WILLIAMS AND COUNCIL DAVID SHWART. ITEM 7 IS A CHANGE FOR THE NEW FIRE STATION AT THE REGIONAL AIRPORT. NOW THE DATA I READ EARLIER IS CORRECT THIS STATION IS 28 YEARS OLD. THAT'S GOING TO TELL YOU SOMETHING. NORMALLY FIRE STATIONS IN THE REGULAR CITIES CAN BE A MUCH OLDER THAN 28 YEARS OLD SO THAT LEADS ME TO BELIEVE YOU DIDN'T BUILD BIG THE FIRST TIME. NOW, I MENTION IT I GUESS IT'S BEEN SEVERAL MONTHS AGO WHEN YOU HAD THE ITEM UP FOR CONSIDERATION TO BUILD BIGGER THIS TIME.

I MENTIONED BEFORE PREVIOUSLY THAT WE HAD RESCUE 3 AND 4 AND THEY WERE SIX WHEEL DRIVE VEHICLES, MASSIVE CRASH TRUCKS AND THE ABILENE REGIONAL, DON GREEN SAID THAT THE TRUCK THAT VERY CURRENTLY CAN JUST BARELY FIT IN THE STATION THAT WAS ONE REASON TO BUILD THIS NEW FACILITY. SO I'M HOPING YOU WILL TAKE INTO CONSIDERATION THAT THEY'RE GOING TO BE BIGGER. I DON'T KNOW IF YOU'RE GOING TO BUILD THIS TO MILITARY SPECIFICATIONS OR NOT. BUT LIKE I SAID IF A 25 YEARS AGO WE HAD CRASH TRUCKS THAT WERE SIX WHEEL DRIVES I CAN SEE IN THE FUTURE THAT POSSIBLY ABILENE REGIONAL AIRPORT WILL CONTINUE TO GET LARGER RESPONSE VEHICLES FOR THE TRASH TRUCKS. LIKE I SAID, I WAS WORKING

ON -- FOR THE RESPONSE TRUCKS. >> WE WERE TRYING TO FINISH UP THE RADIO INSTALLATION AND HANDHELD RADIO. WE GOT A CALL ON IT THAT SAID INBOUND HEAVY FOUR SOULS ON BOARD. THEY SAID WE NEED THE TRUCK RIGHT NOW. THEN CLAXTON WENT OFF IN THE FIREHOUSE AND THEY HAD TO TAKE THE VEHICLE AND HAD AN AIRCRAFT LANDING AT THE END OF THE RUNWAY.

SO THEY HAD TO GO DOWN THERE AND STAGE WITH IT TO SEE IF IT'S ALL RIGHT.

SO I JUST WANT TO MAKE SURE THIS CHANGE ORDER IS A GOOD FOR OUR FIRE DEPARTMENT OUT AT THE AIRPORT AND THAT WE ARE BUILDING BIG ENOUGH TO WHERE IN THE YEAR 2050, IF I'M STILL AROUND, THAT WE DON'T COME BACK BEFORE ANOTHER COUNCIL AND SAY WELL, WE'RE GOING TO NEED A BIGGER FIRE STATION AT THE AIRPORT, YOU KNOW, THE LOCAL FIRE STATION IS THE LAST ONES BUILT THEY ACTUALLY WERE THINKING AHEAD AND BUILT THREE BAYS ON THEM. WHICH IS A GOOD THING BECAUSE NORMALLY THE OLD FIRE STATIONS AROUND TOWN THAT WERE BUILT IN THE 50S ONLY HAD TWO BAYS.

SO I'M HOPING THAT THE NEW FIRE STATION ABILENE REGIONAL WILL BE ACCOMMODATING FUTURE CRASH TRUCKS THAT ARE ONLY PROBABLY GETTING LARGER.

LIKE I SAID THAT WAS 25 YEARS AGO FROM THE MILITARY. I WOULD THINK THAT CIVILIAN VERSION OF CRASH TRUCKS ARE ONLY GETTING LARGER IN THE FUTURE ALSO.

A BIG PART OF WHAT WE DID WAS MAKE WHAT WE HAD AS A PULL THROUGH OR DRIVE-THRU BAYS WE MADE THOSE BACK-IN BAYS. WE REMOVED THE DOORS ON THE BACK SIDE AND THE CONCRETE DRIVEWAY ON THE BACK SIDE. THAT SAVED ABOUT $300,000 AS PART OF THAT $800 SOME ODD THOUSAND DOLLARS IN REDUCED CONTRACT PRICE.

BRENDA ALEXANDER DIRECTOR OF HUMAN RESOURCES. TODAY WE WILL MAKE A PREVIEW PRESENTATION ABOUT A PROJECT THAT YOU ALL HAVE BEEN HEARING ABOUT FOR THE PAST COUPLE OF YEARS. IT'S OUR HUMAN CAPITAL MANAGEMENT SYSTEM THAT WE'VE BEEN WORKING ON. IF YOU WILL RECALL BACK IN JANUARY OF 2019, WE HAD MADE A PRESENTATION ABOUT THIS NEED IN TECHNOLOGY AT YOUR CITY COUNCIL RETREAT AND THIS IS JUST KIND OF A CONTINUATION OF THAT PROJECT THAT'S BEEN ONGOING EVER SINCE THAT TIME. SO, OBVIOUSLY, YOU'RE AWARE OF WHAT OUR HUMAN CAPITAL MANAGEMENT SYSTEM IS. IT'S BASICALLY A SYSTEM THAT MANAGES THE ENTIRE LIFE CYCLE OF AN EMPLOYER'S WORKFORCE. ALL EMPLOYEES, ALL TIME KEEPING, RECORDKEEPING, TRANSACTIONAL THINGS. YOU CAN SEE HERE THE LIST GOES ON AND ON ABOUT HOW WE SCREEN EMPLOYEES, BRING THEM ON.

WE EVALUATE THEIR MANAGEMENT BY THEIR PERFORMANCE, THEIR COMPENSATION, AND THROUGH THE WHOLE LIFE CYCLE ALL OF THIS IS AUTOMATED. SO OUR BACKGROUND IS THAT WE USE CURRENTLY SEVERAL SYSTEMS THAT ARE PARTIALLY INTEGRATED AND NOT ALWAYS WORK WELL TOGETHER. THE MAIN ONE BEING IN FORT LAWSON THAT WE HAD SINCE 2010 WHICH IS A WEB HOSTED PLATFORM WE ALSO USE NEIL GO WHICH IS FOR RECRUITMENT FOR HIRING AND CHRONOS FOR TIME KEEPING. WE ALSO HAVE DIRECT PATH WHICH WE ARE REPLACING NEXT MONTH WITH BUSINESS SOLVER THAT YOU ALL APPROVED A COUPLE MONTHS AGO. THE SYSTEMS ARE VERY ANTIQUATED THEY'RE CHALLENGING TO MAINTAIN AND THEY ARE FREQUENTLY UNABLE TO INTEGRATE WITH EACH OTHER PROPERLY AND COMMUNICATE, WHICH CREATES A LOT OF PROBLEMS IN TERMS OF DUPLICATION OF ENTRY. IT CONSUMES A LOT OF STAFF TIME, CREATES A LOT OF UNNECESSARY STEPS AND ERRORS AND SLOWS DOWN PROCESSING ACROSS THE CITY.

IT AFFECTS NOT JUST OUR OWN AREA BUT ALSO CITY WIDE THE EMPLOYEES BEING SERVED AS WELL AS MANAGERS WHO ARE TRYING TO MANAGE THEIR EMPLOYEES THROUGHOUT THE YEAR. SO THE MAIN SYSTEM OF ALL OF THEM IN FORT LAWSON IT HOUSES THE MAJORITY OF EMPLOYEE DATA IT'S THE SYSTEM THAT GENERATES OUR $78 MILLION PAYROLL. THE CONTRACT FOR IT EXPIRES IN DECEMBER, 2021, AND WE HAD DONE A LOT OF DUE DILIGENCE AND FOUND THAT WE NEEDED AT LEAST NINE MONTHS TO IMPLEMENT A REPLACEMENT SYSTEM. SO WE WILL BEGIN IMPLEMENTATION IN JANUARY OF 2021 SO, WE HOPE TO GO LIVE IN OCTOBER AT THE BEGINNING OF A QUARTER FOR PAYROLL PURPOSES. AND THE EXPIRATION OF THIS CONTRACT DOES PROVIDE A U NEK OPPORTUNITY TO COMBINE ALL OF THESE SYSTEMS INTO ONE DYNAMIC SYSTEM UNDER ONE ROOF. SO AS I STATED, STARTING IN

MID-2018, WE BEGAN RESEARCHING THESE SYSTEMS AND TO IDENTIFY POTENTIAL REPLACEMENTS FOR THE LAWSON PRODUCT. OVER THE PAST TWO YEARS, H.R. AND I.T. COLLABORATIVELY HAVE HELD EIGHT ON-SITE IN-PERSON DEMONSTRATIONS WITH MANAGEMENT AND WHAT WE WERE LOOKING FOR HAD TO DO WITH SEVERAL THINGS.

FIRST THING WE WERE LOOKING FOR CERTAINLY ATTRIBUTES FOR THE SYSTEM STRUCTURE ITSELF.

WE NEEDED AN INNOVATIVE LEADER IN THE MARKET. A LOT OF TIMES YOU WILL FIND CERTAIN SYSTEMS THAT ARE KIND OF A BOLT ON TO YOUR FINANCE SYSTEM.

MANY COMPANIES ARE NOT GOOD AT BOTH. SO IF YOU GO FOR YOUR FINANCE SYSTEM FIRST CHANCES ARE YOUR HUMAN RESOURCES WILL BE AN AFTERTHOUGHT AND NOT AS ROBUST AND USEFUL TO THE HUMAN RESOURCE FUNCTION. SO WE DID NOT WANT A SECONDARY SYSTEM WE WANTED SOMETHING THAT WOULD BE STRONG IN THE H.R. AREA.

SO WE WERE LOOKING FOR SAGE SYSTEM EASY I INDICATED EXCLUDING BENEFITS MANAGEMENT, WHICH BENEFITS SORRY BUSINESS SOLVER WILL HANDLE.

BUT WE WANTED FEWER THIRD PARTY INTEGRATIONS SO THAT WE DIDN'T HAVE TO TO DEAL WITH ALL THE TESTING AND PATCHES AND UPGRADING THAT ARE INDIVIDUALLY DONE WITH MULTIPLE SYSTEMS. WE WANTED A MULTI10 AT S.A.S. SYSTEM.

S.A.S. MEANING SOFTWARE AS A SERVICE. WE WANTED ALL THE CLIENTS TO BE ON THE SAME SOFTWARE VERSION SO WE WOULD ALWAYS BE CURRENT WITH EVERYBODY ELSE WAS ON. THE SAME VERSION. WE WANTED IT CLOUD HOSTED RKZ ACCESSIBLE BY SUBSCRIPTION FEES AND DATA SECURITY WITH DATA HOUSED IN THE U.S. NEXT AREA WE WERE LOOKING AT MANAGER AND SUPERVISOR FUNCTIONALITY IS VERY IMPORTANT. SO IT'S NOT JUST THE H.R.

OFFICE THAT WILL USE THIS SYSTEM. ALL MANAGERS AND ALL EMPLOYEES WILL ALSO ACCESS THIS SYSTEM. WE NEEDED A TRUE REALTIME WORK THROUGH PROCESS THROUGHOUT BUILT TO REDUCE REPETITIVE DATA ENTRY.

WE WANTED IT TO BE USER FRIENDLY FOR MANAGERS AND IN TIME KEEPING BECAUSE THEY ARE APPROVING THEIR EMPLOYEES TIME. WE WANTED TO HAVE THE CAPACITY TO MONITOR H.R. AND PAYROLL TRANSACTIONS ELECTRONICALLY TO KNOW WHERE WE WERE AND FOR THEM TO BE ABLE TO ELECTRONICALLY INITIATE THOSE PROCESSES AND ELIMINATE SO MANY PAPER FORMS AND ABILITY TO WORK IN FUTURE PERIODS TO EASILY MANAGE THEIR STAFF ASKING OVERTIME AND PAYROLL NEEDS, INCLUDING GRAPHICAL DASH BOARDS DATA AND THE ABILITY TO DRILL DOWN INTO THE EMPLOYEE'S DATA.

FROM THE STAFF PERSPECTIVE IN H.R., AGAIN WE NEEDED THE TRUE REALTIME WORK FLOW PROCESSES. WE NEEDED STRONG SUPPORT FROM THE COMPANY.

WE ALSO WERE LOOKING FOR SOMETHING THAT CAN ACCURATELY PROCESS A VERY COMPLEX MUNICIPAL PAYROLL AND OURS IS. WE HAVE A VERY DIVERSE WORKFORCE WITH MULTIPLE WORK SCHEDULES IN THE CIVIL SERVICE RULES ARE VERY COMPLICATED FOR PAYROLL PROCESSING. WE WANTED THE ABILITY TO WORK EFFICIENTLY AND TO WORK IN FUTURE PERIODS. AGAIN, WITH DATA RICH METRICS, DASHBOARDS AND BE ABLE TO MANAGE WORK FLOW RULES WITH MINIMAL EXTERNAL PROGRAMMING FROM THE VENDOR. SO WE WANT SOME INDEPENDENCE TO BE ABLE TO MANAGE THINGS OURSELVES. SO WE STARTED THE SELECTION PROCESS AFTER DOING A LOT OF DUE DILIGENCE FOR TWO YEARS AND WE PUBLISHED THE NOTICES AS YOU CAN SEE IN AUGUST FOR THE PROPOSAL C BE V 2073. WE HAD SIX COMPANIES RESPOND TO THE R.F.P.

YOU CAN SEE THERE THE RATING CRITERIA THAT WE USED. FIVE CRITERIA THAT ALL CAME UP TO 100% AND EACH PROPOSAL WAS GRADED RESPECTIVELY. SO THE I.T. DEPARTMENT LED BY BOB VAUGH WOLFRAT AND BOB IS HERE TODAY AND WILL BE HELPING TO ANSWER ANY TECHNICAL QUESTIONS THAT YOU MAY HAVE. BOB LED AN EFFORT TO REVIEW IN A LOT OF DETAIL THE SECURITY ASPECTS OF THE SYSTEM AND HE REVIEWED THE SOCK AUDIT PERFORMED BY KPMG WHICH IS INCLUDED IN YOUR PACKET.

FOUND NO ISSUES WITH THAT REPORT. HE ALSO LOOKED INTO THE UP GUARD DATA REPORT THAT GRADED THEM AS A B LEVEL, WHICH IS GOOD IN TODAY'S ENVIRONMENT. ALSO LOOKING AT INTERNAL THINGS THERE IS A LONG LAUNDRY LIST OF THINGS THAT BOB LOOKS AT WHEN EVALUATING SYSTEMS. ABOUT 110 AREAS I SAW THE CHECK LIST IT'S VERY EXTENSIVE.

YOU CAN SEE THERE'S SOME OF THE THINGS THAT HE WAS LOOKING FOR WHEN VETTING THESE SYSTEMS. THE VENDORS IMPLEMENTATION AND PROJECT PLANS WERE

REVIEWED AND FOUND TO BE RULES AND RESPONSIBILITIES WERE DEFINED BETTER THAN MOST COMPANIES. AND ALSO DID THE DUE DILIGENCE ON THE HISTORY OF THE COMPANY FINDING THAT IT DATES BACK WITH PREVIOUS OWNERSHIP TO 1932.

IT SO DOES HAVE A LONG HISTORY OF BEING A STABLE COMPANY AND EFFECTIVE IN THEIR INDUSTRY. THE NEXT SLIDE SHOWS THE RATING COMPARISONS.

WE HAD A TEAM SMALL TEAM IN H.R. REVIEW AND GRADE PROPOSALS AS WELL AS ALSO THE DEMONSTRATIONS WERE RATED BY OUR OWN INTERNAL GROUP.

WE HAVE ABOUT 15 PEOPLE THAT SAW DEMONSTRATIONS OF THE VARIOUS SYSTEMS. BUT, WE FOUND THAT OVERALL THEY WERE THE COMPANY THAT STOOD OUT AS MEETING THE REQUIREMENTS THAT WE HAD STIPULATED. ALSO AT A COST WHILE NONE OF THESE ARE INEXPENSIVE STILL IN THE RANGE OF TOLERATABILITY AS FAR AS BUDGET AND COST. THIS IS A WORK FLOW SYSTEM THAT HAS A LOT OF FEATURES THAT ARE VERY RICH AND MAKE IT EXCEED ABOVE THE OTHERS IN TERMS OF FUNCTIONALITY.

THE CITY COUNCIL AND CITY OF ABILENE RESPECTFULLY REQUESTS THAT YOU ACCOMMODATE A REGIONAL APPROACH TO REOPENING BARS, DISTILLERIES AND SIMILAR ESTABLISHMENT THAT'S HAVE LESS THAN 51% OF THEIR GROSS RECEIPTS FROM FOOD SALES JUST AS HAVE YOU FOR OTHERS THROUGHOUT OUR STATE. ALTHOUGH SOME BARS HAVE BEEN ABLE TO RECLASSIFY THEMSELVES TO MEET THE 51% THRESHOLD, MANY MORE ESTABLISHMENTS, PARTICULARLY SMALL FAMILY OWNED BUSINESS THAT'S MAKE UP THE FABRIC OF ABILENE RUN ABLE TO MAKE THIS SHIFT WITHOUT OVERWHELMING COSTS.

MANY BUSINESSES IN THE CITY OF ABILENE AND THE BIG COUNTRY ARE STRUGGLING TO SURVIVE AT NUMEROUS BAR OWNERS HAVE CONTACTED THE CITY COUNCIL WITH CONCERNS OVER THE LOSS OF THEIR ENTIRE LIVELIHOODS. I AM CONFIDENT THAT THE BARS IN ABILENE AND BIG COUNTRY ARE WHOLEHEARTEDLY COMMITTED TO FOLLOWING DISTRICT SAFETY PROTOCOLS AS OUTLINED BY SEVERAL ASSOCIATIONS REPRESENTING THESE GROUPS.

FURTHERMORE, I'M CONFIDENT IN TEXAS ALCOHOLIC BEVERAGE COMMISSION'S ABILITY TO SUPPORT A STAGGERED REOPENING PLAN. THE COUNCILMAN DURING THAT TIME PRETTY MUCH PUT THEIR FOOT DOWN AND SAID NO, WE'RE CONSIDERING ONE OF OUR LOCAL CANDIDATES. I CAN'T EXPRESS ENOUGH HOW MUCH WE APPRECIATE WHAT YOU DO ESPECIALLY IN THIS YEAR WHEN COVID HIT THIS HAD TO BE A VERY DIFFICULT YEAR TO SERVE OUR CITY COUNCIL.

WE WANT TO EXPRESS OUR APPRECIATION FOR THAT. WE'RE HERE TONIGHT TO STAND FOR STAN STANDRICH, STAN HAS SERVED OUR COMMUNITY FAITHFULLY AS CHIEF OF POLICE FOR THE PAST 11 YEARS. UNDER HIS LEADERSHIP WE HAVE SEEN OUR POLICE DEPARTMENT THRIVE. CRIME RATE DOWN BY 35% UNDER HIS LEADERSHIP WE NOW HAVE A NEW POLICE HEADQUARTERS, WE'VE INCREASED THE NUMBER OF OUR RANKS AND INCREASED THE LEVEL OF OUR TRAINING. A.P.D. HAS WORKED TO BUILD NEW LEVELS OF COMMUNITY WITH OUR CITIZENS. STAN HAS WORKED WITH OTHER ORGANIZATIONS TO ADDRESS HOMELESSNESS, DOMESTIC VIOLENCE, CHILD ABUSE, RACISM. ABILENE PARTNERED WITH ONE KINGDOM TO HIRE A FULL-TIME CHAPLAIN. SO MUCH MORE. I'M AWARE THAT STAN RESIGNED BABE IN FEBRUARY BUT MUCH CAN CHANGE IN SEVEN MONTHS. HE AND BETH WILL BE MARRIED NEXT MONTH SHE HAS TENDERED HER RESIGNATION AS OF THE END OF THIS MONTH.

ANY CONFLICT WITH HER EMPLOYMENT IN OUR CITY WILL NO LONGER BE AN ISSUE.

I HAVE IT ON RELIABLE SOURCE THAT'S STAN IS ONE OF THE TOP CHIEFS OF POLICE IN THE MID-SIZE CITY IN TEXAS PERHAPS EVEN IN ALL OF TEXAS.

SINCE HIS RESIGNATION HE HAS BEEN HIGHLY SOUGHT AFTER BY OTHER CITIES EVEN LARGER THAN ABILENE. STAN IS AN OUTSTANDING LEADER, A MAN OF GREAT CHARACTER AND INTEGRITY AN ACCORDING TO OFFICERS A DARN GOOD CHIEF.

I DON'T THINK THAT'S THE EXACT WORDS THEY USED BUT I'LL USE THAT WORD.

RELATIONAL EQUITY AND A TIME PROVEN COMMITMENT TO ABILENE.

I THINK WE WOULD BE MAKING A MONUMENTAL MISTAKE TO LET HIM SLIP AWAY.

I'M ASKING THAT OUR COUNCIL RECONSIDERING CONSIDER HIS RESIGNATION AND ASK HIM TO TACH I WOULD LIKE TO PRESENT THE PETITION WITH NEARLY 2,000 SIGNATURES AS EVIDENCE THIS IS WHAT OUR COMMUNITY WOULD LIKE TO SEE HAPPEN. I LOVE THIS CITY AND I WILL SUPPORT OUR LEADERSHIP WHOEVER THAT WILL BE. HAS GIVEN HIS VERY BEST IN SERVING AS OUR POLICE CHIEF FROM 2009 UNTIL THIS VERY DAY. IT'S ALSO VERY OBVIOUS IF YOU READ BETWEEN THE LINES THAT HE ACTUALLY DOESN'T DESIRE TO LEAVE HIS JOB WHICH BEGS THE QUESTION WHAT ELSE IS GOING ON THAT WE PUBLICLY DON'T KNOW? MY KEY QUESTION TONIGHT IS SIMPLY THIS, IS ANYONE ON OUR CITY COUNCIL, OUR MAYOR, OUR CITY MANAGER SIMPLY ASKED HIM TO RECONSIDER HIS RESIGNATION AND CONTINUE TO BE OUR POLICE CHIEF? I PERSONALLY BELIEVE BASED ON READING HIS PROFESSIONAL BIO AND THE PROFESSIONAL BIOS OF HIS PEERS THAT STAN STANDRIDGE IS QUITE POFBL THE BEST QUALIFIED POLICE OFFICER IN OUR STATE. WE WOULD BE ABSOLUTELY FOOLISH TO NOT TRY EVERYTHING POSSIBLE TO KEEP HIM HERE. AS HE SAYS HIMSELF THIS ONE OF HIS POSTS, WE LOVE THIS CITY AND WANT COMMANDED BLESSINGS FOR ABILENE.

WE'RE SITTING IN A SITUATION RIGHT NOW WHERE HE'S CHOSE SOMEBODY THAT HE'S GOING SIT IN A ROCKING CHAIR WITH IN HIS 80S. HE'S GOING TO BE WITH HIS LOVED ONES IN 80S TO WHERE HIS CAREER NOT AS MUCH. MAN WE HAVE HIM IN A POSITION TO WHERE WE NEED TO GO AFTER HIM. STAN HAS NOT REGRETTED HIS DECISION TO PURSUE THAT.
