IN THIS CASE, THE PROPONENTS ARE SEEKING APPROVAL OF A SPECIAL EXCEPTION SPECIFICALLY TO AN AUTOMOBILE WASH AT SOME PARTICULAR LOCATION IN A GENERAL COMMERCIAL ZONING DISTRICT AND IN THE AMBLER AVENUE CORRIDOR OVERLAY ZONE. THE PARTICULAR PROPERTY, AS A CHAIRMAN MENTIONED, LIES AT THE SOUTHEAST CORNER OF AMBLER AVENUE AND NORTH TREADAWAY BOULEVARD.

THIS SLIDE SHOWS AN AERIAL PHOTO OF THE SUBJECT PHOTO IN THE VERY CENTER OF THE PHOTO WHICH WAS LONG OCCUPIED BY A TRUCK FREIGHT TERMINAL. THE RED BRICK BUILDING WHICH HOUSED THAT TRUCK TERMINAL IS PROPOSED TO BE DEMOLISHED AND REPLACED WITH AN AUTOMATIC CAR WASH FACILITY.

THIS SLIDE SHOWS IN RED THE GENERAL COMMERCIAL ZONING OF THE SUBJECT PROPERTY AS WELL AS SOME OF THE OTHER NEARBY PROPERTIES BELONG AMBLER AVENUE. THE GRAY SHADED PROPERTIES ARE REPRESENTATIVE OF LIGHT INDUSTRIAL ZONING.

AGAIN, WE'RE AT THE CORNER OF AMBLER AVENUE AND NORTH TREADAWAY BOULEVARD. IN ADDITION TO THESE BASE ZONING CLASSIFICATIONS, ALL THE PROPERTIES DIRECTLY ADJOINING AMBLER AVENUE ARE IN THE AMBLER AVENUE CORRIDOR OVERLAY ZONE.

AN OVERLAY ZONE IS A SPECIAL ZONING CLASSIFICATION, WHICH AS THE NAME IMPLIES, OVERLAYS THE UNDERLYING OR BASE ZONING DISTRICT AND CHANGES SOME ASPECTS OF ITS REGULATIONS.

THIS USUALLY MEANS IMPOSING ADDITIONAL REGULATION OR OVERSIGHT. IN 2013, CITY COUNCIL CREATED THE AMBLER AVENUE CORRIDOR OVERLAY ZONE AND APPLIED IT TO PROPERTIES ALONGSIDE AMBLER AVENUE FROM INTERSTATE 20 ON THE EAST ALL THE THE WAY WEST TO GRAPE STREET.

IN CREATING THIS OVERLAY ZONE, CITY COUNCIL AIMED TO, AND I

QUOTE, NUMBER HIGH QUALITY, ATTRACTIVE DEVELOPMENT IN ORDER TO CREATE A POSITIVE FIRST IMPRESSION OF ABILENE FOR VISITORS TO ABILENE CHRISTIAN UNIVERSITY, HARDIN-SIMMONS UNIVERSITY, AND HENDRICK MEDICAL CENTER.

ONE SPECIAL OR ADDITIONAL REGULATION OF THIS OVERLAY ZONE THAT AUTOMOBILE BUSINESSES ARE NOT AUTOMATICALLY ALLOWED IN THE OVERLAY ZONE, EVEN IF THE UNDERLYING OR BASE ZONING CLASSIFICATION ALLOWS IT. THE UPPER RIGHT VIEW IS TAKEN FROM BEHIND THE FREIGHT TERMINAL AND IF IT WEREN'T THERE, YOU WOULD SEE THE INTERSECTION OF AMBLER AVENUE AND NORTH TREADAWAY BOULEVARD.

WE RECEIVED WRITTEN COMMENTS FROM TWO OF THEM IN FAVOR.

NONE RESPONDED IN OPPOSITION. AN AUTOMOBILE CAR WAH IS NOT TYPICALLY COVERED BY PARKED AUTOMOBILES, AS ONE MIGHT FIND AT AN AUTOMOBILE SALES LOT. NOR ARE CAR WASH FACILITIES TYPICALLY COVERED BY AUTOMOBILES IN VARIOUS STATES OF DISREPAIR, OFTEN OVERNIGHT OR FOR DAYS OR SOMETIMES EVEN WEEKS ON END, AS AGAIN, ONE MIGHT FIND AT AN AUTO REPAIR SHOP OR AN AUTOBODY SHOP.

AN AUTOMOBILE WASH WILL HAVE A CONTINUOUS SUCCESSION OF AUTOMOBILES, NO DIFFERENT THAN OTHER ACTIVITIES ALONG THE CORRIDOR. CITY STAFF THEREBY CONCLUDES AN AUTOMOBILE WASH AT THIS LOCATION SHOULD BE REASONABLE COMPATIBLE WITH THE PLANNED USE AND DEVELOPMENT ALONG THE CORRIDOR.

ORDINARY REGULATIONS FOR SITE DEVELOPMENT IN GENERAL COMMERCIAL DISTRICTS AND IN THE AMBLER AVENUE CORRIDOR WILL BE APPLICABLE TO THIS PARTICULAR PROPOSED DEVELOPMENT.

THESE ARE THE STANDARDS THAT WE ORDINARILY APPLY FOR LANDSCAPING, SIGNAGE, PAVED PARKING, AS WELL AS DRIVEWAY ACCESS MANAGEMENT. IN LIGHT OF ALL THESE OBSERVATIONS, CITY STAFF RECOMMENDS APPROVING THIS REQUEST. I WOULD BE HAPPY TO ANSWER ANY QUESTIONS THAT YOU MAY HAVE. WE'RE DEVELOPING 4. WE HAVE 4 UNDER CONSTRUCTION AND ANOTHER 4 IN DEVELOPMENT. THIS IS ONE OF THE ONES IN DEVELOPMENT. WE'RE ENTERING THE MARKET HERE IN ABILENE TO WASH CARS. AND WE INTEND TO BUILD TWO FACILITIES HERE IN ABILENE BEFORE WE'RE DONE.

SO THERE'S FOUR DIFFERENT TYPES OF CAR WASHES.

THERE'S A FULL-SERVICE CAR WASH WHERE YOU GET OUT OF YOUR CAR AND SOMEONE TAKES IT AND WASHES IT FOR YOU.

THERE'S THE C STORE TYPE CAR WASH WHERE YOU JUST ROLL THROUGH A BUILDING AND IT ROLLS OVER YOUR VEHICLE AND CLEANS IT.

THERE'S THE HAND WASH OR SELF-SERVE CAR WASH.

AND THEN THERE'S THE EXPRESS MODEL, WHICH IS A CAR WASH WHERE YOU PULL INTO A TUNNEL. OUR TUNNEL IS 120 FEET LONG.

AND YOU'RE ON A CONVEYOR. AND THE CONVEYOR TAKES YOUR CAR THROUGH THE CAR WASH AND WASHES IT COMPLETELY.

THEN AT THE OTHER END OF THE TUNNEL, WE DRY IT AND THEN YOU PULL OUT AND WE HAVE 24 FREE VACUUMS FOR YOU TO USE AND AIR AT EACH ONE OF OUR VACUUM STATIONS.

AND YOU CAN JUST VACUUM YOUR CAR IF YOU WOULD LIKE TO OR IF YOU'VE DONE QUITE A BIT OF IT BEFORE.

WE HAVE PEOPLE WHO SIGN UP FOR OUR PROGRAM AND THEY WASH THEIR

IF YOU PULL UP TO THE POINT OF SALE MACHINE, IT READS A CHIP IN YOUR WINDOW, IT KNOWS WHICH CAR WASH YOU WANT, IT OPENS THE GATE AT THE APPROPRIATE TIME AND YOU DRIVE THROUGH.

IT SETS THE TUNNEL UP. IT LOOKS AT YOUR CAR AND SETS THE TUNNEL UP FOR YOUR CAR. AND THEN IT RUNS YOUR CAR THROUGH. SO IT'S AN INTERESTING DEAL.

BUT WE REUSE ALL OF THE WATER AND THEN I WOULD SAY WE SAVE ABOUT 50% OF THE WATER BY THE USE OF THE SYSTEM. THE SYSTEM RUNS ABOUT $100,000
