ORDER. WE HAVE BEFORE US THE MINUTES FROM THE APRIL 21 2020 MEETING.

[2. Consideration and Action on the minutes of the April 21, 2020 meeting.]

ARE THERE ANY MODIFICATIONS, ADDITIONS, CORRECTIONS FOR THE MINUTES?

>> I WOULD LIKE A MOTION TO APPROVE THE MINUTES. >> SECOND.

>> ANY OPPOSED? >> MINUTES ARE APPROVED. MOVED ITEM NUMBER THREE,

[3. Receive a Report, Hold a Discussion and a Public Hearing, and Take Action on the amendment to the FYs 2021-2024 Transportation Improvement Program (TIP).]

RECEIVE AND REPORT AND HOLD A DISCUSSION AND PUBLIC HEARING AND TAKE ACTION ON THE AMENDMENT TO THE FY 2021 TO 2024 TRANSPORTATION IMPROVEMENT PROGRAM.

>> GOOD AFTERNOON. WHAT YOU SEE BEFORE YOU IN THE PACKET IS THE TIP, WHICH IS THE TRANSPORTATION IMPROVEMENT PROGRAM. THIS IS THE ONE THAT WAS APPROVED AT THE APRIL 21 MEETING EVERYTHING WE ADMINISTRATIVELY AMENDED IT ON MAY 14 AND WE HAD SOME CHANGES AND SAID THAT IS WHAT IT IS COMING BACK TO YOU FOR.

THIS WAS DUE ON JUNE 22, BUT IT WAS EXTENDED UNTIL JULY 13 PARIS AND THE TRANSPORTATION ALTERNATIVES PROJECT WERE THE REASON WE WERE AMENDING THIS DOCUMENT.

IT IS IN THE CURRENT TIP, BUT WE THINK IT WILL BE PUSHED OUT FURTHER SO WE WANTED TO MAKE SURE THIS TIP STARTS IN OCTOBER AND SO WE WANTED TO MAKE SURE IT WAS INCLUDED IN THEIR.

SOME OF THE CHANGES TO THE TIP, YOU WILL NOTICE A COVER SHEET, THE DATE PENDING APPROVAL, THE TABLE OF CONTENTS, PAGE 9 WHICH IS A PUBLIC PARTICIPATION PROCESS.

IF YOU TURN TO PAGE 9, THAT CURRENTLY SAYS AS OF THE DEADLINE BLANK COMMENTS WERE RECEIVED FROM THIS CUP PUBLIC COMMENT.AN THROUGH JUNE 20 AND WE HAVE A PUBLIC HEARING TODAY SO AFTER DAY DAY IT WILL BE UPDATED VERY AND CURRENTLY WE WERE HAVE RECEIVED ONE COMMENT FORM THAT. PAGE 13 AND 16, THE HIGHWAY PROJECT AND I'M GOING TO GO INTO DETAIL ON THOSE IN A MINUTE. WE ALSO UPDATED PAGE 17, WHICH IS A FINANCIAL SUMMARY. PAGE 18 WE UPDATED THE MAP AND PAGE 29 WE UPDATED HISTORY OF AMENDMENTS. ONE THING TO POINT OUT, THE CHANGES IN RED WAS UPDATES SHOWN TO THE ATTACK AND APPROVED BY THE TACT THE CHANGES IN BLUE, THIS WAS BASED ON EMAIL WE RECEIVED ON JUNE 16 FROM TXDOT AND SO WE MADE ADDITIONAL CHANGES THE TECHNICAL COMMITTEE HAS NOT SEEN. SO IF YOU WILL LOOK, THIS IS ALSO IN YOUR DOCUMENT. IF YOU WILL TURN TO PAGE 13 OF THE DOCUMENT.

ON THIS FIRST PROJECT, YOU CAN SEE THE ITEMS IN BLUE. WHAT WE HAVE DONE ON THAT IS WE TOOK OUT THE RIGHT WAY BECAUSE THE RIGHT AWAY IS GOING TO BE GROUPED.

WE TOOK OUT ONE, A PLACEHOLDER BASICALLY. IT WAS A DOLLAR AND SO WE TOOK THAT OUT. IN THE PROJECT IS A REASON WE WERE DOING THIS AMENDMENT IN THE FIRST PLACE AND THAT IS WHAT YOU SEE THERE ON YOUR PAGE ON YOUR DOCUMENT.

THIS IS THE ITEM, THIS PARTICULAR PROJECT IS THE ONE CURRENTLY ONGOING.

THIS IS ON US 83. IT IS THE OVERPASS AT REMINGTON PARK ROAD.

WE WENT AHEAD AND REMOVED THAT BECAUSE IT DID LEAD IN 2018. THE ONLY REASON WE HAD IT IN THIS DOCUMENT WAS IF THERE WERE ANY CHANGE ORDERS OR ANYTHING ELSE THAT REQUIRED FEDERAL HIGHWAY APPROVAL AND THEN WE WOULD NEED TO HAVE IT IN THEIR. BUT TXDOT ASKED US TO REMOVE THE WE HAVE REMOVED IT. AND THIS IS ON PAGE 14 AND 15 OF YOUR DOCUMENT.

SO THESE PROJECTS YOU SEE ON THE LEFT SIDE OF THE SCREEN, THOSE WERE IN 2021, BASED ON THE LET DATE THOSE HAVE BEEN MOVED TO 2022.HAT WASN'T ADMINISTERED OFAMENDMENT WE MADE IN MAY . AND THEN CURRENTLY WE REMOVED CATEGORY 1 FROM THAT BOTTOM PROJECT FOR THAT IS A DOLLAR PLACEHOLDER.E ALSO REMOVED THE PE, WHICH WILL BE GROUPED.

AND THE ONE FROM THE PROJECT IN 2023. THESE ARE THE PROJECTS THAT WERE IN 2024 BASED ON THE LET DATE BECAUSE OF THE AUGUST LET DATE.

ALSO BE PUSHED INTO THE NEW CHIP SO THEY ARE NOT INCLUDED IN THIS TO.

THOSE WERE THE FOUR PROJECTS LISTED IN 2024. THIS IS ON PAGE 17 OF YOUR DOCUMENT. IT IS JUST AN UPDATE FOR THE PROJECTS WE JUST DISCUSSED.

THIS IS THE UPDATED FINANCIAL SUMMARY TO MATCH THOSE PROJECTS.

THIS IS THE MAP THAT WAS UPDATED. WE REMOVED THOSE FIVE PROJECTS FROM IT SO WE NOW HAVE A PROJECTS TOTAL AND THEN THE HISTORY OF THE AMENDMENTS YOU CAN SEE THERE WE JUST PUT IN THEIR EXACTLY WHAT WE DID SO WE KNOW WHEN THIS AMENDMENT WENT THROUGH THIS IS WHAT HAS OCCURRED. THE PUBLIC COMMENT FORM WE RECEIVED, THERE WERE CHANGES. WE HAD CLOT ROAD THROUGH THAT NEEDED TO BE CLAWED DRIVE.

[00:05:09]

WE WENT AHEAD AND MADE THAT CHANGE. WE UPDATED THE PROJECT DESCRIPTION CLARIFICATION. THOSE OF THE THINGS YOU SEE IN BLUEPRINT WE HAD SOME THE PROJECTS WE CHANGE THAT TO MATCH THE REST OF THE DOCUMENT AND THEN WE PUT A CIRCLE ON THE MAP FOR ANSLEY ROAD, WHICH IS HARD TO SEE THE NUMBER SEVEN THERE.

THAT IS WHY IT IS NOW CIRCLE PRINT THOSE WICKED CATCHES IN THE PUBLIC COMMENT FORM AND THOSE ARE THINGS WE WENT AHEAD AND UPDATED IN THIS CYCLE. AS I SAID, THE ITEMS THAT YOU SAW, THE TECHNICAL ADVISORY COMMITTEE SAW THE ONES IN RED, BUT THE ONES IN BLUE OR ONES WE JUST GOT RID AND SO THOSE WERE CHANGES THAT WERE MADE WITH THEY WERE MAINLY PULLING OUT STUFF AND PUTTING STUFF IN PARIS IN IT DIDN'T CHANGE THE ACTUAL PROJECTS OF THE THAN THE ONES WE REMOVED BASED ON THE YEAR THEY WERE BEING LEFT. AND WITH THAT I WILL BE HAPPY

TO ANSWER ANY QUESTIONS YOU HAVE ABOUT THAT. >> DOES ANYBODY HAVE ANY

QUESTIONS ON THE MODIFICATION OF THE TIP? >> NO.>> THIS ITEM CALLS FOR A PUBLIC HEARING FROM YOU AND IT IS TIME TO OPEN THE PUBLIC HEARING.

IF ANYONE WOULD LIKE TO COME TO SPEAK WITH REGARD TO THE 2021 TO 2024 TRANSPORTATION IMPROVEMENT PROGRAM. PLEASE COME FORWARD AND STATE YOUR NAME FOR THE RECORD.

SEEING NO ONE, I WILL CLOSE THE PUBLIC HEARING FROM YOU ANY OTHER QUESTIONS?

>> ONE THING I DID FORGET TO POINT OUT, THIS DOCUMENT HAS NOT BEEN APPROVED YET BECAUSE IT WASN'T DUE UNTIL JUNE AND SO WE HAVEN'T SUBMITTED IT. IT IS SORT OF STRANGE TO DO IN AMENDMENT ON A DOCUMENT THAT HASN'T BEEN SUBMITTED, BUT IN ORDER TO MAKE THE CHANGES THAT IS WHY YOU SEE IT SAYS AMENDMENT ONE. MOTION.

>> SO MOVED. >> MOTION TO APPROVE THE TIP. >> SECOND.

>> AND EIGHT SECOND TO APPROVE THE TIP AS PRESENTED. ANY FURTHER DISCUSSION?LL IN

[4. Discussion and review of transportation projects.]

FAVOR SAY AYE. ANY OPPOSED? THE TIP IS APPROVED.

WE MOVED TO ITEM NUMBER FOUR COMMIT IS A DISCUSSION AND REVIEW OF TRANSPORTATION PROJECTS. I THINK PAUL WILL GO FIRST WITH TXDOT.

>> GOOD AFTERNOON. RIGHT NOW WE HAVE THREE ACTIVE PROJECTS WITHIN THE MPO BOUNDARY VERY THE FIRST ONE IS THE BUTLER CONSTRUCTION 384,THE CLARK ROAD PROJECT , BRIDGE OVERPASS AND HAS THE FOUNDATIONS ARE UNDER CONSTRUCTION.

WE START COMING UP WITH. IT LOOKS LIKE COLUMNS BUT IT IS PART OF OUR DRILL SHAFTS COMING UP. STRANGE IS BEING EXTENDED RIGHT NOW THE PROJECT IS A LITTLE BIT AHEAD OF SCHEDULE. THINGS ARE GOING WELL ON THAT ONE.

THE SECOND PROJECT IS USAID FRONTAGE ROADS. FROM 277 TO THE INTERCHANGE.

THAT IS A PLAIN SEAL AND REPAV . WORK HAS BEGUN ON IT.

IT HAS PREDOMINANTLY BEEN NIGHT WORK FOR IT RIGHT NOW THEY ARE WORKING BETWEEN SOUTH 14TH AND SOUTHWEST DRIVE. WE ARE EXPECTED TO PLACE THAT ONE BY SEPTEMBER.

THE THIRD ONE IS THE BUNKIE BROTHERS CONSTRUCTION. HIGHWAY 351 FROM REDWING TO BUY 20. IT IS A SIDEWALK AND PEDESTRIAN ELEMENTS PROJECT.

THAT ONE IS JUST UNDERWAY THIS MONTH. THEY ARE DOING WELL.

WE EXPECT TO BE COMPLETED IN APRIL OF 21. >> IT IS MOVING QUICKLY.

>> THEY ARE. >> THANKS, PAUL. >> AND THE CITY OF ABILENE

REPORT. WE WILL PRESENT THAT ONE. >> CENTRAL BUSINESS DISTRICT STREET REPAIRS ARE AS OF THE FIRST MONTH OF 14 PERCENT COMPLETE.

RECENTLY WORK ON PINE STREET WAS COMPLETED, EXCEPT THE SOUTHERN TWO BLOCKS.

RIDGEMONT DRIVE FROM REBECCA TO CLACK, THE PROJECT IS COMPLETED.

SOUTH WILLIS FROM SOUTH 32ND TO SOUTH 14TH FOR THE CONTRACT HAS BEEN AWARDED,CONSTRUCTION HAS NOT BEGUN . NORTH FIRST STREET FROM NORTH 63 FROM NORTH FIRST TO GREAT AS THE FIRST OF THE MONTH.

TWO WEEKS. BUTTERNUT STREET FROM SOUTH FIRST TO TREAD AWAY AS OF THE FIRST OF THE MONTH, THAT PROJECT WAS 21 PERCENT COMPLETE WERE JOHN KNOX FROM RIDGEMONT TO CLACK AND VILLAGE FROM SOUTH CLACK CURRY AS OF THE FIRST OF THE MONTH WAS COMPLETE EXCEPT

[00:10:05]

FOR STRIPING. AND THAT SHOULD HAPPEN WITHIN THE NEXT TWO WEEKS.

RESURFACING IN WORK ZONES ARE COMPLETE. RESURFACING IN WORK ZONE AS 15 IS COMPLETE. PROJECT AND WORK ZONES S-6 AND X 24 IS COMPLETE RESURFACING ON CURRY, CEDAR RUN, ROLLING GREEN AND TURNER CONTRACT HAS BEEN AWARDED, CONSTRUCTION HAS NOT BEGUN. THE SET TRAFFIC SIGNAL ROLLING GREEN, THE CONTRACT HAS BEEN AWARDED AND WE ARE NOW WAITING AND ANTICIPATE THAT COULD TAKE UP TO TWO MONTHS.

FROM WHEN THE CONSTRUCTION BEGAN.SALES BOULEVARD FROM SOUTH DANVILLE TO BUFFALO GAP ROAD, CONTRACT HAS BEEN AWARDED, CONTRACTOR AGAIN AT WORK LAST WEEK AND IS MAKING GOOD PROGRESS. MAPLE STREET. FROM FM 707 TO COLONY HILL ROAD IS UNDER DESIGN AND A DEVELOPER PRICING PROJECT WITH THE CITY. WE ANTICIPATE THAT DESIGN IS 20 PERCENT COMPLETE. WE ANTICIPATE THE PROJECT WILL BE READY FOR CONSTRUCTION LATE THIS YEAR OR EARLY 2021. GRIFFITH ROAD FROM EAST NORTH 10TH TO MARATHON ROAD, THE DESIGN 75 PERCENT COMPLETE HOOD WE ARE PRESENTLY RELOCATING IN 10 INCH WATER LINE ON THAT PROJECT. WE ANTICIPATE AWARD LATE 2020 AND CONSTRUCTION IN 2021.

THE FIRST TRANSPORTATION ALTERNATIVE SIDEWALK PROGRAM IS 100 PERCENT DESIGN.

IT HAS BEEN REVIEWED BY FHWA AND WE ANTICIPATE AN AWARD IN AUGUST.AND THE LAST ITEM AT THE BOTTOM OF THE TRANSPORTATION ALTERNATIVE SIDEWALK PROJECT ON THE EAST SOUTH 10TH AND EAST SOUTH 11 THE CITY REQUESTED A GRANT OWNED BACK IN THE WINTER.

WE DID MAKE THE FINAL CUT ON THAT GRANT, BUT RECENTLY WE RECEIVED A NOTIFICATION FROM TXDOT THAT THEY HAD PICKED UP THAT PROJECT AND WILL DESIGN AND CONSTRUCT THAT PROJECT WITH THE CITY PARTICIPATING IN SOME OF THE COSTS. QUESTIONS?

>> ONE OF THE THINGS THE WORK ZONE S-6/S 24, THAT WAS THE SLURRY SEAL.

THAT WAS OUR FIRST TIME TO TRY THAT. IS THAT BEEN POSITIVE?

>> SO FAR, YES. THAT PARTICULAR MATERIAL TAKES A PERIOD OF TIME TO CURE.

AND ONE OF THE CONCERNS WE HAVE WITH THE PROCESS IS TRAFFIC, THERE IS A POTENTIAL OF TRAFFIC DAMAGING THE SURFACE WHILE IT IS TENDER.O FAR THE PROJECT HAS BEEN SUCCESSFUL AND WE ARE PLEASED.WE USED TO HAVE YOUR AGGREGATE OF WHAT THE CITY HAS USED IN THE PAST.

WE ARE PLEASED SO FAR. >> GREAT. ONE OTHER THING IS THE BRIDGE RECONSTRUCTION BEING DONE ON NORTH 18 AT CAT CLAW, IS THAT SOMETHING THAT WILL BE IN THIS

LIST EVENTUALLY. >> TXDOT WILL DESIGN AND CONSTRUCT THAT .

IN THE OFF SYSTEMS PROGRAM. I BELIEVE ãSCHEDULE FOR 2022. AND THERE IS SOME CITY

PARTICIPATION IN THAT. >> SO IT WILL EVENTUALLY END UP ON THIS LIST?

>> I DON'T KNOW THAT IT WILL END UP ON HIS LIST. IT'S A TXDOT OFF SYSTEM PROJECT IS WHAT WE CALL THAT. ARE WELCOME TO PUT IT ON YOUR LIST IF YOU WANT TO.

ALL RIGHT. AND BOBBY FOR CITY LINK TRANSIT REPORT.

>> GOOD AFTERNOON PARIS AND I JUST WANTED TO GIVE EVERYONE AN UPDATE TO THE IMPACT IN RESPONSE TO COVID-19 AS IT RELATES TO OUR TRANSIT SERVICE. WE CONTINUE TO DO EXTENSIVE DISINFECTING IN OUR VEHICLES, WHICH HAVE APPARENTLY PAID OFF BECAUSE TO DATE NO ONE AT OUR

[00:15:02]

FACILITY HAS TESTED POSITIVE. SO THAT IS A GOOD THING. WE ALSO CONTINUE TO ENCOURAGE AND REQUIRE OUR EMPLOYEES TO WHERE ALL THE PERSONAL PROTECTIVE EQUIPMENT AS POSSIBLE. WE HAVE OBTAINED SEVERAL SHIPMENTS OF FACEMASKS.

WE CONTINUE TO BRING FRIED THOSE FOR OUR EMPLOYEES. WE ALSO HAVE ENOUGH TO PASS OUT TO SEVERAL PASTORS. WE ARE PASSING US OUT TO ANYONE WILLING TO WHERE THE.

WE ARE NOT MANDATING AND REQUIRING PASSENGERS WEAR THEM, BUT WE HIGHLY ENCOURAGE THAT.

FOR THE MOST PART ON ANY GIVEN DAY YOU WILL SEE A NUMBER OF PASSENGERS WEARING THEM.

ANOTHER UPDATE WANTED TO SHARE, WE HAVE BEEN NOTIFIED OUR GRANT APPLICATION HAS BEEN APPROVED FOR FLEET REPLACEMENT. WE WILL BE REPLACING SOME OUR SEVERELY OUTDATED .INCE THE TOWN SUBMITTED THIS UPDATE, WE HAVE BEEN INFORMED WE RECEIVED ORDERS AROUND $70,000 TOWARD THE REPLACEMENT OF THESE CUTAWAYS. SO THAT'S A REALLY GOOD THING.

WHICH BASICALLY MEANS IT'S GOING TO REPLACE SIX. ALSO, CITY LINK IS GETTING REALLY CLOSE TO REPLACING ALL OUR SUPPORT VEHICLES. THE SUPPORT VEHICLES WE HAVE ARE OVER 10 YEARS OLD AND SUCCEEDED THEIR USEFUL LIFE. WE RECEIVED QUOTES ON THOSE AND WE ARE JUST WORKING OUT THE DETAILS AS FAR AS OPTIONS AND FOLLOW-UP.

IT WILL GO TO CITY COUNCIL FOR APPROVAL. ANY QUESTIONS?

>> I'M JUST KIND OF CURIOUS. IT IS LOOKING SUSPICIOUSLY LIKE IN THE NEAR FUTURE WE'RE GOING TO MANDATE WEARING OF MASKS. AND JUST KIND OF CURIOUS OUT IN PUBLIC, HOW IS THAT GOING TO AFFECT YOU. DO YOU PROVIDE MASKS FOR PEOPLE?

>> WE ARE PROVIDING THE MASKS AS LONG AS OUR SUPPLY HANGS UP. AND WE JUST RECEIVED ANOTHER SHIPMENT MASKS. BUT THE FEDERAL TRANSIT ADMINISTRATION WAS THE ONE WHO SENT OUT THIS SHIPMENT. THEY SENT IT TO TXDOT AND MAILED IT TO US THAT WAY.

WE CONTINUE TO PROVIDE THOSE MASKS AS LONG AS PEOPLE ARE WILLING TO WEAR THEM.

UNTIL LOCAL AUTHORITIES ADOPT SOME TYPE OF ORDINANCE OR ANYTHING REQUIRING THOSE MASKS, WE ARE NOT DENYING ANY SERVICE OR ANY TRIPS FOR ANY PASSENGERS AT THIS POINT.

>> DO YOU TYPICALLY HAVE MORE OR LESS PASSENGERS WRITING THE NORMAL?

>> ACTUALLY, I WOULD SAY THE NUMBER OF PASSENGERS IN THE BUS IS ABOUT 85 PERCENT.

THAT IS A REALLY GOOD THING. IF WE HADN'T SUPPLIED THOSE MASKS, I DON'T KNOW IF THAT

PERCENTAGE WOULD BE THAT HIGH. >> THAT IS ALWAYS THE ISSUE YOU ARE FACING.

YOU'RE GOING TO PUT A WILL IN PLACE, YOU BETTER PROVIDE THE MATERIALS NEEDED TO THE PUBLIC.

BECAUSE YOU ARE GETTING PEOPLE WHO MAY NOTBE ABLE TO GET ACCESS .

>> AND IN THIS DAY IN AGE, JUST THE WAY THE SUPPLY AND THE DEMAND HAS BEEN, IT HAS BEEN DIFFICULT. SO WE WERE FORTUNATE TO OBTAIN SHIPMENTS PRETTY EARLY ON THROUGH THIS AND WE HAD ORDERED QUANTITY SO WE COULD SUPPLY. AND WE CONTINUED TO HAVE EVERY NOW AND THEN.WE TRY TO KEEP UP WITH OUR SUPPLY AS MUCH AS POSSIBLE.

>> AND THE PEOPLE WHO HAVE TAKEN THE MASKS YOU PROVIDED, DO THEY TEND TO HANG ON TO THEM

OR THROWTHEM AWAY? >> FROM WHAT WE HAVE SEEN, I THINK MOST PEOPLE ARE HANGING ONTO THEM . WITH THE EXCEPTION OF ONE SHIPMENT.

ALL THE MASKS WE HAVE ARE USUALLY THE WASHABLE. OF COURSE WE ALSO RECEIVED A LARGE NUMBER OF MASKS FROM THE CITY HEALTH DEPARTMENT INCLUDED IN THAT JUST RECENTLY.

THAT HELPED A LOT TOO. >> THANK YOU. ANY OTHER QUESTIONS?

[5. Discussion and review of reports:]

>> OKAY. WE WILL MOVE ON TO THE DIRECTORS WORK FOR THE

FINANCIAL STATUS FIRST. >> INCLUDED IN YOUR PACKET IS A FINANCIAL SUMMARY.

AND IF YOU WILL LOOK THERE, WE HAVE THE FEBRUARY, MARCH AND APRIL BILLINGS YOU ALSO SEE

[00:20:09]

INCLUDED IN YOUR PACKET. THE TOTAL AMOUNT AUTHORIZED IS 458, 73.

WE HAVE SPENT TODAY 192 NINE 3172. FOR A TOTAL OF 265, 114 01.

ANY QUESTIONS ON THE FINANCIAL PART?ALSO INCLUDED IN YOUR PACKET IS THE OPERATIONS REPORT. I'M NOT GOING TO GO OVER ALL THAT.

WE HAVE BEEN REALLY BUSY WITH OUR LONG-RANGE PLAN DURING THE TIP AMENDMENTS WITH OUR TRAVEL DEMAND MODEL IN GETTING BUDGET STUFF DONE FOR THE CITY. AND SO THOSE ARE THE ITEMS YOU SEE THERE. NESSA SAID, THE FULL REPORT IS INCLUDED IN YOUR PACKET.

UNDER THE DIRECTORS REPORTS, WE HAVE THE PART-TIME OFFICE ASSISTANT JOB DESCRIPTION WAS OUT THERE FOR A WHILE AND WHEN COVID-19 HIT, THAT WAS PULLED IN THE TRANSPORTATION PLANNER POSITION IS VACANT ALSO IN BOTH THOSE POSITIONS ARE CURRENTLY ON HOLD.

THE MPO LEASE, WE ARE STILL WORKING. WE JUST GOT THROUGH GETTING EVERYTHING THROUGH AND SO WE WILL BE HOPEFULLY GETTING EVERYTHING SIGNED.

WE HAD A LITTLE TROUBLE WITH THE ENTRANCE PART OF THAT, BUT WE GOT THAT WORKED OUT NOW AND SO WE ARE GETTING READY TO MOVE FORWARD ON THAT. THE BOUNDARY EXPANSION, THIS IS STILL ON HOLD. WE HAVE JUST BEEN COMPILING DATA.

AND SO THAT IS STILL ON HOLD AND WE ARE GATHERING THE DATA RIGHT NOW.HE TIP ADMINISTERED OF AMENDMENT, IT'S THE SAME THING WE DISCUSSED IN THE CURRENT TIP WOULD REMOVED THOSE TO PROJECTS FROM 21 TO 2022. AND THAT WAS ADMINISTRATIVE AMENDMENT TO THE CURRENT TO. THE TRAVEL DEMAND MODEL, WE ARE CURRENTLY GOING TO THE LAST PART OF THAT. THE CONSULTANTS CONTRACT WILL END IN JULY SO IN AND SO WHAT THAT MIGHT HAPPEN IS WE MIGHT NECESSITATE A MEETING OF THE BOARD IN JULY BECAUSE THEY WOULD LIKE TO PRESENT IT TO THE POLICY BOARD AND TO THE TECHNICAL COMMITTEE.

RIGHT NOW THE TECHNICAL COMMITTEE IS THE DATE THEY ARE MEETING IS JULY 28.

I SORT OF WANTED TO SEE THE POLICY BOARD MIGHT BE AVAILABLE TO HAVE THE PRESENTATION OF THE DEMAND MODEL PRINT AND THINK IT WILL BE VERY GOOD EXPERIENCE. THEY WILL SHOW US WHAT THE TRAVEL DEMAND MODEL CAN DO PARIS AND THEY WEREN'T READY TO DO IT AT THIS MEETING OR WOULD'VE HAD IT TODAY BUT THEY ARE FINAL DURING THE DETAILS OF THAT.

WAS TO GET EVERYTHING COMPILED WE'RE HOPING SOMETIME IN JULY, JULY 28 LOOKS LIKE A GOOD DAY

BECAUSE THAT IS A RECURRENT TACK MEETING. >> HOW DOES THAT DATE WORK?

THAT IS A TUESDAY. >> THE MEETING IS NORMALLY AT 1:30 P.M.

>> I CAN MAKE THAT MEETING. >> LOOKS GOOD. >> OKAY.

>> WILL LET THEM KNOW AND HOPEFULLY WE CAN GET THAT SET UP.

AND THEY WILL ALSO BE DOING TRAINING FOR STAFF DURING THE MONTH OF JULY BEFORE THEIR

CONTRACT ENDS WERE THAT WILL BE A VERY GOOD THING. >> I GOT A NEW EMAIL THING.

IT LOOKS LIKE I AM OKAY. >> OKAY. >> WHAT TIME OF DAY DID YOU

SAY? >> 1:30 P.M. USUALLY. >> OKAY.

>> OKAY. ALL RIGHT. THAT CONCLUDES MY REPORT AND I

WILL BE HAPPY TO ANSWER ANY QUESTIONS IF YOU HAVE ANY. >> ANY QUESTIONS? WHEN IS YOUR TIMELINE FOR THINKING YOU WERE GOING TO POST THESE POSITIONS AGAIN?

>> WHENEVER THE CITY TELLS ME WE CAN HAVE THOSE POSITIONS OPEN AGAIN.

I DON'T HAVE A SET TIME AT THIS POINT.> BUT IT IS COVID 19 RELATED?

>> THAT IN PART OF IT IS BUDGET ALSO. >> BECAUSE OF COVID-19 IN THE SALES TAX PULLBACK, THE CITY HAS PULLED ALL JOB POSTINGS. LISA IS WORKING WITH GREG TO

TRY TO GET THESE POSTED SINCE THEY ARE NOT REALLY. >> AND PART OF THAT ALSO IS THE PAYOUTS ON VACATION AND SICK. WE HAD TO MAKE SURE THE CURRENT BUDGET WOULD SUSTAIN FOR THE TRANSPORTATION POSITION. THE SOONER THE BETTER. FROM MY POINT OF VIEW.

>> YOU ARE DOING A GREAT JOB. >> THANK YOU. >> WE ARE WORKING ON GETTING THATRESULTS BECAUSE THESE ARE NOT CITY FUNDS . THESE ARE MPO.

AGAIN, THE ISSUE OF THE CITY BE IN THE PHYSICAL AGENT AND EVERYTHING, WE NEED TO MAKE

SURE WE CAN RESOLVE THAT PRETTY QUICKLY AND NOT BE HUNG UP. >> ALL RIGHT.

ANYMORE ON NUMBER FIVE? WE MOVE ON TO ITEM NUMBER SIX, OPPORTUNITY FOR MEMBERS OF THE PUBLIC TO MAKE COMMENTS ON MPO ISSUES. AT THIS TIME I WILL OPEN UP PUBLIC COMMENT PERIOD AND IF ANYBODY WANTS TO MAKE A COMMENT ABOUT MPO ISSUES, PLEASE COME

[00:25:06]

FORWARD AND STATE YOUR NAME. SEEING NO ONE, I CLOSE PUBLIC COMMENT.

[7. Opportunity for Board Members, Technical Advisory Committee Members, or MPO Staff to recommend topics for future discussion or action.]

NUMBER SEVEN, OPPORTUNITY FOR BOARD MEMBERS, TACK MEMBERS, MPO STAFF TO RECOMMEND TOPICS FOR FUTURE DISCUSSION OR ACTION. IS THERE ANYTHING THAT NEEDS TO

BE CONSIDERED AT A FUTURE MEETING? >> I WOULD LIKE FOR US TO CONSIDER MEETING VIRTUALLY NEXT TIME AND HAVE THE THOUGHT PROCESS THAT MIGHT NEED TO

HAPPEN THE NEXT TWO OR THREE TIMES. >> OKAY.

INCLUDING THE ONE IN JULY? >> I THINK SO. AT THE RATE WE ARE GOING, WE ARE NOT TRENDING DOWN ON COVID, WE ARE TRENDING UP. IN A MOST OF THE OTHER MPO IN THE STATE ARE MEETING VIRTUALLY. TXDOT IS VERY CONCERNED ABOUT THE CASES INCREASING. WE HAVE AT A 75 INCREASE INSIDE TXDOT IN THE LAST TWO WEEKS.

SO FROM WHAT I'M HEARING FROM THE GOVERNOR TODAY AND YESTERDAY AND MONDAY, I THINK THERE IS QUITE A CONCERN FOR IN THE JUDGE TOUCHED ON IT A MINUTE AGO, THERE ARE SEVERAL COUNTY JUDGES THAT ARE RUNNING OUT FOR MANDATORY MASKS AND THINGS LIKE THAT.

I THINK WE NEED TO START LOOKING AT IT HARD TO SEE HOW IT WOULD WORK AND SEE IF WE COULD POSSIBLY MAKE IT WORK. SO THAT WE KNOW IT WILL WORK OR NOT.

WE JUST NEED TO MAKE SURE WE CAN DO IT IF WE HAVE TO DO IT. MY PROPOSITION WOULD BE TOO CONSIDER THE NEXT TWO MEETINGS AT LEAST AS VIRTUAL AND SEE IF WE COULD PULL IT OFF.

>> FOR THE OTHER MPO HOSTING, OR THE USING ZOOM OR DIFFERENT TECHNOLOGY?

>> I'M NOT SURE. I CAN FIND OUT. IT WOULD PROBABLY DEPEND ON WHO IS HOSTING IT. WHETHER IT BE THE MPO STUFF HOSTING IT OR TXDOT.

I CAN FIND THAT OUT. >> I KNOW ONE OF THE DIFFICULTIES THE CITY COUNCIL HAD WITH THAT IS YOU HAVE TO PROVIDE A TOLL-FREE NUMBER TO CALL IN AND THE GOOGLE MEET PLATFORM DOESN'T HAVE THAT AND I THINK THERE WAS ANOTHER WE WERE LOOKING AT THE DIDN'T HAVE THAT BUT ZOOM DID. AND THAT WAS WHY WE WERE USING ZOOM.

BUT THEN WE HAD TECHNICAL ISSUES WITH CONDUCTING MEETINGS OVER ZOOM.> AND ANOTHER TRANSPORTATION COMMISSION MET LAST MONTH, MAYBE THE LAST TWO OR THREE MONTHS VIRTUALLY.

THEY ARE MEETING TOMORROW IN PERSON FOR THE FIRST TIME IN A WHILE.

THEY PULLED IT OFF SOMEHOW COME IN I CAN FIND OUT FROM SOME OTHER DISTRICTS HOW THEY DID

IT. >> GREAT. >> BUT I THINK WE NEED TO START THINKING ABOUT IT. TRYING TO FIGURE OUT HOW TO MAKE IT WORK.

>> WE WILL NEED TO MAKE A DECISION ABOUT A WEEK BEFOREHAND SO IT CAN BE POSTED

PROPERTY . >> ONE OF THE CONCERNS ON THE TRAVEL DEMAND MODEL, THE SOFTWARE I'M NOT SURE HOW THEY WILL BE ABLE TO DO THAT. I WILL CHECK WITH THEM TO MAKE

SURE IT IS VIABLE TO DO IT THAT WAY. >> WOULD IT NOT JUST BE POWERPOINT?> THEY WILL ACTUALLY SHOW THE MODEL AND SO THEY WILL HAVE THE MODELING SOFTWARE AND THEY WILL BE MANIPULATING THE SOFTWARE IN CASE THERE WERE THINGS YOU

WANTED TO SEE IT RIGHT THEN. >> THE SHARE SCREEN FEATURE ON SOME OF THOSE PLATFORMS DOES NOT WORK VERY WELL. POWERPOINT SEEMS TO BE EFFECTIVE, BUT IF YOU HAVE VIDEO OR SOFTWARE, IT IS REALLY AN ISSUE. THAT NEEDS TO BE ADDRESSED.

>> ON THE ZOOM PLATFORM? WHAT WE HAVE LOOKED AT ABOUT FOUR DIFFERENT PLATFORMS DURING THE TEST THEIR SHARED SCREEN CAPABILITY AND THEY ALL HAVE ISSUES WITH BUFFERING SPEEDS AND THINGS ALONG THOSE LINES. THAT'S JUST SOMETHING WE NEED TO BE MINDFUL.

POWERPOINT SEEMS TO BE VERY EFFECTIVE, BUT ANY OTHER TYPE O CAPABILITY, IT HAS PROBLEMS.

WITH FREEZING UP AND LAGGING AND DELAYS. >> AND THE POWERPOINT THEY CAN DO, BUT THAT WOULD BE A STAGNANT PRESENTATION HEARD WHAT THEY WERE HOPING TO DO IS SHOW YOU ALL THE ACTUAL MODEL AND THEN THEY CAN MANIPULATE THE DATA IF THERE WAS A PARTICULAR AREA YOU WANT TO LOOK AT. I WILL CHECK WITH THEM AND SEE

IF WE CAN DO THAT FOR SURE. >> YOU ARE LOOKING AT 28 JULY IS THE NEXT COMBINED MEETING WHICH MEANS MORE PEOPLE IN THE ROOM. OKAY.

LET ME SEE IF I CAN GET SOME INFORMATION ON WHAT THE OTHER MPO ARE USING.

I DO SEVERAL ZOOM MEETINGS AND ARE NOT HAVING ANY ISSUES WITH THAT, BUT I DO KNOW THEY EXIST.

MY BROTHER IS TELLING ME THEY ARE HAVING ISSUES AT HIS OUTFIT.

I DON'T HAVE THE ANSWER TO THAT. >> WE WILL DO SOME CHECKING AND

SEE WHAT WE CAN FIND OUT. DEFINITELY. >> AS FAR AS WHAT THE GOVERNOR IS MANDATING, I DON'T KNOW IF THE GOVERNMENT ENTITIES WILL HAVE THE AUTHORITY TO MANDATE MASKS. IT APPEARS TO BE PUSHED MORE INTO THE PUBLIC SECTOR.

I JUST DON'T FORESEE GOVERNMENT HAVING THE AUTHORITY TO MANDATE AND WEAR A MASK TO A PUBLIC

[00:30:01]

MEETING. SO A VIRTUAL ASPECT MAY BE THE ROUTE TO GO AND WE HAVE THE TECHNOLOGY TO ACCOMPLISH THE MEETING AND WE CAN MAINTAIN THE LINK TO THE PUBLIC TO PARTICIPATE. I KNOW THERE HAVE BEEN SOME GOVERNMENT MENUS WHO HAVE HAD TO STOP BECAUSE THEY LOST THAT VIRTUAL LINK SO YOU COULDN'T PROCEED WITH YOUR MEETING.

>> WE HAVE HAD TO DO THAT. >> WE HAVE BEEN DOING ALL OUR PUBLIC MEETINGS VIRTUAL.

WHAT PLATFORM? DO YOU KNOW WHAT PLATFORM IT HAS BEEN ON?

FOR THE VIRTUAL PUBLIC MEETINGS? >> MICROSOFT TEAMS?AS FAR AS I KNOW, YOU HAVEN'T HAD AN ISSUES WITH THE PUBLIC MEETING .

WE ARE NOT GOING TO HAVE ANY MORE IN PERSON PUBLIC MEETINGS. >> IF YOU ALL JUST USE POWERPOINT ON ASK SHARED SCREEN FEATURE OR DO YOU ALL USE VIDE .

>> I REALLY DON'T KNOW.

WORKS BUT IT IS THAT SHARED SCREEN WHEN YOU ARE TRYING TO CONDUCT A MEETING WHERE THOSE

TECHNICAL ISSUES BEGIN TO POP UP. >> AND OBVIOUSLY A LOT IF THAT IS RELATIVE TO SERVICE QUALITY THAT ANYBODY WOULD HAVE AT THEIR FACILITY.

I DO KNOW HOUSTON AND GALVESTON STARTED TO PUT IN MANDATORY THINGS NUMBER IN YOU CAN'T GO ANYWHERE WITHOUT A MASK IN WIMBERLEY AND ANYWHERE AROUND THE AREA.

I JUST THINK IT MIGHT BE PRUDENT FOR US TO TRY IT, THINK ABOUT IT, TRY TO WORK IT OUT.

IF IT DOESN'T WORK OUT FOR THE JULY MEETING THEN WE CAN'T WORK IT OUT.

I JUST THINK WE SHOULD BE WORKING TOWARD THAT. BECAUSE WE MIGHT BE IN THE FALL AND WINTER HAVING TO DO IT. AT SOME POINT WE NEED TO START TACKLING IT.

I WOULD PROPOSE WE TRY TO MAKE IT WORK FOR THE NEXT MEETING IF POSSIBLE AND IF IT DOESN'T WORK

IT DOESN'T WORK WE CAN GO BACK TO PLAN B. >> IS UNLIKE THE NEXT MEETING

WILL BE THE MOST CHALLENGING. >> THAT IS TRUE TOO. >> EVEN IF THERE ARE ISSUES WE RUN INTO AT THAT MEETING, IT DOESN'T MEAN IT WOULDN'T BE VIABLE GOING FORWARD.

>> WE DO HAVE A JOINT MEETING. WE FINALLY DEFINED A LARGE ENOUGH ROOM TO DO THE SOCIAL DISTANCING ASPECT WITH MEETING WITH ATTACK AND ANY MEMBERS OF THE PUBLIC OR STAFF THAT NEED TO PARTICIPATE. SO WHATEVER OTHER VENUES NEED TO BE SECURED.

>> WE MIGHT BE ABLE TO DO THE AUDITORIUM AT THE CITY. I WILL HAVE TO CHECK INTO THAT

AND SEE WHAT WE CAN DO. >> ANY OTHER ITEMS OF DISCUSSION? OR FUTURE DISCUSSION? IF NOT, I WILL TAKE A MOTION FOR ADJOURNMENT.

>> SO MOVED. >> MOTION TO ADJOURN. >> SECOND.

>> ALL IN FAVOR. >> AYE. >> WE
