AND I WILL TELL YOU THAT I HAVE YET TO WORK WITH THE CALIBER OF PROFESSIONALS THAT WE HAVE IN THIS COMMUNITY. EVERYONE IS A HARD CHARGER.

EVERYONE COMES TO WORK MOTIVATED AND WILLING AND READY TO DO WHAT THEY NEED TO DO TO SERVE THEIR COMMUNITY TO BEST OF THEIR ABILITY. IT'S A FANTASTIC CREW.

I HAVE WORKED WITH FEW THAT FACE DOWN DIFFICULT ISSUE LIKE THIS ONE. WHO AREN'T AFRAID TO MAKE HARD DECISIONS. WHO AREN'T AFRAID TO HAVE THE PUBLIC DIALOGUE AND WHO AREN'T AFRAID TO BE AS TRANSPARENT AS THEY ARE WITH THE PUBLIC'S BUSINESS.

IT TRULY IS AN HONOR TO WORK FOR THIS TOWN AND IF YOU WILL HAVE ME. I WILL SPEND ANOTHER FIVE YEARS HERE. IT'S A GOOD PLACE TO BE.

>> WHEN YOU FIRST CAME ONE OF THE CONCERNS THAT THERE WAS WITHIN THE COMMUNITY WAS HOW THE CITY DEALT WITH DEVELOPERS.

AND THAT WAS ONE OF THE THINGS THAT WE TALKED ABOUT WHEN YOU FIRST STARTED. I'M PRETTY SURE YOU HEARD SIMILAR THINGS FROM OTHERS. AND THAT HAS BEEN SUCH A POSITIVE CHANGE OVER THE PAST FIVE YEARS.

AND THE FEEDBACK THAT I HEAR AS COUNCILMEMBER AS PEOPLE INVOLVED IN TRYING TO INVEST THEIR OWN HARD-EARNED MONEY INTO THE CITY WHETHER IT'S DOWNTOWN OR SOUTH -- DOWNTOWN OR OUTSIDE THE AREA. THAT'S ONE HIDDEN WAY IF YOU ARE NOT IN THE DEVELOPMENT COMMUNITY YOU WOULDN'T NECESSARILY KNOW ABOUT THAT. BUT THERE ARE MANY WAYS THAT YOU HAVE BROUGHT POSITIVE CHANGE AND IT'S HARD TO MAKE A LIST OF ALL OF IT. BUT I APPRECIATE THE LEADERSHIP THAT YOU SHOW IN TACKLING DIFFICULT ISSUES.

AND WE'VE BEEN GOING THROUGH THIS WHOLE COVID EXPERIENCE FOR THE PAST FEW MONTHS. AND JUST RELYING ON YOU TO PROVIDE US WITH ACTIONABLE INFORMATION AND THEN RELYING ON YOU TO TAKE ACTION. AND I SLEEP WELL KNOWING THAT I CAN TRUST YOU. AND I APPRECIATE YOU AND YOUR LEADERSHIP ROLE AND WHAT YOU DO FOR THE CITY OF ABILENE.

BUT I WONDERED IF THERE WAS ANOTHER UNDERLYING ISSUE THAT THE PUBLIC ARE AWARE OF. I THOUGHT WE HAD A PRETTY GOOD DIRECTOR HERE. THEY SUDDENLY LEFT.

AND THIS CONTRACT IS FOR ONE YEAR.

THE MAIN QUESTION IS, I'M SURE MR. HANNAH WILL BE ABLE TO ANSWER, IS THIS GOING TO BE PRORATED SINCE THE CITY'S BUDGET STARTS OVER AGAIN ON OCTOBER 1ST.

WE HAVE BASICALLY FOUR MONTHS LEFT IN THIS YEAR AND THEN THIS CONTRACT IS SUPPOSED TO BE FOR ONE YEAR.

I'M NOT GOING TO SAY ASSUME BUT I GUESS IT STARTS ON JUNE 1 OR MAYBE A LITTLE BIT LATER. THAT'S THE ONLY QUESTION I HAVE IF IT'S PRORATED BECAUSE OF THE SPLIT TO CITY CALENDAR OR BUDGET YEARS. OTHER THAN THAT I APPRECIATE THAT WE'RE GOING TO HAVE COMPANY OVERSEE OUR ANIMAL SHELTER.

BUT I HOPE IN THE FUTURE A POSSIBILITY WHEN AN ECONOMY MAYBE GET-GOING AGAIN THAT THEY STILL CAN LOOK INTO THE

IT MAY BE SEVERAL MORE YEARS DOWN THE ROAD NOW WITH THE ECONOMY AND THE SALES TAX SITUATION AND EVERYTHING BUT I HOPE IT STILL IS ON THE HORIZON. SOMETIME IN THE FUTURE.

THE ONLY QUESTION I HAD IS THE OUTPUT WILL IT BE SPLIT OVER TWO

MY HOPE IS THAT DURING THIS YEAR WE WILL BE ABLE TO WORK AND PARTNER WITH BEST FRIENDS TO IMPLEMENT KEY BUSINESS PRACTICES TO ACHIEVE OUR 90% LIVE RELEASE RATE PER COUNCIL POLICY. AND ALSO TO TRAIN AND BRING UP SOME TALENT IN OUR SHELTER THAT EXISTS TODAY THAT I JUST DIDN'T FEELS QUITE READY. THIS WILL GIVE THEM AN OPPORTUNITY TO STRETCH AND GROW. AND MAYBE EVEN BE ABLE TO GROW OUR OWN LEADERSHIP WITHIN THAT DIVISION.

THAT'S MY HOPE AND THEN I THINK BEST FRIENDS IS AN ORGANIZATION THAT REPRESENT HELP US DO THAT AND POWERFUL AND MEANINGFUL WAY.

BUT ALSO BEST FRIENDS AND EVEN THE HUMANE SOCIETY OR TEXAS TO TAKE THOSE ANIMALS THAT MAYBE SCHEDULED FOR EUTHANASIA AND SEND THEM TO OTHER PARTS OF AMERICA WHERE THEY DON'T HAVE QUITE THE ANIMAL POPULATION PROBLEM THAT WE DO IN SOME OF THE SOUTHERN STATES? .

WE KEPT THE SHELTER OPEN. WHILE A LOT OF OTHER MANY TOWNS AND CITIES SHUT THEIR SHELTER DOWN.

YOU KEN -- KEPT IT GOING. AS FOR BEST FRIENDS I'M DIF RESEARCH ON THESE PEOPLE. NETWORK SING THE KEY IN THE 21ST CENTURY AS FAR AS GETTING ANIMALS UNWANTED ANIMALS ADOPTED. MR. ANNA IS EXACTLY CORRECT ANIMALS THAT ARE NOT WANTED IN ONE AREA MAY BE WANTED IN ANOTHER AREA. THAT'S WHERE THE NETWORKING COMES IN. BEST FRIENDS EXCELLENT AT THAT.

IN THIS CASE WITH HAVE DEVELOPER BY THE NAME ABILENE FOREST HILL AND THEY WANT TO DO DEVELOPMENT IN THE MEADOWS SUBDIVISION WHICH IS LOCATED OFF OF FOREST HILL ROAD. AS PART OF THE REQUIREMENT FOR THE DEVELOPMENT. DEVELOPER IS REQUIRED TO DO PUBLIC IMPROVEMENT INCLUDING STREET IMPROVEMENT.

WATER AND WASTEWATER LINES. AS PART OF THIS CITY AND DEVELOPER AGREED TO WORK TOGETHER TO PROVIDE PROVIDE FULL STREET FOR FOREST HILL AND OVERSIZING FOR WATER LINE IN ORDER TO PROVIDE A LONG-TERM SOLUTION FOR NOT JUST THE SUBDIVISION BUT FOR THOSE THAT TAKE PLACE IN FUTURE.

ALSO PROVISIONS FOR WAIVERS AND DEFERRALS OF THE REQUIREMENTS WHEN WARRANTED. THEY ARE ADMINISTRATIVELY GRANTED OR DENIED BY THE PLANNING DIRECTOR OR THE CITY ENGINEER. IF WE DENY A REQUEST BY THE DEVELOPER FOR A SIDEWALK DEFERRAL OR WAIVER THAT APPEAL PER CODE GOES TO YOU ALL. WE HAD ONE LAST FALL THAT YOU ACTED ON. THEY WILL CHANGE THE APPEAL PROCESS TO WHERE THAT APPEAL INSTEAD OF GOING TO CITY COUNCIL IT WILL GO TO CITY MANAGER FOR ACTION.

INSTEAD OF DEPUTY CHIEF.

THEY OVERRULED HIM. AND HIRED HIM INSTEAD.
