ESSENTIAL ACTIVITIES INCLUDE ATTENDING WORK AND PROVIDING FINANCIAL SUPPORT FOR THEIR FAMILIES. ACTIVITY NECESSARY FOR MEDICAL CARE, SHELTER, FOOD AND CLOTHEING FOR THE SAFETY AND WELL BEING OF THEIR FAMILIES. WHAT IS NECESSARY FOR THE PRESERVATION OF THEIR MENTAL AND SPIRITUAL HEALTH. NUMBER THREE, THE LSIP CONTINUES TO REQUIRE RESIDENTS OF ABILENE TO GATHER IN NO MORE THAN 10 IN ANY GATHERING.

THIS APPLIES TO BOTH INDOOR AND OUTDOOR GATHERINGS. IT CONTINUES TO ADOPT THE LANGUAGE OF THE GOVERNOR'S ORDER WHICH PROHIBITS INSIDE DINING AT RESTAURANTS BUT ALLOWS CARRYOUT AND DRIVE THROUGH DINING. NUMBER FIVE, ALL BUSINESSES UNLESS RESTRICTED ARE CLOSED ARE DEEMED ESSENTIAL AND SHALL REMAIN OPEN BUT THOSE BUSINESSES SHALL REQUIRE SOCIAL DISTANCING.

NUMBER SIX, BUSINESSES THAT ARE ORDERED TO BE CLOSED ARE THE FOLLOWING: HAIR SALONS, HAIR STYLISTS, BARBER SHOPS, NAIL SALONS, TATTOO PARLORS, PIERCING BUSINESSES, AND SIMILAR GROOMING BUSINESSES, GAME ROOMS, BOWLING ALLEYS, MOVIE THEATERS, ARCADES, MINIATURE GOLF COURSES, GYMS, FITNESS CENTERS, AND OTHER SIMILAR ENTERTAINMENT VENUSE. THE INTERCEPT OF THE ORDER IS TO PROTECT THE WELL BEING OF ABILENE RESIDENTS TO PROTECT THE HEALTH AND WELL BEING OF CITY OF ABILENE RESIDENTS AND BUSINESSES AND SLOW THE SPREAD OF THE COVID-19 TO THE MAXIMUM EXTENT POSSIBLE WHILE SAFE GUARDING THE CONSTITUTIONAL LIBERTIES OF THE CITY OF ABILENE RESIDENTS BY UTILIZING THE LEAST RESTRICTIVE MEANS POSSIBLE AND ENCOURAGING THE HIGHEST LEVEL OF PERSONAL RESPONSIBILITY. RETAIL STORES WILL BE REQUIRED TO REDUCE THEIR MAXIMUM BUILDING OCCUPANCY BY 50%.

SO IF YOU HAVE A BUILDING ACPANCY OF 1,000 PEOPLE, YOU NOW HAVE A BUILDING OCCUPANCY OF 500 PEOPLE. RETAIL STORES ARE FURTHER ORDERED THAT IF THE 50% MAXIMUM BUILDING OCCUPANCY IS NOT ENOUGH TO MAINTAIN ADEQUATE SOCIAL DISTANCING REQUIREMENTS IN THE STORE FOR THE CUSTOMERS THAT ARE PRESENT, THEY HAVE TO REDUCE THAT EVEN FURTHER TO MAKE SURE GOOD SOCIAL DISTANCING PRACTICES ARE MAINTAINED. I WILL BE CLOSING CITY PARK PLAYGROUND EQUIPMENT. NOT THE PARKS, JUST THE PLAYGROUND EQUIPMENT. IN ADDITION, ALL OUR OUTDOOR BASKETBALL COURTS WILL ALSO BE CLOSED. THE INTENT IS TO MAINTAIN SOCIAL DISTANCING.

IT'S HARD TO DO THAT WITH CONTACT SPORTS. VIOLATIONS OF THIS ORDER TO RESTRICTING GATHERINGS OF 10 OR LESS FOR SOCIAL GATHERINGS CAN BE A FINE NOT TO EXCEED $1,000 OR CONFINEMENT IN JAIL UP TO 180 DAYS. THEIR SYMPTOMS WERE MILD INCLUDING A DRY COUGH, NO FEVER, AND I CAN'T DETERMINE IF HE HAD SHORTNESS OF BREATH OR NOT. I THINK HE DID BUT SOME REPORTS SAY HE DID NOT. THEY CONTINUE TO GO ABOUT THEIR DAILY LIFE.

EVEN AFTER HE WAS TESTED, HE DID NOT -- WHAT WE WOULD CONSIDER ADEQUATELY QUAR TEEN HIMSELF.

THIS KIND OF BEHAVIOR IS IRRESPONSIBLE AND CAUSES PROBLEMS FOR PEOPLE.

THIS IS THE KIND OF BEHAVIOR THAT MAKES OTHER PEOPLE SICK. HE AND HIS SPOUSE ARE NOW BEING MONITORED 24/7 BY APPROPRIATE LAW ENFORCEMENT AUTHORITIES. THEY WERE IN THE PROCESS OF FOLLOWING THE APPROPRIATE COURT PROCESS TO SECURE ANKLE MONITORS FOR THIS COUPLE.

I'M NOT GOING TO PLAY AROUND WITH THIS. I KNOW THERE ARE SOME CITIZENS WHO DON'T FEEL LIKE WE DO ENOUGH AND SOME SAY WE DO TOO MUCH. I'LL TELL YOU THIS MUCH.

IF YOU TEST POSITIVE FOR COVID-19 AND YOU'RE TALKING AROUND IN THE PUBLIC, YOU'LL REGRET YOU DID THAT. WHILE THE 14 DAYS PASSED SINCE THE SIMPTISM ONSET, SO THE PLACES THEY VISITED, TRANSMISSION RISK IS NEGLIGIBLE AT THIS POINT IN TIME.
