WHAT WE HAVE BEFORE YOU IS A PRESENTATION OF I'M GOING TO SAY THREE MAJOR AREAS WE'RE LOOKING FOR THE BOARD'S GUIDANCE OR RECOMMENDATION REGARDING THE 2022 STREET MAINTENANCE PROGRAM. THE FIRST ITEM AS FAR AS WITHIN THIS GROUP OR GROUPING IS WE'RE GOING TO REFER TO IT AS FUNDING THAT WOULD COME FROM THE DCOA AND WHAT YOU'LL SEE AS FAR AS -- I APOLOGIZE. THIS IS BASICALLY THE SUMMARY PAGE. SO BASICALLY A FUNDING THAT WE'RE LOOKING AT FOR THIS COMING YEAR IN 2022, WE'RE ANTICIPATING $20 MILLION FROM THE DCOA. THIS WILL BE THE THIRD YEAR WE'VE RECEIVED A PLEDGE OF $2 MILLION FROM THE DCOA. THEY INDICATED A WILLINGSNESS TO PLEDGE 8 AND A HALF MILLION DOLLARS SO IN 2023 WOULD BE THE LAST YEAR OF THEIR FIVE YEARS WE'D BE LOOKING AT A MILLION DOLLARS. WE ANTICIPATE PROCEEDS COMING IN FROM THE STREET MAINTENANCE FEE OF $6.5 MILLION. THAT'S AS FAR AS THE PROJECTION AS FAR AS FOR THE STREET MAINTENANCE FEE THAT COMES IN AS FAR AS FROM THE USERS, USER FEE FOR A TOTAL OF $8.5 MILLION WITHIN THE PROGRAM. WE HAVE BROKEN THE PROJECTS UP INTO THREE MAJOR AREAS. ONE IS CALLED MAJOR PROJECTS. YOU HAVE A LISTING OF THOSE AS WELL AS THE LOCATION MAP. I'M GOING TO GO OVER THOSE A LITTLE BIT IN A MINUTE HERE TUT ALSO HAVE AN INTERSECTION IMPROVEMENT PORTION WITH A LOCATION MAP. AGAIN, RECALL WE HAD BROKEN THIS OUT BECAUSE CART GRAPH IS NOT ACKNOWLEDGED INTERSECTIONS AS PARTS OF ITS RATIONALE WHEN WE RUN A NUMBER OF SCENARIOS. IT WILL PICK UP MAJOR PROJECTS AND ALSO PICK UP THIS THIRD AREA WHICH WE'RE GOING TO DO WORK ZONE AREAS AND IN THIS YOU ALSO HAVE A LOCATION MAP AND YOU HAVE A LISTING OR SUMMARY OF EACH STREET THAT SHOWS A BEGINNING AND ENGINEERED. WE'VE BROKEN THIS PROGRAM UP THIS YEAR INTO THREE ZONES IN THE NORTH END OF TOWN AND THREE ON THE SOUTH END AND I'LL GET INTO EACH OF THOSE A LITTLE BIT AS WELL. LOOK AT THE MAJOR PROJECTS LISTING AND LOCATION MAP YOU HAVE A LARGER MAP OF THIS IN YOUR PACKET AS WELL AS THE TABLE. THERE'S A LISTING OF 29 MAJOR PROJECTS. I WOULD LIKE TO POINT OUT THAT ON THE SOUTH CENTRAL PART OF THE CITY, THE VERY BOT.COM OF THAT MAP, YOU'LL SEE THAT THERE'S A NUMBER OF ROADS ADDED INTO THAT. THESE ARE PARTICULAR ROADWAYS THAT STAFF HAS RECEIVED A LOT OF COMPLAINTS AND CONCERNS OVER THE LAST COUPLE OF YEARS. THEY'VE MADE IT AS FAR AS THIS LIST BECAUSE THEY MEET THE CRITERIA OF THIS MAJOR ROAD PROJECT LIST WHICH THE DCOA HAS INDICATED AS FAR AS THEIR WILLINGNESS TO FUND PROJECTS AS LONG AS THEY HAVE A PREDOMINANT AMOUNT OF COMMERCIAL FRONTAGE AROUND IT. [00:05:44] WE'RE LOOKING FOR A FULL DEPTH REPAIR ON THE ROADWAY WHERE YOU NEED THE MOST AGGRESSIVE TYPE OF TREATMENT THAT WE'D BE LOOKING AT BUT NONE OF THOSE OUTLINED AS FAR AS I WANT TO SAY A COMPLETE RECONSTRUCTION. WE TRIED AGAIN TO KEEP WITHIN THE BOUNDARIES OF THIS IS A MAINTENANCE BATHROOM. AND EXACTLY THAT'S WHAT WE'RE TRYING TO ACHIEVE. THE FAR LEFT YOU SEE THE PRIORITY. WHAT THAT INVOLVES IS STAFF HAD BASICALLY LOOKED AT THE AVERAGE DAILY TRAFFIC. THE GREATEST IMPACT AS FAR AS ON THE PCI WITHIN THE ENTIRE PROGRAM. THE CONDITION OF THE ROAD. AND THE TYPE OF MAINTENANCE THAT STAFF HAS ENCOUNTERED. THAT'S PRIMARILY STREET SERVICES DIVISION. WHAT WE'RE LOOKING FOR IN THIS IS YOUR RECOMMENDATION ON WHERE BEST CAN WE SPEND THE $2 MILLION THAT THE DCOA HAS PLEDGED FOR 2022. YOU CAN SURELY AS FAR AS ADDITIONAL STREETED MAINTENANCE FEE MONEY TO THAT. WITNESS-3 DONE THAT IN THE PAST. WHEN WE'VE EXCEEDED THAT $2 MILLION. SO THERE'S A NUMBER OF THOSE THAT OBVIOUSLY YOU SEE THAT THEY EXCEED THE $2 MILLION. THE NEXT AREA IS BROKEN DOWN INTO INTERSECTION IMPROVEMENTS. WE'VE GIVEN YOU A NUMBER OF THESE. THERE ARE 19 OF THEM. 8 ON THE NORTH END OF THE CITY. NINE ON THE SOUTH END OF THE CITY. NONE OF THESE INTERSECTIONS HAVE BEEN DETAILED AS FAR AS SCOPED UTE ENGINEERING WISE SO WE'VE PUT A TYPICAL COST OF $500,000 ON EACH INTERSECTION. IF THERE IS NO TRAFFIC SIGNALIZATION IMPROVEMENTS OR PEDESTRIAN IMPROVEMENTS THE COST OBVIOUSLY GOES DOWN AND A GOOD EXAM OF THOSE ARE THE ONES THAT YOU PICKED OFF THE LIST ON PINE STREET IMMEDIATELY NORTH OF CITY HALL NORTH OF THE CIVIC CENTER. NEITHER OF THOSE INTERSECTIONS THAT WE'LL BE DOING THIS COMING YEAR HAVE SIGNALIZATION SO WE'RE LOOKING AT AROUND $300,000 TO REDO THOSE INTERSECTIONS FROM THE EXISTING ASPHALT CROSS SECTION TO A CONCRETE CROSS SECTION. SO IF YOU CHOOSE ANY OF THESE INTERSECTIONS THE FUNDING SOURCE WOULD HAVE TO COME FROM THE STREET MAINTENANCE FEE FUND AND NOT THE DCOA DOLLARS BECAUSE NONE OF THESE INTERSECTIONS MEET THEIR CRY NEAR I CAN'T. WE'VE GIVEN YOU A LISTING AS FAR AS THESE. THIS THE LIST HAS NOT CHANGED FROM A YEAR AGO. WE'VE BEEN PECKING OFF THIS LIST OVER THE LAST COUPLE OF YEARS. THE LARGEST PORTION I GUESS I WOULD SAY OF THIS MAINTENANCE PROGRAM IS FOR US TO LOOK AT AS FAR AS A NUMBER OF WORK ZONES. SO WHAT WE'VE DONE THIS YEAR IS AGAIN TRIED TO BALANCE OUT THESE DOLLARS OR CONSIDERATIONS WHERE WE HAVE THREE ZONES THAT ARE ON THE NORTH END OF TOWN AND THREE ON THE SOUTH. NOW, HOW DO WE ACHIEVE OBTAINING THESE? WE RUN A NUMBER OF SCENARIOS THROUGH CARTOGRAPH WHICH GIVES US THE MOST OPTIMAL SCENARIOS BASED ON THE DOLLARS THAT WE HAVE AVAILABLE. AND THEN IT BASICALLY PRODUCES A NUMBER OF STREET SEGMENTS. WE THEN TRY TO TO DETERMINE AS FAR AS THE STREET SEGMENTS THAT HAVE MOST OF I GUESS I WANT TO SAY -- DELIVER TO YOU A MINIMUM 6 TO 8 ZONES AS BEST WE CAN BASED ON THE SCENARIOS THAT HAVE BEEN RUN. WHAT WE'VE DONE THIS YEAR BECAUSE OF THE WAY THAT THESE ZONES CAME OUT AND THE DOLLARS THAT ARE AVAILABLE AGAIN THEY'RE SIX AND A HALF MILLION DOLLARS AVAILABLE WITHIN THE STREET MAINTENANCE FEE. YOU'LL SEE THAT WE'VE BROKEN THAT WAS SO THAT YOU WOULD BE - ABLE TO CONSIDER AS FAR AS DOING A PORTION OF A PARTICULAR WORK ZONE VERSUS SPENDING ALL THE MONEY OR ALLOCATING ALL THE MONEY INTO ONE PARTICULAR ZONE. YOU SEE ON THIS LIST THE SUB [00:10:05] ZONES IDENTIFIED WITHIN THE WORK ZONE GROUPINGS. AND AS I NOTED TO YOU THAT THERE ARE SIX ZONES IN TOTAL, THERE'S 14 ZONES THAT ARE SPLIT SUB ZONES THAT ARE SPLIT UP. THE ONE AT THE BOTTOM IS A PRESERVATION MAINTENANCE. ONE OF THE THINGS WE'RE TRYING TO DO IS EXTEND THE LONGEVITY OF OUR PAVEMENTS WITHIN THE ENTIRE SYSTEM AS MUCH AS WE CAN AND SO WE'RE LOOKING AT ALTERNATIVE METHODS OUTSIDES IN THE NORMAL RESURFACING OUTSIDE OF THE NORMAL I WANT TO CALL IT RECONSTRUCTION WHERE WE WOULD REMOVE THE ENTIRE ASPHALT OR BASE SECTION. WE'RE TRYING TO LOOK AT MINIMUM -- NOT ABLE TO HANDLE SO THESE PARTICULAR STREETS LIKE THEY ARE ANYWHERE FROM -- LIKELY ARE ANYWHERE FROM FIVE TO SEVEN YEARS IN AGE. THEY'RE NEEDING A TREATMENT BEYOND A CRACK SEALED TREATMENT THAT STREET SURFACES HAS ALREADY PROVIDED. BY DOING TREATMENTS SUCH AS SAY THE MICROPAVING THAT WE DID THAT PAST YEAR WE'RE ABLE TO EXTEND THE PAYMENT LIFE OF THAT PARTICULAR PAYMENT FROM ITS NORMAL 20 YEAR 29 WE'RE ABLE TO ADD ANOTHER SEVEN TO TEN YEARS ONTO THAT PARTICULAR STREET. AND SO THAT'S WHAT THIS PARTICULAR PRESERVATION ITEM THAT WE HAVE AS FAR AS IN THAT LIST. THE OTHERS ARE ALL RESURFACING WHAT WE WOULD BE LOOKING AT THESE PARTICULAR ROADS. WE'D BE LOOKING AT KNOWING OFF AN INCH AND A HALF FROM EDGE OF CURB TO EDGE OF CURB. WE'D BE LOOKING AT MINOR BASE REPAIRS ON THESE ROADWAYS. WE'D BE LOOKING TO COMING BACK IN FOR A TWO INCH LAYER OF ASPHALT AND RECROWNING AS FAR AS THE ROAD TO BE ABLE TO BETTER FACILITATE WATER DRAINAGE FROM THE MIDDLE OF THE ROAD OUT INTO THE EDGE TO THE MIDDLE OF THE TUSH LINE. AS NOTED TO YOU IN THE PAST THAT'S BEEN ONE OF THE UNDERLYING ISSUES WITH MAINTAINING AS FAR AS OUR STREETS. YOU CAN SEE A TOTAL OF $17 MILLION. IT'S A LARGE NUMBER. AND YOU ONLY HAVE 6 AND A HALF MILLION TO REALLY SPREAD THOSE DOLLARS AROUND. WHAT STAFF IS LOOKING FOR FROM YOU THIS EVENING IS FOR YOU TO IDENTIFY WHERE YOU WOULD LIKE TO HAVE US SPEND THOSE SIX AND A HALF MILLION DOLLARS THROUGH DESIGN AND CONSTRUCTION FOR THE YEAR 2022. MANY OF THOSE IN THOSE WORK ZONES REQUIRE A RECONSTRUCTION OR REHABILITATION WHICH IS A MUCH MORE AGGRESSIVE IMPROVEMENT THAN WHAT WE'RE INCLUDING -- THE MAJORITY OF THOSE ROADS ARE RELATIVELY I WANT TO SAY NEWER THAN, SAY, NORTH OF FIRST STREET AND SO THE CHALLENGE WE HAVE IS TO TRY TO BALANCE THOSE DOLLARS OUT AND REALLY FIND WORK ZONES THAT ARE CONSTRUCTIBLE. I REMEMBER US HAVING A DISCUSSION AND THIS MAY HAVE BEEN VERY EARLY IN THE COMMITTEE ABOUT THE PERCENTAGES OF THE AMOUNT OF MONEY THAT WE'RE USING EVERY YEAR ON RESIDENTIAL STREETS AS OPPOSED TO MORE COLLECTOR AND ARTERIAL STREETS. >> AND YOU ARE CORRECT. WE'VE HAD A NUMBER OF DISCUSSIONS OVER ARTERIALS, COLLECTORS, RESIDENTIAL STREETS. IF YOU RECALL THE SECOND YEAR OF THE PROGRAM IN 2020 BECAUSE THE 2015 BOND PROGRAM WAS STILL IN ITS I GUESS I WANT TO SAY FULL FLEDGEED -- WE'RE ACTUALLY FINISHING UP THE LAST OF THE FIVE YEARS OF THE PROGRAM SO IT WAS ACTUALLY IN YEAR FOUR THAT WE WERE SPENDING A GOOD MAJORITY WELL ACTUALLY ALL OF THE BOND MONEY EARMARKED FOR 2020 ON ARTERIALS AND COLLECTORS. AND SO AS WE RAN THESE SCENARIOS AS FAR AS THROUGH CARTOGRAPH INITIALLY WE WERE SEEING THAT NONE OF THE RESIDENTIAL STREETS WERE MAKING AS FAR AS THE PROGRAM AND WHAT WAS DECIDED AT THE TIME IN 2020 WAS TO TRY TO DO 30% OF THE ROADS AS FAR AS ON ARTERIALS OR COLLECTORS OR INTERSECTIONS AND 70% IN RESIDENTIAL. SOME OF THE -- WHY NOT DO THE COLLECTOR ROADS VERSUS ALL THE RESIDENTIAL ROADS WITHIN A SUB GIGS BECAUSE WHAT WE'RE FINDING IS THAT THOSE COLLECTOR ROADS DON'T NECESSARILY MEET AS FAR AS THE SCORING, AS FAR AS THEY'RE RUN THROUGH THE SCENARIOS ON KART SO THEY DON'T MAKE THE LIST BECAUSE THEY'RE TOO FAR GONE.
