THE SUBJECT LOTS ARE WITHIN THE NEIGHBORHOOD APARTMENT ZONE WHICH WAS ESTABLISHED TO PROMOTE REDEVELOPMENT WITHIN ECONOMICALLY DISTRESSED AREAS OF ABILENE.
