

THEY DID SOME CONCEPTUAL PLANNING AND THEN THEY PROVIDED EXAMPLES OF WHAT MODERN RECREATION SPACES LOOK LIKE.

WHAT THEY HAVE DONE IS BASICALLY A FULL GUIDE FOR RECREATION FACILITY PROGRAMS, PROJECT COSTS, SCHEDULE AND PERFORMANCE AS AN ANTICIPATED COST AND REVENUE MOVING FORWARD. SO THE FIRST THING WE DID BACK ON DECEMBER 16 IS WHEN WE MET WITH THE PRIVATE ENTITIES TO GET FEEDBACK FROM THEM ON WHAT THEY OFFER, WHAT THEY THOUGHT ABILENE NEEDED AS ABILENE GROWS. WE HAD FOCUS GROUPS WITH PEOPLE FROM SEARS, COBB, GB DANIELS. AT THE WORKSHOP WE HAD A PUBLIC MEETING.

A COUPLE OF YOU WERE THERE WHERE WE TALKED TO PEOPLE, WE SHOWED THEM WHAT MODERN RECREATION COULD LOOK LIKE. AND HAD THEM -- I GUESS THEY CALLED IT A.AUTOCRACY.

WE CALLED IT WITH POSTING NOTES WHERE THEY HAD POSTED NOTES THAT THEY COULD PUT UP ON THE AREAS THAT THEY THOUGHT OF -- WE HANDED OUT CARDS AS WELL AS OUR RECREATION FEEDBACK.

WE TALKED ABOUT THAT IN JANUARY THAT WAS OPEN JANUARY 18 THROUGH THE 31ST.

TO GET RESPONSES FROM PEOPLE ON WHAT THEY REALLY WANTED TO SEE IN ABILENE.

ALTOGETHER, WE HAD 332 POINTS OF DATA FROM ABILENE RESTAURANTS.

HERE'S SOME OF THE FACILITIES THAT WE LOOKED AT. ONE OF THE THINGS IS THE AVERAGE SQUARE FOOT FOR INDOOR RECREATION SPACES PER CAPITA IN TEXAS IS 1.0 TO 1.5.

MANY STATES ARE MOVING TOWARDS 2.0, BUT IN TEXAS, IT'S 1.021.5.

CURRENTLY WITH GB DANIELS, SEARS, COBB AND ROSE WE HAVE 63,000 SQUARE FEET AND IF YOU ADD THE SENIOR CENTER AND IS 26,500 SQUARE FEET. SO CURRENTLY WE HAVE 91,500 SQUARE FEET FOR POPULATION OF 122, WHICH IS .75 PER RESIDENT. SO, THEY ARE ANTICIPATING AN ADDITIONAL 30,000 ãMIKA RECOMMENDING AN ADDITIONAL 30,000 SQUARE FEET NEEDED TO GET US UP TO THE 1.0, WHICH IS THE BOTTOM END OF THE AVERAGE FOR TAXES.

TO BRING THEM UP TO CODE -- IF YOU START DOING ANYTHING, YOU HAVE TO BRING EVERYTHING UP TO CODE. AND SO THE COST OF BRINGING IT UP TO CODE IS -- IN A LOT OF WAYS JUST AS EXPENSIVE OR IF NOT MORE EXPENSIVE THAN DEMOLISHING AND REBUILDING.

AND IT DOES NOT HELP THE INGRESS EGRESS ISSUES. AND SO THE RECOMMENDATIONS WERE FOR GB DANIELS TO LEAVE THE GYM -- THE GYM AREAS OUR NEWEST ADDITION.

IT IS IN GOOD CONDITION BUT DEMOING THE REST OF IT AND BUILDING ON AROUND THE GYM WHERE YOU HAVE MORE OF A CONTROLLED ENTRY, ADA AND USE CLASSROOMS, PARTY ROOMS. LET'S TRY CLASSROOMS, MEETING, SENIOR LOUNGE HEALTHY COOKING, ALL THE THINGS THAT YOU SAW IN THE RANKING THAT PEOPLE WANTED. ONE OF THE BIG THINGS THAT WERE TALKED ABOUT WAS WATER.

THE GB DANIELS LOCATION IS LANDLOCKED. SO WATER IS NOT SOMETHING WE WOULD BE ABLE TO ADD TO THIS LOCATION. BUT WE DO HAVE THE ABILITY TO ADD THE INDOOR WALK AND DRY IN THIS LOCATION. SO SEARS, AGAIN, THAT ONE WAS, FOR THE MOST PART, A DEMO AND REBUILD. IT DOES HAVE THE LAND CAPABILITY AT A FUTURE PHASE IF WE WANTED TO ADD AQUATICS IN THAT LOCATION.

AND THEN ADDING -- THIS IS A HIGH-GROWTH AREA WITH ALL THINGS GOING IN.

PHASE 2 WOULD ADDING MORE CLASSROOMS AND WATER ENTITIES AND THINGS LIKE THAT.

SOMETHING THAT HAS BECOME POPULAR IN RECREATION CENTERS IS AN INDOOR PLAY AREA, WHICH IS SHOWN ON THE BOTTOM LEFT AND ON THE BOTTOM RIGHT IS WHAT A CLASSROOM WOULD LOOK LIKE FOR YOGA OR EXERCISE OR THINGS LIKE THAT.

THE TOP LEFT IS THE GAME ROOM FOR TEENAGERS AND THEN THE TOP RIGHT IS A SMALL PLAY AREA FOR KIDS. THE BOTTOM LEFT IS EXERCISE ROOM AND THEN THE BOTTOM RIGHT IS LIKE A PARTY ROOM OR SOMETHING LIKE THAT. ONE OF THE THINGS THAT WE TALKED ABOUT WAS WE DON'T WANT TO CONFLICT WITH ANY OF THE PRIVATE ENTITIES OUT THERE.

AND SO, IN THE EXERCISE -- IT'S REALLY MORE OF -- FOR PEOPLE THAT WANT TO TRY SOMETHING OUT BEFORE THEY SPEND THE MONEY ON A GYM OR PEOPLE WHO HAVE NO LONGER WANT TO KEEP THEIR GYM MEMBERSHIP. THEY MAY BE GETTING A LITTLE OLDER.

OUR SENIORS WHO STILL WANT TO EXERCISE, BUT DON'T WANT TO BE A MEMBER OF THE GYM WILL HAVE THE ABILITY FOR THEM.

AND THIS IS THE COST. WHAT THEY DID IS THEY TOOK THE BUILDING SQUARE FOOTAGE FOR ALL OF THE PROPOSED LOCATIONS. THE FACILITY COST, THIS DOES INCLUDE DEMO AND REBUILD.

SO THAT IS FACTORED IN. PARKING LOT IMPROVEMENTS, EVERYTHING THAT WE COULD THINK OF THAT WOULD GO INTO THE COST OF BASICALLY BUILDING -- DEMOLISHING OUR CURRENT LOCATIONS AND REBUILDING OUR IN THESE FEES AS WELL AS THE SOFT COST FOR ENGINEERING CONTINGENCIES, THINGS LIKE THAT. ONE OF THE THINGS I WANT TO POINT OUT IS THE COSTS ARE BASED ON A MIDPOINT CONSTRUCTION.

SO VISIBLY, THERE WAS FUNDING AVAILABLE WE COULD BUILD IT SOONER, THEORETICALLY IT MAY COST A LITTLE LESS. IF MONEY WASN'T AVAILABLE UNTIL 2024 2025, THEORETICALLY, IT WOULD COST MORE DEPENDING ON WHAT THINGS COST. THIS WAS THEIR BEST PREDICTION BASED ON WHAT THINGS COST NOW AND HOW THINGS ARE ESCALATING? ACROSS THE NATION.

THIS IS AGAIN, REMINDING EVERYONE THAT THE INDOOR RECREATION SPACE IN TEXAS IS 1.0 TO 1.5. IT WOULD TAKE GB DANIELS FEAR PHASE 1 CESAR CHAVEZ KIRBY LAKE PHASE 1 ãMIKE THAT'S 130,000 SQUARE FEET WHICH WOULD GIVE US A 1.074 RESIDENTS AND WE WOULD HAVE TO ADD ON PHASE 24 SEARS AND KIRBY LIKE GIVING US 179,000 SQUARE FEET FOR 1.7 -- FOR 1.472 GETTIS AT THE TOP END OF THE RECOMMENDATIONS ARE WHAT YOU NORMALLY SEE.

CENTER CAN BE EXPENSIVE. >> THIS IS THE EXISTING CENTERS, THE SQUARE FOOTAGE, WHAT WE PAYING FULL-TIME STAFF BASED ON OUR 2020 PAY SCALE, PART-TIME STAFF. SO WHAT THE TOTAL STAFF SUPPLIES, SERVICES, HE WE HAVE FEES SET ASIDE FOR MAINTENANCE AND INCIDENTAL SAID START COMING UP.

THIS IS THEIR ESTIMATED AMOUNT OF WHAT EXPENSES WOULD COST PER LOCATION.

PHASE 2 IS 38,000. ON THE PREVIOUS SLIDE, MOST OF THOSE SALARIES AND STUFF VERY HAVE BECAUSE WE HAVE THOSE BUILDINGS. IN THIS LIGHT, THIS WOULD BE THE NEW LOCATION. THESE WOULD BE NEW EXPENSES THAT WE WOULD INCUR.

ONE OF THE THINGS, BEFORE I GO FORWARD IS -- IN THEIR FULL PROGRAM THAT THEY SENT, THEY DID TALK ABOUT REVENUE OPTIONS. AGAIN, THAT WOULD BE UP TO CITY COUNCIL AND WHAT THEY CHOOSE TO SUCH FEES. UPDATES ON OUR MADAGASCAR CAMPAIGN. WE HAD OUR GROUNDBREAKING HERE IN LATE JANUARY. IT WAS A LITTLE BIT CHILLY, BUT WE HAD A GOOD OUTCOME OF PEOPLE COMING OUT TO SHOW UP AND WE HAD BROKEN GROUND. HOPEFULLY I'LL HAVE MORE UPDATED PICTURES FOR THEM. THIS IS PRETTY MUCH THE DEMOLITION THAT WE'VE ALREADY INCURRED. THERE USED TO BE A BLOCK BUILDING WITH AN EXHIBIT THAT HAS BEEN TORN DOWN AND ARE MAKING THE ELEVATION CHANGES AND WE ARE READY TO NOW POUR THE SLAB FOR THE TWO NEW EXISTING BLOCK BUILDINGS, WE ARE ALSO ABLE TO SAVE THIS BEAUTIFUL PISTACHIO TREE IN THE ORIGINAL BLUEPRINTS WERE SUPPOSED TO KNOCK THAT DOWN BUT WE FOUND THE LANDSCAPER THAT'S GOING TO BE ABLE TO SALVAGE IT AND THAT WILL BE -- THIS IS HARD TO GET WITH THE EXHIBITS, THESE NICE, MATURE TREES. WE HAD GREAT ATTENDANCE AT SHAUNA CLOSE TO 3000 A COUPLE DAYS AND THEN THE RAIN CAME AND THE COVID-19 CAME. THAT SHUT US DOWN THE LAST FEW DAYS.

WE WOULD LOVE TO HAVE ANOTHER MONTH TO DO CONSTRUCTION PROJECTS BUT EVERYONE IS BACK AT THE MOWER ON THIS POINT. A FEW LITTLE THINGS WE DID IN THE WINTER PROJECTS I WANTED TO SHOW YOU. MOST OF YOU HAVE BEEN ON OUR BACK PATIO AND COMMUNITY SERVICES. THE ROOF HAD MADE ALL UNEVEN AND IS REPAIRED. IT'S A DEMONSTRATION OF THE SKILL OF OUR PARK STAFF AND IT'S COMPLETED. IT DOESN'T LOOK LIKE THIS ANYMORE BUT THEY TOOK ALL THE BRICKS OUT RELINED ALL OF THE TREES AND FLOWERBEDS WITH THE LIMESTONE AND IT REALLY LOOKS SO GOOD. THERE'S SO GOOD, THAT COMPANY. WE HAVE COMPLETED OUR BACKSTOP SET SEARS AND RED BUG. WE WERE GOING THROUGH AND REPLACING ALL THOSE OLD ONES THAT WERE BUILT IN THE 60'S. AND SO THOSE TWO HAVE BEEN COMPLETED.

A NEW FISHING DOCK AT JOHNSON PARK. THE EXISTING ONE CONTINUOUSLY GOT BROKEN. IT WAS BROKEN. IT WAS STEEL AND CONCRETE AND EVERY TIME WE HAD A STORM WE HAD TO PULL IT OUT AND GET A WELDER TO REPAIR.

SO WE HAVE A NEW -- EXACTLY PLASTIC BUT DURABLE FISHING DOCK AT JOHNSON PARK.

AND THEN SIDEWALK REPLACEMENTS ARE ABOUT TO GET STARTED ON THAT PROJECT.

THE TREE TRIMMING CREW, WE ESTIMATE THAT THEIR PERMITTING A PROXIMALLY 2 TO 50 TREES IN THE WINTERTIME. AND ALSO WE CHIP ALL OF THOSE UP ALL OF THOSE BRANCHES UP.

AND SO, THE LANDSCAPE BEDS HAVE BEEN THROUGH. WE HAVE ABOUT HUNDRED 31,000 SQUARE FEET OF LANDSCAPE BEDS WHERE THEY GO THROUGH AND CLEAN THEM UP AND TRIMMED THEM BACK AND GET THEM READY FOR SPRING. WE DID A LOT OF REPAINTING AT CURLY HAYES.

SOME OF THAT WAS PROMPTED BY VANDALISM. AND A LOT OF PAINTING AND PARK RESTROOMS AND TRAIL BRIDGES FOR HANDRAILS AND STUFF. AND THAT PICTURE ACTUALLY IS SOME OF THE TREE TRIMMING BEHIND CITY HALL. ALL RIGHT.

I KNOW WE TALKED ABOUT THIS ONE DAY GETAWAY FOR A WHILE AND COMING UP ON THE DAY BEFORE THE TRIP, WE ACTUALLY WENT FROM LIKE 48 SENIORS DOWN TO 29 SENIORS.

THAT'S WHAT THE COVID-19 GOING ON. SO WE DETERMINED TO CANCEL THE TRIP. AND SO, WE OFFERED REFUNDS, BUT WE WERE ABLE TO WORK WITH BILL BERRY AND THE BUS HAD ALREADY BEEN PAID FOR WHAT THEY DID THEY APPLY THAT AND PAID FOR THE BUS FOR NEXT TRIP WHICH IS COMING IN SEPTEMBER TO GRADE LINE.

AND A GREAT PORTION OF THOSE SENIORS THAT HAVE PAID DECIDED TO TRANSFER THAT MONEY TO THAT TRIP SO WE DIDN'T HAVE TO DO A WHOLE LOT OF REFUNDS (LAUGHING) SO ARE LOOKING FORWARD TO GOING TO GRADE LINE. SOME WERE DISAPPOINTED, BUT WERE JUST TRYING TO BE MORE
