SEAL BIDS ARE RECEIVED AND OPEN ON AUGUST 4TH.

TWOED BYES RECEIVED. CHARLES WOLF WITH 950,000BID AND ABILENE CHAMBER OF COMMERCE ENTERED A BIT OF $770,000.

THERE WAS A MINIMUM BID AMOUNT OF $770,000 TO BE CONSIDERED.

AND THAT'S YOUR THIRD PARTY INDEPENDENT APPRAISED VALUE OF THAT FACILITY. UNDER TEXAS LAW COUNCIL CANNOT CONSIDER A BID THAT'S LESS THAN FAIR MARKET VALUE FOR PIECE OF PROMPT. THAT FAIR MARKET VALUE CAN BE DETERMINED UNDER TWO METHODS. ONE TAKE THE APPRAISED VALUE OF APPRAISAL DISTRICT OR THIRD PARTY INDEPENDENT APPRAISAL.

WE CHOSE TO PURSUE THIRD PARTY INDEPENDENT APPRAISAL.

THAT VALUE SET AT 770,000. AND THAT WAS THE MINIMUM BIG PRY ASKED. THOSE TWO BIDS WERE RECEIVE PRESENTED TO COUNCIL. WE HAD SOME DISCUSSION ON THAT ALREADY. THE PREVIOUS COUNCIL MEETING.

IF COUNCIL CHOOSES TO AWARD IN A BID TO EITHER OF THE PARTIES, WE NEED TO SET CLOSING AFTER THE FINAL REPAIRS ON THE ROOF AND HVAC HAVE BEEN COMPLETED FROM A BUSINESS PROCESS STANDPOINT I WOULD PREFER THE CITY NOT TRANSFER TITLE THE MIDDLE OF CONSTRUCTION PRO PROJECT IN THAT PROCESS.

THAT'S THE ONE STIPULATION THAT STAFF COULD HAVE IF COUNCIL DECIDE TO ORDER THE BID TONIGHT THAT WE NOT CLOSE ON THE PROPERTY UNTIL THAT WORK IS COMPLETE.

SO IT ALLOWS PERPETUAL REVENUE TO BEGIN BACK TO THE CITY.

AND SO I AM STILL SUPPORTIVE OF AWARDING THIS CHARLIE WOLF.

AND I THINK THAT IT IS THE RIGHT THING TO DO.
