MEETING TO ORDER. THIS IS THE ABILENE LANDMARKS COMMISSION.

WE WOULD LIKE TO INFORM EVERYONE PRESENT THAT THIS COMMISSION MEETS IN CONFORMANCE WITH THE TEXAS OPEN MEETING ACT. SET FORTH IN SECTION 1171 OF THE LAND DEVELOPMENT CODE.

THIS IS A RECOMMENDING COMMISSION. ALL FINAL DECISIONS HAVE MADE BY THE CITY COUNCIL OR THE BOARD OF ADJUSTMENTS DEPENDING ON THE NATURE OF THE REQUEST AND THE APPROVAL OR DENIAL BY THIS COMMISSION. OUR OVERALL PURPOSE IS TO ADMINISTER THE PROVISIONS OF CITY CODE FOR THE PRESERVATION OF STRUCTURE AND LANDS DEEMED BY THE COMMUNITY TO BE A HISTORICAL, ARCHITECTURAL OR AGRICULTURAL VALUE.

AND REPAIR AN ENCLOSED PORCH ON THE SOUTH SIDE OF THE RESIDENCE. >> MY NAME IS NICK AND I SERVE FOR THE STIFF ABILENE. I'LL BE PRESENTING THIS CASE CR2020-03.

THIS IS THE REQUEST TO RECONSTRUCT THE SOUTH SIDE PATIO AT 726 AMARILLO STREET.

IN DECEMBER OF 2019, A STORM DOWNED A TREE ON TO THE SOUTH FACING PATIO, DAMAGING THE ROOF, FRAMING, WINDOWS AND EXTERIOR SIDING. THE SCARBOROUGHS, THE OWNERS OF THE PROPERTY, NOTED THE INCIDENT AND THEY RECEIVED AN INSPECTION FOR DAMAGES IN LATE DECEMBER.

THEY RECENTLY RECEIVED SETTLEMENT FROM THE INSURANCE AGENCY AND NOW WISH TO RECONSTRUCT THE PORCH. YOU CAN SEE THE PROPERTY IS HIGHLIGHTED AND STRIPED IN YELLOW. LOCATED OFF OF AMARILLO STREET BETWEEN SOUTH 7TH, SOUTH 8TH AND SALES BOULEVARD. THIS PROPERTY IS CURRENTLY ZONED AS RESIDENTIAL RS6.

W WITH THE PROPERTIES TO THE WEST AS RS12.

YOU CAN SEE THE SOUTH FACING PORCH AND THE AREA OF THE PROPERTY INDICATING THE FALLEN TREE LOCATION. THE SCARBOROUGH HOUSE WAS BEAT IN 1908 FOR JOEL DAVIS.

IT WAS A WEDDING GIFT FROM THEIR FATHER. A PIONEER LAWYER AND SERVED AS MAYOR OF ABILENE FROM 1919 TO 1923. CHARLES AND CANDY ARE NOW THE THIRD GENERATION OPENERS. THE ARCHITECTURAL INFLUENCE OF THIS RESIDENCE, WE'LL GO BACK TO THE FIRST PHOTO IS CONGRUNT WITH THE CRAFTSMAN BUNGALOW ARCHITECTURAL STYLE AND RELEVANT TO THE TIME PERIOD OF THE EARLY 1900S. THIS IS EVIDENT BY THE SINGLE SLOPED ROOF AT THE FRONT FACADE OF THE RESIDENCE. SOMETIMES IN THE 1920S, THE RESIDENCE WAS TRANSFORMED FROM SINGLE FAMILY TO TWO STORIES WITH A CONCURRENT CONDITION OF THE WEST. IT IS NOT TYPICALLY ASSOCIATED WITH THE BUNGALOW STYLE, BUT STILL APPLICABLE TO THE ARCHITECTURAL STYLE. THE PROPERTY WAS FORMALLY DESIGNATED WITH HISTORIC OVERLAY IN LATE 1996 AND HAS BEEN A CONTRIBUTING PROPERTY TO ITS SIGNIFICANCE. SINCE ITS DESIGNATION THE SCARBOROUGHS HAVE APPLIED FOR HISTORIC PROPERTY TAX REDUCTION AND SEVERAL CERTIFICATE OF APPROPRIATENESSES TO PRESERVE THE CITY OF THE HOME AND COMPLY WITH THE CITY OF ABILENE ORDINANCE OF PRESERVATION.

THE ROOF HAS BEEN DAMAGED FROM THE FALLEN TREE. IT HAS ALSO AFFECTED THE

STRUCTURAL INTEGRITY OF THE PORCH AS INDICATED ON THE RIGHT PHOTO, THAT'S THE BASE, WOODEN SIDING. THEY'RE ALSO REQUESTING TO REPAIR, ACTUALLY REPLACE THIS METAL SHUTTER LOCATED ON THE LEFT-HAND PICTURE. AND REPLACE IT WITH THE WOOD SIDING, WHICH IS MORE AMICABLE TO THE BUILDING. IT ACTUALLY WOULD BE IN MORE ARCHITECTURAL COMPATIBILITY. THIS IS ANTERIOR PHOTOS OF THE PORCH.

YOU CAN SEE SOME OF THE DAMAGE, INCLUDING A LITTLE BIT OF MOLD DAMAGE FROM THE OPENING.

AND THEN THIS IS THE ROOF FROM THE INTERIOR AND THEN THE WINDOWS THAT THEY INTEND TO REPLACE. THOSE ARE ALUMINUM WINDOWS, WE'RE NOT SURE ON THE EXACT DATE THOSE WERE PLACED WITHIN THERE, BUT THEY WOULD LIKE TO REPLACE THOSE.

STAFF RECOMMENDS THE COMMISSION APPROVE THIS REQUEST SUBJECT TO THE FOLLOWING CONDITION: THAT APPROVAL OF THE CERTIFICATE OF APPROPRIATENESS SECTION 2.2.4.4 CRITERIA FOR APPROVAL, THAT ALL WORK SHALL COMMENCED WITHIN SIX MONTHS AND WITH THE APPROVAL OF THE LANDMARKS COMMISSION AND IF WORK DOES NOT COMMENCE WITHIN SIX MONTHS THEN APPROVAL OF CERTIFICATE OF APPROPRIATENESS SHALL EXPIRE. THE APPLICANT CAN REQUEST AN EXTENSION TO THIS EXPIRATION DEADLINE AND PROVIDE A COMPLETE APPLICATION FOR REQUEST FOR EXTENSION AND SUBMIT IT BEFORE 40 DAYS BEFORE THE APPROVAL OF THE CERTIFICATE OF APPROPRIATENESS EXPIRES.

CHARLES SCARBOROUGH, IT IS OUR HOME, WE ARE THE THIRD GENERATION FAMILY IN THE HOME, IT WAS BUILT IN 1908. IT IS A 112 YEARS OLD. I WOULD DESCRIBE THE ARCHITECTURE DIFFERENT THAN WHAT THE CITY DOES. I WOULD DESCRIBE IT AS EARLY WEST TEXAS UGLY. HOWEVER, I DON'T THINK YOU'LL FIND THAT ANYWHERE.

AT ANY RATE, THE HOUSE HAS GONE THROUGH NUMEROUS REMODELS, PARTICULARLY WHEN A NEW MRS. SCARBOROUGH MOVE IN. YOU HEAR THE FAMOUS WORDS "THIS HOUSE HAS GREAT POTENTIAL" THAT'S THE WORST THING THAT A HUSBAND CAN HEAR, BECAUSE CHANGES WILL FOLLOW.

EXPENSIVE CHANGES. ORIGINALLY IT HAD A PORCH FROM THE EAST SIDE ALL THE WAY AROUND TO THE SOUTH SIDE. IT WAS CHANGED FROM TIME TO TIME AND THERE WAS A BATHROOM ADDED AND THAT TOOK PART OF THE PORCH. THE PORCH BECAME A SLEEPING PORCH AND IT WAS FULLY ENCLOSED.

I HAVE NO IDEA. I'M 79 YEARS OLD AND FROM THE TIME -- MY EARLIEST MEMORY, IT WAS LIKE THIS. HOWEVER THE WINDOWS ARE A CHEAP PLASTIC, YOU COULDN'T EVEN BUY THEM. YOU WOULDN'T WANT TO BUY THOSE TO REPLACE THOSE.

THE SIDING NEEDS TO BE REPLACED TO MATCH THE ORIGINAL SIDING, I THINK YOU SAW THE PICTURE, GET RID OF THE METAL. THEY WERE SHUTTERS, I THINK, AT ONE POINT IN TIME, THEY HAVEN'T BEEN OPENED IN 50 YEARS OR 70 YEARS PROBABLY. THAT NEEDS TO BE REMOVED OR PLACED WITH THE WOOD. THE ROOF IS FAIRLY FLAT, NOT EXACTLY, BUT CLOSE.

AND IT IS NOT VISIBLE FROM THE STREET, SO WE WOULD TRY TO MATCH THE ROOF AS CLOSE AS WE CAN.

BUT THE ROOF HADN'T BEEN REPLACED OVER 25 YEARS. SINCE WE HAD BEEN, IT HADN'T BEEN REPLACED. THE SHINGLES ARE GOING TO BE HARD TO MATCH EXACTLY.

WE WOULD LIKE TO GET AS CLOSE AS POSSIBLE. THE PAINTING, WE WOULD LIKE TO WATCH THE PAINTING AS CLOSE AS POSSIBLE. THEN PUT IN DOUBLE PANE WINDOWS AS SIMILAR AS WE CAN GET THEM TO MATCH WHAT'S THERE. SO THAT'S WHAT WE WOULD LIKE TO
