IF YOU REMEMBER, WE MADE THIS REQUEST IN LATE MARCH, EARLY APRIL BECAUSE WE DID NOT WANT TO BE INCLUDED IN THE CONVERSATIONS WITH ORDERS OR APPROPRIATE FOR HARRIS COUNTY OR A TRAVIS COUNTY OR BEXAR COUNTY BECAUSE WE ARE DIFFERENT. I CANNOT THANK MISS MOORE, AND DOUG FOR REALLY TRY TO WORK A PLAN WE THOUGHT WAS GOING TO BE EFFECTIVE WHICH I WANT TO SAY, DOUG THAT 80 PERCENT OF RESPONDENTS IN THE BUSINESS COMMUNITY AND I BELIEVE THE CHAMBER HAS MISSED 1800 MEMBERS, ARE GOING TO PUT THINGS IN PLACE. AFTER THE COUNCIL HAS AN OPPORTUNITY TO REVIEW IT AND WANT TO PUT FORTH A GENERAL COMPLIANCE LETTER THAT PROVIDES GUIDELINES. WE ARE GOING TO BE COMPLIANT BECAUSE IN ABILENE WE ARE NOT LAWLESS CITIZENS, WE FOLLOW THE LAW AND THAT DOESN'T MEAN WE AGREE WITH THE ORDINANCE BUT HOPEFULLY IT WILL HAVE AN OPPORTUNITY. ONE, IT TIES INTO THE VEHICLES DIAGNOSTIC SYSTEMS AND SENDS THE REPORTS TO OUR SOFTWARE AND THAT SOFTWARE IS USED BY FLEET SERVICES TO TRACK AND MAINTAIN PMS AND MAINTENANCE AND ALSO ENCODES A POP-UP WOULD BE REPORTED TO FLEET MANAGEMENT WHO THEN WOULD SAY I WOULD NEED YOU TO BRING A VEHICLE. IT'S MORE PROACTIVE APPROACH TO RELYING UPON THE DRIVERS SOMETIMES TO SAY MY CHECK ENGINE LIGHT IS ON. WHY IS IT ON.

IT'S BEEN ON FOR SIX MONTHS AND THE CAR STILL RUNNING. THERE IS THAT COMPONENT.

IN OTHER COMMUNITIES I HAVE SEEN FUEL SAVINGS BECAUSE WERE ABLE TO BETTER TRACK WHERE VEHICLES ARE GOING AND HOW THEY'RE GETTING THERE AND SEE CAN MAKE ROUTE EFFICIENCIES THAT RESULT IN FUEL SAVINGS. THERE ALSO IS A COMPONENT WHERE YOU'RE ABLE TO TRACK YOUR EMPLOYEES DRIVING HABITS AND BEHAVIORS AND IF THERE IS AN ISSUE WITH SPEEDING OR AN ISSUE WITH CUTTING AROUND SHORT OR THERE IS AN ISSUE ALONG THOSE LINES, YOU CAN ADDRESS IT AT THAT TIME. IT ALSO BECOMES AN OPPORTUNITY TO DEFEND YOURSELF.

WHEN SOMEONE SAYS THEY WEREN'T THERE TO PICK UP MY GARBAGE, WE CAN SAY WE WERE THERE AT 903 ON MONDAY BECAUSE THAT IS WHERE THE GPS SAYS SHE WAS OR HE WAS FROM THE DRIVER STANDPOINT AND THAT'S WHERE WE COULD SAVE WHERE THERE TO PICK UP THAT SERVICE WE STILL BE HAPPY TO COME IN GET THE GARBAGE FOR YOU BUT WERE THERE. IF YOU LIKE IT ARE UNRESTRICTED FUND BALANCES EVEN WITH THE TRANSFERS WE HAVE MADE. I RECOMMENDED IN THE PROPOSED BUDGET FOR FISCAL YEAR 20, WE STILL HAVE EIGHT TO $10 MILLION CLOSER TO THE 10 MILLION MARK.

I'M GIVING YOU A BROAD RANGE. AVAILABLE SHOULD BE NECESSARY TO SPEND ON OPERATIONS.

I DON'T BELIEVE IT WILL BE THERE. SALES TAX WAS UP THIS MONTH AND LESS THAN A PERCENTAGE POINT BUT STILL POSITIVE GROWTH. THAT IS QUITE A STATEMENT GIVEN WHAT WE HAVE DEALT WITH RECENTLY IN THE TEXAS ECONOMY AND I THINK ABILENE'S ECONOMY IS POSITIONED WELL FOR RECOVERY AS LONG AS WE CAN MAKE SURE WERE CONTROLLING THINGS AT THE LOCAL LEVEL INSTEAD OF COMING FROM AUSTIN AND MANDATING THINGS THAT MAKE SENSE FOR BEXAR COUNTY OR TARRANT OR DALLAS COUNTY.HAT IS MORE OF A CLERICAL STATEMENT THERE.

AND THIS IS A PIVOTAL MOMENT AND OPPORTUNITY FOR COMMUNITY TO LEVERAGE FEDERAL DOLLARS TO SEEK AND OBTAIN ANOTHER CARRIER.

WE CANNOT MAKE AN ANNOUNCEMENT TODAY BECAUSE YOU DON'T KNOW WHAT THE FUTURE HOLDS.

BUT I CAN SAY I AM VERY BULLISH ON THE OPPORTUNITY TO ATTRACT ANOTHER CARRIER ABILENE REGIONAL AND WE HAVE HAD ONGOING DISCUSSIONS WITH MULTIPLE CARRIERS AND THOSE ARE BEARING FRUIT.HIS GRANT IS A KEY COMPONENT OF MAKING SURE THAT WE CAN ATTRACT AND CONTAIN AN ADDITIONAL CARRIERS TO MARKETS ARE HOUSTON. WE STRONGLY CONSIDER THIS GRANT THAT'S RIGHT WE ENCOURAGE COUNSEL. IT COULD GO TO ANOTHER COMMUNITY. IN THE CONCEPT OF WHAT AIRLINE CARRIERS ARE DOING IS THEY'RE ALL EVALUATING ROUTES. THEY'RE USING THIS AS AN OPPORTUNITY TO RESTRUCTURE AND RETOOLED RESIZED. THAT IS WHAT THE PRIVATE SECTOR DOES AND THERE'S A DOWNTURN TOO MANY COMPANIES AND MANY CARRIERS ARE LOOKING AT MARKETS.

ARE WE IN THE RIGHT MARKET. IF WERE NOT IN THE RIGHT MARKET, WHICH MARKET WE NEED TO BE IMPAIRED SO LOOKING AT AIR TRAVEL PRIOR TO THE COVID IN MAKING JUDGMENT CALLS.

MANUALLY LIKE TO INVEST IN AND MAINTAIN THE CITY'S INFRASTRUCTURE. THAT IS WHY WE ARE HERE TALKING ABOUT STEVENSON PARK. RECENTLY WE ALL GATHERED OUT THERE AND WE HAD A MEETING. WE WALKED THE PARKS, WE WENT LIVE ON FACEBOOK. WE HAVE TO UTILIZE THOSE RESTROOMS WHEN WE COME OUT THERE FOR THE PROJECTS.

WE ARE CURRENTLY WORKING ON GETTING YOUTH PROGRAMS OUT THERE. THE RESTROOMS ARE NOT UP TO CODE. THEY ARE FILTHY, THEY SMELL.

ALSO THE WATER FOUNTAINS SOME ARE SOLD, THEY DID NOT WORK.

UR KIDS NEED TO HYDRATE. ASKING ALL OF THESE THINGS, WHENEVER WE ARE OUT THERE. WE HAVE TO RENT THE PAVILION AND THE PARK IS FAR AWAY. ASKING THAT IT IS AN EMBARRASSMENT TO INVITE PEOPLE OUT AND WE HAVE TO DEAL WITH THOSE TYPES OF CONDITIONS IN THAT RESTROOM.

FUNCTIONING RESTROOMS ARE NEEDED TO REVITALIZE AND PROVIDE THE BARE MINIMUM OF WHAT IS NEEDED FOR THE PARK, PUBLIC RESTROOMS OFTEN ONE OF THE MOST IMPORTANT AMENITIES. MANY PEOPLE AVOID THE REVISIT DEPENDING ON THE CONDITIONS OF THE AVAILABILITY AND HOW THE RESTROOMS LOOK. FROM MY EXPERIENCE THE TIMES I HAVE VISITED THE PARK MANY TIMES I HAVE HAD TO LEAVE OR LEAVE WITH KIDS OR THINGS LIKE THAT TO GO HOME OR TO ANOTHER PLACE TO USE THE RESTROOM BECAUSE THE RESTROOMS WERE NOT AVAILABLE AND EVEN IF THEY WERE MANY PEOPLE WOULD NOT WANT TO USE THEM. ALSO WANTED TO POINT OUT THAT I AM A TEACHER, I WORKED FOR THE DISTRICT FOR 10 YEARS AND SO I HAVE EXPERIENCE WITH TAKING STUDENTS TO FIELD TRIPS.HEN WE GO TO THE ZOO WE GO TO THE PARK.

WHEN WE GO TO SAFETY CITY WE GO TO ROSE PARK.HEN WE GO TO THE GRACE MUSEUM IT WILL BE GREAT TO BE ABLE TO GO RIGHT DOWN THE STREET TO STEVENSON PARK.

BUT AGAIN NOT FEEL COMFORTABLE TAKING MY STUDENTS THERE, TO ENJOY STEVENSON PARK BECAUSE THE LOCATION OF THE RESTROOMS, ME WATCHING 22 STUDENTS AND THE LOCATION OF THE RESTROOM ON THE PLAYGROUND WHERE CHILDREN ARE PLAYING IT WILL BE TOO FAR TO EVEN MONITOR THEM PROPERLY FROM THE PAVILION AND THINGS LIKE THAT. SEEMS LIKE WITH THE GEOGRAPHICS OF WHERE STEVENSON PARK IS LOCATED WITH THE REVITALIZATION AND THINGS WE ARE WANTING AND BROUGHT IN THROUGH DOWNTOWN INITIATIVE IT WOULD SEEM LIKE THAT STEVENSON PARK WOULD BE A

STEVENSON PARK, A MISSED OPPORTUNITY TO REWRITE THE NARRATIVE FOR STEVENSON PARK BECAUSE I THINK STEVENSON PARK HAS HAD A STIGMA FOR MANY YEARS.
