WE WOULD LIKE TO INFORM EVERYONE PRESENT THAT THIS COMMISSION MEETS IN COMPLIANCE WITH THE TEXAS OPEN MEETING ACT AND THE PURPOSE OF THIS COMMISSION IS SET FORTH BY THE CITY COUNCIL IN SECTION 1171 OF THE LAND DEVELOPMENT CODE.

THIS IS A RECOMMENDING COMMISSION.

ALL FINAL DECISIONS ARE MADE BY THE CITY COUNCIL OR THE BOARD OF ADJUSTMENT. DEPENDING ON THE NATURE OF THE REQUEST AND APPROVAL OR DENIAL BY THIS COMMISSION.

I WILL BE PRESENTING THIS CASE. IT'S FOR HISTORIC OVERLAY ZONING REQUEST HOZ 2020-01. OUR FIRST CASE OF THE YEAR.

THE LEGAL DESCRIPTION BEING ALL OF LOT 5 AND BLOCK 20 OF THE CONTINUATION TO THE HIGHLAND ADDITION OF THE CITY OF ABILENE, TAYLOR COUNTY TEXAS. THE APPLICANTS ARE CADE AND KATY BROWNING. YOU CAN SEE A PHOTO OF THE PROPERTY. THIS IS A LOCATION MAP INDICATING WHERE THE PROPERTY IS.

IT IS HIGHLIGHTED AND STRIPED IN YELLOW.

HIGHLAND AVENUE TO THE WEST SOUTH TENTH STREET TO THE SOUTH AND SANTOS STREET TO THE WEST. THIS IS A ZONING MAP INDICATING THE ZONING OF THE PROPERTY WHICH IS RS12 SESSION RESIDENTIAL SINGLE FAMILY. HIGHLIGHTED IN YELLOW AND YOU CAN SEE TO THE WEST THAT THERE IS RS6 SINGLE FAMILY RESIDENTIAL AS WELL. SO THE MAJORITY IS A MIXTURE OF RS12 AND RS6. THESE ARE SEVERAL PHOTOS OF THE PROPERTY. I WANTED TO SHOW YOU GUYS ALL SORTS OF ANGLES SO YOU CAN SEE HOW LARGE THE BUILDING IS AND IT TAKES UP ALMOST AN ENTIRE BLOCK. THE FIRST IS A FRONT VIEW OF THE RESIDENCE. ONE OF THE FEW LANDMARKS THAT REPRESENTS ITALIAN RENAISSANCE ARCHITECTURE. IT'S ABILENE'S PREMIER EXAMPLE OF THIS TYPE OF ARCHITECTURE. IT EXHIBITS RICH ORNAMENTATION AND CLASSIC CAMLY STYLED DETAILING THAT DISTINGUISHES THIS BUILDING FROM OTHERS IN THE NEIGHBORHOOD.

THE CITY MET CONTROL FACADE, THE ROUND ARCHED OPENING AND THE BROKEN PENNEDMENT ARE EXAMPLES OF THIS ITALIAN RENAISSANCE.

THE BUILDING IS ALSO ASSOCIATED WITH HISTORICAL CONTEXT.

IT WAS PUBLISHED WITH THE NATIONAL PARK SERVICE.

CALLED THE RAILROAD OF ABILENE'S DEVELOPMENT INTO A WHOLESALE AND DISTRIBUTION CENTER IN WEST TEXAS.

IT CITES THE INVOLVEMENT OF THE ORIGINAL OWNER.

MR. FULL WHILER WAS THE OWNER OF FULL WHILER'S MOTOR COMPANY.

A MANAGER OF FULL WHILE EHRLICH COMPANY AND INVOLVED IN SEVERAL INVESTMENTS INCLUDING CAMP BAKALY AND THE ORIGINAL HILTON HOTEL. THE APPLICANTS ACTUALLY APPLIED FOR THE NATIONAL REGISTRY OF HISTORIC PLACES WITH THE NATIONAL PARK SERVICE AND WAS GRANTED THAT IN NOVEMBER OF 2018 AND ALSO PLACED WITH THE TEXAS HISTORICAL COMMISSION LIST OF HISTORIC STRUCTURES ON DECEMBER 9,2018.

I ALSO CONTACTED THE THC TO VERIFY THE DATES AND THEY ARE CORRECT. I ALSO WANTED TO INCLUDE PHOTOS OF INTERIOR RENOVATIONS THAT THE OWNERS TOOK PLACE JUST SO YOU CAN SEE WHAT ALL THEY'VE DONE. NOT MUCH TO THE EXTERIOR BUT YOU CAN SEE THE ENTRY STAIRCASE THEY RIPPED UP THE CARPET.

REF STAINED THE WOOD. YOU CAN SEE THE HALL BATHROOM IS MORE ARCHITECTURALLY COMPATIBLE WITH THE PEDESTAL SINK AND THE SUBWAY TILE AND MARBLE LINING ALONG THE WANES COATING THERE.

AND THESE DO NOT COUNT TOWARD THE HISTORIC OVERLAY.

ALL WERE WITH THE EXTERIOR BUT I WANTED YOU TO SEE THAT THE PROPERTY OWNERS DO CARE ABOUT THE PROPERTY.

THIS IS THE FORMAL LIVING ROOM AND THE LIVING ROOM.

YOU CAN SEE THAT THE CARPET WAS LIFTED AND THEY REFINISHED THE FLOORS AND DID QUITE A BIT OF REPAINTING OF THE AREA ALL ARCHITECTURALLY COMPATIBLE TO THE TIME PERIOD.

THIS IS THE KITCHEN ENTRY. YOU CAN SEE THAT THE FLOORS WERE RIPPED UP AND THE ORIGINAL HARDWOOD FLOORS WERE REFINISHED AND THE KITCHEN AS WELL THEY DID ADD A FARM LIKE SINK TO IT.

THAT IS APPROPRIATE WITH THE TIME PERIOD.

THEY GOT RID OF THE OLD '80S ARCHITECTURE THAT WAS IN PLACE.

SO PURSUANT TO SECTION 2.3.4.4 OF THE LAND DEVELOPMENT CODE IT EMBODIES AT LEAST ONE OR MORE OF THE CHARACTERISTICS.

THE STAFF RECOMMENDS APPROVAL OF THE REQUEST AND I WOULD BE HAPPY
