NOT JUST FROM THE PANDEMIC, BUT ALL THE -- ALL THE ISSUES AND THE HATRED WE HAVE GOING RIGHT NOW. WE PRAY GOD THAT PEOPLE WILL LOOK TO YOU FOR ANSWERS.

WE PRAY THIS MORNING, AS WE MEET THAT WE WILL MAKE WISE DECISIONS THAT WE WILL MAKE GOOD DECISIONS FOR OUR CITY. YOU HAVE GIVEN US A CHARGE TO GB STEWARDS AND WE DO PRAY THAT WE WILL DO THAT. I'LL ASK GREG MCCAFFREY FOR THIS ITEM AND THIS IS A PRESENTATION ONLY.

>> GOOD MORNING, MAYOR. THEITE BREM YOU IS AN OVERVIEW OF AN ITEM THAT WE RECEIVED A REQUEST FROM THE AIR FORCE BASE REGARDING -- ITEM -- OF A EVERYONE CAN AN INTERSECTION OF TEXAS AVENUE. BASICALLY, THE ISSUE AT HAND IS THEY WERE CONCERNED ABOUT INDIVIDUALS THAT ARE TRAVELING WESTBOUND ON TEXAS AVENUE, AS THEY PROCEED AS FAR AS TOWARD THE INTERSECTION THEY WERE RUNNING THROUGH THE STOP SIGN THAT IS POSITIONED AT THAT INTERSECTION AND CREATING DAMAGE AS FAR AS TO THEIR FENCE LINE THAT IS ON THE WEST SIDE OF DUBWRIGHT BOULEVARD. THIS HAS CREATED SAFETY CONCERN. DUBWRIGHT BOULEVARD IS UNDER THE JURISDICTION OF TEXAS DEPARTMENT OF TRANSPORTATION. SO THE CITY IS LIMITED AS FAR AS IN OUR MEANS TO BE ABLE TO DO SO LONG THERE. TEXAS AVENUE IS UNDER THE

JURISDICTION OF THE CITY OF ABILINE. THERE'S A STOP SIGN THAT EXISTS AS FAR AS STOPPING TRAFFIC AND TEXAS AVENUE BEFORE THEY PROCEED AS FAR AS THROUGH THE INTERSECTION. WE WERE ASKED TO REVIEW AND LOOK AT POSSIBLE SAFETY IMPROVEMENTS AT THIS INTERSECTION AS WELL AS IDENTIFY SOME COSTS RELATED TO THOSE AS WELL AS PROS AND CONS.

THIS IS AN OVERVIEW OF INTERS ITSELF SO DUB WRIGHT BOULEVARD GOING -- INTERSECTION, GOING FROM THE TOP TO THE BOTTOM OF THE PAGE. IF ONE LOOKS AT THE LIGHTLY SHADED AREA THAT IS AT THE -- I WANT TO CALL IT, AS FAR AS THE NORTHEAST CORNER OF THE INTERSECTION, THE STOP SIGN SITS ESSENTIALLY OUT IN THE MIDDLE OF THE ROADWAY, FOR THE MOTORISTS TO SEE AS FAR AS VISUALLY. IF YOU LOOK AT THE PHOTOS THOUGH AND AS ONE PROCEEDS AS FAR AS TOWARDS THIS INTERSECTION YOU'LL SEE THAT THIS STOP SIGN IS SLIGHTLY OFF AS FAR AS TO ONE'S RIGHT. IT'S ON THE ROADWAY OVERALL HAS A CURVITURE.

IF YOU LOOK AT AS FAR AS ALSO IN THE PHOTOGRAPHS THIS WE INCLUDED IN YOUR PACKET, THERE IS SOME BRUSH AND TREE GROWTH THAT IS ALONG THE NORTH SIDE OF TEXAS AVENUE.

WE'VE A VISUAL LOOK, AS FAR AS LOOKING BOTH SOUTH AND NORTH ON DUB WRIGHT BOULEVARD.

YOU CAN SEE, WE CALL THEM THE JERSEY BARRIERS. THEY ARE ON THAT WEST SIDE OF DUB WRIGHT BOULEVARD. SOME OF THE THINGS THAT WE LOOKED AT, AS FAR AS OPTIONS, NUMBER ONE WAS CLEARING SOME OF THE TREE AND BRUSH OVERGROWTH THAT'S ALONG THE NORTH SIDE OF TEXAS AVENUE. WE ALSO LOOKED AT INSTALLING AS FAR AS AN ADVANCED WARNING SIGN.

THIS WOULD BE A STOP, A HEAD SIGN THAT WOULD BE PLACED ON TEXAS AVENUE SEVERAL HUNDRED FEET PRIOR TO THE STOP SIGN TO ADVISE AS FAR AS MOTORISTS THAT THERE IS A STOP AHEAD AS FAR AS FOR THIS INTERSECTION. WE ALSO LOOKED AT BOTH A ILLUMINATED AS WELL AS AN UNILLUMINATED AS FAR AS STOP SIGN AT THIS INTERSECTION. WE ALSO LOOKED AT LIGHTING.

RIGHT ARE TWO LIGHTS THAT ARE NOT DIRECTLY ILLUMINATING. I WOULD NOTE THAT TEX DOT HAS A PROJECT IN 2021 WHERE THIS PARTICULAR PROJECT IT WOULD VERSA LONG DUB WRIGHT AND INCLUDE THIS INTERSECTION WHERE IT WOULD LOOK LIKE UP GRADING THE LIGHTING FOR THE INTERSECTION. WE REFER TO AS ANY COST RELATED IDENTIFYING THE FURTHER IMPROVEMENT WE RECOMMENDED TO UNDERTAKE. THE OTHER END THAT WE LOOK AT POTENTIALLY INSTALLING RUMBLE STRIPS EITHER ABOVE OR IN THE GROUND PAVEMENT ON WITH RESFOCT THAT IS GENERALLY NOISE. THERE IS SOME RESIDENTIAL DEVELOPMENT THAT IS ON THE SOUTH SIDE OF TEXAS AVENUE THAT THIS MAY IMPACT. THE FINALITE WAS THE INSTALLATION OF THE TRAFFIC SIGNAL. THIS ITEM AS WELL AS THE STOP AHEAD, AS WELL AS THE TRAFFIC SIGNAL WE INDICATED AS FAR AS THAT YOU NEED TO MEET SPECIFIC WARRANTS WITH RESPECT TO THIS, AS FAR AS REGARDING THE UNIFORM TRAFFIC CONTROL UNFORTUNATELY IT WOULD NOT MEET THE NEED FOR THE SIGNAL. WE IDENTIFIED SOME COSTS RELATED TO THESE SPECIFIC ITEMS. WHAT WE'D LIKE TO NOTE IS THAT STAFF IS RECOMMENDING TO PROCEED WITH ITEM NUMBER ONE WHICH IS BASICALLY PROVIDING THE CLEARANCE ALONG TEXAS AVENUE.

THE ASSOCIATED COST FOR THIS IS AROUND $1300. WE'RE ALSO RECOMMENDING AS FAR AS INSTALLING THE ADVANCED STOP AHEAD SIGN COST ASSOCIATED WITH THIS ITEM IS ABOUT.

WE'RE ALSO LOOKING -- COST NOR IS ABOUT $250. WE'RE ALSO LOOKING AT THE ILLUMINATED STOP SIGN. FOR THOSE NOT FAMILIAR WITH THOSE, THERE'S A COUPLE OF THEM THAT ARE LOCATED IN ABILINE. ONE THAT STICKS TO MY MIND IS THE ONE OVER ON MAPLE ROAD IN THE LOOP SO AS YOU COME OFF THE LOOP AS YOU APPROACH MAPLE ROAD IF YOU'RE TRAVELING THE LOOP AS FAR AS NORTHBOUND YOU CAME UP TO THAT RAMP, AS YOU COME OFF. YOU'LL SEE THAT THAT STOP SIGN IS ILLUMINATED. THIS IS THE TYPE OF SIGN WE'RE LOOKING AT HAVING INSTALLED.

WHAT WE ARE LOOKING FOR, COUNCIL IS SOME SENSE OF DIRECTION, MAYBE A GENERAL CONCURRENCE AS

FAR AS WHAT STAFF IS RECOMMENDING REGARDING THESE ITEMS. P AS WE NOTED IN THE REPORT, THE ONLY ITEM THAT IS CURRENTLY BUDGETED OR DOLLARS THAT WE HAVE AVAILABLE WOULD BE THE CLEARANCE OF THE TREE AND BRUSH DEBRIS ON THE NORTH SIDE OF TEXAS AVENUE.

WE DO HAVE SOME MONEY IT PUBLIC WORKS ADMINISTRATION TO HANDLE THOSE ITEMS, BUT THE ILLUMINATED TRAFFIC AS FAR AS STOP SIGNS, IS SOMETHING THAT WE TYPICALLY DON'T DO.

SO I'D BE HAPPY TO ANSWER ANY QUESTIONS. >> COUNCIL HAVE ANY QUESTIONS?

WHEN TALKING TO JAMES ROBIARD OUR TRAFFIC -- >> WILL AN ILLUMINATED SIGN HELP

SOMEONE DRIVING IMPAIRED? >> THAT'S WHY WE'RE INDICATING AS FAR AS ILLUMINATED STOP SIGN WILL BE A GREAT BENEFIT AS WELL AS THE NEW IMPROVED LIGHTING THAT TEX DOT WOULD PROVIDE AS PART OF THEIR PROJECT. RIGHT NOW THERE'S A STREET THRIGHT IS SLIGHTLY TO THE NORTH OF THE INTERSECTION, AND THERE'S ANOTHER ONE THAT IS SEVERAL HUNDRED FEET AND IT IS LOCATED ON THE EAST SIDE OF DUB WRIGHT, HOWEVER, IT'S POINTING IRN, DICK LAR TO THE INTERSECTION SO IT DOESN'T PROVIDE TRUE ILLUMINATION TO THE INTERSECTION.

-- PER PIN DICK LAR. THERE'S ANOTHER LIGHT THAT IS TO THE SOUTH OF THE INTERSECTION ON THE WEST SIDE AND LIKEWISE IS PERPNDICULAR AND DOESN'T PROVIDE SUBSTANTIAL ILLUMINATION.

WITH THIS NEW LIGHTING SAFETY PROJECT TEXDOT HAS COMING IN 2021, THAT SHOULD PROVIDE SUFFICIENT LIGHTING BUT WE FEEL FURTHER THIS ILLUMINATED STOP SIGN AS WELL AS THE CLEARING OF THE IS BRUSH ALONG THAT NORTH SIDE OF TEXAS AVENUE AS WELL AS THE STOP AHEAD SIGN SHOULD IMPROVE WE FEEL SIGNIFICANTLY AS FAR AS NOTIFICATION TO THE DRIVER AS FAR AS APPROACHING

THAT INTERSECTION AND THE NEED TO STOP. >> I'M SEEING SOME SOME INTERSECTIONS THEY HAVE A VERY BRIGHT BLACK AND YELLOW SIGN IN ESSENCE BUT THERE'S NO WORD ON IT. BUT JUST TO HIGHLIGHT THE FACT THAT THAT'S THE END OF THE ROAD.

>> RIGHT. >> IS THERE MORE OF A MORE NOTICEABLE -- YEAH, THERE'S THAT ONE, BUT I'VE SEEN IT WHERE IT'S LIKE THIS LONG STRIP THAT COVERS THE WIDTH OF THE INTERSECTION TO DRAW THAT MUCH MORE AND IT'S REFLECTIVE MATERIAL WHERE AT NIGHT IT PICKS UP THE LIGHTS OF THE VEHICLES THAT ARE ON COMING AND THEY SEE THERE'S A BEAR YEMPLT THERE'S NOT JUST A SIGN BUT A BARRIER THAT I'M GOING TO HAVE TO STOP. AND I KNOW THAT THAT'S ON TEXDOT ROAD. IS THAT SOMETHING WE CAN TALK TO TEXDOT ABOUT SHARING COSTS OR WORKING WITH DYESS TO PUT THE SIGN OUTSIDE TEX DOLT RIGHT AWAY -- TXDOT RIGHT AWAY.

IS THAT SOMETHING YOU LOOKED AT? >> NO, I THINK THAT WE LOOKED AT COST OF ITEMS AS FAR AS WE THE I'M NOT SAYING THIS ITEM IS APPROVED AS FAR AS TRAFFIC SAFETY MEASURE, BUT WHAT WE'RE LOOKING AT IS WHAT ARE THE ISSUES WE'RE SEEING POTENTIALLY WITH THIS INTERSECTION? SURELY, ONE OF THEM WAS COULD WE IMPROVE THE VISIBILITY BOTH AT DAYTIME AS WELL AS NIGHTTIME.

SO BY OPENING UP THE I WANT TO SAY THE BRUSH AND TREE GROWTH ALONGSIDE THAT FIELD, THAT WILL GIVE YOU A VISIBLE ASPECT OF THAT INTERSECTION. LIKEWISE, HAVING SOME LIGHTING AT INTERSECTION WILL PROVIDE THAT AS FAR AS ILLUMINATION NEEDED AT NIGHT.

THE STOP SIGN WOULD DRAW SIGNIFICANT ATTENTION AS THEY APPROACH THAT INTERSECTION AS WELL WE CAN LOOK INTO. THAT I DO NOT HAVE EXPERIENCE WITH THE WE CAN APPROACH TXDOT

ON THIS. I WOULD SUSPECT BECAUSE OF THE IMPROVEMENTS LOOKING TO BE MADE EVEN THOUGH THEY ARE AT THE INTERSECTION WOULD DEFER TO THE CITY THE COSTS.

PART OF THIS PROJECT WAS TO ENHANCE SIGNAL OPERATIONS. A BIG PART OF IT WAS TO FIGURE OUT A WAY TO IMPLEMENT TECHNOLOGY, TO MAKE SURE THAT THE CITY WAS MORE PROACTIVE IN MAINTENANCE AND OPERATIONS, SO THAT WE ACTUALLY START IDENTIFYING ISSUES IN THE FIELD BEFORE THE COMPLAINTS COME IN. AND ABLE TO RESPOND TO THEM AND LET -- TAKE CARE OF THE ISSUES BEFORE ANYONE EVER COMPLAINS. THAT'S KIND OF THE OVERALL GOAL OF THE PROJECT.

SO LET'S SEE HOW IT WENT. FIRST OF ALL, THE SERVICES PERFORMED, THERE WAS A LOT OF COMPONENTS PLANNING, WHICH INCLUDE HARDWARE UPGRADES, A DESIGN OF THE SIGNAL OPERATIONS.

THAT SIGNAL TIMING AND THAT TYPE OF THING AS WELL AS THE CONSTRUCTION.

IT DID REQUIRE SOME DESIGN WORK DOWNTOWN AREA, COMMUNICATION NETWORK WAS THE PRIMARY DESIGN EFFORT THAT. THEN, OF COURSE, THE CIVIL ASPECTS OF IT, THE PHYSICAL CONSTRUCTION OF THE ROAD WORK. WE WERE NOT CONTRACTORS BUT OVERSAW WHAT THE CONTRACT WAS DOING AND MAKE SURE OF THE CONSTRUCTION OVERSIGHT AND SIGNAL TIMING AGAIN.

A BIG OPPORTUNITY HERE WAS TO TAKE ADVANTAGE OF THE NEW TECHNOLOGIES THAT WERE COMING IN AND MAKING SURE THAT THE SIGNALS WERE OPERATING. A BIG PART OF WHAT WE'RE DOING WAS TO REALLY MAKE SURE THAT EVERYTHING WAS BROUGHT UP TO SPEED.

THE ORIGINAL ESPECIALLY IN THE DOWNTOWN CORRIDOR, THOSE SIGNALS DATED BACK ALMOST 50 YEARS.

THEY WERE MAINTAINED WELL, BUT THERE ARE SOME BASIC PROBLEMS CAME UP.

THE EQUIPMENT WAS NO LONGER CAPABLE OF DOING WHAT HAD BECOME NATIONAL AND CITY STANDARDS FOR OPERATIONS AND SAFETY. THE THING IS THE CURRENT EQUIPMENT IS CAPABLE OF MONITORING ITSELF AND TELLING YOU IF THERE'S A CONFLICT, SHORTENED WIRES AND WHEN GREEN.

THE SIGNAL GOES INTO A FLASH. IT'S A SAFETY ISSUE. THE OLDER SIGNALS THE ELECTRICAL AND MECHANICAL ONES DIDN'T HAVE THIS CAPABILITY. WITH AGING OF THE INFRASTRUCTURE CABLING AND THAT TYPE OF THING, THE PROBABILITY OF SWRG SOME KIND OF FAILURE THAT IMPACTED SAFETY GROWTH HIGHER. -- HAVING SOME. TO MAKE SURE THAT WE FOLLOW THE MOST CURRENT SAFETY STANDARDS POSSIBLE. AGAIN, THESE WERE ACTUALLY NOT JUST CITY STANDARDS, BUT NATIONAL STANDARDS. SIGNAL TIMING.

WE ARE ACTUALLY REACHING OUT AND TOUCHING 67 INTERSECTIONS NOW, AND IT'S THE INFRASTRUCTURE IS SET UP SO IT CAN GROW AND ADD ADDITIONAL INTERSECTIONS.

THERE'S A TXDOT PROJECT THAT'S JUST STARTING THAT IS GOING TO ADD ANOTHER 20 SOME ODD INTERSECTIONS TO THIS NETWORK. THIS IS A SCALEABLE NETWORK AND CAN ACCOMMODATE THE GROWTH THE NETWORK IS GIVING IT. EVERYTHING IS COMMUNICATING THROUGH I.T. PROT COSHLTIONS INTERNET PROTOCOLS. -- PROTOCOLS. IT'S INTERCHANGEABLE WITH OTHER DEVICES. YOU'RE NO LONGER LIMITED TO IF AN EQUIPMENT SUPPLIER GOES OUT OF BUSINESS, BECAUSE THE NETWORK IS NOW BASED ON INTERNATIONAL PROTOCOLS THAT EVERYONE USES, YOU'LL BE ABLE TO ALWAYS HAVE SOMEBODY TO GO GHOOK THAT PLACE. THAT POLE WASN'T ABLE TO BE RELOCATED. IT WASN'T IN GOOD ENOUGH PHYSICAL CONDITION, SO THEY HAD TO HAVE ANOTHER POLE. THROUGHOUT THE PROJECT, THERE WAS A COUPLE OF FIELD CHANGES THAT ACCOUNTED FOR ABOUT 8%, SO THE TOTAL SPEND ON THE PROJECT WAS $2.05 MILLION SO 8% HIGHER THAN THE BUDGETED AMOUNT. SO THAT IS, IS ACTUALLY VERY GOOD, CONSIDERING THE FIELD CHANGES THAT WENT THROUGH WHERE ONES THAT NO ONE COULD FORESEE.

AND AGAIN, THIS SYSTEM VIDS FOR FUTURE GROWTH. NOT ONLY -- PROVIDES FOR FUTURE GROWTH. NOT ONLY FOR EXPANDING FOR OTHER INTERSECTIONS BUT ALSO AS NEW TECHNIQUES COME UP, AS NEW GENERATIONS OF EQUIPMENT COME UP.
