THE TESTING THAT WE DID ON THE NEW METERS IS TO VERIFY THAT THE ONES WE'RE PUTTING IN PERFORMED THE WAY WE WANTED. WE FOUND OUT THAT OUR ONE INCH METERS ACCORDING TO OUR TESTING WERE NOT PERFORMING AS THEY SAID TO BE BY THE VERIFIED CALIBRATION OF THE MANUFACTURER THAT'S STAMPED ON THE SIDE OF THE METER. SO THAT BROUGHT UP AN INCH OF -- BROUGHT UP AN ISSUE ARE WE DOING SOMETHING WRONG OR ARE WILL SOMETHING WRONG WITH THE METERS. WE DID A SOME VERIFICATION TESTING AND FOUND OUT THAT WE BELIEVE THAT THERE IS A POSSIBLE ISSUE WITH THAT METER.

SO IT MAY BE A PROGRAMMING ISSUE OR SOMETHING IN THERE BUT IT'S NOT READING AS ACCURATE AS THEY SAID IT WAS WHEN THEY SOLD IT TO US. SO WE'RE WORKING WITH THE MANUFACTURER, THEY'RE AWARE OF THE SITUATION AND WE'RE GOING TO FOLLOW UP ON THAT TO MAKE SURE THAT THE METER THAT WE END UP WITH IN THERE ACTUALLY DOES PERFORM AS IT'S SUPPOSED TO. BIGGEST CHALLENGE THAT'S COME UP OF LATE IS DEALING WITH THE CUSTOMER PORTAL. CLARA IS A BIG COMPANY THEY'VE GOT GOOD PRODUCT THAT'S WE HAVE LATELY RAN INTO A CHALLENGE THAT'S BECOME KIND OF A LEGAL ISSUE THE OBLIGATION THAT WE FEEL LIKE CLARA HAS TO PROVIDE THE CUSTOMER PORTAL AND THE ATTORNEY'S OPINION OF WHAT THE CONTRACT SAYS TOWARDS THAT.

SO WE'RE WORKING THROUGH THOSE ISSUES RIGHT NOW. TO CHANGE THE LANGUAGE AT THIS POINT IN THE GAME THAT'S SOMETHING THEY ARE STRONGLY INSISTING ON WE'RE TRYING TO WORK THROUGH THAT. THIS IS ANOTHER ISSUE IN THE END WE WILL HAVE A SOLUTION BUT THAT SOLUTION ACTUALLY COULD BE GOING A DIFFERENT DIRECTION THAT SOME HAVE BETTER PRODUCTS. BUT SO FAR WITH THE SMART METER I HAVE DONE REAL GOOD LIKE I ASKED I SAID THE PROJECT MANAGER SAID WE DON'T MANUAL READING THE METER. THE ONLY REASON WE'RE DOING THAT IS TILL WE GET THAT SECTION OF TOWN COMPLETED THEN WE'LL SWITCH OVER TO THE ELECTRONIC READING.

THE ITEMS BEFORE YOU ARE REALLY NECESSARY ITEMS FOR TWO REASONS ONE OF THOSE SETTING SOMEWHAT WE CALL LOCAL LIMITS. FOUR, THEY HAVE RECENTLY PASSED A RESOLUTION THAT I JUST HANDED OUT TO YOU DCOA 2020.14 THAT GIVES A LARGE PORTION OF THEIR AUTHORITY THAT CURRENTLY LIES WITH THE BOARD TO THEIR C.E.O. THERE ARE JUST A FEW -- THESE ARE JUST A FEW OF THE CONCERNS I HAVE DISCOVERED ABOUT DCOA BUT THERE IS ONE I WOULD LIKE TO SPEAK A LITTLE BIT MORE ABOUT. THAT IS THIS RESOLUTION. I I RECENTLY REACHED OUT TO A COUNCILMEMBER AND ASKED ABOUT THIS RESOLUTION ON WHICH THE COUNCILMEMBER WAS UNAWARE. I HAVE GIVEN THAT YOU BECAUSE I WANT TO MAKE THE ENTIRE CAN COUNCIL AWARE OF THIS RESOLUTION. WHETHER THE CITY ADMINISTRATION NEEDS TO SPEND MORE THAN $50,000, WHEN THE CITY MANAGER HE HAS TO COME TO YOU GUYS AND GET AUTHORITY. THAT HAS NOT BEEN -- THAT HASN'T BEEN PREVIOUSLY APPROVED. IN OTHER WORDS, THE CITY MANAGER HAS THE AUTHORITY TO APPROVE SPENDING BELOW THAT. A CURRENTLY THE DCOA HAS UP TO $250,000 BEFORE THEY HAVE TO COME TO THE CAN COUNCIL AND THAT BOARD IN RESOLUTION HAS GIVEN -- AND ALTHOUGH YOU WERE AWARE OF THIS RESOLUTION PASSED BACK IN JANUARY BUT IT IS VERY, VERY SCARY TO THINK WE WOULD GIVE ONE POSITION THAT MUCH FISCAL AUTHORITY. ALL THEY HAVE TO DO, ACCORDING TO THAT RESOLUTION IS THEY CAN SPEND ANYTHING WITHIN THAT ANNUAL APPROVAL OF THE BUDGET.

I DON'T KNOW I WAS TAKEN BACK A LITTLE BIT THAT PRESIDENT MANY PEOPLE KNEW ABOUT THIS AND THE MORE I HAVE WATCHED SOME OF THESE DCOA BOARD MEETINGS I UNDERSTAND WHY. IT'S NOT RUN VERY PROFESSIONALLY.

I HAVE TO BE I HAVE BEEN REALLY SURPRISED. THEIR AGENDAS ARE HAVE SIMPLISTIC. THEY DON'T EVEN HAVE A SET DATE FOR THEIR MEETINGS.

THEY LITERALLY DECIDE WHEN THEIR NEXT MEETING IS AT THE -- WHICH IS THE LAST ITEM.

IT'S BASICALLY AN AREA WHICH IS BLIGHTED WHICH MEANS THE COUNCIL DIDN'T ALLOT ENOUGH MONEY INTO THAT AREA SO NOW IT'S BASICALLY CONDEMNED. WE'VE HAD TWO OF THOSE OUR SECOND ONE WAS PASSED IN 2013. WHAT BOTHERS ME ABOUT THAT IS THAT ONCE IT WAS PASSED THERE WAS AN AMENDMENT TO IT WHICH ADDED SOME PROPERTY THAT ABILENE CHRISTIAN UNIVERSITY OWNS. WASN'T ABLE TO BE PASSED BECAUSE MR. WHO IS NOW GIVING THEM $592,000 WHO WE HAVE RESIDENTS WHO HAVEN'T HAD STREETS FOR 20 YEARS AND MATTER OF FACT THERE'S ABOUT 10 OR 15 CITY BLOCKS ON THE NORTH SIDE NORTH 15TH THAT I WAS RAISED ON WHEN I WAS A LITTLE GIRL STREETS THAT YOU GUYS RIPPED UP ABOUT TWO YEARS AGO HAVE YET TO GO BACK DOWN AND LAY THOSE STREETS DOWN. SO IT'S EXTREMELY CONCERNING WHEN YOU HAVE AN ORGANIZATION WHO HAS AN ENDOWMENT OF ALMOST HALF A BILLION DOLLARS CAN AND WE'RE GIVING THEM $1.5 MILLION FOR PUBLIC WORKS TO

INVEST IN A FOR-PROFIT SHOPPING CENTER WHICH WE'RE GOING TO GET SOME OF THAT SELF-TAX MONEY BACK BECAUSE THAT'S AN INCENTIVE 250,000 OF THAT.

THEN $200,000 OF FUNDS WHICH COULD GO TO THESE DLOOITED BLIGHTED AREAS THAT ARE BLIGHTED BECAUSE THE REPRESENTATION THAT MR. WILLIAMS GAVE THEM 20 YEARS AGO. EXTREMELY DISTURBING.
