I HAVE BEEN IN DAILY CONVERSATION WITH THE COUNTY JUDGE, THE SUPERINTENDENTS AS WELL AS OTHER STAKEHOLDERS IN THIS COMMUNITY. I WANT TO PROVIDE AN UPDATE IN REGARDS TO SOME THINGS THAT ARE ONGOING. LET ME PAUSE FIRST, AND JUST GIVE CONDOLENCES TO THE FAMILIES THAT HAVE LOST LOVED ONES TO COVID-19.

HAVING SAID THAT, THIS COUNSEL ACKNOWLEDGES THE SERIOUSNESS OF THIS GLOBAL PANDEMIC.

AND ALSO ACKNOWLEDGE THAT WE NEED TO HAVE AN APPROPRIATE RESPONSE.

THERE IS FRICTION BETWEEN COMMERCE AND THE THINGS WE DO HEALTHWISE.

THAT IS A BALANCE WE ARE TRYING TO FIND AN WE WANT TO KNOW WHERE THE SWEET SPOT IS.

THIS COUNSEL HAS NO INTENTIONS, ALONG WITH THE COUNTY JUDGE TO SHUT DOWN COMMERCE.

THERE HAVE BEEN DIFFERENT MESSAGES FLOATING AROUND. THERE ARE SO MANY NUMBERS THAT MISTAKES HAPPEN WE ARE NOT AT 15%. THAT IS THE MAGICAL NUMBER THAT TRIGGERS CERTAIN RESTRICTIONS LOCALLY. WE ARE NOT THERE YET.

WE ARE A .2-A .3%. OUR GOAL IS NOT TO FIGHT THE 15% THRESHOLD, OUR GOAL IS TO BE RESPONSIBLE. THE GOAL IS TO NOT PUT A BURDEN ON THE MEDICAL FACILITIES AND NOT IN FACT THOSE THAT DON'T NEED TO BE INFECTED. THE GOAL WAS NEVER TO TRY THE INFECTION BECAUSE THEY WILL OCCUR. THE JUDGE HAS NO PLANS TO REVOKE HIS DECISION TO ALLOW BARS TO BE OPEN. HOWEVER IF THE NUMBERS CONTINUE TO ESCALATE, THAT IS SOMETHING

WHAT I CAN TELL YOU IS THE HOSPITAL AS APPROXIMATELY 50 COVID-19 IN A.

THE CHALLENGE ISN'T WHAT THEY REFER TO AS IT IS A LIMITED ICU CAPACITY FOR THE HOSPITALS.

PARIS COVID, HENDRICK MEDICAL CENTER WAS NEAR OR AT CAPACITY WHERE THE CRITICALLY ILL NEEDED CARE. THAT IS WHY HENDRICK MEDICAL CENTER LOOKED TO BILL OR PURCHASE ADDITIONAL HOSPITALS. WE CHOSE TO COORDINATE CARE WE HAVE TRANSPORTATION TO MAXIMIZE.

BUT WHEN THEY PURCHASED A COUPLE OF THESE HOSPITALS THEY HAD EMPTY ICU BEDS.

THEY HAD EQUIPMENT BUT NO STAFF. SOME OF WE HAVE A PLAN TO INCREASE IT THAT WAS NOT OTHERWISE AVAILABLE ONE WEEK AGO. WE HAVE ONE ICU BED AND THIS 22 COUNTY LOCATION WE ARE REFERENCE STS A D. THAT ONE BED IS ENROLLING PLANES. OUR ICUS ARTICLE. IT IS UNDENIABLE, IT IS NOT POLITICAL. THEY HAVE MORE ICU BEDS AND WE HAVE HERE IN ABILENE.

WE HAVE THE LOWEST OF ANY OF THE TSA'S. IN TEXAS WE HAVE AN ISSUE.

WE HAD A PROBLEM BEFORE AND IT HAS BEEN AMPLIFIED POST PANDEMIC OR POST THIRD SURGE PERIOD OF HER CONCERN THAT HENDRICK IS THE FIRST SURGE WAS MITIGATED. IT WENT DOWN BECAUSE WE SHUT THE

THIS IS IN THE SHORT TERM BECAUSE HENDRICK HEALTH WILL HAVE TO HAVE LONG-TERM PLANS AS WELL. I'M STEPHEN LOWERY I'M CURRENTLY CHIEF OF STAFF AT HENDRICK MEDICAL CENTER. AS MR. HOLLEN SAID, ICU IS A REAL ISSUE HERE.

THAT IS WITH REGARD FOR CARING FOR THE PATIENTS THAT COME TO THE HOSPITAL.

IT HAS BEEN AN ISSUE AND WE HAVE A GAME PLAN FOR IT THAT HE JUST OUTLINED BUT ON THE IMMEDIATE TERM, -- IN THE SHORT TERM, I WOULD LIKE TO GIVE YOU SOME INFORMATION AND DETAILS.

WE HAVE 24 ICU BEDS AT THE MAIN CAMPUS. SIXTEEN BEDS AT THE SOUTH BUT AS HE MENTIONED, STAFFING THOSE BEDS IS AN ISSUE. NURSING STAFF, RESPIRATORY THERAPY WITH PEOPLE WHO ARE REQUIRED TO CARE FOR THE PATIENTS IS ONE LIMITING FACTOR WHEN YOU LOOK AT THE AND OF THOSE THEY HAVE 10% WHO GO TO THE ICU.

YOU CAN DO THE MATH AS THE TOTAL POSITIVE TEST CLIMBED YOU CAN PREDICT HOW MANY ICU BEDS WE WILL NEED. HOW MANY HOSPITAL BEDS WE WILL NEED.

WE HAVE CONTINGENCY PLANS THAT WE GO THROUGH ON A DAILY BASIS. AND AND DATED DATE THINGS THAT WE NORMALLY SEE. AND THEN FACTOR WHERE WE SEE THE TREND GOING.

SO WE DO OUR PLANS BASED ON THAT DATA. WE HAVE BEEN DOING IT SINCE MARCH AND WERE GETTING BETTER. I WOULD LIKE TO THINK THE TEAM HAS GOTTEN GOOD AT TRYING TO

PREDICT THE SURGE AND COMPENSATE FOR THE SURGES. >> WHERE WE ARE RIGHT NOW IN THE TREND, IS CONCERNING BECAUSE IF IT CONTINUES WITHOUT SOMETHING TO BEND THE CURVE BACK DOWN, WE POTENTIALLY START IMPACTING OTHER THINGS. PUT EVERYTHING INSIDE OF THE HOSPITAL IT IS ALMOST LIKE A PUZZLE.

WE HAVE THIS MANY PATIENTS THAT NEEDS THIS KIND OF THE PROCEDURE AND HOW CRITICAL IT IS SO WE DON'T HAVE TO POSTPONE OR RESCHEDULE. THE NURSES GO THROUGH THAT EVERY DAY. THEY NEED INPUT ON THOSE PROCEDURES.

>> THE SECOND THING IS, WE HAVE AN ORDER TO REQUEST STAFF, NURSES FROM THE STATE.

THIS WILL EXPAND CAPACITY TO BE ABLE TO OPEN UP. >> I WOULD LIKE THE DOCTOR TO TALK ABOUT THE THERAPEUTICS AND OFFERINGS AT THE HOSPITAL. AT THE -- IN THE MEANTIME I WANT TO PUT IN! THE STATE HAS IDENTIFIED THE LACK OF ICU BEDS REGARDLESS OF THE THRESHOLD BECAUSE THE TSA THRESHOLD, IS NOT APPLICABLE TO THE EXPERIENCE WE SEE HERE IN WEST TEXAS BECAUSE IT INCLUDES BEDS LIKE BEHAVIORAL HEALTH, OCEANS, REHAB BEDS AND HOSPITAL BEDS IN THE RURAL COMMUNITIES THAT DO NOT TREAT COVID PATIENTS. SO THE TSA NUMBER WE FOCUS ON ICU BEDS.

WOULD YOU UPDATE EVERYONE DOCTOR? >> I AM THE CHIEF OF STAFF I AM AN INTERNIST AS WELL. THE THERAPEUTICS IS LARGELY SUPPORTED AS WITH COBIT IS THE MAIN STREET -- MAINSTAY WE DO HAVE OTHERS THAT ARE BEING STUDIED.

WE HAVE A TEAM THAT MAKES TO DISCUSS THERAPEUTICS THAT ARE AVAILABLE THERE ARE SOME TRIALS WE ARE INVOLVED IN. BUT THE MAINSTAY TREATMENT THE ICU IS WHERE THE BOTTLENECK OF KURDS WE HAVE TENDS -- TEN PATIENTS AND THE PATIENTS MAY BE THERE THREE HAVE BEEN FOR WEEKS.

SO IT USUALLY GO FROM PNEUMONIA TO PULMONARY IN THE MONTH OF REQUIRES A LONG TIME TO RECOVER THE MASK WEARING AS AN INTERNIST, I LIKE TO FOCUS ON PREVENTION, AND STRATEGY.

THE GOVERNOR HAS PASSED EXECUTIVE ORDERS THAT INCLUDE LOCAL AUTHORITIES FROM TAKING MORE RESTRICTIVE ACTIONS UNLESS CERTAIN TRIGGERS ARE HIT. SEVEN DAYS OR 15%.

THE CITY OF EL PASO IN EL PASO COUNTY HAD EVEN STRICTER REQUIREMENTS THAT ARE OUTSIDE THE GOVERNMENT THERE ABILITY. I KNOW EVERYONE FEELS DEEPLY ABOUT THEIR ROLE AS ELECTED OFFICIALS. I FEEL EQUALLY CONVICT AS A CITY MANAGER.

WE WANT TO MAKE SURE WE DO OUR BEST TO KEEP EVERYONE SAFE. I HAVE SEEN MANY DO THIS.

I HAVE SEEN MORE PEOPLE WEARING MASKS THAN I HAVE BEFORE AND I ALSO DON'T WANT TO PLEASE CONSIDER OTHERS THE BRIGHTEST MINDS IN THE MEDICAL FIELD SAY THAT PERHAPS MASKS MAY RESIST THE VIRUS. IT IS THE LEAST WE CAN DO FOR OUR NEIGHBORS.
